A workable hurricane plan answers four questions before a storm: which local instructions and routes apply to your address, where everyone will go, how separated family members will reconnect, and what each person, pet, vehicle, and medical need requires. Write those decisions down, share them, and practice them while roads and communications are still normal.

FEMA states, “Your family may not be together when a hurricane occurs, so it is important to know how to contact one another and how to get back together.” A plan is useful only when every household member can follow it without relying on one charged phone or one familiar road.

Start with information only local authorities can provide

Federal preparedness guidance can explain how to plan, but it cannot identify the evacuation zone, shelter opening, accessible transport, or road closure that applies to your address. Those details come from your city or county emergency-management agency and your state Department of Transportation.

Identify your evacuation zone

Look up your home, workplace, school, and any regular caregiving location on the local evacuation-zone map if your jurisdiction uses zones. Record the zone name or number on the household plan. Ask the local agency how an order will be announced and whether zones may be called in stages.

  • Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
  • Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
  • Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

Record several official routes

Choose at least two routes away from the threatened area, and preferably a third alternate. Use routes published by local emergency management or transportation authorities rather than assuming a navigation app will know about contraflow lanes, checkpoints, flooding, or closures. Note where the routes join major highways and where fuel or a safe stopping point may be available.

  • Primary route: the route normally used when it is open.
  • Alternate route: a different road network, not merely a second turn onto the same flooded corridor.
  • Fallback route: a direction that remains useful if the first two are closed or traffic is diverted.

Save a paper map with the routes highlighted. Navigation data can become outdated when a hurricane changes road conditions.

Choose a destination before an evacuation order

Decide where the household will stay

Select a destination outside the expected hazard area and write down its full address, driving directions, and a backup destination. Confirm that someone can host your household or that you have another confirmed place to stay. Do not wait until an order is issued to discover that a hotel, relative, or campground is full.

Plan for shelters as a separate option

Identify a nearby shelter option in case travel or lodging plans fail. Shelter locations and opening times can change with each storm, so check the local emergency-management agency immediately before departure. The FEMA app describes nearby-shelter information and National Weather Service alerts for up to five locations; use those features as supplements to current local instructions, not as a substitute for them.

Check access, pets, and service animals

Ask the destination and any shelter whether they can accommodate wheelchair users, people who need assistance with daily activities, medical equipment, communication support, pets, and service animals. A service animal is not the same as a pet under many policies, so confirm the rules for both. Keep vaccination or identification records and a carrier or restraint ready.

Decision Write down
Primary destination Address, contact person, phone number, route and estimated travel time under ordinary conditions
Backup destination Address, contact person, access details and a route that does not depend on the same vulnerable bridge or road
Shelter option Local shelter information source, accessibility questions, pet and service-animal policy, and how status will be checked

Design communication for separation and outages

Choose an out-of-town contact

Pick a person outside the likely impact area who can receive brief check-ins from every family member and relay information between them. An out-of-town contact may be easier to reach when local networks are congested. Ask that person in advance and provide the household roster, destinations, medical or access considerations, and the times when updates should be expected.

Set two meeting places

  • Neighborhood meeting place: a location close enough to reach on foot if the home must be left quickly.
  • Outside-the-neighborhood meeting place: a recognizable location beyond the immediate hazard area, such as a public building or agreed landmark.

Choose places that are not likely to flood, are accessible to all household members, and have a practical alternative if they are closed. Everyone should know who is responsible for children or dependent adults if the usual meeting place cannot be used.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use more than one communication channel

Voice calls may fail when networks are overloaded. Try a short text message, which may pass when a voice call does not, and use an agreed social-media or messaging channel if the household already uses one. Keep messages concise: identify yourself, state your location or destination, and say what help you need.

Write important numbers on paper as well as storing them in phones. FEMA advises, “Keep important numbers written down in your wallet in case you cannot access the contact list in your phone.” Put copies in wallets, go bags, the vehicle, and with the out-of-town contact. Include school, childcare, workplace, doctor, pharmacy, insurance, utility, and emergency-management numbers.

Set a check-in schedule

Decide when people will check in after leaving, on arrival, and at a later time if the first attempt fails. A schedule prevents repeated calls and gives the out-of-town contact a clear way to recognize that someone is overdue. If a person cannot check in, the plan should say whether another adult contacts authorities, the destination, or the person’s school or workplace.

Cover times when family members are apart

Hurricanes often occur during work, school, childcare, or commuting hours. Ask each organization for its emergency procedure and record how decisions will be communicated.

Children and childcare

  • List every adult authorized to collect each child.
  • Give the school or childcare provider current phone numbers and emergency contacts.
  • Decide which adult picks up the child if the primary caregiver is at work or cannot travel.
  • Ask how the facility will shelter, release, or transport children during an evacuation.

Older adults and caregivers

Coordinate with home-care workers, residential facilities, neighbors, or a personal support network. Specify who checks on the person, who carries medications or records, and who can provide transportation if the normal caregiver is unavailable.

Workplace responsibilities

Learn your employer’s closure, remote-work, and evacuation notification procedures. A household plan should not assume that an employee can leave immediately; identify another adult who can take over child, pet, or caregiving duties.

Build redundant warning and information channels

Enable Wireless Emergency Alerts on compatible phones. Enroll in your city, county, or state text and email alert systems, and know how to receive school and workplace notifications. Consider a NOAA Weather Radio All Hazards for an independent source of watches, warnings, and official information, especially if power or cellular service is unreliable.

The FEMA app can provide National Weather Service alerts for up to five locations and help locate nearby shelters. Keep its notifications enabled if you use it, but continue monitoring the local emergency-management agency for evacuation orders, route changes, shelter capacity, and re-entry instructions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Alerts support awareness; an official evacuation order controls what you do. Do not delay departure while waiting for every channel to agree.

