If your business is covered by India’s e-invoicing mandate and you issue an invoice for a reverse-charge supply covered by section 9(3), your business reports that invoice to an Invoice Registration Portal (IRP). The recipient’s duty to pay GST under reverse charge does not, by itself, move the e-invoice reporting task to the recipient. You prepare the commercial invoice first, submit its data to an IRP, and give the recipient the signed invoice containing the Invoice Reference Number (IRN) and QR code.
E-invoicing is registration and reporting of an invoice that already exists. The government portal validates the data and returns the registered document; it does not compose your underlying commercial invoice from scratch.
Does a reverse-charge transaction require an e-invoice?
It can, but the answer depends on the supplier, the type of reverse-charge supply and the e-invoicing rules in force when the invoice is issued. The practical rule described in the IRIS IRP FAQ is that a notified supplier making a covered section 9(3) reverse-charge supply reports its invoice to the IRP. The recipient’s role is to discharge the GST under reverse charge, not to become the supplier’s e-invoice issuer.

|---|---|---|
| Mandated, registered supplier makes a section 9(3) reverse-charge supply | The supplier reports its own invoice to the IRP. | Confirm that the supplier and document fall within the current mandate and that no exemption applies. |
| Registered recipient receives a supply from an unregistered person | The supplier cannot report an e-invoice for that unregistered supplier’s invoice. | Follow the current self-invoice and tax-payment rules that apply to the recipient; the cited FAQ does not turn this into supplier e-invoicing. |
| Import of services treated under reverse charge | No supplier e-invoice is generated through the Indian supplier e-invoicing flow. | Use the applicable import and reverse-charge documentation and accounting treatment. |
| Supplier or document outside the current e-invoicing mandate | No IRP registration is required solely because the transaction is called reverse charge. | Check the latest notifications, turnover criteria, exclusions and document rules. |
This table is a decision aid, not a substitute for checking the current notification. E-invoicing eligibility is not established merely because a GSTIN can log in to an IRP or because a portal account is enabled. Mandate thresholds, exemptions and covered documents can change.

What you need before submitting
Complete the invoice in your accounting, billing or ERP system before opening the IRP form. The IRP is the reporting layer, so the figures submitted must agree with the invoice you intend to issue to the recipient.
- Supplier details: the supplier GSTIN and the legal and address details required by the current schema.
- Recipient details: the recipient GSTIN, name and address information required for the transaction.
- Document identity: document type, document number and document date. Use the numbering convention maintained in your books.
- Place of supply: select the state or other value required by the current schema for the supply.
- Reverse-charge indicator: the notified schema identifies this field as
RegRev. Populate it with the schema’s affirmative reverse-charge value when the transaction qualifies; do not infer a value from a similar invoice or guess at the field code. - Line and tax data: enter each item or service and the taxable and tax values required by the schema. The tax data must support the reverse-charge treatment and reconcile to the invoice totals.
- Access and authorization: make sure the person or system submitting the document has the required GSTIN access, credentials, API authorization or utility permissions for the selected IRP.
For a reverse-charge invoice, distinguish the party responsible for paying GST from the party reporting the invoice. The recipient’s tax liability does not authorize the supplier to omit the supplier’s identity, recipient identity, place of supply or item-level information from the IRP payload.
Step-by-step: report the invoice through an IRP web form
The IRIS IRP instructions describe a seven-step web-form flow for submitting one invoice. Other IRPs may arrange the same data in different screens, so use the labels displayed by the IRP you have selected. Select the correct GSTIN before entering the invoice: changing GSTIN during the example workflow can force you to re-enter invoice details.

