A workable bushfire survival plan is a written, agreed decision to leave early, with a safe destination, backup route, assigned jobs, supplies, and arrangements for people and animals who need help. Make the decisions before a fire threatens your area, practise them, and follow current directions from your state or territory emergency agencies when conditions change.
What a household bushfire survival plan must decide
Your plan should answer five questions before anyone is under pressure:
- When will we leave? Choose a trigger in advance. Do not make the decision for the first time during an emergency.
- Where will we go? Nominate a destination away from the fire area and a backup destination.
- How will we get there? Select a primary route and an alternate route, then recheck both when you act.
- Who does what? Assign jobs for children, dependants, pets, medication, documents, transport and communications.
- What will we take? Prepare an accessible emergency kit and add household-specific items before leaving.
Write the answers down and make sure every person who may need to act—including caregivers and people who provide support—knows where the plan is kept.

The Country Fire Authority (CFA) states, “Leaving early is ALWAYS the safest option.” NSW guidance also says you do not need to wait for an official warning before leaving. This is not a recommendation to stay and defend as a default household strategy; it is a reason to make and act on a departure plan before fire threatens your location.

1. Hold the household planning conversation
Include everyone who may need to leave
Bring together household members, children old enough to understand the plan, carers, visitors who regularly stay, and anyone who provides transport or medical support. Discuss what happens if people are at work, school, travelling, ill or injured, or away from home when a fire starts. Agree who can make the leaving decision if household members are separated.
NSW Government recommends agreeing what to do and using its household planning material; the CFA structures planning around preparation before the season, decisions before high-risk days and actions during fire danger. You can use the NSW Government’s household bushfire plan guidance and its online My Fire Plan, which the page says takes about 15 minutes. That is the page’s estimate, not an independently verified preparation-time statistic.
Choose a clear leaving trigger
Write a trigger that does not depend on everyone having the same information at the same moment. For example, your household might leave before a forecast day of Extreme or Catastrophic fire danger, or as soon as local conditions and official advice indicate that staying could make departure unsafe. The CFA advises leaving before a fire starts on Extreme or Catastrophic fire-risk days. NSW says people can leave before an official warning.
Your trigger is a planning decision, not permission to ignore official instructions. If emergency services direct you to leave, follow that direction. If roads, the destination or the fire situation have changed, reassess rather than following a prewritten route blindly.
2. Select destinations and routes that can actually work
Choose a primary and backup destination
Pick a location away from the fire area where every household member and any animals can be accepted safely. A friend’s or relative’s home may work if they have agreed and can accommodate your household. Identify a second destination in case the first is threatened, inaccessible or unable to receive you.

Map a primary and alternate route
Record a main route and at least one alternative. Consider road access, the ability of every passenger to travel, vehicle capacity, mobility equipment, pets and likely traffic. A route selected during calm conditions is not automatically safe during a fire. Before departing, check current emergency and traffic information and confirm that the destination remains safe.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errors| Planning choice | What to establish in advance | What to check when leaving |
|---|---|---|
| Primary destination | Address, permission to stay, space for all people and animals | Whether it is still outside the affected area and reachable |
| Backup destination | Second address and contact person | Whether the primary destination or connecting roads have become unsafe |
| Primary route | Road sequence, fuel and accessibility considerations | Current closures, warnings, smoke, traffic and emergency directions |
| Alternate route | A different road option that does not rely on the same blocked section | Whether it remains open and leads to a safe destination |
NSW Government points households to local alerts and ABC radio for information. Victoria’s CFA plan directs people to VicEmergency. These are state-specific examples, not a single national app recommendation. Use the current service named by your jurisdiction.
3. Assign jobs and create a communication chain
Give each task an owner and a backup
Write a person’s name beside each job. Useful assignments include:
- gathering children, older people or other dependants;
- collecting medication, assistive devices and medical information;
- handling pets and assistance animals;
- loading the emergency kit, water and documents;
- checking rooms, vehicles and outdoor areas so everyone is accounted for;
- checking the selected destination and route;
- contacting the agreed relative or friend; and
- confirming that every person and animal is in the vehicle or at the agreed meeting point.
Assign a substitute for each critical task. A plan that depends on one person can fail if that person is at work, injured, unreachable or already travelling.
Set a contact and meeting procedure
Tell a trusted relative or friend where the household plans to go. After arrival, update that person where practical. Decide how separated household members will confirm they are safe and what happens if phones are overloaded or a person cannot make contact. Include important phone numbers in the emergency kit rather than relying only on a charged mobile.

Do not delay departure while trying to contact every person. The purpose of the communication chain is to share information and account for people, not to postpone a safe exit.

