The dependable pattern is to let Terraform create the Linux VPS, firewall rules, SSH association, and public address, then pass a cloud-init document to the new machine. cloud-init installs a pinned Node.js LTS release and NGINX, creates a non-root deploy account, installs your application, and writes a systemd service. systemd keeps Node.js running after you disconnect from SSH, while NGINX exposes HTTP and HTTPS and proxies privately to 127.0.0.1:3000.

Terraform manages infrastructure; it is not a Node.js process manager. Keep application runtime work in cloud-init, an image, or configuration management, and use Terraform provisioners only when those options cannot perform a narrowly defined task.

What the finished deployment looks like

A production-shaped single-VPS deployment has four layers:

  1. Terraform: creates the VPS, network dependencies, firewall rules, SSH key association, and public IP or hostname.
  2. cloud-init: runs during first boot, updates the operating system, installs packages, creates the deploy user, places the application, and configures services.
  3. systemd: runs the Node.js process as a dedicated user, starts it at boot, and restarts it after an unexpected failure.
  4. NGINX: listens on the public web ports and forwards requests to the private Node.js listener on localhost.

The application should bind to 127.0.0.1:3000 (or another private local port), not to a publicly reachable port. NGINX becomes the only public application entry point. Open SSH only to an administrative source range, and expose HTTP and HTTPS publicly when the site requires them.

Decide the provider-specific values first

Terraform syntax and the available VPS features differ by provider, region, and image. Before writing configuration, record the values that must be explicit in your project:

  • Provider and region, including whether the selected region supplies IPv4, IPv6, or both.
  • Linux distribution and image identifier. The cloud-init example below assumes a Debian-family system using apt; adapt package commands for another distribution.
  • VPS size, disk capacity, traffic or bandwidth limits, and whether snapshots or backups are available.
  • Supported Node.js LTS line and the repository or image source that supplies it. Pin the major version instead of silently accepting whatever an image happens to contain.
  • Application start command, working directory, listening port, required environment variables, and health endpoint.
  • SSH public key and the administrative CIDR range allowed to reach port 22.
  • DNS name, if you will point a hostname at the public address after creation.

Prices, quotas, firewall syntax, image names, and address behavior change over time and by geography. Keep those values in variables and confirm them in the selected provider’s current documentation rather than assuming that an example for one provider applies to another.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Prepare the application for a non-root service

Your repository should have a deterministic production install and a command that does not depend on an interactive shell. A typical sequence is:

  1. Commit the lockfile used by your package manager.
  2. Make the production command explicit, for example node server.js or npm start.
  3. Ensure the server reads its port from an environment variable and defaults to the private port you selected.
  4. Expose a lightweight health endpoint such as /health that returns a successful status only when the process is ready to serve.
  5. Document migrations, asset builds, and any other release-time steps separately from the long-running server command.

For npm projects, npm ci --omit=dev installs exactly the lockfile’s dependency graph without development dependencies. If the project needs a build step, run that before removing dependencies or use a multi-stage artifact so the runtime directory contains only what the service needs.

Create the Terraform project

Recommended directory layout

terraform-vps/
  main.tf
  variables.tf
  outputs.tf
  cloud-init.yaml
  terraform.tfvars.example

Keep cloud-init in its own file so changes are reviewable. Do not commit private keys, database passwords, API tokens, or a rendered state file. Terraform state can contain sensitive values even when the source configuration does not.

Initialize and validate locally

  1. Install the Terraform CLI on your workstation.
  2. Configure the selected provider and its credentials using the provider’s supported environment variables or credential store.
  3. Run terraform init to install the provider and initialize the backend.
  4. Run terraform fmt -check and terraform validate.
  5. Run terraform plan, inspect every proposed resource and address, and only then run terraform apply.

For team work, use a protected remote backend with state locking. Restrict who can read and change the state because it may contain rendered user data, addresses, and other sensitive values. Keep secrets outside Terraform source and pass only the minimum values needed at boot.

