The safest way to reach commands hidden from Windows 11’s compact right-click menu is to choose Show more options, or press Shift+F10. That opens the older menu without changing the registry or File Explorer.
If you want to add commands, limit changes to the specific file type and registry key involved. Microsoft documents file-type verbs and Shell extension handlers, but those mechanisms do not provide a supported point-and-click switch for arbitrarily moving items into Windows 11’s modern menu. A commonly shared registry command can make the older menu appear by default, yet it is community guidance rather than a Microsoft-supported customization promise.
Know which Windows 11 menu you are changing
Windows 11 uses a compact, modern context menu for files, folders and the desktop. Some older commands are placed behind Show more options. The second menu is the legacy menu used by earlier Windows releases. A registry change that restores the legacy menu does not rearrange the modern menu; it changes which menu appears first.
File-type commands are a separate matter. A command registered for a particular file type can appear when that type is right-clicked. A Shell extension handler can add an item dynamically for matching files. Neither mechanism proves that Windows has a supported consumer setting for dragging arbitrary modern-menu items between levels.

Choose the least risky option first
| Approach | Scope | Registry change | Reversibility | What it actually changes |
|---|---|---|---|---|
| Show more options or Shift+F10 | Any file, folder or desktop location | None | Immediate; nothing persistent to undo | Opens the legacy menu only when you request it |
| Make the legacy menu appear by default | Per-user Explorer behavior | Yes | Delete the same per-user key and restart Explorer | Changes the first menu shown; it does not redesign the modern menu |
| Register a file-type verb | One associated file type or ProgID | Yes | Remove only the verb you created | Adds a command that launches a program for that file type |
| Register a Shell extension handler | Matching files and the handler’s registration scope | Yes, usually by the software that owns the handler | Depends on the owning application and exact key | Can add context-menu behavior dynamically, including file-by-file decisions |
For occasional access, use the first row. Use the registry only when you have a defined scope, an export of the key being changed and a documented undo step.
Requirements, cost and a rollback plan
Nothing special has to be purchased for these procedures. Windows Terminal, Registry Editor and File Explorer are built into Windows 11. The documented workflows do not establish a need for a third-party registry utility, paid software, an external drive or a special hardware device. You do need an account that can open Windows Terminal or Registry Editor and enough access to change the particular registration you have chosen.
Before any edit, write down four things: the exact key, the value or subkey you plan to change, the command or export that will restore it, and which application owns the feature. In Registry Editor, select the narrowest key that contains the setting and use File > Export. Save the .reg file somewhere identifiable. An export is most useful when it is made immediately before the edit, while the original values are still intact.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsKeep the scope in mind when judging risk. The legacy-menu command writes below HKCU, so it changes the current user’s Explorer behavior. A verb below a ProgID affects files associated with that ProgID. A handler can be called for a broader registration scope chosen by its owning software. A change that is safe for one file type is not automatically safe for every file, folder or user on the computer.
Use the legacy commands without changing Windows
Open the second-level menu with the mouse
- Right-click the file, folder or desktop location.
- Select Show more options.
- Use the command in the classic menu, then close it normally.
Open it with the keyboard
Select the item in File Explorer or on the desktop and press Shift+F10. This invokes the same legacy context menu without a registry edit. It is the lowest-risk answer when you simply need older commands and do not want to alter Explorer’s behavior.
Make the legacy menu the default: community workaround
A June 26, 2025 Microsoft Q&A article by volunteer moderator Sumit describes a per-user registry command that causes the legacy menu to appear first. The article is hosted on Microsoft Q&A, not presented as a supported Windows setting. The reviewed Microsoft documentation does not verify that the override works on every Windows 11 build, remains after feature updates or will continue to work in future releases.
Prepare before editing
- Save your work and close File Explorer windows.
- Make sure you can undo the change. Record the delete command below before running the add command.
- Use an account that can run Windows Terminal. The command writes to
HKCU, so it is per user rather than a machine-wide policy.
Apply the command
- Open Windows Terminal.
- Paste this command exactly as shown in the community article:
reg.exe add "HKCUSoftwareClassesCLSID{86ca1aa0-34aa-4e8b-a509-50c905bae2a2}InprocServer32" /f /ve - Press Enter and wait for the completion message.
- Restart File Explorer, or restart the computer, as the article instructs. The change is not expected to be visible until Explorer starts again.
This procedure changes the default menu presentation for that user. It does not selectively promote one or two commands from the modern menu, and it does not add a new command to a particular file type.

