To create a defensible timestamped record, preserve two views of the same page: a human-readable screenshot or screen recording and a page copy such as HTML, PDF, or a harvested snapshot. Attach the exact URL, visible title, byline, publication and update dates, the precise capture time in UTC (including seconds), access conditions, and an integrity log that identifies every file and handling event.
This record proves what the publisher displayed at a particular time. It does not, by itself, prove that an allegation is true. Keep allegations, official findings, settlements, disciplinary actions, and opinion clearly labeled, and adapt retention, privacy, defamation, copyright, and disclosure practices to the jurisdiction governing your work.
What a timestamped record should establish
A useful record answers five questions without requiring the reader to revisit the live site:

- What was captured? The page identity, visible wording, linked material, and surrounding context.
- Where did it appear? The page URL, canonical URL when shown, publisher, and relevant site location.
- When was it available? The capture timestamp in UTC with seconds, plus the local timezone if useful.
- How was it obtained? Browser or capture-tool name and version, device, logged-in state, paywall or geoblocking, and whether content loaded dynamically.
- Can another person detect alteration? Stable file names, preserved originals, file metadata, optional cryptographic digests, and a documented handling trail.
NARA’s January 2005 web-records guidance frames trustworthiness in terms of content, context, structure, reliability, authenticity, integrity, and usability. The College of Policing code (20 July 2023) and its Digital Imaging and Multimedia Procedure v3.0 (16 November 2021) likewise emphasize long-term accessibility, integrity, reliability, authenticity, and preservation of metadata during migration. These are records-management frameworks, not a guarantee that a particular capture will be accepted as evidence in every court or investigation.

Step 1: Define the record before opening the page
State the reporting or research question
Write one sentence explaining why the page matters. Examples include: “Document how the article described the officer’s alleged use of force on the date it was accessed,” or “Preserve the publisher’s correction and the original wording for an editorial review.” A precise purpose prevents you from collecting an unmanageable archive of unrelated pages.
Assign a stable record ID
Give the capture an ID that will not change if files are moved. A simple pattern such as PMC-2026-0017-v01 is adequate if your organization controls the numbering. Use a new version ID when a material edit, correction, retraction, URL move, or linked-document change requires another capture.
Separate fact categories
Copy the exact passage and label the page’s own characterization. Use categories such as allegation, official finding, settlement, disciplinary action, opinion, or other. Do not rewrite an allegation as a finding in your notes. Preserve qualifiers such as “alleged,” “according to investigators,” “the department said,” and “the lawsuit claims.”
Step 2: Inspect and record the page identity
- Copy the complete address from the browser, including the path and any meaningful query string. If the page displays a canonical URL, record that separately.
- Copy the visible page title exactly. Note the publisher and byline or author as displayed.
- Record the visible publication date and last-updated date. If no date is shown, write “not displayed” rather than inferring one from the URL or search results.
- Copy the exact passage about the alleged misconduct, including the sentence before or after it when that context changes meaning. Keep punctuation, spelling, and qualifiers.
- Note correction notices, editor’s notes, update banners, retraction language, and links to complaints, court filings, body-camera material, disciplinary decisions, or other documents.
Record the page’s state as you saw it. A timestamp paired only with a URL is weak because the same address can display different content later.
Step 3: Record the access conditions and time
Use a synchronized clock and write the capture time in UTC with seconds, for example 2026-10-17T14:32:08Z. Retain the local timezone separately when it helps explain an operator’s activity. Also record:
- Browser name and version, or the automated capture tool and version.
- Operating system, device or viewport, and display scale when visual layout matters.
- Whether you were logged in, subscribed, using a private window, or shown a consent choice.
- Paywall, age gate, regional block, bot challenge, or geoblocking status.
- Whether text or images appeared only after scrolling, clicking, waiting, or JavaScript execution.
- Network or organizational conditions that could affect access, if material to the result.
If content was unavailable, record that fact instead of repeatedly retrying until a different version appears. A failed or partial attempt can itself be a useful access record when the limitation is relevant.
Step 4: Capture both appearance and underlying content
Human-readable view
Save a full-page screenshot when possible, or a screen recording when the page’s behavior, scrolling, or interactive disclosure matters. Include the browser chrome or another visible indicator of the URL when your policy permits; also retain the clean page image for reading. A screenshot preserves what a person could see, including layout, captions, labels, and visible notices.
Preserved page copy
Save a PDF or HTML copy in addition to the image. A PDF retains pagination and a portable rendering; HTML can preserve more text, links, and structure. For a site or story that changes frequently, a harvested snapshot or an equivalent archival capture can preserve related pages and their relationships. NARA distinguishes stand-alone snapshots from harvesting workflows because context and structure may require more than one file.

