The safest way to create a WordPress theme is to build it in an isolated local WordPress installation, test it with realistic content, export or package only the theme files, and promote the tested build through staging before production. A local site prevents unfinished PHP, template, CSS, and JavaScript changes from breaking visitors’ live experience.
Your first decision is the authoring model: a block theme is edited primarily in the Site Editor with HTML templates and theme configuration, while a classic theme is assembled from PHP, JavaScript, and CSS files. The model you choose determines the folder structure, testing routine, build process, and deployment package.

What the local-to-production workflow looks like
WordPress’s Theme Handbook describes a development environment as a controlled space where code can be tested before it reaches production. The complete workflow is:
- Choose an isolated local environment and install WordPress in it.
- Choose a block or classic theme model.
- Create the theme locally, using the Site Editor, code files, or both.
- Add a Node.js/npm build step only when the project needs generated assets or more complex JavaScript.
- Test with representative content, debugging enabled, responsive layouts, accessibility checks, and performance checks.
- Export or package the release files into a ZIP, and verify the package before uploading it.
- Deploy to staging, activate the theme, and compare the result with the local build.
- Release to production with a copy of the previous theme ready for rollback.
The Theme Handbook’s environment guidance and list of supported approaches are documented at Tools and setup. Treat the exact PHP, WordPress, filesystem, permissions, and hosting steps as environment-dependent; your host may expose different controls.

Choose a block theme or a classic theme
This choice is architectural, not merely cosmetic. It determines where you edit templates, how styles are represented, and which files belong in the release.
| Decision | Block theme | Classic theme |
|---|---|---|
| Primary authoring surface | Appearance > Editor, including Styles, Style Book, templates, and template parts | Code editor or IDE working on PHP, JavaScript, and CSS files |
| Typical template technology | HTML block templates and theme configuration | PHP template files, with CSS and JavaScript for presentation and behavior |
| Best fit | Sites that need Site Editor control and reusable block-based layouts | Projects that rely on PHP hooks, custom loops, or an established PHP theme architecture |
| Export path | Site Editor export or the official Create Block Theme plugin | Package the theme directory and its built assets |
| Main risk to check | Changes saved in the editor must be included in the exported theme | Template errors, missing enqueued assets, and PHP compatibility problems |
The general distinction between the two models is covered in the WordPress Themes documentation. Do not mix the workflows accidentally: editing a block template in the Site Editor is different from editing a PHP template, and a deployment package must contain the files or exported changes that your chosen model actually uses.

Pick the environment that matches your project
The Theme Handbook lists @wordpress/env, Docker, WordPress Studio, Local, MAMP, XAMPP, and VVV as development options. They all provide a WordPress installation that is separate from the public site, but their setup, operating-system support, database controls, and production parity differ.
| Option | Useful when | Check before committing |
|---|---|---|
@wordpress/env |
You want a WordPress-focused environment that can be defined alongside project code. | Whether your team is comfortable with the required container tooling and configuration. |
| Docker | You need reproducible services or want to approximate a multi-service production stack. | Persistent volumes, port conflicts, database resets, and the PHP version used by production. |
| WordPress Studio | You want a desktop workflow for creating and managing local WordPress sites. | Studio availability for your operating system and the deployment or sync features applicable to your WordPress.com site. |
| Local, MAMP, or XAMPP | You prefer a graphical local web server and database setup. | PHP version, web-server behavior, database credentials, and how closely the stack resembles production. |
| VVV | You need a development environment designed around WordPress and virtual machines. | Virtualization support, resource requirements, and maintenance of the VM. |
Do not develop directly in the live site. A local environment gives you a safe place to activate an incomplete theme, inspect PHP errors, reset a database, and repeat tests without affecting visitors.
Install WordPress before creating theme files
- Install your selected environment and create a new local site.
- Record the local site URL, administrator credentials, database details, and the PHP and WordPress versions it uses.
- Log in to the local dashboard and confirm that the site loads, permalinks work, and the media library can accept uploads.
- Install only the plugins needed to reproduce the production site. Keep a short list of those plugins and their versions so that local behavior is explainable.
- Create a backup or snapshot before starting theme work. A clean baseline lets you discard an experiment without rebuilding WordPress.
For a WordPress.com-oriented local workflow, the documented environment setup and deployment options are described at WordPress.com local environment setup.
Create a block theme locally
Build visually in the Site Editor
- In the local dashboard, open Appearance > Editor.
- Use Styles to set global typography, colors, spacing, and layout rules. Open the Style Book to see how those choices affect common blocks.
- Edit the site’s templates, such as the page, single-post, archive, and index layouts available in your installation.
- Edit template parts such as the header, footer, and reusable navigation areas.
- Insert real navigation, query loops, featured images, comments, forms, and long text rather than relying on an empty placeholder page.
- Save the changes, then use the editor’s export option to produce a theme ZIP when you have a coherent version to test.
The official Theme quick-start guide documents this Site Editor workflow. It is possible to create a block theme without writing code in the editor, but exporting is important: editor changes can be stored as site customization data, and a production theme must contain the version you intend to distribute.
Add code when the design needs it
A block theme can include code-managed configuration and templates. A typical project keeps a theme folder with a style.css metadata file, a theme.json configuration file when needed, and HTML templates and template parts. Use the folder and file names generated by your chosen starter or export, then make small, versioned changes rather than editing an untracked copy.

