To create a flat world on a Minecraft server, stop the server, set level-type to the flat preset, and then generate a new world. On Java Edition, the essential setting is level-type=minecraft:flat. Changing that line does not flatten an existing map: you must rename or remove the current world folder, change level-name, or otherwise start a fresh world.

The instructions below cover Java Edition in detail, explain custom superflat layers, and describe the more limited and version-sensitive options on Bedrock Dedicated Server.

What a flat or superflat server world is

A flat world generates an almost level surface instead of Minecraft’s normal hills, caves, oceans and mountains. It is useful for redstone testing, command projects, creative building, city layouts, Minecraft education exercises and large-scale farms where you want a predictable starting height.

In Java Edition, the Superflat generator creates vertical layers from the bottom of the world upward. The usual default is one bedrock layer, two dirt layers and one grass-block layer on a plains biome. Depending on the preset and structure settings, villages and strongholds can also generate. A flat setting affects terrain generated in a new world; it does not convert chunks that already exist.

Before you change the server

  • Confirm which edition you are running. Java Edition uses server.properties and supports the documented generator-settings JSON field. Bedrock Dedicated Server has different configuration behavior.
  • Make a complete backup of the existing world directory and, if applicable, the Nether and End data. Deleting a world folder is irreversible without a backup.
  • Make sure you can stop and start the server and edit its configuration, either through the host’s file manager or through a control panel.
  • Ask players to log out before the shutdown. Do not edit server.properties while the server is writing world data.

Java Edition: create a flat world step by step

1. Stop the server cleanly

Use the hosting panel’s Stop control or run the server’s normal stop command from its console. Wait until the process has finished saving and the console indicates that it has stopped. Editing while the process is active can be overwritten on shutdown or leave files in an inconsistent state.

2. Open the correct server.properties file

In a self-hosted installation, server.properties is normally in the same directory as the server JAR. In a hosting panel, open the configuration editor or the file manager for the selected Java server. If the panel exposes a World or Level Type field, it may write this file for you; use the panel’s documented control rather than changing a generated file that the panel will overwrite.

3. Set the level type to flat

Find the existing level-type line. A normal server commonly has level-type=minecraft:normal. Replace the value with:

level-type=minecraft:flat

The backslash before the colon is the form shown in current Java server-property examples. Some community documentation reports that a plain colon is also accepted by particular versions or parsers, but the escaped form is the safest starting point when you are editing the file directly.

Older Java guides, especially those aimed at versions 1.18 and earlier, may use an uppercase value such as FLAT. On newer versions, an “Unknown level type” error is commonly addressed by using the namespaced minecraft:flat value. If your server build rejects the modern form, check that build’s version-specific documentation instead of mixing syntax from different releases.

4. Leave generator-settings empty for the standard preset

If you want the ordinary grass-and-dirt Superflat world, you can omit generator-settings or leave its value empty. With no custom definition, Java uses the default flat layers: bedrock at the bottom, two dirt layers above it and a grass block on top, normally with a plains biome. The exact structures available still depend on the structure-generation setting and the selected version.

5. Add custom layers when you need a different base

For a custom depth or material, add one JSON object on the generator-settings line. This Classic Flat-style example produces one bedrock layer, two dirt layers and one grass-block layer:

level-type=minecraft:flat
generator-settings={"biome":"minecraft:plains","layers":[{"block":"minecraft:bedrock","height":1},{"block":"minecraft:dirt","height":2},{"block":"minecraft:grass_block","height":1}]}

Layers are read from the bottom upward, so the first object is the lowest material. Each layer’s height must be an integer from 0 through 4064 inclusive. If a layer omits block, the generator uses minecraft:air for that layer. The generator-settings field was added in Java Edition 1.8, so very old server software may not understand it.

Keep the entire JSON value on one line in server.properties. Do not add comments, trailing commas or smart quotation marks. A malformed value can make the server reject the setting or fall back to a default. The biome name and block identifiers must be valid resource locations for the version you are running.

6. Choose a new world name or replace the old world

Changing level-type only controls terrain that has not been generated yet. To guarantee a flat map, use one of these approaches while the server is stopped:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Change level-name. Set it to a new folder name such as flat-world. On the next start, the server creates that world from the flat settings and leaves the old map intact.
  2. Rename the existing world folder. Rename the directory named by level-name, for example from world to world-backup. This preserves the old map while allowing the server to create a new folder with the original name.
  3. Delete the existing world folder. Do this only after verifying your backup. It permanently removes the generated terrain and player builds stored there.

For most administrators, changing level-name is the least risky option because it provides an immediate rollback path.

7. Start the server and verify the first spawn

Start the server and wait for it to finish generating the new level. Join with an operator account, look around the spawn area and confirm that the terrain is level and that the surface block matches your intended preset. If you changed level-name, confirm that the new directory was created and that players are connecting to the new world rather than an old saved map.

Java settings at a glance

Setting Value or example Purpose and limits
level-type minecraft:flat Selects the Java Superflat generator. A normal value such as minecraft:normal does not create a flat map.
generator-settings JSON object with biome and layers Defines optional custom biome and layers. It has an effect only when the level type is flat.
layers Bottom-to-top array Each layer needs a block and a height. Heights range from 0 to 4064 inclusive; an omitted block defaults to air.
level-name For example, flat-world Names the folder used for the generated world. Changing it creates a separate map without deleting the old one.

Useful custom Superflat designs

Classic building world

The Classic Flat preset is a practical general-purpose starting point: bedrock, two dirt layers and grass on plains. It gives players a familiar surface while remaining completely level. Use the example in the Java procedure when you want to make the preset explicit rather than relying on the server default.

