A reliable 301 redirect map is the control sheet for a site move: it records every important old URL, its relevant new destination (or an intentional 404/410), the reason for that decision, and whether the result has been validated. Build the map before launch, deploy permanent server-side redirects, test individual rows and the complete set, then monitor both properties after the cutover.
This process protects visitors from dead ends and gives search engines a clear canonical signal. It also exposes mistakes—wrong destinations, redirect chains, blocked pages, and missing internal-link updates—before they become widespread.
What a 301 redirect map does
A migration can change a domain, protocol, hostname, directory path, URL pattern, or several of these at once. The redirect map translates the old URL space into the new one. Each source URL should end in one deliberate outcome:
- Direct equivalent: the old page has a one-to-one replacement.
- Consolidated destination: several old pages were merged into one relevant new page.
- Removed content: the page is intentionally gone and has no useful replacement, so it returns an appropriate 404 or 410.
A 301 is a permanent server-side redirect. Google treats permanent redirects as a strong canonicalization signal, so they communicate that the destination should represent the old URL in search. A 308 is another permanent HTTP option. Use a temporary 302, 303, or 307 only when the change is genuinely temporary, such as an A/B-test variant; do not use a temporary status for a permanent migration.

Do not send every old URL to the home page. Google warns that irrelevant mass redirects confuse people and can be treated as soft 404s. Relevance is the governing rule: send a source to the closest live replacement, or let it return 404/410 when no useful replacement exists.
1. Define the migration and capture the old URL set
Write down the scope
Record exactly what is changing: HTTP to HTTPS, one hostname to another, a domain change, a path change, a redesign, a content consolidation, or a combination. Scope determines whether a broad pattern can safely handle the move or whether every URL needs an explicit row. A simple domain move may support a wildcard rule; a complex information-architecture change usually needs individual mappings.
Build a complete inventory
Start with XML sitemaps and add every reliable inventory available to your team: exported CMS URLs, analytics landing pages, server logs, internal-link reports, and pages with valuable external links. Include URLs that currently return errors if they may still receive links or crawler requests. Preserve a read-only copy of the old inventory and a separate inventory of planned new URLs so you can compare intention with post-launch behavior.

Prioritize before you map
Mark pages with substantial organic or referral traffic, strong backlinks, conversions, revenue, or strategic importance. Validate these first and schedule them for close monitoring. Priority does not mean low-value URLs can be ignored; it ensures that the pages most likely to affect users and search visibility receive the earliest review.
2. Structure the redirect map for traceability
Google requires an accurate mapping but does not prescribe a spreadsheet format. A maintainable map should make every decision and test result visible to another person months later.

Keep the map under version control or another change-history system. When a URL moves again, edit the existing rule to point directly to the newest final URL instead of adding another hop. The map then remains both the implementation plan and the audit record.

3. Assign a relevant destination to every old URL
One-to-one replacements
Use the exact new article, product, category, or landing page when the content intent is substantially the same. Check the final page manually: a URL that technically exists but contains unrelated content is not a good replacement.
Consolidated content
If several old pages became one stronger page, map each source directly to that consolidated destination. Document why the merge occurred so a later editor does not mistake multiple redirects for an error.
Removed content
When no replacement satisfies the visitor’s intent, do not invent one. Return a deliberate 404 or 410 and remove obsolete internal links. A truthful not-found response is preferable to a redirect that promises content the destination does not provide.
Homepage decisions
The home page is appropriate only when it is genuinely the relevant successor for the source URL. A blanket “all old URLs to home” rule is not a migration strategy; it creates poor user journeys and can be interpreted as soft 404 behavior.
4. Choose the redirect and rollout strategy

Google recommends moving all URLs at once for small and medium sites. Larger sites may move substantial sections in stages so teams can monitor and correct problems. Scale alone is not the decision; operational capacity, traffic patterns, and the ability to isolate sections matter.

Place rules where the web server, proxy, CDN, or hosting platform can return the redirect before application rendering. The implementation syntax varies by platform, so have the person responsible for that layer translate each map row into its native configuration. Regardless of syntax, every rule should send the old URL directly to the final HTTPS URL and preserve only query parameters that the destination actually uses.

Remove migration-only blocks at launch
Staging environments often contain robots.txt disallows, password protection, or noindex directives. Remove those migration-only barriers when the new site goes live. Leaving them in place can prevent crawling and make a correct redirect map appear broken.
5. Test the map before launch
Test representative cases first
Before enabling the full rule set, select examples from every URL pattern, language or regional variant, redirect type, and high-priority page. Include a known direct replacement, a consolidation, a retired URL, a URL with parameters, and a path that previously caused errors. For each case, verify all of the following:
- The old URL returns the intended status, normally a server-side 301 (or a deliberately chosen 308, 404, or 410).
- The
Locationtarget is the intended destination, with the correct protocol, hostname, path, and parameter behavior. - The target resolves successfully without another redirect.
- The final page contains the expected content and canonical URL.
- The final page is crawlable and is not blocked by robots.txt or a noindex directive.
Use URL Inspection for individual URLs
Google Search Console’s URL Inspection is useful for checking important pages one at a time. Inspect the new URL after the redirect resolves and confirm that Google can access the page, the selected canonical is sensible, and indexing is not blocked. Inspection is a diagnostic aid, not a substitute for testing the complete map.