When a requirement is achievable through blocks or global styles, prefer those facilities. Add custom CSS or JavaScript only for behavior the editor and block settings cannot express. Keep selectors scoped to the theme so that an editor style does not unintentionally alter plugin screens or administrative pages.
Use Create Block Theme when you need a packaged custom theme
The official Create Block Theme plugin adds options to create a new theme, edit theme information, and export a ZIP. Use it on the local site to turn the current block-based design into a named custom theme. Before distributing the result, inspect the ZIP, confirm that the intended templates and styles are present, and add a custom screenshot separately; the quick-start guidance notes that an exported custom theme still needs that screenshot added for distribution.
Create a classic theme locally
Start with a clear theme directory
For a classic theme, create a uniquely named directory under wp-content/themes in the local WordPress installation. Keep the directory name lowercase and stable; changing it later can affect child-theme references and deployment scripts.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →The theme needs a style.css file containing the theme header metadata. A minimal header looks like this:
/*
Theme Name: Local Test Theme
Version: 1.0.0
*/
Build the templates your site requires, commonly including index.php, a header and footer, a page template, a single-post template, and archive handling. Put site-wide setup and asset registration in functions.php, and enqueue CSS and JavaScript instead of hard-coding paths into individual templates. The exact files depend on the design; do not copy files into production merely because they exist in a starter theme.
Develop in small, testable slices
- Activate the new theme locally and verify that WordPress can render the front page without a fatal error.
- Add the global shell first: document structure, header, navigation, main content region, and footer.
- Add one template type at a time, testing a post, page, archive, search result, and 404 response after each change.
- Register and enqueue styles and scripts, then verify their URLs and loading order in the browser.
- Use WordPress hooks for behavior that should remain configurable, rather than embedding assumptions about one site’s content.
A classic theme can coexist with block widgets and blocks, but the files still need to handle content produced by those blocks. Include representative block content in your local test posts.
Decide whether you need a build process
A simple theme can ship its authored CSS, JavaScript, PHP, and template files directly. More complex projects may use Node.js, npm, webpack, and @wordpress/scripts to compile modern JavaScript, process styles, or generate browser-ready assets. The Theme Handbook’s build-process guidance describes the convention of keeping development files in a source or resources area and writing distributable files to a build or public area.

| Approach | Use it when | Release implication |
|---|---|---|
| No build step | The browser can use the authored CSS and JavaScript directly and the theme has no generated assets. | Package the source files that WordPress actually loads. |
| Node/npm build | You need transpilation, bundling, modern modules, processed CSS, or generated asset metadata. | Run the project’s configured production build and package the generated output as well as the runtime files. |
Use the scripts defined by the project rather than assuming every theme has identical commands. In a project that follows the common @wordpress/scripts setup, the sequence may look like:
npm install
npm run build
Those commands are valid only when the project’s package.json defines them. Check that the build completes without errors, inspect the generated files, and never upload development dependencies such as an unneeded node_modules directory.
Test the theme before packaging
Testing is where local development provides its biggest advantage. Keep debugging enabled locally, use realistic content, and test both the editor experience and the public front end. The testing topics in the Theme Handbook are collected at Theme testing.
Enable local diagnostics
Enable WordPress debugging in the local configuration so notices, warnings, and fatal errors are visible during development. A common configuration is:
define( 'WP_DEBUG', true );
Use this only in the local or testing environment unless you have a controlled production diagnostic plan. Do not expose stack traces or sensitive paths to public visitors.
Load representative content
Import the Theme Unit Test Data so the theme encounters long titles, varied image sizes, nested comments, galleries, lists, quotations, tables, and mixed HTML. Then add content specific to your site, including the longest navigation label you expect, posts without featured images, empty search results, password-protected content, and pages with unusually long headings.
Run a focused test matrix
| Area | What to verify | Typical failure |
|---|---|---|
| Templates | Front page, posts, pages, archives, search, 404, author and date views where applicable | A template is missing, selected incorrectly, or displays the wrong query. |
| Blocks and widgets | Paragraphs, headings, images, galleries, lists, embeds, navigation, query loops, and widget areas used by the site | Unstyled or overflowing content, invalid markup, or a block that breaks the layout. |
| Comments | Open and closed comments, nested replies, moderation notices, and long author names | Replies cannot be distinguished or the form is unusable on a narrow screen. |
| Responsive behavior | Phone, tablet, and desktop widths; portrait and landscape; zoomed text | Horizontal scrolling, clipped menus, or unreadable text. |
| Editor behavior | Site Editor templates, Styles, Style Book, navigation editing, and saved changes for block themes | Editor styles do not match the front end or a customization is not included in the export. |
| Accessibility | Keyboard navigation, visible focus, heading order, color contrast, labels, alt text, and reduced-motion behavior where relevant | A keyboard user cannot open navigation or a control has no accessible name. |
| Performance | Image sizes, unnecessary scripts, stylesheet loading, layout shifts, and slow templates on representative pages | Large assets or blocking scripts delay the first usable view. |
Use automated and manual checks together
Run Theme Check or the equivalent theme-quality checks available to your project, then inspect the rendered pages yourself. Automated checks can flag metadata, coding, and compatibility problems, but they will not tell you whether a mobile menu is understandable or whether a real editor can maintain the layout.

