On Windows 10 and Windows 11, you can usually create a symbolic link without elevating a shell by enabling Developer Mode, then using Command Prompt’s mklink command or PowerShell’s New-Item cmdlet. The documented no-elevation route applies to Windows 10 build 14972 and later when Developer Mode is enabled and permitted by the device. If Developer Mode is unavailable on a managed computer, an authorized administrator must grant the Create symbolic links user right or perform the operation in an elevated shell.
What you are creating
A symbolic link (often called a symlink) is a filesystem entry that points to another file or directory. Programs that open the link normally reach the target, while the link itself has its own path and name. A symlink can point to a file or to a directory.
Windows has several link types with different behavior. In Microsoft’s terminology, mklink with no switch creates a file symbolic link, mklink /d creates a directory symbolic link, mklink /j creates a directory junction, and mklink /h creates a hard link. A junction or hard link is not a symbolic link, so choose the type required by the software you are configuring.

Windows normally protects symbolic-link creation with the Create symbolic links privilege, also known as SeCreateSymbolicLinkPrivilege. Microsoft documents an exception for Windows 10 build 14972 and newer: with Developer Mode enabled, symbolic links can be created without elevation. The same practical route applies to Windows 11.

- Developer Mode must be enabled. Open Windows Settings, search for Developer Mode, and turn it on if the device exposes the setting. The exact Settings layout can vary by Windows release.
- Your organization may control the setting. Work, school, and other managed PCs can hide or enforce Developer Mode through policy. A standard user cannot override such a policy.
- The link name must be new. The path supplied for the link cannot already be occupied by another file, folder, or link.
- The target must be the intended object. A mistaken target can make an application read or write the wrong data even though the command succeeds.
Developer Mode is a device setting, not a permission that a command can grant to your account. If Windows refuses to enable it, use the administrator-policy option described later rather than repeatedly retrying the command.

Costs, prerequisites, and path planning
This task does not require special hardware, replacement parts, physical media, or a third-party utility. The supported tools are built into Windows or PowerShell. You do need a Windows 10 or Windows 11 computer, permission to enable Developer Mode or an administrator willing to change policy, and a destination path that you are allowed to access.
Plan both paths before opening a shell. The first path in mklink is the new link; the second is the existing target. Reversing them can create an entry in an unintended location or fail because the supposed link path is already occupied. Use quotation marks around paths containing spaces. In PowerShell, keep the same distinction clear: -Path names the new link and -Target names its destination.

Create a symbolic link from Command Prompt
1. Enable Developer Mode
In Settings, search for Developer Mode and enable the feature. If the control is missing, disabled, or immediately reverts, the device may be managed by an organization. Ask the device administrator whether policy permits Developer Mode before continuing.
2. Open a normal Command Prompt
Open Command Prompt as the signed-in user. Do not choose Run as administrator when you are specifically testing the Developer Mode route; an elevated window would hide whether the no-elevation configuration works.
3. Create a file symbolic link
Use the new link path first and the existing target path second:

mklink "C:pathtoLinkName" "C:pathtoTargetFile"With no switch, mklink creates a file symbolic link. The target can be an absolute path such as C:ProjectsSharedNotice.txt or a relative path resolved from the link’s location.
4. Create a directory symbolic link
Add /d when the target is a directory:
mklink /d "C:pathtoLinkName" "C:pathtoTargetFolder"The /d switch is essential. Without it, the command is asking for a file link rather than a directory link.
5. Check the result
Read the command’s success or error message, then inspect the new path and open it to confirm that it resolves to the intended target. Verify both sides: the link name is where you expected, and the destination is the file or folder you meant to expose.
Create a symbolic link with PowerShell
Use New-Item
PowerShell exposes symbolic-link creation as a filesystem item type. This example creates a link named link that points to Notice.txt in the current directory:

New-Item -ItemType SymbolicLink -Path .link -Target .Notice.txt-Path identifies the new link. -Target identifies the existing destination. Use fully qualified paths when the script may run from an unpredictable working directory.
Directory example
The same item type is used for a directory target:
New-Item -ItemType SymbolicLink -Path C:WorkAssets -Target D:TeamAssetsPowerShell determines the link’s target from the path supplied; unlike mklink, you do not add a separate /d switch.
Relative directory targets
Microsoft’s current PowerShell documentation notes that, beginning with PowerShell 7.1, a directory symbolic link on Windows can use a relative target. The relative path is interpreted from the link’s location, so moving only one part of the directory tree can make the link point somewhere else or stop resolving.

If PowerShell reports a privilege error
Confirm that Developer Mode is enabled and that the device allows it. Without that feature, Microsoft documents symbolic-link creation on Windows as ordinarily requiring administrator elevation or the separately assigned user right.
Relative and absolute targets
Absolute targets
An absolute target names the destination from a drive root or another complete filesystem location. It is the safer choice when the link must continue pointing to one fixed location regardless of where the link directory is moved. The trade-off is portability: moving the target or changing a drive layout can invalidate the link.
Relative targets
A relative target uses . for the current location and .. to move to a parent directory. Windows resolves it from the link’s location, not from the shell’s current directory at the time a program later opens the link. Relative links can make a self-contained directory tree movable, but Microsoft’s file-I/O guidance limits relative symbolic links to a single volume.
Choosing between them
- Use an absolute target for a stable machine-specific path, such as a shared folder that always lives at one known location.
- Use a relative target for a project tree that should move as one unit, provided the link and target remain on the same volume.
- Before scripting either form, decide whether the script will run from a predictable directory and whether the directory tree may be relocated.
What to do when Developer Mode is unavailable
Ask an administrator to assign the user right
Windows exposes the privilege through the device’s user-rights policy. Microsoft maps it to Windows Settings > Security Settings > Local Policies > User Rights Assignment, where an authorized administrator can assign Create symbolic links to selected accounts or groups.
This policy is not a workaround that a normal user can grant to themselves. On a centrally managed computer, the administrator may need to change a domain or device policy, and the setting may be restored automatically by management software.
Use elevation only when authorized
An administrator may instead create the link from an elevated shell. That is different from creating it without administrator access, but it is the appropriate fallback when policy forbids Developer Mode and the task is approved. Do not attempt to bypass organizational controls.
Understand the security reason
Microsoft’s UserRights Policy guidance warns: “This privilege should only be given to trusted users. Symbolic links can expose security vulnerabilities in applications that aren’t designed to handle them.” A link can redirect an application to data outside the directory it expected, so administrators should grant the right narrowly and review software that follows links.