- Sign in and select the supplier GSTIN. Open the chosen IRP’s web form, authenticate with the authorized credentials and select the GSTIN of the supplier that issued the invoice. Check the legal name shown on screen before continuing.
- Choose the document type and enter its number and date. Select the invoice document type offered by the form, then enter the exact document number and date used in your accounting records. Keep punctuation, capitalization and date format consistent with the form’s validation rules.
- Confirm supplier information. The form may prepopulate the supplier’s legal name and address after the GSTIN is selected. Review the values and edit only fields the IRP permits. A prepopulated value is still your responsibility to check against the invoice.
- Enter the recipient information. Provide the recipient GSTIN and the requested identity and address fields. Verify that the GSTIN belongs to the intended customer and that the state details support the place-of-supply treatment.
- Set the place of supply and reverse-charge field. Choose the applicable place of supply and complete
RegRevusing the current schema’s reverse-charge value. Do not mark an ordinary forward-charge sale as reverse charge merely because the customer, rather than the supplier, will pay tax on another transaction. - Add the item and tax details. Enter the line descriptions and other required item fields, quantities or units where applicable, taxable values and tax components. Check that the line totals, tax totals and invoice total balance mathematically and match the prepared invoice.
- Review, submit and download the response. Use the preview or validation screen to inspect every field. Submit only after correcting warnings or errors. On successful validation, download or otherwise retain the signed e-invoice response, including the IRN and QR code, and issue the registered invoice to the recipient.
The form can prepopulate many values, but prepopulation is not approval of the transaction’s tax treatment. If the screen layout, required field or allowed value differs from this description, follow the live instructions and schema for that IRP.
Choosing a reporting method
The notified e-invoice schema supports several submission channels. The best choice depends on how often you issue invoices, how much data already exists in your accounting system and whether you need an automated audit trail.
| Method | Best fit | Strengths | Important limitation |
|---|---|---|---|
| IRP web form | An occasional invoice or a low-volume operation | Direct entry, visible field-by-field review and no software integration project | The documented workflow is for one invoice at a time; repeated manual entry increases the chance of transcription errors. |
| API integration | Regular invoice volumes and an accounting or ERP system that can exchange structured data | Reduces repeated entry and can preserve a consistent system-to-IRP process | Requires technical setup, credentials, mapping and ongoing maintenance when schema or access rules change. |
| Excel utility | Users who prepare batches in a spreadsheet before upload | Useful for assembling multiple records without typing every field into a web page | Spreadsheet validation and conversion still require careful checking; the utility’s current format must be used. |
| JSON upload | System-generated files or teams comfortable with structured payloads | Provides a machine-readable representation of the notified schema | A syntactically valid file can still contain incorrect GSTINs, totals or tax treatment and be rejected or require correction. |
The sources establish the availability of these modes, not a guaranteed speed, uptime or error-rate advantage for any one of them. Confirm the selected IRP’s current access requirements, schema version, file template and user guide before choosing a production process.

What happens after a successful submission?
The IRP validates the submitted invoice data. If validation succeeds, it returns a digitally signed e-invoice response with an IRN and QR code. The signed response is the evidence that the reported document was registered; retain it with the invoice generated by your accounting system.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
GSTN’s e-invoice overview describes the registered invoice data being shared with the GST system for GSTR-1 auto-population. That automation does not remove the supplier’s responsibility to review the resulting return data and reconcile it with the books. The recipient should receive the registered invoice copy in the normal business hand-off, along with any supporting documents required for the reverse-charge payment and input-tax-credit process.
What to retain
- The final invoice issued to the recipient.
- The IRP response containing the IRN and signed QR-coded invoice.
- The exact JSON, spreadsheet output or API request and response used for submission, where your process produces those records.
- Evidence of any validation error, correction, cancellation or re-submission handled under the IRP’s current procedure.
- Internal approval or calculation records supporting the reverse-charge classification and amounts.
Keep these records together according to the retention period and accounting controls applicable to your business. The reviewed material does not prescribe a single retention duration for every taxpayer.