Deeper dirt or stone test world

For farms, excavation tests or large builds, increase the height of a material instead of repeatedly replacing blocks. For example, a dirt layer with height 20 creates a much deeper soil column than the default two layers. A stone layer can provide a durable engineering base beneath a thin decorative surface. Keep the total layer heights reasonable for the project; very large custom stacks can increase the amount of terrain players must load and excavate.

Void-style build space

A custom preset can use air layers to leave empty space above a small foundation. Because an omitted block is interpreted as air and zero-height layers are permitted, validate the JSON carefully and test it on a disposable world before giving players access. A void-style map changes survival assumptions: players can fall immediately unless you provide a platform, spawn protection or another safety mechanism.

Biome choice

The biome value controls the biome assigned to the flat terrain. The Classic Flat example uses minecraft:plains. A biome choice can affect weather, grass color, ambient effects and the conditions for some mob or structure behavior, but it does not turn the map into normal rolling terrain.

Structures, villages and strongholds

Flat terrain and structure generation are separate decisions. Superflat presets can change which features are eligible to generate, and the world-creation interface has a separate Generate structures option. If you want villages or other supported structures, make sure structure generation is enabled when the world is created. If it is disabled, changing the layer materials later will not add structures to already generated chunks.

Structure availability can vary with the preset, biome and Minecraft version. Test the exact preset in a new world before treating a flat map as a reliable source of villages, loot or strongholds. A structure that does not appear near spawn may simply be farther away; absence in a small area is not proof that the feature is disabled.

Using a hosting control panel

Many managed hosts do not expect you to edit the file manually. Look for controls named World, Level type, Generator, Seed or Server properties. Select Flat or Superflat, save the configuration, then use the panel’s world reset, new-world or change-world-name function.

Panels often regenerate server.properties when you save a form. If you manually add generator-settings and it disappears after a restart, the panel may not support custom Java presets through its interface. In that case, use its raw-file editor if available, or follow the host’s documented method. Always stop the server before changing the world and confirm which folder the panel considers the active world.

Bedrock Dedicated Server: what is and is not established

Bedrock Dedicated Server does not use Java’s full Superflat preset system. Available guides disagree on the exact level-type value: some describe FLAT, while others describe lowercase flat. The accepted value depends on the Bedrock server build and its management panel, so check the documentation for the specific release you installed.

No dependable, version-neutral method has been established for defining Java-style custom layer stacks through Bedrock’s server.properties. Treat the default flat layout as the safe assumption. Do not paste the Java generator-settings JSON into a Bedrock server and expect it to work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bedrock workflow is otherwise similar:

  1. Stop the Bedrock server and back up the active world.
  2. Set the panel’s world type to Flat, or set the version-appropriate level-type value in the configuration file.
  3. Give the new world a different name or move the existing world directory out of the way.
  4. Start the server, join the new world and verify the terrain before allowing players to build.

If the server reports an invalid level type, restore the previous value and use the current Bedrock Dedicated Server documentation or your host’s supported setting. Do not assume that a Java solution applies to Bedrock.

Troubleshooting: flat world not showing on a Minecraft server

The map is still hilly

The server is almost certainly loading an existing world. Check the active level-name, stop the server, and rename that folder or choose a new world name. A setting change cannot rewrite chunks that already exist.

The server says “Unknown level type”

Check the server edition and version. Newer Java releases generally use the namespaced flat value, while older guides may show uppercase FLAT. Remove accidental spaces, preserve the exact property name, and make sure a hosting panel has not replaced your edit. Bedrock uses its own version-dependent syntax.

Custom layers are ignored

Confirm that level-type is flat as well as checking the JSON. Community documentation reports that generator-settings has no effect when the level type is normal. Then validate every quote, comma, block identifier and height, and generate a completely new world. The server will not apply a corrected preset to chunks that already exist.

The server starts but falls back to the default flat preset

Inspect the startup log for a parser error, and reopen server.properties after shutdown to see whether the line was rewritten. Some panels discard unsupported fields. A one-line JSON value with ordinary quotation marks is required; comments and trailing commas are not valid.

There are no villages or other structures

Check that structure generation was enabled when the world was created and that the selected biome and preset support the feature. Travel farther from spawn before concluding that generation failed. If structures were disabled, create another new world after enabling them.

Players lost their old builds

Stop immediately and restore the backed-up world folder or change level-name back to the original directory. Do not let players continue building on the wrong map while you investigate. Keeping the old folder and using a new name for experiments prevents this failure.

A safe test-and-roll-back workflow

  1. Copy the current world and configuration to a dated backup location.
  2. Set level-name to a temporary name such as flat-test.
  3. Apply level-type=minecraft:flat and, if needed, the custom JSON.
  4. Start the server and inspect spawn, surface materials, structures and player permissions.
  5. Stop the server after testing. If the result is correct, keep the test world or move it into production according to your hosting panel’s procedure.
  6. If it is wrong, restore the original level-name and backup without touching the old world.

Final checklist

  • Edition and server version identified.
  • Server stopped before editing.
  • Backup made before replacing or renaming a world.
  • Java servers use the flat level-type; older-version syntax is treated separately.
  • Custom JSON is valid, one line, and ordered from bottom layer to top layer.
  • A new world is generated rather than reusing old chunks.
  • Structure generation is enabled if villages or other features are required.
  • The first spawn area has been inspected before players return.

For Java Edition, the dependable sequence is therefore: set the flat level type, optionally define layers, generate a new world, and verify the result. On Bedrock, use the value supported by your exact server release and assume that Java custom-layer JSON is unavailable unless the current Bedrock documentation explicitly says otherwise.