Dynamic and lazy-loaded material
Wait for the article body, images, captions, and embedded documents to finish loading. Scroll through the page if images are lazy-loaded. Record whether a click expanded hidden text or a “read more” section. If a video or social post is central, capture the surrounding page and separately record the embedded item’s URL, visible date, and access result; do not imply that the host page proves the embedded source’s authenticity.
Step 5: Preserve context around the article
Save the canonical URL, correction and update notices, and links that materially affect interpretation. A simple text file or spreadsheet can serve as a site map or link list. Include:
- The article’s section, tag, or category path when visible.
- Linked court documents, agency statements, disciplinary decisions, or prior versions.
- Related articles that explain whether the page is a report, analysis, editorial, or correction.
- Redirects or URL changes observed during capture.
Do not turn every outbound link into a separate record automatically. Capture linked material when it changes the meaning, status, or provenance of the misconduct coverage, and give each separately captured item its own record ID.

For every file, record its original filename, stable record ID, file type, size, creation time, and storage location. If your workflow supports it, calculate a cryptographic digest and store the result in a controlled log. A digest helps detect later byte-level changes; it does not establish that the page’s claims are true.
Keep an append-only handling history showing who captured, copied, reviewed, exported, redacted, or deleted a file and when. NARA’s guidance quotes ISO Technical Report 15489-2: “records systems should maintain audit trails or other elements sufficient to demonstrate that records were effectively protected from unauthorized alteration or destruction.” The practical safeguards below implement that principle:
- Write-protect or otherwise restrict the original capture.
- Make working copies for annotation, transcription, or redaction.
- Never overwrite an original with a cleaned or resized image.
- Record the reason, operator, and time for every redaction or derivative.
- Limit access to sensitive working copies and keep permissions under review.
Step 7: Store, back up, and retain the record
Use a folder or repository structure that keeps originals, derivatives, metadata, and logs distinct. Retain at least one backup under separate administrative or physical control. Test that the backup can be opened and that its metadata remains readable.
Set a retention period based on the story’s legal exposure, editorial importance, public-interest value, and likelihood that the page will change. Preserve metadata when migrating files to a new system. The College of Policing guidance specifically treats long-term accessibility, integrity, usability, reliability, and authenticity as preservation requirements.

Screenshot, PDF, HTML, or harvested snapshot?
No single format preserves every property. Choose using the comparison axes below.

Compare each method for fidelity, repeatability, context, integrity controls, accessibility, privacy exposure, and retention cost. A high-fidelity screenshot is not a substitute for a preserved page copy when the wording, links, or structure may be disputed.
Do-it-yourself browser workflow
- Open the page in a clean session. Note whether you are logged in and whether a consent banner, paywall, or regional restriction appears.
- Record identity first. Copy the URL, title, byline, dates, exact passage, and capture timestamp before interacting with the page.
- Capture the visible page. Use your operating system or browser’s full-page screenshot feature. Capture separate images for expanded disclosures or sections that cannot fit in one image.
- Save a PDF. Use the browser’s print command, choose “Save as PDF,” and retain the resulting file unchanged. Record the print or export time if it differs from the screenshot time.
- Save page content where permitted. Use the browser’s “Save page” command or an approved archival workflow. Keep the downloaded HTML and associated resources together rather than moving only the HTML file.
- Load lazy content. Scroll from top to bottom, wait for images and embeds, and capture any state that appears only after a click. Record those actions in the access notes.
- Verify the files. Open the screenshot and PDF, confirm that the exact passage is legible, note file sizes, and calculate a digest if your policy uses one.
- Package and protect. Put originals, metadata, and the handling log under the record ID, make a working copy for annotations, and place a backup under separate control.