For application developers: the Win32 API option
If you are writing software rather than entering a shell command, the Win32 CreateSymbolicLink function accepts SYMBOLIC_LINK_FLAG_ALLOW_UNPRIVILEGED_CREATE, whose value is 0x2. Microsoft describes this flag as allowing symbolic-link creation when the process is not elevated.
The flag does not automatically change every shell or legacy utility. It applies to callers of that API. Microsoft’s API reference also distinguishes application packaging contexts:
- For UWP applications, Developer Mode is required for the unprivileged flag to work.
- For MSIX applications, the API documentation states a different condition and does not impose the same Developer Mode requirement.
Check the packaging model and the API’s return value in your application. A command that succeeds in a Developer Mode shell does not prove that an unpackaged or differently packaged application will receive the same permission.

“You do not have sufficient privilege” or “Access is denied”
- Confirm that Developer Mode is actually enabled, not merely that you opened the Settings page.
- Check whether the computer is managed and whether policy disables the feature.
- If policy prevents Developer Mode, request the Create symbolic links right from the device administrator or ask an authorized administrator to create the link.
- Make sure the command is aimed at the intended filesystem location and that you are not trying to create the link inside a protected directory where separate access controls apply.
PowerShell says mklink is not recognized
mklink is a Command Prompt command, not a PowerShell cmdlet. In PowerShell, use New-Item -ItemType SymbolicLink with -Path and -Target. If you specifically need the Command Prompt syntax from a PowerShell script, invoke the command processor explicitly with cmd /c mklink ...; the native cmdlet generally avoids command-shell quoting differences.
The link is treated as the wrong type
Recheck the object at the destination and the command form. A file link uses mklink Link Target; a directory symbolic link uses mklink /d Link Target. The /j form creates a junction, and /h creates a hard link, so neither satisfies software that specifically requires a symbolic link.
The link name already exists
The destination path for the new link must be unused. Choose a different link name or remove the existing item only after confirming that it is not real data. If the existing item is itself a link, inspect where it resolves before changing it.

Relative links depend on the link’s location and are constrained to one volume. Moving the link without the directory structure it expects, moving only the target, or crossing volumes can break resolution. Keep the related tree together or recreate the link with an absolute target when the destination is intentionally fixed.

The command appears to succeed but the application opens the wrong data
Inspect the link path and target independently. Check for a typo in drive letters, directory names, or relative components such as ... Test with a harmless file or folder first, then run the application that needs the link. A successful creation message confirms that Windows created an entry; it does not validate your intended data model.
Operational and security checklist
- Decide whether the requirement is a symbolic link, a junction, or a hard link before running a command.
- Enable Developer Mode only when permitted by the device owner or organization.
- Use a new link path and verify the target path character by character.
- Choose absolute or relative targets deliberately; document the choice in scripts and project setup instructions.
- Keep relative links and their targets on the same volume.
- For shared or managed computers, have an administrator review who receives Create symbolic links.
- For software, use the Win32 API flag only in the application context for which Microsoft documents it, and handle failures rather than assuming the process is elevated.

Why does PowerShell say that mklink is not recognized?
Because mklink belongs to the Command Prompt command processor, not PowerShell’s cmdlet set. Use the New-Item syntax in PowerShell. If a script must use the Command Prompt form, invoke cmd /c mklink ... explicitly, taking care with quoting.
Should I use a junction instead of a symbolic link?
Only if the application merely needs a redirected directory and does not specifically require a symbolic link. mklink /j creates a directory junction, while a file link or a directory symbolic link uses the symbolic-link forms. Junctions and hard links are different Windows link types and should not be substituted when software checks for a symbolic link.
Are relative symbolic links portable between drives?
No. Microsoft’s file-I/O guidance limits relative symbolic links to a single volume. A relative link also depends on the link’s location and surrounding directory structure. Use an absolute target for a fixed machine path; use a relative target only when the related tree will move together on the same volume.

Can a standard user grant themselves Create symbolic links?
No. Create symbolic links is a device user-rights policy associated with SeCreateSymbolicLinkPrivilege. An authorized administrator must assign it through User Rights Assignment, and organizational management may overwrite the setting. Developer Mode is likewise a device feature, not a command that an ordinary user can grant to the account.
How can an application create a symlink without elevation?
A Win32 application can call CreateSymbolicLink with SYMBOLIC_LINK_FLAG_ALLOW_UNPRIVILEGED_CREATE (0x2). Microsoft’s API documentation says UWP applications require Developer Mode for this flag, while MSIX has a different documented condition. This API behavior should not be assumed for every shell or older utility.
The Bottom Line
