Coordinate data-center switchgear by modelling every source and operating topology, running short-circuit, selective-coordination, and arc-flash studies in that order, then proving the resulting protection scheme with documented commissioning tests. The same settings must work—or be intentionally changed and verified—in utility, generator, UPS-bypass, tie-open, tie-closed, transfer, and maintenance conditions. A study that covers only the normal one-line, or a component test that never proves transfer and interlock logic, cannot demonstrate dependable protection.
What a protection-coordination program must accomplish
Protection coordination is the process of choosing device curves, functions, and communications so the protective device nearest a fault trips first while upstream equipment remains available as backup. In a data center, that objective is constrained by continuous-load requirements, redundant paths, alternate sources, generator decrement, UPS operating modes, transformer inrush, motor starting, and the short-circuit withstand and interrupting ratings of the equipment.
The deliverable is more than a time-current plot. It is a verified system model, a set of approved settings and logic, an arc-flash assessment for each relevant scenario, and commissioning evidence showing that breakers, relays, current transformers, controls, communications, and alarms perform together.
Why the operating model matters
IEEE P4134’s data-center scope explicitly addresses reliability and redundancy, short-circuit modelling, switchgear strategy, telemetry, and disaster planning. Those topics make the operating-mode list part of the protection design rather than an optional appendix. A source or tie that is normally open can be closed during maintenance or a transfer; a generator or UPS bypass can materially change available fault current and the devices that must trip.

What cannot be assumed
- There is no universal “data-center” breaker setting. Values depend on the site one-line, equipment, conductor impedances, grounding method, device curves, and approved operating scenarios.
- A manufacturer’s internal-arc qualification is not proof that a particular installation is coordinated or that its calculated incident energy is acceptable.
- A relay secondary-injection test by itself does not prove CT polarity, trip-circuit wiring, breaker mechanics, interlocks, communications, or end-to-end transfer logic.
Build and verify the system model first
Do not begin by entering relay settings. Begin with a controlled one-line and an equipment data set that can be traced to drawings, nameplates, utility information, and approved design documents.
Collect the electrical data
- Utility service voltage, available fault current or source impedance, X/R information when available, and the service grounding arrangement.
- Transformer ratings, primary and secondary voltages, impedance, winding connection, grounding, and any parallel operation.
- Generator ratings, subtransient data when required by the calculation method, neutral grounding, breaker ratings, and expected decrement behavior.
- UPS ratings and topology, including static bypass, maintenance bypass, input and output sources, and any battery or inverter contribution represented by the selected calculation method.
- Switchgear, switchboard, panelboard, and feeder breaker frame, sensor, interrupting, short-time withstand, and instantaneous ratings.
- Cable and busway lengths, conductor material and size, impedance data, and bonding and grounding connections.
- Motor loads and starting characteristics where starting current could overlap a short-time or instantaneous pickup.
- Current-transformer ratios, classes, polarity, wiring, and relay input assignments.
Define the operating scenarios
At minimum, document the normal arrangement, each emergency or standby-source arrangement, tie-open and tie-closed states, generator operation, UPS bypass and maintenance-bypass states, and any topology used while equipment is isolated for maintenance. Include simultaneous-source conditions only when the equipment and operating procedure permit them. Each scenario needs a distinct source combination, breaker status, and protection-setting group or documented reason that one group remains valid.
Verify the one-line in the field
Walk down the installation before final calculations. Confirm device identification, CT orientation, feeder destinations, grounding conductors, neutral connections, breaker positions, and control-power sources. Reconcile redlines and equipment substitutions. A correct-looking drawing with a reversed CT or an undocumented tie can produce a technically polished but unsafe study.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Run the studies in the required sequence
The sequence matters because each calculation supplies inputs to the next one.
- Short-circuit study: calculate available fault current at each relevant bus and equipment terminal for every operating scenario. Include utility, transformer, generator, motor, and UPS contributions represented by the chosen method. Check three-phase and line-to-ground faults as applicable to the grounding system and protective functions.
- Selective-coordination and time-current study: use the calculated fault currents with manufacturer time-current curves and device tolerances. Coordinate long-time, short-time, instantaneous, and ground-fault functions from the load side toward the source, while preserving a backup path when the downstream device fails.
- Arc-flash study: calculate incident energy and arc-flash boundaries for each relevant bus and operating scenario using IEEE 1584-2018 where its model applies. Carry the actual clearing time from the selected protection mode into the calculation.
Short-circuit checks
Compare calculated available current with every breaker’s interrupting rating and every assembly’s short-time withstand rating. Check the source combination that produces the highest duty, not just the normal utility case. Also check the low-current scenarios that may challenge instantaneous or ground-fault pickup, such as generator-only operation. Record the assumptions, source impedances, fault types, and calculation date so later changes can be assessed.
Selective-coordination checks
Plot upstream and downstream devices on common axes using the manufacturer’s published curves and tolerances. Verify that the downstream device clears the expected fault range before the upstream device’s trip band, except where a documented protection philosophy intentionally sacrifices selectivity for speed. Include breaker clearing time, relay operating time, and communication or zone-selective-interlocking delays where they affect the result.