Test with the same permalink structure, active plugins, menus, widgets, and content types that staging will use. If production runs a different PHP or WordPress version, reproduce that difference before release rather than assuming a local success guarantees compatibility.
Export and package a release
Package a block theme from the Site Editor
- Finish and save the local Site Editor changes.
- Use the Site Editor export command, or export through Create Block Theme if you used that plugin.
- Save the ZIP as an immutable build candidate. Do not edit files inside the ZIP and then forget which version was tested.
- Unzip it into a temporary directory and inspect the folder structure before uploading.
Normalize the theme metadata
The quick-start process recommends unzipping an exported theme, renaming its folder, updating the Theme Name and related metadata in style.css, and then creating a ZIP of the renamed folder again. Do not create a ZIP that contains an extra outer directory if the installer expects the theme folder at the archive root.
For a classic theme, package the complete theme directory after the build step has produced its browser-ready assets. Include the runtime templates, configuration, styles, scripts, images, fonts, and translation files that the theme actually references. Exclude local database dumps, private credentials, editor backups, and development-only dependencies.
Check the archive before upload
- Open the ZIP and confirm that
style.cssis in the theme’s top-level folder. - Confirm that every CSS, JavaScript, image, font, and template path resolves within the package or to an intentional external dependency.
- Verify the theme name, version, text domain, and screenshot metadata you intend to publish.
- Install the ZIP on a fresh local WordPress site and activate it. This catches missing files that an in-place update can hide.
Choose a deployment route
The right route depends on whether you are moving only theme code or synchronizing a broader site. A theme ZIP does not automatically carry posts, pages, media uploads, plugin settings, menus, or customizer data. Move those separately only when your chosen migration workflow explicitly includes them.
| Route | What it is suited to | Advantages | Limitations and checks |
|---|---|---|---|
| WordPress admin ZIP upload | A self-hosted site or staging site where you have dashboard access | Simple, visible, and easy to repeat for a tested package | Requires upload permission and sufficient server limits; it moves theme files, not site content. |
| Filesystem copy | Hosts that provide SFTP, SSH, a file manager, or another direct filesystem method | Useful for large packages or controlled server releases | Permissions, ownership, path, and cache handling are host-specific; copy into wp-content/themes without overwriting the wrong directory. |
| GitHub Deployments | WordPress.com workflows where theme code is maintained in GitHub | Version history and a documented path to staging or production | Requires the applicable WordPress.com deployment feature and repository configuration; verify plan and availability before relying on it. |
| Studio Sync | WordPress Studio users who need to synchronize a full site or do not need Git version control for the workflow | Can move a broader local site state than a theme-only ZIP when configured for that purpose | Confirm exactly which files and content are synchronized, and do not use it when a code-only release is required. |
WordPress.com documents GitHub Deployments and Studio Sync in its getting-started documentation. WordPress Studio is documented there as a free, open-source local tool, but availability and deployment features can change, so verify the current requirements for your account and site.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Deploy to staging first
- Take a backup or snapshot of the current staging site and record the active theme version.
- Confirm that staging uses compatible PHP, WordPress, plugins, permalink settings, menus, and representative content.
- Upload the tested ZIP through the dashboard’s theme upload interface, or copy the theme directory to
wp-content/themesusing your host’s approved filesystem method. - Do not activate immediately if the site is shared with testers. Install the theme first, then activate it during a controlled test window.
- Open the front page, a post, a page, an archive, search, a 404 page, and any custom content types. Check the browser console and server logs for errors.
- For block themes, open Appearance > Editor and verify templates, Styles, Style Book, and navigation editing. For classic themes, verify hooks, menus, widgets, and custom template selections.
- Test responsive layouts, keyboard navigation, contrast, image loading, forms, comments, and performance on staging.
- Compare staging output with the local build. If it differs, identify whether the cause is content, a plugin, a PHP version, a cache, or a missing package file before proceeding.
Staging is not optional for a theme that changes templates or global styles. It gives you a production-like place to catch integration failures while the previous production theme remains available.
Release to production with a rollback plan
- Freeze the tested release: record the theme version, commit or ZIP name, build date, and the environment in which it passed testing.
- Back up the production database and files according to your host’s procedure. Keep a separate copy of the currently active theme.
- Choose a low-risk deployment window and notify anyone editing content if the release could affect their work.
- Upload the exact artifact that passed staging. Do not rebuild from uncommitted local files during the production release.
- Activate the new theme only after confirming that the upload completed and the directory is readable.
- Run smoke tests on the home page, one post, one page, navigation, search, forms, comments, and a responsive viewport.
- Monitor logs and error reports. If a fatal error or unusable layout appears, reactivate the previous theme or restore its directory, then investigate away from production.
Keep the old theme intact until the new release has been verified. A rollback copy is more reliable than trying to reconstruct a working theme from memory after a failed upload.