4. Build and store an emergency kit before fire season
Keep a shared kit accessible
Store the kit in a waterproof container or another known, reachable place. Everyone should know where it is, and it should be possible to take it without searching through cupboards during an alert. The NSW Rural Fire Service (RFS) recommends a portable battery-operated radio and lists a waterproof torch, spare batteries, a first-aid kit with a manual, emergency contact numbers and a waterproof bag for valuables.
Use a two-part packing system
Keep durable equipment packed year-round, then add personal items shortly before leaving.
| Keep ready in the kit | Add before departure |
|---|---|
| Portable battery-operated radio; waterproof torch; spare batteries; first-aid kit and manual; emergency contact numbers; waterproof pouch or bag for valuables and documents | Prescription and other essential medicines; toiletries; phone and charger; identity, insurance and other important documents; clothing; food and water; infant supplies; items required for disability, medical or communication needs |
NSW RFS advises allowing at least three litres of drinking water per person per day in its leave-kit guidance. This is an agency recommendation for drinking water, not a study result or a universal guarantee that it will meet every household’s needs. Add more or make alternative arrangements when a household member, weather condition or journey requires it.

Check the kit regularly
Replace expired medicines, flat batteries, damaged documents and unsuitable clothing. Refill water and personal supplies after use. Review the contents before each fire season and whenever someone joins or leaves the household, a medical need changes, a pet is added, or transport arrangements change.
5. Plan for children, older people and additional needs
NSW RFS says children, older people, people with disability and people with medical problems should always leave early. Build the plan around the time and assistance they need, rather than expecting them to cope with a last-minute evacuation.

List care and mobility requirements
- Write down medicines, doses, prescribers and pharmacy or medical contacts.
- Pack mobility aids, hearing or communication devices, continence supplies and other essential equipment.
- Identify who can provide physical assistance and who can drive if the usual driver is unavailable.
- Plan transport for wheelchairs, walking aids, oxygen equipment or other bulky items.
- Include comfort items and clear instructions for children or people who may become distressed.
CFA provides a planning route for people with additional needs and recommends preparing an emergency bag in advance. Avoid assigning a person to stay behind for a task if that undermines the early-leaving plan. If specialist support is required, discuss it with the relevant service before fire season rather than waiting for an emergency.

6. Include pets and assistance animals
Decide where animals will go
Choose destinations that accept your animals, decide how each animal will be transported and name the person responsible. Plan for animals that need a carrier, crate, lead or other restraint. Keep identification details current and make sure the person collecting the animal knows where its supplies are.
Prepare an animal kit
The CFA’s pet guidance identifies these useful supplies:
- food and water, with bowls;
- collar, lead, harness or other restraint;
- carrier or crate where needed;
- pet first-aid supplies;
- familiar bedding or toys;
- medications;
- health records and veterinarian details; and
- cleaning supplies.
Include assistance animals in the same transport, destination and medication planning as other household members. Practise getting animals into carriers and loading the vehicle so the task is familiar.
Human safety takes priority. CFA explicitly advises never staying home or returning for a pet if doing so puts a person’s life in danger. Do not let an animal-retrieval task delay the household’s departure.
7. Make the plan usable on high-risk days
Before the fire season
- Write the leaving trigger, destinations, routes, roles and contact procedure.
- Prepare the shared emergency kit and individual or pet supplies.
- Check vehicle capacity, fuel arrangements, carriers and mobility equipment.
- Confirm that destinations will accept everyone who may travel.
- Store important documents and contact numbers where they can be reached quickly.
Before an Extreme or Catastrophic fire-risk day
- Check the current fire-danger rating and local emergency information.
- Confirm that the primary and backup destinations are still safe and available.
- Charge phones and other essential devices; check the radio and torch batteries.
- Move the kit, water and personal items to the loading point.
- Confirm who is collecting each person, pet and item, including people who are away from home.
- Leave according to the agreed trigger rather than waiting for a last-minute decision.
When fire threatens or conditions change
- Follow the current direction of your state or territory emergency service.
- Recheck roads and the destination immediately before travelling.
- Use the route that is currently safe, even if it differs from the written primary route.
- Account for every person and animal before departure and again after arrival.
- Tell the agreed relative or friend where you are going and update them when practical.
Official local directions take precedence over a plan made in advance. A warning, road closure or changed fire behaviour can make a previously suitable destination or route unsuitable.

8. Practise the plan instead of just storing it
CFA advises practising household roles and loading the car. Run a short rehearsal before each fire season:
- Ask each person to explain their job without looking at the plan.
- Time how long it takes to gather children, dependants, animals and the kit.
- Load carriers, mobility equipment, water and documents in the intended vehicle.
- Check that the route can accommodate the vehicle and any equipment.
- Practise contacting the trusted relative or friend and confirming arrival.
A rehearsal often exposes practical problems: a carrier that does not fit, a missing medication, a locked gate, a route unsuitable for a mobility aid or a task assigned to someone who is not usually home. Correct those problems while conditions are calm.
9. Review after every change
Review the plan before each fire season and whenever circumstances change. Update it when:
Recommended Free Tools
- someone moves in or out, a child changes school or a work pattern changes;
- a person develops a medical, mobility or communication need;
- a pet or assistance animal is added or its transport needs change;
- a vehicle, destination, road access or contact person changes; or
- an exercise or real event shows that a job, supply or route does not work.
Write the review date on the plan. Check state and territory emergency-agency advice again each season because alert names, applications and local procedures can change.