Common errors and how to troubleshoot them
The recipient is trying to generate the supplier’s e-invoice
Start with the supplier’s mandate status. For a covered section 9(3) supply, the supplier reports its invoice even though the recipient pays the GST under reverse charge. The recipient should not replace the supplier as the e-invoice issuer solely because the tax payment is the recipient’s responsibility.
The transaction is actually an unregistered-person receipt or an import of services
Do not force either case into the supplier e-invoice workflow described for a notified supplier’s section 9(3) supply. The IRIS FAQ distinguishes supplies received from an unregistered person and imports of services from the supplier-reporting scenario. Check the separate self-invoice, import and reverse-charge rules that apply to your facts.
The IRP rejects the reverse-charge field
Check the current schema’s exact field name and permitted value for RegRev. A field that is present in the schema can still be rejected if the value, data type or combination with another field is invalid. Compare the payload with the live schema and correct the source invoice data rather than repeatedly submitting an unchanged file.

GSTIN, place-of-supply or identity details do not match
Compare the supplier GSTIN, recipient GSTIN, legal names, state information and place of supply with the GST records and the invoice. If the web form prefilled a value, verify it rather than assuming it is correct. Correct the accounting record or the entry screen, then run validation again.
Totals or tax amounts fail validation
Recalculate line taxable values, tax components, rounding and the grand total. Confirm that every line included in the uploaded file is present on the invoice and that the reverse-charge treatment has not been mixed with forward-charge tax collection. Use the error message to identify the field or row; do not alter a tax amount simply to make the error disappear.
The web form loses entered data after a GSTIN change
Select the correct supplier GSTIN at the beginning of the process. The IRIS web-form instructions warn that switching GSTIN midway can require invoice details to be entered again. For recurring work, an API, JSON or spreadsheet workflow can reduce re-keying, but it still requires the same field-level checks.
The invoice is accepted but does not appear as expected in GSTR-1
Keep the IRN response and compare the registered data with the return data after the applicable system processing. GSTN describes e-invoice data as being shared for GSTR-1 auto-population, but reconciliation remains necessary. Follow the current IRP and GSTN instructions for reporting discrepancies instead of creating a second invoice with a different number.
How to check your process before going live
- Identify the supplier, recipient, supply type and the legal provision creating the reverse-charge liability.
- Confirm whether the supplier and document are within the current e-invoicing mandate and whether a specific exemption applies.
- Prepare a controlled sample invoice in the accounting system, including the reverse-charge indicator and all required item and tax data.
- Validate the sample against the live schema and the selected IRP’s current user instructions.
- Submit through the chosen channel and confirm that the response contains the IRN and QR code.
- Verify that the signed response, issued invoice and accounting entry reconcile, then check the downstream GSTR-1 data when available.
- Document who reviews errors, who authorizes corrections or cancellations and where the IRP responses are retained.
Important limits on a reverse-charge e-invoice guide
Reverse charge is not a single universal workflow for every GST transaction. The cited FAQ addresses a notified supplier making a section 9(3) supply and separately discusses receipts from unregistered persons and imports of services. Other reverse-charge provisions, entities, documents and exemptions may require a different analysis.
Thresholds, exemptions, tax rates, schema versions, permitted field values and IRP screens are subject to change. Before issuing an invoice, check the latest GST notifications, rules, official IRP schema and the live instructions for the IRP you intend to use. If the transaction has unusual facts, obtain advice from a qualified GST professional rather than relying on the label reverse charge alone.
Quick Recap
Quick decision checklist
- Supplier reports: Is the supplier registered and covered by the current e-invoicing mandate?
- Supply classification: Is this the covered section 9(3) supplier-invoice scenario, rather than an unregistered-person receipt or import of services?
- Invoice readiness: Has the supplier prepared and approved the commercial invoice?
- Schema accuracy: Are document details, GSTINs, place of supply, item and tax data complete, with
RegRevpopulated according to the current schema? - Registration evidence: Did the IRP return a signed invoice, IRN and QR code?
- Handoff and reconciliation: Was the registered invoice sent to the recipient and retained for accounting and return reconciliation?