Undo the workaround
- Open Windows Terminal again.
- Run the delete command supplied by the same Q&A article:
reg.exe delete "HKCUSoftwareClassesCLSID{86ca1aa0-34aa-4e8b-a509-50c905bae2a2}" /f - Restart File Explorer or restart the computer.
The delete operation removes the per-user override so Windows can return to its modern-menu behavior. Because compatibility across Windows versions, builds and future updates has not been established, treat the procedure as a reversible experiment rather than a guaranteed feature.

What Microsoft documents for adding a file-type command
Microsoft’s Extending Shortcut Menus documentation describes a shortcut-menu command as a registry verb. For a file type, verbs are registered below the associated ProgID’s Shell key. A command value beneath the verb specifies the program Windows launches.
This is a file-type customization, not a general editor for the modern Windows 11 menu. For example, a command registered for one document type should be expected to apply when that type is right-clicked; it should not be described as a universal entry for every file and folder.

Plan the change before opening Registry Editor
- Identify the exact file type and its associated ProgID. Do not guess a ProgID from a filename extension.
- Decide whether the command should be available for every file of that type or only under a narrower registration scope.
- Choose a clear verb name and the executable that should run.
- Export the exact key you intend to edit and save the export somewhere you can find later.
Create a verb narrowly
- Open Registry Editor and navigate to the associated ProgID’s
Shellkey. - Create a subkey for your verb, such as a descriptive action name. Set its displayed text in the verb’s default value if you want a friendly label.
- Create a
commandsubkey under that verb. - Set the
commandkey’s default value to the full executable path followed by the file argument. Microsoft notes that executable paths and expanded filename arguments such as%1should be quoted when they may contain spaces. A template therefore looks like"C:Path ToYourProgram.exe" "%1"; replace the path with the program you actually intend to launch. - Close Registry Editor, right-click a test file of that type and verify the label, launch behavior and handling of filenames containing spaces.
The template is an example of the value’s shape, not a promise that a particular program is installed. Use the exact executable path for your application and keep the verb under the correct ProgID.
Remove only the verb you created
If the command is wrong, first use the exported key to restore the previous state. Otherwise, remove only your verb subkey from that file type’s Shell key. Do not delete the entire Shell key or unrelated verbs: other applications may have registered their commands there.
When a Shell extension handler is the right mechanism
Some context-menu features cannot be expressed as a simple program launch. Microsoft describes a Shell extension handler as code that the Shell can query when a matching file is right-clicked. Its registration scope controls when the handler is called, allowing behavior that is evaluated on a file-by-file basis. Microsoft summarizes the distinction this way: “A more powerful and flexible approach is to implement shell extension handlers.” See Creating Shell Extension Handlers for the documented model.

Handlers are normally installed and owned by an application. Before changing one, identify the owning software, the file or folder scope and the exact registration location. An entry that looks inconvenient may be required by another program; deleting a broad handler key can remove functionality well beyond the one menu item you wanted to hide.

- Reproduce the menu item with a file type that triggers it.
- Determine which installed application provides the feature. Check the application’s own settings or documentation before editing its registration.
- Export the exact handler key. The Microsoft Q&A discussion about editing the Explorer top-level menu specifically recommends exporting a legacy handler key before removal.
- Record the original value data, registration scope and an undo method.
- Change only the identified registration, restart File Explorer if the application’s instructions require it, and test the original file operation.
If you cannot identify the owner or scope, stop. Leaving an unwanted item in the menu is safer than deleting a handler that another application needs.
The related community discussion is “Editing the Windows 11 Explorer context (right-click) top level menu”. It is community advice, not a Microsoft-supported promise that arbitrary top-level rearrangement is available.
Why moving one modern-menu item is difficult
The request to move one or two second-level options into the top list sounds like a simple reorder, but the documented mechanisms do not expose a universal reorder list. The legacy-menu override changes the menu shown first for the user. A verb adds behavior under a file type’s registration. A handler supplies application-owned, scope-dependent behavior. None of these is an officially documented drag-and-drop editor for the modern menu.
Consequently, “adding” a top-level entry is only well-defined when you mean adding a verb for a known file type or installing a handler designed for that scope. “Deleting” is safe only for a key or value you created yourself, or for an application registration whose owner and rollback procedure are known.