The resource names above are intentionally placeholders, not a provider you can install. In a real configuration, use the provider’s exact server, key, firewall, and address arguments. The important behavior is that the firewall and SSH key are dependencies of the server and that the complete cloud-init document is supplied through the provider’s startup-data field, commonly named user_data or custom_data.

Write cloud-init for first boot

HashiCorp describes cloud-init as a standard configuration tool available on most Linux distributions and major cloud providers. It runs after the VM is created, so Terraform can finish while the operating-system bootstrap is still in progress. Your automation and health checks must account for that delay.

The following Debian-family example installs the distribution’s Node.js and npm packages, NGINX, and Git, creates a restricted service account, checks out an application, and writes systemd and NGINX configuration. Pin the Node.js LTS package source and replace the repository, branch, and start command for your application before using it.

The repository URL in this sample is deliberately nonfunctional. Replace it with your actual source or, preferably, upload a versioned release artifact from a private delivery system. Do not place a private repository token in a public cloud-init file: startup data can be visible through provider APIs and may be recorded in logs.

Important cloud-init adjustments

  • Node.js source: distribution packages may lag behind the LTS line your app supports. Select a trusted repository or bake an image, then verify the installed major version with node --version.
  • Start command: change /usr/bin/node server.js to the real entry point. If you use npm start, set ExecStart=/usr/bin/npm start only after confirming the npm path and signal handling for your application.
  • Builds: add a controlled build command before the production install or build an artifact elsewhere. Avoid compiling untrusted code as root.
  • Secrets: keep /etc/myapp.env owned by root with mode 0600, and obtain its values from a secret-management mechanism rather than committing them.
  • Idempotence: first-boot scripts normally run once per instance. Make package installation and file creation safe to repeat, and use a new image or explicit release process for later deployments.

Why systemd keeps Node.js alive after SSH disconnects

Running node server.js directly in an SSH session ties the process to that session and provides no boot startup, restart policy, or structured logs. The unit above solves those problems:

  • User=deploy prevents the application from running as root.
  • WorkingDirectory makes relative paths deterministic.
  • EnvironmentFile separates runtime configuration from the unit.
  • Restart=on-failure restarts crashes without creating an endless restart loop for a clean administrative stop.
  • WantedBy=multi-user.target and systemctl enable start the service at boot.

Inspect it with systemctl status myapp.service, follow logs with journalctl -u myapp.service -f, and check the exact command and environment when a process exits immediately. A successful systemd status does not prove that the application is serving the expected route; test its health endpoint locally and through NGINX.

Put NGINX in front of the application

NGINX terminates the public connection and proxies to the private loopback listener. This keeps port 3000 out of the firewall and gives you one place to add TLS, request limits, access logging, and hostname-based routing later.

After changing a server block, run nginx -t before reloading. If the configuration test passes, use systemctl reload nginx so existing connections are not unnecessarily dropped. For HTTPS, add a certificate-management process appropriate to your distribution and domain; do not assume that a certificate exists merely because port 443 is open.

Cloud-init, images, configuration management, and provisioners

Choose the bootstrap mechanism according to how often you create machines, how much drift you must control, and whether the machine can be reached from the Terraform runner.

Approach Best fit Repeatability and speed Network and secret considerations Rollback and debugging
cloud-init startup data First-boot installation on a fresh VPS Simple, unattended creation; runs during boot and may take several minutes No inbound SSH from Terraform is required; protect startup data because it can contain sensitive values Inspect cloud-init status and logs on the instance; replacing the VPS reruns the bootstrap
Image baking Many identical servers or fast scale-out Fast boot after the image is built; versions are captured in the image pipeline Secrets should not be baked into the image; runtime identity still needs permissions Rollback is selecting a previous image; image pipelines add build and test steps
Configuration management Ongoing convergence and drift correction Good for repeated state enforcement; requires an execution system or agent Usually needs network reachability or an installed agent and credential handling Granular reports and reruns; tool-specific debugging and inventory are required
Terraform provisioners A narrowly defined action unavailable through the provider, image, or configuration tool Execution order follows the declared resources, but behavior is harder to model and repeat safely Remote execution commonly needs SSH, a connection block, and credentials from the Terraform runner A failed provisioner normally fails terraform apply; replacement and retry behavior must be documented

