An engaging pop-up box helps someone complete a clear task without creating needless friction. First choose whether it should block the page: use a modal dialog only when the person needs to focus on a decision or task, and use a non-modal popover or inline message when the page can remain available.
1. Decide what the pop-up needs to do
Write its purpose in one sentence before designing it. For example: “Choose whether to save these changes” or “Read a short explanation of this setting.” If the person does not need to pause their current work, a modal is probably too disruptive.
The U.S. Web Design System advises that “Modals should be a last resort.” It recommends considering a less disruptive component first, keeping modal content clear and concise, and avoiding unexpected automatically displayed modals except in limited cases. Its guidance also cautions against using a modal for a complex flow or long content. USWDS modal usability guidance.
2. Choose modal or non-modal behavior
A modal dialog makes the rest of the page unavailable while it is open. A non-modal popover leaves the page interactive. Pick the behavior based on what the user must do, not on which visual style seems more noticeable.

web.dev’s dialog component guide explains the distinction in terms of whether the background becomes inert. A popover can be easier to ignore or leave open by design, so make its trigger, content, and dismissal behavior understandable.
3. Write concise content and useful actions
Use a short heading that tells people why the box appeared. Keep the message focused on the decision or information at hand, and avoid adding interactions that are not necessary to finish that task.

- Use action labels that describe the result, such as “Discard changes” and “Keep editing,” rather than an ambiguous “Yes” and “No.”
- Make dismissal understandable and provide a visible close control for a modal.
- Keep forms short. If the task needs many steps or substantial explanation, move it to a dedicated page or choose a component that fits longer content.
Concise content also helps keep the available actions easy to find, especially when the box is viewed on a smaller screen.

For a modal in a web page, consider the native HTML <dialog> element and open it with showModal(). In browsers that support this behavior, showModal() places the dialog in the top layer and supplies a backdrop; a modal dialog also makes outside content inert while it is open. Name and describe it
Give the dialog a visible heading and connect it with aria-labelledby, pointing to the heading’s ID. Add aria-describedby only if a short description would help someone understand the dialog. The WAI-ARIA Authoring Practices Guide cautions against using that attribute to turn complex, structured content into one long, unbroken announcement: WAI-ARIA APG: Modal Dialog Pattern.
Handle focus and dismissal
When the modal opens, move keyboard focus into it and keep Tab navigation within it while it remains modal. When it closes, return focus to the opener if that element still exists; otherwise, move focus to a logical place in the page. Include a visible close control, and support Escape dismissal where appropriate. W3C’s H102 technique documents Escape behavior and checks for keyboard opening, focus movement, containment, and return.

These are implementation goals, not a guarantee that a particular snippet works in every project. W3C describes H102 as one technique for meeting accessibility requirements, not the only required method. Test the finished dialog in the browsers and assistive technologies your project supports.

5. Make the box fit the screen and the task
Keep the content focused and size the box to what it contains. Check that the heading, message, and actions are easy to scan at the viewports your project supports. If the user must scroll through extensive content or the actions are pushed out of view, a dedicated page or another component may serve the task better. The USWDS modal guidance warns that long content can push actions out of the initial view: USWDS modal usability guidance.
6. Test the interaction before publishing
Test the real implementation rather than assuming an example or design pattern guarantees accessibility. Use this checklist for a modal:
- Open it using the keyboard as well as the pointer.
- Check that initial focus lands inside the dialog in a sensible place.
- Press Tab and Shift+Tab repeatedly; focus should not move behind the open modal.
- Test Escape and the visible close control, and confirm the dialog closes as intended.
- After dismissal, check that focus returns to the opener when it remains available, or to another logical location.
- Use assistive technology to check that the dialog’s title and any useful short description are announced.
- Inspect the layout at the supported viewport sizes and confirm the content and actions remain usable.
W3C’s H102 checklist provides concrete keyboard checks. USWDS also advises testing the implementation in the project rather than relying on the design guidance alone: USWDS modal usability guidance.