Recovery and troubleshooting
The old menu did not appear after the registry command
Confirm that the command was entered in Windows Terminal without changing the CLSID, braces, slashes or switch order. Then restart File Explorer or restart the computer. If the behavior still does not change, restore the key with the delete command and return to Show more options; the community article does not establish compatibility for every build.
A new verb does not appear
- Check that you edited the associated ProgID’s
Shellkey, not an unrelated extension or application key. - Verify that the verb has a
commandsubkey and that its default value points to a real executable. - Quote paths and
%1when spaces are possible. - Test with a file that truly uses that ProgID. A different application association can make a correctly written verb appear absent.
- Close and reopen File Explorer after editing, then test again.
File Explorer or an application loses a context-menu feature
Undo the last change first. Import the key you exported, or recreate the original value data exactly. If a handler was involved, restore the registration owned by the application rather than deleting other handler entries. Restart File Explorer and retest the operation that originally worked.

The menu is cluttered after several experiments
Remove only the verbs you added and retain registrations belonging to installed software. If you cannot distinguish them, use your saved export to return to the pre-edit state instead of deleting keys by name alone.
A practical decision guide
- You need an older command once in a while: right-click and choose Show more options, or press Shift+F10.
- You want every right-click to start in the old layout: consider the per-user Q&A workaround, but save the undo command, restart Explorer and accept that future-build behavior is unverified.
- You need an action for one known file type: use a registry verb beneath that type’s ProgID, export the key first and quote the executable and
%1argument. - You need conditional, file-by-file behavior: use the Shell extension-handler model, normally through the application that owns the handler.
- You want to arbitrarily promote, reorder or remove built-in modern-menu items: the cited Microsoft documentation does not establish a supported general setting for that goal. Avoid broad handler deletion and keep the legacy-menu shortcut available.
These boundaries keep the change proportional to the goal: no persistent edit for occasional access, a reversible per-user override for menu preference, and narrowly scoped registrations for file-specific commands.
Frequently asked questions
Can I move just one or two commands from “Show more options” to the top list?
There is no supported general Windows 11 setting documented for arbitrarily promoting individual modern-menu items. The registry override changes which menu opens first for the user; it does not move selected commands. A verb or handler can add behavior for a defined file type or scope, which is a different kind of customization.
Does the legacy-menu command apply to every user on the computer?
No. The command writes beneath HKCU, the current user’s registry hive. Other accounts retain their own Explorer behavior. The change also affects menu presentation rather than adding or deleting commands in the modern menu.
Is the legacy-menu workaround officially supported?
The procedure is described in a June 26, 2025 Microsoft Q&A article by a volunteer moderator. It is community guidance, not a documented consumer setting. The cited material does not verify behavior across all Windows 11 builds or after future feature updates, so keep the delete command and be prepared to use Show more options instead.
Do I need a third-party utility or external backup drive?
No such product is established as necessary. Windows Terminal, Registry Editor and File Explorer provide the described workflow. Export the exact registry key to a location you can find; the important safeguard is having a precise rollback copy and instructions, not buying a particular utility.
How are a registry verb and a Shell extension handler different?
A verb is a registry-defined command under a file type’s ProgID and normally launches a specified program with the selected file as an argument. A handler is application code that the Shell can query for matching files, allowing conditional, file-by-file behavior. Both are technical registration mechanisms, not a visual editor for the modern menu.

What should I do if removing an entry breaks another application?
Undo the most recent edit, import the key you exported or restore the original values, and restart File Explorer. Identify the owning application before changing a handler again. Never remove a broad handler key merely because its menu label is unfamiliar; it may provide functionality outside the one item you wanted to hide.
