The safest method is to create a searchable derivative of each scan: leave the original image file or image-only PDF untouched, add an invisible OCR text layer to a working copy, and verify that text against the page images before indexing it. The result lets readers search, copy, and use screen readers without sacrificing the visual evidence in the scan.

What OCR changes—and what it must not change

Optical character recognition (OCR) analyzes pixels on a scanned page and creates machine-readable characters. In a searchable PDF, the page image remains visible while an invisible text layer is positioned underneath it. Search tools use that layer; a reader still sees the original scan. Adobe describes an unprocessed scan as a PDF containing image data but no searchable text, while ABBYY defines a searchable PDF as page images plus an invisible text layer.

For historical material, treat OCR as an additional representation, not a replacement for the document. The U.S. National Archives and Records Administration (NARA) says an OCR-embedded PDF must be identical in content and appearance to its source and warns that OCR processing can degrade archival image quality. Keep a read-only master, record where it came from, and perform every enhancement and OCR operation on a copy.

  • Master: the untouched scan, retained with its original filename, directory structure, provenance, and checksums.
  • Searchable derivative: a PDF with the original page images and a text layer, preferably PDF/A when the derivative is intended for long-term retention.
  • Analysis export: optional TXT, ALTO XML, or another sidecar file when an index or text-mining system needs plain text, coordinates, or confidence data.

This separation gives you a convenient discovery copy while preserving an authoritative visual source for quotations, citations, and future reprocessing.

Assess the collection before you scan or OCR

Historical collections rarely behave like a modern office batch. Make a short inventory before selecting software. Group pages by physical condition, date range, typeface, language, and layout, then test at least one representative page from every group.

Feature to record Why it affects OCR What to test
Printed or handwritten text Most general OCR engines are designed for printed characters; handwriting can produce unusable output. A handwritten letter, signature, marginal note, and a printed page from the same item.
Typeface and era Blackletter, ornate initials, long-s forms, ligatures, and damaged historical type can be mistaken for other characters. A page with the oldest or most decorative type, plus a clean page.
Layout Columns, footnotes, tables, sidebars, and reading-order changes can scramble extracted text. A multi-column newspaper page and a table or form.
Physical image quality Skew, bleed-through, faded ink, stains, dust, cropping, and uneven illumination create false or missing characters. The darkest, faintest, most stained, and most skewed pages.
Language and script The wrong language model changes character choices and word segmentation; mixed-language pages need deliberate configuration. Pages containing every language or script in the collection, including names and place names.
Annotations and stamps Marginalia, seals, typewritten additions, and overprinting can be read in the wrong order or ignored. A page containing annotations in the margin, a stamp over text, or a pasted label.

Write down which pages are suitable for automated discovery, which need manual correction, and which are unlikely to yield reliable text. That assessment determines whether a free local batch workflow, a graphical commercial application, or a specialized historical model is appropriate.

Capture the best scan you can

If the pages have not yet been digitized, OCR accuracy is largely decided at capture time. Use a flatbed or a suitable book scanner that supports the binding and paper condition. Keep pages flat without forcing a fragile spine, and avoid shadows from a raised cover. Follow NARA’s scanned-textual-records guidance for the minimum scanning resolution and pixel and bit-depth requirements appropriate to textual records; those requirements exist so OCR has enough information to distinguish fine strokes and punctuation.

Capture the complete page, including marginal notes, seals, page numbers, and edges that may contain evidence. Do not crop away information merely to make a page look tidy. If a page must be rotated or cropped for OCR, make that adjustment in a derivative and retain the uncropped master.

  • Use consistent orientation and naming so pages can be reassembled in order.
  • Record scanner, date, operator, collection identifier, and any color or contrast settings.
  • Inspect a sample at high magnification for blur, clipped edges, moiré, bleed-through, and uneven lighting before scanning the entire item.
  • Store the master separately from working files and calculate a checksum so accidental changes are detectable.

NARA treats OCR as a text representation linked to a scanned image. That principle is important: scanning creates the visual record; OCR creates a navigable interpretation of it.

Prepare a derivative without damaging the master

Make a working copy and apply only reversible, documented preparation. Common operations include rotating pages, deskewing tilted lines, cropping empty borders, reducing dust, and improving contrast. OCRmyPDF documents deskew and page-analysis options that can automate much of this preparation.

Use enhancement conservatively. Aggressive thresholding can erase faint punctuation, accents, or pencil notes; excessive sharpening can turn paper texture into characters. Keep the pre-enhancement derivative if you need to compare results, and never overwrite the original scan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Duplicate the source. Give the copy a clear derivative name and preserve the original file’s metadata.
  2. Normalize orientation. Rotate pages so text lines are horizontal and page order is correct.
  3. Deskew. Correct small angular errors that cause line segmentation failures, while checking that curved bindings have not been distorted.
  4. Crop carefully. Remove only blank borders; retain marginalia, stamps, page numbers, and evidence near the edge.
  5. Clean selectively. Remove isolated dust or scanner artifacts, but keep stains or marks that may be historically meaningful.
  6. Save a checkpoint. Keep the prepared derivative before OCR so you can compare engines or settings without repeating capture work.