Check transformer inrush and motor starting against long-time, short-time, and instantaneous functions. A setting that is selective at steady state can nuisance-trip during energization or starting. For generators, account for decrement: fault current can fall as the fault persists, changing whether an instantaneous element operates and how long a time element takes.
Arc-flash calculations
IEEE 1584-2018 covers three-phase AC systems from 208 V to 15 kV. It does not itself provide a coordination study or PPE recommendations. Use the calculated arcing current and the actual clearing time for each bus and scenario, then apply the site’s electrical-safety program to establish boundaries, labels, and work controls.
Do not assume that a faster setting is always safer overall. Faster clearing generally reduces incident energy, but an instantaneous or short-time setting that defeats selectivity can remove power from a larger portion of the data center and may interfere with redundancy. Compare the incident-energy result, outage consequence, equipment withstand, and maintenance strategy together.
Select protection settings and logic deliberately
Long-time, short-time, instantaneous, and ground-fault functions
Set long-time protection for the conductor and equipment ampacity while allowing documented continuous loads. Set short-time protection to ride through permissible transformer inrush and motor starting without losing coordination. Use instantaneous protection where the fault-duty and selectivity study support it; otherwise document the reason for delay, restraint, or disabling. Ground-fault pickup and delay must reflect the grounding method, available fault current, and downstream ground-fault devices.
For each function, record pickup, delay, curve or band, sensor or CT ratio, and the applicable setting group. Record the device tolerance and the study scenario in which the value was selected. Never publish a numeric setting detached from the site model and the manufacturer’s curve set.

Zone-selective interlocking (ZSI), permissive signals, blocking signals, and relay-to-relay communications can provide fast clearing while retaining backup selectivity, but they introduce failure modes that must be tested. Define the behavior for a missing signal, failed auxiliary supply, communications timeout, miswired input, or device in local mode. The approved design should state whether the default is restrained, unrestrained, or a time-delayed backup trip.

Setting groups and mode changes
If normal, generator, tie-closed, or maintenance conditions require different settings, identify who may change groups, how the active group is indicated, and how the change is logged. Prove that an unauthorized or incomplete change cannot leave a bus with an unintended group. Digital relays should retain event records and time stamps for group changes and trips.
Acceptance testing before initial energization
ANSI/NETA ATS-2025 is intended to determine whether electrical power equipment and systems are suitable for initial energization and to specify inspections and field tests against applicable standards, design requirements, and manufacturer tolerances. Use a qualified independent testing team, the purchased edition of the specification, and the equipment manufacturer’s instructions for exact methods and acceptance values.
Prepare the test package
- Approved one-line, study assumptions, settings files, logic diagrams, wiring diagrams, and equipment data sheets.
- Test procedures identifying isolation points, induced-voltage controls, test-power sources, and restoration steps.
- Calibration certificates and instrument serial numbers with traceable due dates.
- Safety plan, electrically safe work condition controls, switching plan, and arc-flash and shock boundaries.
- Forms that capture as-found and as-left settings, measured values, pass/fail disposition, technician, date, and corrective action.
Inspect and test components
- Visually inspect enclosure condition, barriers, shutters, bus and cable terminations, labels, grounding and bonding, ventilation, and cleanliness.
- Verify breaker identification, mechanical operation, racking positions, shutters, key interlocks, padlocking provisions, and close and trip circuits.
- Check CT ratio, polarity, continuity, burden or wiring integrity as applicable, and correct relay input mapping.
- Measure breaker timing and contact resistance where applicable to the equipment and manufacturer’s requirements.
- Perform insulation or dielectric tests appropriate to the equipment, voltage class, connected components, and manufacturer limits.
- Use relay secondary injection to prove pickup, timing, curve selection, element logic, targets, outputs, and setting-group behavior.
Record both the condition found before adjustment and the final condition left for operation. A passing secondary-injection result does not excuse a failed wiring, CT, mechanical, insulation, or interlock check.