HashiCorp recommends provider-native startup data, cloud-init, machine images, or configuration management before provisioners. Its guidance describes Terraform as primarily designed for immutable infrastructure operations and recommends purpose-built solutions for provisioners. Treat remote-exec, local-exec, and file as an escape hatch, not as the normal application deployment loop.

When a provisioner is unavoidable

Use one only when the provider cannot express the action and neither startup data, an image, nor configuration management is suitable. Keep the action small and explicit:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Define a connection block using a dedicated, short-lived deployment key and the non-root account.
  2. Restrict SSH in the firewall to the Terraform runner’s administrative range for the duration of the operation.
  3. Make the script idempotent: check the current release, create missing directories, and avoid destructive commands on a retry.
  4. Understand that scripts run in declaration order and that a nonzero exit normally fails the apply.
  5. Document how a replacement VPS receives the same files and how a failed apply is retried or cleaned up.

Do not use a provisioner to keep the process alive. systemd, not Terraform, owns the Node.js service lifecycle.

Verify the deployment from the inside out

Run checks in this order so a failure points to the correct layer:

  1. Terraform: confirm terraform fmt -check, terraform validate, and terraform plan succeed without unexpected changes.
  2. SSH: connect as the intended non-root user and confirm that root login is not required for routine administration.
  3. Bootstrap: run cloud-init status --wait or the equivalent command for the distribution. Review cloud-init logs if it reports an error.
  4. Runtime: run node --version and npm --version; verify that the versions satisfy the application’s support policy.
  5. Application: run systemctl is-enabled --quiet myapp.service and systemctl is-active --quiet myapp.service. Query the health endpoint locally, for example with curl http://127.0.0.1:3000/health.
  6. Proxy: run nginx -t, then request the public URL from an external client and confirm the expected status and response body.
  7. Firewall: verify that only SSH from the administrative CIDR and HTTP/HTTPS from the public internet are exposed. Port 3000 should remain private.
  8. Logs: inspect journalctl -u myapp.service and the NGINX error log when the response is incorrect.

HashiCorp notes that cloud-init runs after instance provisioning and may need several minutes before SSH or the application is ready. A Terraform apply that reports a created server is therefore not a successful application deployment by itself.

Diagnose common failures

SSH works, but cloud-init is still running

Wait for cloud-init status --wait and inspect the cloud-init output before manually changing files. Running steps out of order while the bootstrap script is active can leave ownership and service state inconsistent.

The service repeatedly exits

Read journalctl -u myapp.service -b. Check the working directory, entry-point filename, Node.js major version, file ownership, and required environment variables. Run the same command as the deploy user in the working directory to reveal missing files or permissions.

Local health checks pass, but the public URL fails

Confirm that NGINX is enabled, the server block is linked, and nginx -t succeeds. Then check the VPS firewall, provider firewall, DNS record, and whether the request is reaching IPv4 or IPv6. A process bound only to localhost will not be reachable directly from the internet, which is expected; NGINX must proxy it.

Terraform wants to replace the VPS unexpectedly

Review the plan for changes to the image, size, region, user data, or provider arguments that are replacement-triggering. Treat replacement as a new first boot: preserve data externally, confirm the SSH key and firewall dependencies, and test the new address before changing DNS.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A provisioner failed halfway through apply

Read the command output, correct the underlying condition, and determine whether rerunning is safe. Because provisioners are not modeled as a convergent service state, you may need to remove partial files or replace the instance. Keep the script idempotent so a retry does not duplicate users, repositories, or service definitions.