Use command-line or scripted checks in bulk
For a large map, automate the same assertions across every row. A basic header check can begin with curl -I https://old.example/path; a follow-up check such as curl -I -L https://old.example/path reveals the redirect sequence and final response. A script or crawler should record source URL, every status and location encountered, final URL, response time, and failures for later review. Run the test against a production-like environment before DNS or proxy changes direct public traffic to it.
Check the full set where feasible
A representative sample catches pattern errors; a complete crawl catches row-level omissions. Compare the test output with the map so you can identify old URLs that were never implemented, rules that match too broadly, and destinations that are no longer live. Re-run the full check after correcting any rule that failed.
6. Eliminate redirect chains and loops
Point every old URL directly to its final destination. Google Search Central states: “Avoid chaining redirects.” Googlebot can follow as many as 10 hops, but Google advises keeping chains low—ideally no more than three and fewer than five—because each hop adds latency and may not work for every user agent.

Common chain causes include an HTTP-to-HTTPS rule followed by an old-domain rule, a trailing-slash rule followed by a directory rename, or a second migration layered on top of the first. A loop occurs when two rules send requests back to each other. Your bulk test should flag any sequence with more than one redirect and every repeated URL. Fix the configuration so the original source points straight to the current canonical URL.

- Freeze the final old and new URL inventories and export the approved map.
- Deploy server-side rules and verify that the production configuration loaded successfully.
- Remove staging password protection, migration-only robots.txt disallows, and temporary noindex directives.
- Run smoke tests for priority URLs from more than one network or user agent when practical.
- Confirm that the new XML sitemap lists the new URLs, not the legacy addresses.
- Update navigation, templates, structured internal links, hreflang references where applicable, and canonical annotations to the new URLs.
- Run the bulk redirect check and save its output as the launch baseline.
- Watch server capacity, logs, and error rates as crawlers and users begin requesting both old and new addresses.
8. Monitor the migration after launch
Compare old and new traffic
Continue watching requests to the old paths as well as visits to the new site. A short-lived burst of old-URL requests is expected; persistent traffic to an unmapped path signals a missed redirect, an external link that needs attention, or an internal link that was not updated.
Review Search Console reports
Check indexing and crawl reports, page-level inspection results, and not-found reports. Investigate spikes in errors, excluded pages, duplicate or alternate canonical selections, and pages that Google cannot fetch. Search Console processing is not governed by a fixed completion deadline: Google says timing depends on server speed and URL volume.
Validate crawlability and canonical signals
Confirm that robots.txt allows the new site to be crawled, noindex is absent where indexing is intended, and canonical annotations use the new URLs. A redirect that lands on a blocked or non-canonical page defeats the purpose of the map.
Keep the sitemap and internal links current
Regenerate the XML sitemap with live new URLs and submit it through Search Console. Replace internal links so visitors and crawlers do not repeatedly encounter redirects. Correct wrong or dead destinations as soon as monitoring identifies them.

Google notes that the new site may be crawled more heavily during a move. Track origin and proxy capacity, especially when the old and new sites share infrastructure. Keep the map as a living record: add newly discovered legacy URLs, document their disposition, and update rules after later content moves.

9. Troubleshoot common failures
The old URL returns 200 instead of redirecting
The rule may not be loaded, may be below a conflicting rewrite, or may not match the exact host and path. Check the production configuration and request headers, then retest the source URL directly.
The destination is a 404 or an unrelated page
Revisit the mapping decision. If the content exists elsewhere, change the rule to the closest relevant replacement. If it was intentionally removed, use 404/410 rather than redirecting visitors to an irrelevant page.
There is a chain
Inspect every Location response, identify the first rule that points to an intermediate URL, and replace it with a direct target. Update older migration rules instead of stacking new ones.

Inspect the final URL for robots.txt blocks, noindex, authentication, server errors, an incorrect canonical, or a sitemap omission. Fix the underlying signal, then request inspection again for priority pages.
Not-found errors rise after launch
Compare the errors with the old inventory and server logs. Add missing high-value mappings, repair malformed path patterns, and update internal links that still reference retired URLs. Do not suppress the report by redirecting every error to the home page.
Redirects work for browsers but fail elsewhere
Check status codes and headers with a command-line client, crawler, or script rather than relying only on a browser. Some user agents handle long chains, cookies, or client-side redirects differently; this is another reason to keep the path server-side, direct, and short.
How long does Google take to process a site move?
There is no fixed number of days that applies to every migration. Google says processing time depends on factors including server speed and the number of URLs. You can improve discoverability and diagnosis by serving fast, crawlable final pages, submitting an accurate new sitemap, updating internal links and canonicals, and resolving errors promptly. Treat the migration as an operating period that requires monitoring rather than as a single submission with a guaranteed finish date.