When manual capture is appropriate
Manual browser capture is useful for a small number of pages, especially when a researcher must inspect wording, consent choices, paywall behavior, and interactive disclosures. Its risks are operator inconsistency, forgotten metadata, and accidental overwriting. Use the record template and a checklist to make repeated work comparable.
When automation is appropriate
Automation is valuable for recurring monitoring, many URLs, or a team that needs identical viewport and wait settings. Keep the request parameters, tool version, response headers, and returned file together. Run a manual review on a sample and investigate any “blank,” “timeout,” or bot-check verdict rather than treating an image as a successful capture.

Control storage and retention cost
Images are usually smaller than complete harvested snapshots, but they omit context. Use resizing only for working derivatives; preserve the original-resolution capture when visual fidelity matters. A cache can improve repeatability and reduce unnecessary requests, but a cache hit is not a new observation—record its status and the original capture time. Set retention based on risk rather than keeping every derivative forever.

The screenshot shows a consent banner or popup
Record that the banner was present if it changes what a visitor could see. For a clean automated capture, enable consent handling and popup removal, or configure the relevant platform step. Keep the unmodified capture if the banner itself is material to the story.
The article is blank or only partly rendered
Wait for network activity and lazy-loaded content, then retry once while recording the delay. Check for a script error, bot challenge, paywall, or blocked resource. If the page remains blank, preserve the failed result and access conditions; do not represent it as a complete article record.
Images or an embedded document are missing
Scroll through the page, wait for lazy loading, and capture the embed separately when it materially affects interpretation. Note whether the missing item was blocked, removed, login-only, or unavailable at the capture time.
The URL redirects
Save both the address you opened and the final address. Record the redirect chain when your tool exposes it, and give the destination its own version if the content or publisher changed.
A paywall or geoblock prevents access
Do not bypass access controls. Record the visible title, notice, URL, timestamp, region or account condition, and exactly which content was unavailable. A partial record must be labeled partial.

Do not replace the original. Compare the handling log, locate the first point of divergence, quarantine the suspect copy, and create a new derivative or recapture with a new version ID. A changed digest can result from alteration, migration, or metadata rewriting, so investigate the chain rather than assuming misconduct.
The automated service reports a bot check, timeout, or failed load
Treat the response as an access result, not as proof that the page did not exist. Save the response headers and timestamp, then try an approved browser session if your policy allows. Keep both outcomes linked to the same research question.
Privacy, legal, and evidentiary limits
Minimize personal data that is not necessary to document the coverage. Redact working copies when names, addresses, faces, medical details, or contact information are irrelevant, and log what was removed and why. Keep an unchanged original under restricted access so the redaction can be audited.

Apply the law and policy governing your jurisdiction. The U.S. federal FOIA statute allows exemptions for law-enforcement records in specified circumstances while requiring reasonably segregable non-exempt portions to be released. That rule does not automatically govern private publishers or researchers, and it does not decide whether a webpage capture is admissible. The College of Policing code applies to England and Wales; NARA’s framework is U.S. federal records-management guidance. Obtain jurisdiction-specific advice for disclosure, defamation, copyright, retention, and legal holds.
Describe the page’s status accurately: “the article reported an allegation” is different from “the officer committed misconduct.” A screenshot, PDF, or harvested snapshot establishes what was displayed and when your system captured it; corroboration, official findings, and source evaluation remain separate tasks.
Recapture policy for changing coverage
Choose an interval according to how quickly the page and surrounding story can change and the consequence of losing the earlier version. Recapture when:
- The article is materially edited, corrected, retracted, or republished.
- The URL moves, redirects, or changes canonical address.
- A linked complaint, court filing, agency statement, or disciplinary document changes.
- A correction or update notice appears.
- Your project reaches a scheduled review date or a legal hold requires a fresh snapshot.