Plan for every person’s practical needs

Medical care and equipment

  • List prescription and over-the-counter medicines, doses, prescribing clinicians, pharmacies, allergies, and insurance information.
  • Carry medicines in labeled containers and ask clinicians or pharmacies how to maintain access during an extended disruption.
  • Include batteries, chargers, backup power, oxygen or other equipment, mobility aids, hearing devices, glasses, communication devices, and spare parts.
  • Identify a transportation provider or person who can move someone who cannot use the household vehicle.

Ask each person what assistance they need to transfer, communicate, eat, use a restroom, manage anxiety, or understand instructions. Build that assistance into the route, vehicle, destination, and shelter decision rather than treating it as an afterthought.

Children, older adults, and people with disabilities

Pack comfort items, identification, communication cards, and familiar supplies for children. Older adults may need extra time, mobility support, continence supplies, or a way to keep medical records accessible. People with disabilities may need an accessible vehicle, a personal assistant, service-animal supplies, sign-language or text communication, or a destination with backup power. Confirm these requirements with the receiving location before leaving.

Pets and service animals

Prepare food, water, bowls, medications, leash or harness, carrier, waste bags, identification, vaccination records, and a recent photo. Keep animals secured during travel; frightened animals can escape after a crash or when a door opens. Never assume a public shelter accepts pets, and never leave an animal behind without a verified plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Prepare the go bag and vehicle

Keep a portable household kit

Use bags that each traveler can carry, then add a shared container for items that cannot be divided. Include:

  • Water and ready-to-eat snacks suited to the household’s dietary and medical needs.
  • First-aid supplies, prescription medicines, hygiene items, and a change of clothes.
  • Flashlights, spare batteries, phone chargers or power banks, and copies of identification and insurance documents.
  • Blankets, weather-appropriate clothing, infant or elder-care supplies, and accessibility equipment.
  • Paper contact lists, route maps, destination details, and a pen.
  • Pet or service-animal food, water, medications, records, and restraints.

Keep documents in a waterproof pouch. Store the bags where they can be loaded quickly, and check expiration dates and medication supplies at the start of hurricane season.

Prepare the vehicle

FEMA’s hurricane guidance advises keeping the fuel tank at least half full. Check tires, fluids, brakes, lights, wipers, and the spare tire before a storm threatens. Carry bottled water, snacks, a first-aid kit, flashlight, flares, jumper cables, basic tools, a blanket, and a change of clothes. Secure loose items and know how to load mobility devices or animal carriers without blocking emergency access.

If no household vehicle can safely transport everyone, arrange a ride with a trusted person, accessible transportation provider, community organization, or local emergency-management program before an order is issued. Ask what pickup area, notice period, and equipment the service requires.

  6. Attach a household inventory of medications, equipment, documents, and special supplies.
  7. Share the plan and review it with every person who has a role.

Practice under realistic conditions

Run a short drill before hurricane season and after any major household change. Practice leaving from work or school, using the paper map, loading the vehicle, securing animals, and sending a text through the out-of-town contact. Test whether a wheelchair, walker, car seat, carrier, and luggage actually fit. Correct the plan when a phone number, route, medication, vehicle, school, caregiver, or destination changes.

Use the plan when a storm threatens

When a watch or warning is issued

Charge phones and power banks, refuel the vehicle, collect medicines and documents, confirm the destination, and check official local updates. Do not wait for roads to become crowded or for a shelter to announce its final capacity.

When an evacuation order applies

  1. Tell the household and the out-of-town contact that departure has started.
  2. Follow the route and timing specified by local authorities; use the alternate route only when the primary route is closed or directed traffic requires it.
  3. Keep pets and service animals restrained, and do not drive through standing water or around barricades.
  4. Send a brief arrival message when you reach the destination or shelter.
  5. Follow local instructions about shelter rules, curfews, re-entry, and returning home.

If communication fails

Continue to the agreed destination or meeting place if it is safe and still available. Use the paper plan, battery-powered radio, official notices, and prearranged check-in times. Do not improvise a new destination without telling the out-of-town contact when any channel becomes available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common planning failures and fixes

Failure Why it causes trouble Fix
One route and one destination A closure, flood, traffic jam, or full lodging option can invalidate the entire plan. Record multiple official routes and a confirmed backup destination.
Only phone-based contacts A lost, uncharged, damaged, or disconnected phone removes the household’s address book. Print numbers, addresses, routes, and meeting places.
Assuming everyone leaves together Work, school, caregiving, or a storm’s timing may separate the household. Assign pickup authority, check-in times, and meeting places.
Unverified shelter or pet plan Policies, capacity, and accessibility can differ by facility and storm. Confirm current status and acceptance rules before departure.
Ignoring medical and access needs Extra travel time, equipment, power, or assistance may be essential. List needs, pack backups, and coordinate transport and care in advance.
Leaving with an almost-empty tank Fuel stations may be closed or have long lines during an evacuation. Keep the tank at least half full during hurricane season and refuel early.
Relying on one alert source Power, cellular service, or an app notification can fail. Combine Wireless Emergency Alerts, local enrollment, NOAA Weather Radio, and official local updates.

Keep the plan current

Review the plan at the beginning of each hurricane season and whenever the household changes. Recheck evacuation zones, routes, shelter information, school and workplace procedures, contact numbers, medication lists, vehicle capacity, pet arrangements, and accessibility requirements. Record the review date on every printed copy so an old route or phone number is easy to identify.

The finished plan should let a separated family member answer: where to go, which route to use, whom to contact, where to meet, what to carry, and how to get help if the first option fails. That clarity—not a particular app, gadget, or checklist—is what makes the plan usable under pressure.
