To show a road setback correctly, build the map from current title, survey and highway data; identify the legally controlling road or property line; draw a measured offset at the jurisdiction’s required distance; then export and print at 100% scale. A title-plan red line alone is not an exact boundary, and there is no universal road-buffer distance.
What the finished due-diligence map must show
A useful exhibit lets another person locate the parcel, understand how it meets the road and see the land affected by the required buffer. Include:
- The parcel or title reference and the property address.
- The complete property extent, with the source of the boundary identified.
- Road names, the road edge and, where relevant, the road centreline, highway limit or public right-of-way.
- Driveways, entrances, gates and other access routes.
- Buildings, hardstanding, parking, garages and any separately titled parcel.
- Registered easements, rights of way, access strips and neighboring roads or landmarks needed to orient the site.
- A clearly labelled road-buffer line or shaded band, with its distance, measurement datum and governing rule.
- A metric scale, bar scale, north arrow, legend, source dates, coordinate system (if used), preparer and a disclaimer that the exhibit is for due diligence rather than a legal boundary survey.
HM Land Registry guidance describes a basic plan as accurately drawn to a stated scale and showing its orientation, such as a north point. Ontario plan standards and the City of San Diego site-plan checklist likewise require rights of way, easements, property lines and structures to be shown. Use those principles even when your property is elsewhere; the exact authority, format and certification requirements remain local.
Gather authoritative inputs before drawing
1. Current title and title plan
Obtain the current register and plan, not an old conveyance scan or a screenshot from a property listing. Record the title number, plan date and any wording that refers to roads, access, covenants or easements. A title plan normally depicts a general boundary based on mapping; it is not a survey of every legal line.

2. Boundary or topographic survey
For a purchase decision, construction, a disputed verge or a narrow setback, commission a current survey or use another authoritative survey supplied by the owner or authority. A survey can locate fences, walls, buildings, kerbs and the apparent road edge in the same coordinate framework. Note the survey date, surveyor and stated accuracy.
3. Parcel and mapping data
Download the most current parcel or cadastral geometry available from the responsible land or mapping authority. GIS parcels are excellent for orientation and screening, but their positional accuracy and legal status vary. Keep the original data file and metadata with the PDF so a reviewer can see when and how it was obtained.
4. Highway, access and planning records
Collect the highway or road-adoption plan, public-right-of-way information, recorded access documents, easement instruments and any planning overlays. Check whether a verge, drainage strip or apparent private lane is actually highway land. HM Land Registry cautions that land beside a road can remain highway land even when it appears to lie inside a private holding.
5. The controlling planning or zoning rule
Find the rule that actually controls the proposed work: zoning setback, highway building line, sight-line requirement, special road corridor, protected route or a condition on the title. Write down the jurisdiction, document name, section, effective date, road classification and the line from which the distance is measured. Do not substitute a customary distance or a value from another municipality.

Choose a scale and sheet that will print legibly
Pick a metric scale that shows the whole parcel and enough road context without making labels unreadable. HM Land Registry examples use approximately 1:1,250 to 1:500 for urban properties and about 1:2,500 for rural properties. Those are examples, not universal requirements. A large or complicated parcel may need a key plan plus a larger-scale inset around the road frontage and buffer.

State the scale as a ratio and include a bar scale. A bar scale remains useful if someone prints the sheet at a different paper size, but it does not excuse a wrong print setting. Put the north arrow near the main plan and state whether north is grid, true or simply the map’s orientation.
Build the base map and legal context
- Set the coordinate reference system. Use the survey or authority’s coordinate system consistently. If you reproject data, record the source and target systems and any transformation.
- Place the parcel geometry. Draw the title extent or surveyed boundary with a line style that distinguishes it from the buffer. If the title boundary is general, label it “general boundary from title plan,” not “surveyed legal boundary.”
- Add the road framework. Show the road name, carriageway edge, centreline where it matters, kerbs or verges, highway limit and public right-of-way. Use separate symbols when the mapped road edge and legal highway line do not coincide.
- Map access and restrictions. Draw driveways, gates, turning areas and rights of way. Label each easement with its instrument or plan reference when available, its width if stated, and whether it benefits or burdens the parcel.
- Add improvements and neighboring context. Include buildings, extensions, garages, parking, retaining walls, fences, streams and nearby roads or landmarks that help identify the site. Show separately titled parking or garage land rather than folding it into the main parcel.
- Apply a clear symbology. Use a solid boundary, a distinct dashed or hatched buffer, a lighter road fill and a legend explaining every line and hatch. Keep labels outside dense geometry where possible.
Calculate and draw the road buffer
Identify the correct reference line
The setback may be measured from the property boundary, the highway limit, the right-of-way line, the road centreline or a defined building line. Read the controlling rule and any local interpretation before drawing. If the rule is ambiguous, show the alternatives as separate, labelled scenarios and obtain written confirmation from the planning or highway authority.