Test the protection scheme as an operating system
IEEE C37.233-2023 covers component and overall protection and control testing, including communications, auxiliary supplies, and control of power apparatus. Apply that system perspective to every source and topology.
Source and topology tests
- Place the system in the normal utility arrangement and prove local and remote trip, close, status, alarms, and metering.
- Repeat the tests with each generator source, including generator breaker controls, reverse-power or source permissives where provided, and loss-of-source behavior.
- Test UPS normal, static-bypass, and maintenance-bypass paths represented in the design. Verify that protection remains powered and that the intended breaker operates for a fault in each path.
- Operate tie-open and tie-closed arrangements, including synchronism or permissive logic where required. Prove that an unavailable source or incorrect breaker position blocks an unsafe close.
- Test transfer and retransfer sequences, including failed-transfer timeout, lockout, manual intervention, and restoration to the normal source.
Protection, control, and failure logic
- Inject or simulate faults to verify phase, ground, overcurrent, under/overvoltage, frequency, and other enabled elements.
- Prove breaker-failure initiation, timers, retrip outputs, upstream backup trips, and lockout operation.
- Test trip-coil supervision, close-coil supervision where provided, control-power loss alarms, and redundant auxiliary supplies.
- Verify permissive, blocking, and interlocking signals at both ends of each circuit.
- Remove or interrupt communications and confirm the documented fallback behavior.
- Issue authorized remote commands and confirm command security, local/remote priority, status indication, and event recording.
Digital-relay evidence
For each relay, retain the active settings file, checksum or equivalent identity, firmware identification, time source, event records, oscillography, target indications, and sequence-of-events timestamps. Change the clock or communications source only under a controlled procedure, then verify that timestamps remain useful for post-event analysis.
Arc-flash safety during testing and operation
NFPA 70E provides requirements and guidelines for reducing risks from electric shock, arc flash, and arc blast. Its maintenance principle is central to commissioning: inadequate maintenance can increase fault-clearing time and incident energy. NFPA reports that 147 workers died from exposure to electricity in 2023.

Establish an electrically safe work condition
Whenever practical, de-energize, isolate, lock out and tag out, verify absence of voltage with a properly rated instrument, and control stored or induced energy. If energized work is necessary, use qualified persons, an energized-work justification or permit when required by the safety program, approach boundaries, an arc-flash boundary, barricades, and task-appropriate arc-rated PPE.
Use the current study at the work location
Labels and work instructions must match the installed equipment, active setting group, and operating mode. A label calculated for utility operation may not represent generator-only or tie-closed conditions. Recalculate after material changes such as a new transformer, generator, UPS, feeder, breaker, relay firmware or setting, or grounding modification.
Internal-arc qualification is a different question
IEEE C37.20.7-2024 establishes methods by which covered switchgear can be tested for resistance to the effects of arcing due to an internal fault, for equipment up to 52 kV. This is a design or type-test qualification of equipment under specified test conditions. It does not replace the site short-circuit, coordination, arc-flash, or commissioning program.
IEEE’s active C37.20.7.1 project addresses application, installation, and use of equipment tested under C37.20.7. During design review, confirm that the installed configuration, barriers, pressure-relief paths, maintenance condition, and installation details remain within the qualification’s stated scope.

Common failure modes and corrective actions
The study models only normal utility operation
Symptom: settings appear selective on the normal one-line but trip incorrectly during generator or tie operation. Correction: create separate source and topology cases, recalculate fault current, review the active setting group, and repeat the coordination and arc-flash checks.

Instantaneous protection is disabled without a documented trade-off
Symptom: selectivity is preserved, but incident energy or equipment duty becomes unacceptable. Correction: compare instantaneous, short-time, ZSI, and communications alternatives with the actual device curves and clearing times; document the chosen compromise and test it.
Relay injection passes but the breaker does not trip
Symptom: the relay element operates in software, yet the field breaker or upstream backup does not respond. Correction: trace CT polarity and ratio, trip outputs, wiring, auxiliary supply, trip-coil supervision, breaker mechanism, interlocks, communications, and lockout contacts with an end-to-end test.
Test records omit as-found conditions
Symptom: the final report shows acceptable settings but cannot establish whether a mis-set relay or wiring defect existed before correction. Correction: require as-found and as-left values, instrument identity, measured results, technician, date, and corrective-action references on every test form.

Internal-arc certification is treated as the site arc-flash result
Symptom: equipment has a type-test certificate but no installation-specific incident-energy label or coordination study. Correction: retain the qualification as one design input and complete the site short-circuit, coordination, IEEE 1584 calculation, and commissioning program separately.
A practical approval gate
Approve energization only when the one-line and operating modes are verified; short-circuit results support equipment ratings; coordination settings are approved for every required topology; arc-flash boundaries and work controls are issued; acceptance tests meet the applicable standard and manufacturer tolerances; system tests prove transfer, tie, breaker-failure, lockout, interlock, communications, alarms, and remote controls; and all exceptions have an authorized risk treatment.
