Custom software is worth considering when a clearly defined business workflow or system-integration gap cannot be addressed effectively by configuring, integrating, replacing, or changing how existing software is used. It is not an automatic fix: first identify the users, work, data, workarounds, and measurable outcome involved, then compare the realistic options—including the effort of implementation and ongoing support.

Define the business problem before choosing software

Start with the work that is failing, not a feature list or a preferred technology. A useful problem statement identifies who is affected, where the workflow stalls, what information must move between systems, and what business result should improve.

  • Users and process: Which roles perform the work, and what steps do they follow?
  • Workarounds and failure points: Where do people re-enter data, keep side spreadsheets, wait for approvals, or correct errors?
  • Data and connections: What information must be exchanged, with which systems, and how often?
  • Outcome: What observable result would count as improvement, such as fewer handoffs or more reliable data transfer?

This definition makes it possible to test whether software is the cause of the problem. Sometimes the actual obstacle is a process that needs redesign, unclear ownership, or a system that is merely configured poorly.

Compare custom development with the other remedies

Custom development is one option among several. Compare approaches against the same workflow requirements, integration needs, security and support conditions, migration effort, maintenance demands, and user adoption needs. There is no sourced apples-to-apples cost comparison establishing that custom software is generally cheaper or more effective than packaged software.

Approach When it may fit What to examine
Configure existing software The required workflow is supported, but settings, permissions, or available modules are not aligned with the work. Whether the change meets the requirement without creating fragile workarounds or affecting other processes.
Integrate existing systems The needed capabilities already exist, but data or events do not move reliably between systems. Data ownership, quality, security, failure handling, and how the connection will adapt as processes change. NIST’s 2002 integration report emphasizes flexibility as business processes evolve: NIST, “Concepts for Automating Systems Integration”.
Replace a system The existing product no longer meets functional, support, security, or operational needs. Fit to workflows, migration and transition, integrations, vendor support, and retirement of the old system.
Change the process The workflow itself creates avoidable steps or does not match what current tools can support. Whether users can achieve the desired outcome through a simpler process without losing necessary controls.
Build custom software A material requirement remains unmet after realistic configuration, integration, replacement, and process options have been considered. Who will own delivery, security, maintenance, documentation, support, and future changes—and whether the organization can sustain that work.

A gap in a current system establishes a problem to solve; it does not establish that bespoke development is the best answer. Ask potential suppliers to explain which requirements cannot be met by the alternatives and how their proposed solution will be maintained.

Use evidence in the right context

Official sources document real modernization pressures, but the figures describe specific populations rather than every business. In 2025, the U.S. Government Accountability Office (GAO) examined 69 federal legacy IT systems and identified 11 critical systems most in need of modernization. Among those 11, eight used outdated programming languages, four had unsupported hardware or software, and seven had known cybersecurity vulnerabilities. These are findings about selected federal systems—not an estimate of how many private companies have similar problems. GAO, “Information Technology: Agencies Need to Plan for Modernizing Critical Decades-Old Legacy Systems” (2025).

EDUCAUSE’s 2023 ERP implementation survey offers a separate, higher-education perspective. “Previous software not meeting functional needs” was a reported driver for 75% of respondents who were committed or interested and 79% of those who had completed or were implementing an ERP project. “Previous software too difficult to support/maintain” was reported by 67% and 66%, respectively; “integration across systems” by 38% and 41%, respectively. Those percentages apply to the survey’s higher-education ERP groups, not to businesses generally. EDUCAUSE, “Overview of the Current State of ERP Implementations” (2023).

Plan modernization as a delivery and transition effort

Replacing or substantially modernizing software involves more than selecting a product or writing code. Migration, integration, security, organizational change, and continued operation during transition all need to be planned. For a major effort, make the work visible before delivery begins.

Set milestones and define scope

Document what work is included, the sequence of milestones, dependencies, and how progress will be assessed. GAO identifies clear milestones and the work required as key parts of modernization planning. It warns that incomplete plans increase the likelihood of cost overruns, schedule delays, and project failure. GAO, “Information Technology: Agencies Need to Plan for Modernizing Critical Decades-Old Legacy Systems” (2025).

Plan data migration and the old system’s disposition

Specify what data must move, how it will be checked, what systems will remain connected, and how the organization will operate during cutover. Decide whether the legacy system will be retired, retained temporarily, or kept for a defined continuing purpose; avoid leaving that decision implicit.

Account for people and process changes

Users may need to change established routines, while managers must align business needs, process design, and automation. A 2026 GAO report on federal shared services describes challenges in aligning business needs and processes with new systems, managing stakeholders and change, and allocating resources. Its findings concern federal shared services, but illustrate why implementation planning must include organizational responsibilities as well as technical work. GAO, “Federal Shared Services: Adoption Challenges Underscore the Need for Consistent Leadership” (2026).

Assign continuing ownership

Identify who will handle maintenance, security updates, incident response, user support, and future workflow changes. A system that solves today’s gap but has no sustainable support plan may create another one.

Learn from needs assessment, not from a misleading success claim

A NIST Manufacturing Extension Partnership case describes manufacturer MECCO facing growth-related challenges with legacy accounting and IT systems. The company assessed its IT capabilities and ERP needs before selecting a vendor. The case is useful as an example of assessing needs before selecting a system; it does not establish that MECCO built custom software or report quantified savings from that choice. NIST Manufacturing Extension Partnership, “Technology in Action” (2021).

That distinction matters: an organization’s need for modernization is not evidence that custom development was used, nor does a single case establish a typical return, cost, or delivery timeline.

Use a decision checklist before committing

  • Can the workflow problem be described in terms of affected users, steps, data, and a measurable outcome?
  • Have configuration, integration, system replacement, and process redesign been assessed against the same requirements?
  • Are security, vendor support, and any known unsupported technology risks understood?
  • Are migration, transition, dependencies, milestones, and the legacy system’s future disposition documented?
  • Is there a realistic plan for user adoption, change management, and resource allocation?
  • Can the organization or a clearly accountable provider sustain maintenance, security, and ongoing changes?

If the gap is specific, the alternatives have been tested, and the organization can plan and support the change, custom software may be a reasonable option to evaluate. If those conditions are not established, define the problem and compare remedies before commissioning a build.
