Many households can drop a separate home-phone service if mobile coverage is dependable indoors, everyone can reach one another, and no safety, accessibility, or other device depends on the line. Keeping one can still make sense for weak mobile reception, shared household access, a familiar handset, or equipment that needs a compatible voice connection. First find out what kind of service you have: a modern home phone may use fiber, broadband, or wireless rather than traditional copper.

What does “landline” mean now?

A traditional landline, or POTS (Plain Old Telephone Service), carries voice over legacy copper wiring. A home-phone service today may instead use fiber, an internet connection, or a fixed or mobile wireless network. It may still work with familiar household handsets, but its equipment, power needs, outage behavior, and emergency-location procedures can be different.

Providers describe different replacement options, and availability depends on the address. AT&T lists fiber, wireless, Internet Air, and AT&T Phone – Advanced among options for customers transitioning from copper; Verizon describes fiber and wireless replacements. These are provider-specific offerings, not guarantees that every option is available at every home. AT&T’s copper-transition announcement and Verizon’s transition information explain their respective approaches.

Do you need to keep a home phone?

Decide based on your household’s actual needs, not on the label “landline.” A home-phone service can be useful when several people share access to one handset, someone prefers or needs a familiar phone, indoor mobile reception is poor, or a connected device requires a compatible voice service. It can also provide another way to call, though that does not make it outage-proof.

Choice Potential benefit Main limitation
Keep home-phone service Shared access, a familiar handset, or an additional calling option Separate monthly cost; reliability and power behavior depend on whether the service uses copper, fiber, broadband, or wireless.
Move from copper to fiber or IP voice May preserve home-phone use and possibly the existing number while changing networks Requires provider equipment and a working service path; local backup power may be needed.
Use fixed-wireless or mobile voice Can replace a copper-based home-phone offer where the provider offers it Coverage, congestion, power needs, and emergency-location handling vary by service.
Use mobile phones only Removes the separate home-phone service and may simplify bills Depends on indoor coverage, charged devices, household habits, and any accessibility or equipment needs.

Compare total monthly cost, indoor coverage, backup-power arrangements, emergency calling, number portability, call quality, accessibility, and attached-device compatibility. Provider statements about coverage or reliability are not independent comparisons.

What happens to a home phone during a power outage?

It depends on the network and equipment. Copper service can be interrupted when lines or poles are damaged. Internet-based voice needs a working internet connection and powered customer equipment; a battery may keep some local equipment running during a commercial power failure, but it cannot restore a failed internet provider, damaged line, or carrier network. The FCC’s 2026 order says interconnected VoIP can continue through a power outage if internet service remains operational and the customer maintains backup power; it also rejects the idea that copper always survives outages. Ask which components need power—such as an optical network terminal (ONT), modem, router, voice adapter, or cordless-phone base—and whether backup batteries are included, replaceable, and sufficient for your needs. A UPS or battery can power some customer equipment for a limited time, but cannot keep the provider’s external network operating. Verizon says its fiber and fixed-wireless POTS replacement equipment includes replaceable backup batteries for commercial power outages; that statement applies to its offerings, not every provider.

Can you call 911 with VoIP?

Covered interconnected VoIP providers have federal E911 obligations under 47 CFR § 9.11, including requirements for routing and location information. The rule requires automated dispatchable location for fixed interconnected VoIP; rules for non-fixed services address dispatchable or registered location and related alternatives. The precise service setup matters, so verify the emergency address in your provider’s records, especially if you move equipment or use the service at another location.

Next Generation 911 is a modernization of emergency communications, not a guarantee that an individual home phone will work through a power or network outage. The National 911 Program describes NG911 as a digital, internet-protocol system intended to replace the decades-old analog 911 infrastructure; it is designed to carry voice, photos, video, and text and support call overload, disasters, and location-based routing. Its transition requires coordination among emergency communications and governing entities. National 911 Program: Next Generation 911.

Check connected devices before changing service

Some equipment may use a phone line for monitoring, alerts, or communication. Before cancelling or switching service, make an inventory and confirm compatibility with both the equipment maker and provider.

Are landlines being discontinued everywhere?

No single nationwide date applies to every customer. Provider plans, local availability, and state processes differ; “landline” service may also continue over a different network after copper is retired.

AT&T says it plans to exit copper in most of its wireline footprint by the end of 2029. Its April 28, 2026 announcement describes phased upgrades and advance communications, and says copper phone and broadband service will be discontinued in certain areas beginning in summer 2026. These are AT&T’s plans, not a universal schedule. AT&T also reported that less than 2% of its eligible customers were still using legacy copper voice technology; that figure is limited to its eligible customers, not all U.S. households. AT&T’s 2026 announcement.

Local rules can add requirements. Minnesota’s Public Utilities Commission says a law effective July 1, 2026 requires certain telephone companies seeking to transition legacy customers to submit a formal plan and receive Commission approval. The commission also describes FCC Order 26-19 as accelerating copper transition. Minnesota PUC: Copper transition.

What should you do before cancelling or accepting a migration?

  1. Identify the service technology. Check your bill or ask the provider whether voice uses copper POTS, fiber, VoIP over broadband, or wireless.
  2. Ask about your number and bundle. Confirm whether you can retain or port the number and whether a change affects broadband, discounts, or other bundled services.
  3. Verify emergency calling. Ask whether 911 is available, which address or location is registered, and what happens during power, internet, or cellular outages.
  4. Check every connected device. Contact the equipment maker and provider about compatibility, adapters, and any required replacement service.
  5. Plan for backup power if needed. List the equipment that must stay powered and ask about included batteries, replacement, runtime, and ongoing cost. Do not assume a battery can maintain the provider’s network.
  6. Compare the household’s real costs and coverage. Include service charges and any equipment or backup costs, then test indoor mobile coverage where household members actually need to make calls.

How large is the transition?

UK figures offer context but should not be mistaken for U.S. adoption data. UK government guidance published May 28, 2025 said more than two thirds of UK landlines had already been upgraded to VoIP. The same guidance reported over 2,600 major PSTN incidents during 2024/25 and cited Ofcom’s report of a 45% increase in PSTN incidents during 2024. Those incident figures concern the UK and do not establish comparative reliability for a U.S. household or any particular replacement service. UK government PSTN-transition guidance.