Operate and update the VPS safely

Application releases

For a simple single-server setup, deploy a versioned artifact or checkout, install production dependencies as the deploy user, run any migration procedure, and restart only after the new files are complete. Use systemctl restart myapp.service, then verify the health endpoint and logs. Keep the previous release available long enough to perform a quick rollback, or use image-based replacement when reproducibility matters more than in-place speed.

Operating-system and Node.js updates

Do not rely on an unreviewed package upgrade to change the Node.js major version. Test the target LTS line against the application, update the pinned image or package source, and roll through a replacement or controlled maintenance process. Record the version in Terraform variables or image metadata so a rebuild does not silently select a different runtime.

Backups and replacement

A VPS is disposable infrastructure unless you separately protect application data. Store databases, uploads, and user-generated files on durable services or verified backups. Test restoring them before you need to replace the machine. A stateless Node.js web tier is easiest to rebuild: Terraform creates a new address and firewall, cloud-init installs the same release, and DNS is switched only after external checks pass.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Destroy disposable environments

Use terraform destroy for test instances when they are no longer needed. HashiCorp’s tutorial demonstrates destroying a test instance to avoid continuing charges. Review the destroy plan carefully in any environment that contains persistent data.

Security and state-management checklist

  • Use a non-root deploy account for the application and disable password authentication where the distribution’s SSH policy allows it.
  • Allow SSH only from a known administrative range; do not expose the Node.js port publicly.
  • Keep private keys out of Terraform files, cloud-init committed to source control, and shell history.
  • Protect remote state with access controls, encryption, and locking.
  • Use restrictive permissions for environment files and avoid printing secrets in bootstrap logs.
  • Pin provider, operating-system image, and Node.js major versions; review upgrades deliberately.
  • Test NGINX configuration before every reload and monitor both systemd and proxy logs.
  • Plan for IPv4 and IPv6 separately if the provider assigns both; firewall rules must cover every enabled address family.

What Terraform should and should not own

Terraform should own the VPS and its dependencies: addresses, firewall rules, SSH-key association, tags, disks, and other provider resources. It should also publish outputs such as the public address or hostname. The operating system’s package state, process restarts, application logs, and release-specific files belong to cloud-init, systemd, an image pipeline, configuration management, or a deployment system.

This separation keeps an infrastructure plan understandable. Changing a JavaScript file should not require replacing a server, while changing the image or region should deliberately create a new machine whose bootstrap can be tested from a clean state.

Final deployment sequence

  1. Choose the provider, region, image, VPS size, Node.js LTS line, application command, and administrative CIDR.
  2. Write and review the cloud-init file, replacing the sample repository and command with your release process.
  3. Configure provider resources for the VPS, SSH key, firewall, and startup data, then protect the backend state.
  4. Run formatting, validation, and a plan; inspect replacement actions and network rules.
  5. Apply the configuration and wait for cloud-init to finish.
  6. Verify the runtime, systemd service, local health endpoint, NGINX configuration, public URL, firewall exposure, and logs.
  7. Record the output address, establish DNS and TLS through your chosen operational process, and keep a tested rollback or rebuild path.

Frequently Asked Questions

Can I use an SSH terminal multiplexer instead of systemd?

A multiplexer can preserve an interactive session, but it does not provide boot startup, a defined non-root identity, restart policy, or service logs. Use systemd for the application and reserve interactive sessions for diagnostics.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I pass a database password to the service?

Do not place it in Terraform source or a publicly readable startup document. Retrieve it through a protected secret-delivery mechanism, write a root-owned environment file with restrictive permissions, and ensure the service account can read only what it needs.

What happens if I edit cloud-init after the VPS already exists?

Most cloud-init configuration is first-boot data, so changing the Terraform file does not automatically rerun it on an existing machine. Apply later changes through a release or configuration-management process, or replace the instance when a clean rebuild is the safer option.
