Create defensible space by reducing and separating vegetation and other fuels around the house, starting with the most vulnerable areas beside walls, windows, decks and eaves. Treat the often-cited 10-metre garden advice as Country Fire Authority (CFA) guidance, not an Australia-wide legal clearance distance. Your required Asset Protection Zone (APZ) or defendable-space dimensions depend on jurisdiction, vegetation, slope, fuels, weather, building siting and construction, and any approved planning documents.
Landscaping can reduce exposure to flame contact, radiant heat and embers, but it cannot guarantee that a house or its occupants will survive. Keep preparation separate from evacuation decisions: CFA strongly advises against staying to defend a property and recommends leaving early when fire danger is Extreme or Catastrophic.
What “defensible space” means in Australia
Defensible space (also written “defendable space” by Australian authorities) is managed separation between a building and nearby fuels. The aim is to reduce the amount, height and continuity of burnable material that can expose the structure to flames, radiant heat and wind-borne embers, while leaving room for emergency access and suppression.
Recommended Free Tools
The NSW Rural Fire Service (RFS) describes an Asset Protection Zone as “a fuel-reduced area surrounding a built asset or structure.” An APZ is one part of a broader bushfire-protection strategy, not a promise that a property will be safe or defendable in every fire. Terminology and legal controls differ between states and territories, so use your local authority’s term when checking requirements.

- Heavy duty 1" diameter expandable metal rake for leaves painted black to prevent rusting and bending under heavy use.
- 9" small rake head is designed for raking pine straw in tight spots and it does the trick to het leaves out from around small shrubs or flower beds.
- 17" wider rake head makes heavy raking in your backyard easier and will rake the tall grass in the orchard even on the uneven ground.
- 30-58 inch Long Handle rake allows people of all heights to use comfortably. Handle comes in multiple pieces with center poles.
- 1 mins to assemble collapsible rake by screwing poles together with no extra tools required and easy to carry for camping.
CFA’s garden advice is practical risk reduction. A formal APZ, by contrast, is calculated for a particular site and may be specified by a planning permit, Bushfire Management Plan or other approved assessment. Do not substitute general gardening recommendations for those documents.
Check the site-specific requirement before removing vegetation
There is no single national clearance width that can be prescribed safely for every Australian home. Before pruning, mowing or clearing, work through this sequence:
- Identify the jurisdiction. Find the relevant state or territory fire authority, planning agency and local council. Their terminology, vegetation protections and permit systems may differ.
- Read your property documents. Look for an APZ, defendable-space plan, Bushfire Management Plan, planning permit condition or construction approval. Where one exists, its mapped area and maintenance conditions control.
- Check whether clearing needs approval. Environmental overlays, native-vegetation rules, heritage controls, leases and local planning schemes can restrict removal or pruning. Do not assume that bushfire risk cancels those obligations.
- Obtain a site assessment when required. CFA’s Victorian Bushfire Management Overlay (BMO) guidance says a site assessment is needed to calculate the area for a particular property. Its standard permit conditions explain that the result depends on likely forms of attack, fuel, topography, weather, site context, building siting and construction, and other protective measures. See CFA’s standard BMO permit conditions and the applicable Victorian Planning Provision Clause 53.02.
- Use the local standard, not a national shortcut. The ACT Bushfire Management Standards, version 1.2 (March 2025), state that suitable APZ distance depends on vegetation type, slope and development. That is ACT-specific guidance, not a formula for homes elsewhere.
If you cannot determine the boundary or maintenance standard from your documents, ask the relevant authority or a suitably qualified, locally experienced bushfire assessor or landscape professional. A generic internet diagram cannot account for your slope, fuels or planning controls.

Remove or relocate immediate fuel sources
- Keep fallen leaves, sticks and other debris out of the close-in area.
- Do not place organic mulch, dense planting or combustible objects beside windows, decks or eaves.
- Keep fences and other potentially flammable features away from vulnerable building openings and edges where practical and where local rules permit.
- Prune trees so branches do not touch or hang over the house.
- Avoid shrubs directly beneath trees. Fire can move from low vegetation into the tree crown, creating a vertical path toward the building.
These actions address the places where embers can lodge and where continuous vegetation can carry fire toward the structure. They do not make a plant or building “fireproof.”
Use hard surfaces and open space as breaks
Paths, driveways, paving, gravel, pools, ponds and tennis courts can interrupt fuel continuity near a house, according to CFA. Their value depends on their position, width, upkeep and whether adjacent vegetation bridges the gap. A narrow path hidden under leaf litter is not a reliable break; keep these surfaces clear and usable.
Protect access and working room
Arrange the low-fuel area so occupants and firefighters can move around the building without pushing through dense shrubs or stored material. Keep gates, paths and driveways usable, and avoid creating a dead-end strip of vegetation that connects one fuel patch to another. Any access requirement in a permit or emergency plan takes precedence over general landscaping preferences.

Defensible space is best managed as a gradient rather than a single empty ring. CFA describes a comparatively open, low-fuel area close to the house, followed by more moderate management farther out.