Troubleshoot common failures
WordPress says the package is not a valid theme
Open the ZIP and check that the theme folder is at the expected level and that its style.css contains a valid theme header. Re-zip the folder itself rather than a parent directory that contains the folder.
The theme activates but styles or scripts are missing
Inspect the generated build output and compare the URLs requested by the browser with the files in the package. A source path may have been packaged while the compiled file was omitted, or a hard-coded local URL may still be present. Rebuild, test the ZIP on a clean local site, and upload that tested artifact.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Local and staging look different
Compare PHP and WordPress versions, active plugins, menus, widgets, media files, permalink settings, and cache layers. A theme ZIP carries theme files only, so missing content or plugin configuration can change the rendered result even when the package is identical.
Site Editor changes disappeared after deployment
Export the block theme after saving the editor changes and inspect the resulting templates and configuration. If a change exists only as local site customization data, it will not automatically appear on another installation unless your selected export or synchronization workflow includes it.
Production shows a fatal error
Use the rollback copy to restore the previous theme or reactivate it through the dashboard if possible. Keep debugging details private, reproduce the failure on staging with the same PHP and plugin versions, and fix the source before creating a new package.
Visitors still see the old design
Check that the new theme is active, then clear or bypass page, object, browser, and CDN caches according to the host’s procedure. Confirm that you uploaded to the production site rather than a staging URL and that the request is not being served by a separate cached origin.

Maintain the theme after launch
- Keep the theme source and generated release files under version control, even if you initially deploy by ZIP.
- Use a version number in
style.cssand in your release notes so you can identify the active build. - Retest after WordPress, PHP, or major plugin updates; compatibility can change independently of your theme code.
- Document the local environment, required Node/npm version, build command, test content, and deployment route so another developer can reproduce the release.
- Separate content migrations from theme deployments. A visual change should not silently overwrite production content.
Final release checklist
- Local WordPress is isolated from production and uses a documented PHP and WordPress version.
- The project’s block or classic theme model is explicit.
- All Site Editor changes are saved and included in the export, or all classic theme files are tracked.
- The configured build step has completed, and generated assets are in the package.
- Debugging, Theme Unit Test Data, Theme Check, responsive, accessibility, and performance checks are complete.
- The ZIP opens with the correct folder structure, metadata, templates, and runtime assets.
- Staging has been tested with production-like plugins, content, and settings.
- The previous production theme and a database/files backup are available for rollback.
- The production release uses the exact artifact that passed staging.
The practical answer
Create the theme in a local WordPress installation, choose the block or classic workflow deliberately, test it against difficult content and real layouts, package only the files required at runtime, and deploy that unchanged package to staging before production. A ZIP upload is enough for a theme-only release; GitHub Deployments or Studio Sync may be more appropriate when your WordPress.com workflow requires versioned code or broader site synchronization. The important control is not the tool name—it is the separation between experimentation, verification, and the production release.