- Convert the required real-world distance into the mapping system’s units.
- Generate an offset from the controlling line on the parcel side. Use a true geospatial buffer rather than manually dragging a line on a picture.
- Resolve corners and curves according to the local rule. A road-centreline setback and a boundary setback can produce materially different shapes.
- Clip or extend the result only as the rule requires; do not hide a buffer where the road bends or where a neighboring parcel interrupts the frontage.
- Label the line with the distance, for example “12 m from highway limit,” and add the datum: “Measured from surveyed highway limit, source dated …”
There is no single correct road-buffer number. The distance depends on jurisdiction, road classification, project type and sometimes sight-line or environmental overlays. The searched official guidance establishes the need to identify and depict the controlling line, but it does not establish a universal value. Treat an unverified distance as a planning assumption, not a compliance result.

Annotate the sheet so another reviewer can audit it
- Identity: address, parcel or title reference, preparation date and revision number.
- Sources: title-plan date, survey date, GIS layer name and download date, highway or planning document reference.
- Method: software or GIS workflow, coordinate system, buffer datum and distance.
- Legend: parcel boundary, surveyed features, road edge, highway limit, right of way, easement, building and buffer.
- Qualification: state that the map is an indicative due-diligence exhibit and not a legal boundary survey or approval.
- Review notes: identify unresolved discrepancies, such as a title line crossing a fence or an apparent verge whose highway status is unconfirmed.
Do not imply that a colored band is an approved building envelope. If a licensed surveyor’s signature, stamp or authority form is required for the intended submission, produce that separate deliverable.
Export and print without changing the scale
- Export a vector PDF where your mapping software allows it. Embed fonts and keep line weights heavy enough to survive printing.
- Set the page size and orientation deliberately. Use a custom sheet if the parcel and inset cannot fit on a standard page without reducing the stated scale.
- In the print dialog choose 100%, Actual size or None for page scaling. Do not choose “Shrink to printable area.” HM Land Registry warns that this option can reduce a plan below its stated scale.
- Print one test sheet. Measure the bar scale with a ruler and compare it with the labelled distance. Check that the buffer label and north arrow remain visible.
- Store the PDF, original GIS or CAD data and all source documents together. Record the print date and printer scaling if the paper copy will be circulated.
Common failures and how to fix them
The buffer distance is copied from a generic checklist
Cause: A rule from another road class or jurisdiction was treated as universal. Fix: obtain the current local planning, zoning or highway rule and identify its measurement datum; show the rule and date in the legend.
The title red line does not match the fence or verge
Cause: The title plan shows a general boundary, while occupation features and highway land follow a different line. Fix: commission or review a current boundary survey, check highway records and label the discrepancy instead of forcing the lines to coincide.
The PDF prints smaller than the stated scale
Cause: Automatic “fit” or “shrink” scaling. Fix: print at Actual size/100%, disable page scaling and verify the bar scale on a test sheet.

The map shows a road but not the right of way
Cause: A basemap depicts physical pavement, not legal access interests. Fix: add registered easements, public rights of way, access widths and instrument references from the title and authority records.
The buffer looks jagged or is offset from the wrong line
Cause: A graphic offset was drawn from the carriageway edge or an unprojected layer. Fix: use a projected coordinate system, buffer the legally specified line and check curved sections and corner behavior.
Important labels disappear at the chosen scale
Cause: Too much context was forced onto one sheet. Fix: keep a readable key plan and add a larger-scale frontage inset with the buffer, access and easements.

A screenshot can document what an online map displayed on a particular date, but it is not a substitute for the authoritative parcel, survey or legal record. If you capture a planning portal or GIS viewer, record the URL, layer names, date and any visible scale. Keep the screenshot as a supplementary reference and use the measured, source-based PDF as the primary exhibit.

- Is the parcel source current, and is any title boundary clearly labelled as general rather than exact?
- Does the sheet show the road edge, highway or right-of-way line, access, easements and separate parcels?
- Is the buffer measured from the line named by the actual local rule?
- Are distance, datum, jurisdiction, source dates, scale, bar scale and north arrow visible?
- Did you print at 100% and verify the bar scale with a ruler?
- Does the disclaimer make clear that authority or licensed-surveyor confirmation may still be required?
Frequently Asked Questions
Can I submit a title-plan screenshot as my site plan?
Usually not. A screenshot can be a dated reference, but submission requirements may call for a scaled plan, current survey, named data sources or a professional stamp. Confirm the receiving authority’s format before relying on it.
What should I do when two official maps show different road lines?
Preserve both source dates, identify what each line represents, and ask the highway or planning authority which line controls the setback. Show the unresolved difference on the exhibit rather than selecting one silently.
Should the buffer be drawn inside the parcel only?
Draw the complete offset geometry needed to explain the rule, then clearly shade or label the portion affecting the parcel. Clipping it without showing the reference line can hide how the distance was measured.

A defensible printable map combines current boundary evidence, road and access records, a jurisdiction-specific measured offset, and a PDF that has been printed at its stated scale. Treat it as due-diligence evidence until the responsible authority or a licensed surveyor confirms the controlling boundary and setback.