Separate planting groups
Use garden beds or planting groups with paths or other maintained breaks between them. The objective is to prevent a continuous carpet of grass, litter, shrubs and tree branches. Keep enough horizontal separation that a fire in one group is less likely to bridge directly into the next; the exact spacing must reflect the site assessment, slope and vegetation.
Provide vertical separation
Manage the sequence from ground fuels to shrubs and then tree crowns. Remove or thin shrubs beneath trees where they could carry fire upward, and prune branches that create a ladder from ground vegetation into the canopy. Do not create a bare-looking landscape at the expense of erosion control or approved environmental requirements; use the applicable plan to balance those needs.
Choose plants by arrangement, not “fireproof” labels
CFA’s fire-resistant-gardening guidance states: “All plants will burn under the right conditions.” Garden layout, fuel continuity and maintenance are more important than treating a particular species as fireproof. The evidence does not support a national ranking of supposedly fire-resistant plants or a guarantee from a plant label. Select vegetation that suits the local climate and approved landscape plan, then maintain its spacing and litter load.

| Area or feature | CFA example | How to use it |
|---|---|---|
| Within 10 metres of the home | Keep grass no more than 5 centimetres tall; clear leaves and sticks. | Use as close-in garden maintenance guidance unless a site-specific plan is stricter. |
| Beyond the close-in area | Keep grass below 10 centimetres; remove leaf litter and debris. | Combine with separation of trees and shrubs so they do not form a continuous canopy. |
| Trees and shrubs | Prevent continuous canopy and avoid shrub-to-tree fuel ladders. | Prune, thin or relocate only where permitted and consistent with the approved assessment. |
Measure grass after mowing and during the growing season, not only on the day you finish a spring clean-up. Wind, dry weather and accumulated litter can change the risk quickly. Schedule inspections after storms, high winds and periods of rapid growth.
A practical year-round work plan
- Map the property. Mark the house, decks, windows, eaves, outbuildings, fences, trees, shrubs, grass, mulch, storage areas, driveways and natural vegetation. Note uphill and downhill directions, because slope and wind can affect exposure.
- Overlay the approved APZ or defendable-space boundary. If the documents do not show one, contact the responsible authority or assessor before assuming a distance.
- Start at the building envelope. Clear leaf litter and sticks, relocate combustible objects and organic mulch, and prune branches touching or overhanging the roofline or walls.
- Remove vertical fuel ladders. Separate groundcovers, shrubs and trees so fire is less able to move upward. Do not simply cut vegetation and leave piles on site; dispose of debris in accordance with local restrictions.
- Create and maintain breaks. Keep paths, paving, driveways and other designed breaks open and free of litter. Separate planting groups rather than allowing one continuous band of vegetation.
- Set mowing and pruning dates. Before the high-risk season, bring grass within the CFA example heights where those recommendations apply. Recheck after rain, heat and wind, and repeat work as growth and litter return.
- Record compliance. Keep copies of permits, plans, assessments, photographs and maintenance dates. Records help demonstrate that required conditions were understood and managed.
- Review the plan annually. New structures, tree growth, fallen branches, changed access, renovations or a new planning condition can alter the required treatment.
How slope, vegetation and construction change the answer
Two neighbouring properties can need different APZs. CFA identifies fuel, topography, weather, site context, building siting and construction, and other protective measures as relevant to a Victorian BMO assessment. The ACT standard similarly names vegetation type, slope and development.
On a slope, the direction of the fall, the continuity of vegetation and the building’s position can change how much separation is appropriate. Dense forest, tall grass, scrub and scattered trees present different fuel arrangements. A home with a deck, eaves or other exposed features may need different close-in treatment from a simpler structure. These are reasons to use the local assessment, not reasons to add an arbitrary number of metres.

Stay within planning and environmental limits
Broad clearing can damage habitat, increase erosion or breach vegetation-protection rules. Before removing native trees or grading land, check council and state requirements, fire-authority guidance, lease conditions and any environmental overlay. If a permit or Bushfire Management Plan specifies retained vegetation, access or treatment methods, follow that document.
A qualified local assessor can help translate the plan into a planting, pruning and mowing schedule. Choose someone who understands the jurisdiction’s planning system and bushfire standards; no particular provider or qualification register is established by the sources cited here.
Prepare for evacuation separately from landscaping
Defensible space is preparation work, not permission to remain at home during a fire. CFA’s “Defending your property” guidance, last updated 22 September 2026, says: “CFA strongly advises that you do not stay to defend your property.” It warns that even extremely well-prepared people can die while attempting to fight a fire at home.

CFA recommends leaving early on days rated Extreme or Catastrophic and keeping backup plans because conditions can change quickly. Common mistakes and their corrections
- Using “10 metres” as a legal answer. Correction: treat the figure as CFA garden guidance and verify the APZ in your planning documents or site assessment.
- Clearing only the lawn. Correction: inspect litter, mulch, shrubs beneath trees, overhanging branches, fences and stored flammable materials near the building.
- Buying plants marketed as fireproof. Correction: remember CFA’s statement that all plants can burn; manage layout, spacing and litter instead.
- Creating one wide but unmanaged ring. Correction: maintain horizontal and vertical breaks and inspect the area throughout the year.
- Leaving cut branches and leaves in piles. Correction: remove or dispose of debris under local rules so the work does not create a new fuel load.
- Ignoring slope and wind exposure. Correction: have the site assessed using the local standard, especially where vegetation is continuous or the house is on a slope.
- Waiting for a fire day to decide. Correction: prepare an evacuation plan and leave early when official conditions call for it.
Simple tools and outside help
A rake, mower, pruning equipment and green-waste disposal can support routine maintenance, but a tool does not create compliant or adequate defendable space by itself. CFA specifically recommends clearing leaves and sticks from the close-in area, so a leaf rake can be useful for that seasonal task.
For complicated blocks, steep slopes, protected vegetation or a permit condition, seek a locally qualified bushfire-aware landscape designer or site assessor. Ask what standard they are applying, how they will map the APZ, what approvals are needed and how the proposed maintenance will be documented. Keep the final plan consistent with the fire authority, planning authority and emergency instructions for your area.