Choose language and layout settings deliberately

Before running OCR, select every language model needed for the pages. A page containing English prose and Latin quotations, for example, may require a combined language configuration. Test the language choice on names, abbreviations, dates, and unusual words rather than judging it only by ordinary sentences.

Tell the engine what layout to expect when that option exists. A single-column book page, a two-column newspaper, a table, and a page with marginal notes need different segmentation assumptions. If one document changes layout from page to page, divide it into logical batches or process difficult pages separately.

Tesseract-based workflows can mis-handle unspecified languages, columns, poor scans, and handwriting. Historical forms such as blackletter, long-s characters, ligatures, and decorative initials deserve a dedicated test. Do not silently modernize spelling during OCR correction: preserve the printed form and record an editorial expansion separately if your cataloging policy requires one.

OCRmyPDF with Tesseract for local, repeatable batches

OCRmyPDF adds a text layer to the original PDF and can produce PDF/A. A basic local command is:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
ocrmypdf --deskew input.pdf output-searchable.pdf

Add the language setting used by your installation when the pages are not in its default language, for example:

ocrmypdf -l eng --deskew input.pdf output-searchable.pdf

Check the installed version’s documentation for available language packs and page-analysis options before running a large batch. Open the output and confirm that the visible pages are unchanged, that text can be selected, and that the page count and order match the source. OCRmyPDF’s documented archival mode produces PDF/A, a stricter subset of PDF features intended for long-term archives.

ABBYY FineReader PDF for a guided desktop workflow

ABBYY FineReader PDF provides a graphical recognition workflow and can save a searchable PDF in which the scanned page is retained with an invisible text layer. It is useful when an operator needs to inspect recognition zones, adjust reading order, or correct text interactively. Export the searchable PDF and, when needed, a plain-text or coordinate-bearing sidecar for indexing.

Adobe Acrobat’s Scan & OCR command

In Adobe Acrobat, open an image-only PDF and use the documented Scan & OCR command. Choose the document language, run recognition, and save a new file rather than replacing the source. Acrobat is convenient for occasional GUI work; it is less suitable than a scripted local pipeline when thousands of pages must be processed consistently.

OCR4all for historical printings

OCR4all is an open-source, research-oriented workflow aimed at historical printings. Its published 2019 paper reports character-error rates below 0.5% in the specific historical-printing experiments described there. That result is corpus- and model-specific; it is not a guarantee for your collection, particularly for handwriting, damaged pages, or a different script. Use a pilot batch to establish whether its pretrained models fit your material.

Compare OCR approaches by the decision that matters

Approach Best fit Strengths Limitations to plan for
OCRmyPDF plus Tesseract Local, scriptable PDF batches Free, local processing; preserves page images; supports PDF/A and automation. Handwriting, columns, language mismatch, and poor scans still require testing and correction.
ABBYY FineReader PDF Desktop users who need visual controls Interactive recognition zones, reading-order adjustment, text correction, and searchable-PDF export. Commercial software; batch and privacy requirements may make a local script preferable.
Adobe Acrobat Occasional graphical conversion Documented Scan & OCR workflow familiar to many PDF users. Commercial workflow; large collections need a repeatable batch strategy and careful output checks.
OCR4all Historical printed material needing specialized models Open-source workflow designed for historical printings; published experiments show strong results on their stated corpora. Results depend on script, corpus, model, and preparation; handwriting and atypical layouts remain difficult.

Make the choice using recognition accuracy for the document’s era and script, handwriting support, column and table handling, language models, preservation of page images, batch automation, privacy, accessibility, and total cost. A hybrid is often best: automate OCR for discovery, then have a person correct quotations and high-value names.

Export searchable PDFs and sidecar text correctly

Keep the searchable PDF because it allows every extracted word to be checked against its page image. Also export a sidecar TXT file when a simple index or full-text search service needs plain text. Use ALTO XML or another coordinate-bearing format when you need word positions, line structure, or links from search hits back to page regions.

  • Use stable identifiers so the master, searchable PDF, and sidecars can be joined unambiguously.
  • Record the OCR engine, version, language models, date, preparation steps, and operator.
  • Keep page boundaries in sidecar text; page markers make citations and correction easier.
  • Do not treat a TXT export as authoritative. It loses visual context and may omit layout, illustrations, stamps, and uncertain readings.

Quality-control that catches historical OCR errors

Accuracy is not a single percentage. A clean paragraph can hide a wrong surname, date, currency amount, or place name that makes the document misleading. Compare OCR against the page image and sample every document type, language, layout, and condition in the inventory.

  1. Check structural integrity. Confirm page count, order, orientation, visible image quality, and successful text selection.
  2. Review representative pages. Inspect the first, middle, and last pages of each batch, plus every known difficult page type.
  3. Search for high-risk fields. Verify names, dates, numbers, headings, addresses, catalog identifiers, and place names character by character.
  4. Check reading order. Compare columns, footnotes, tables, marginalia, and captions with the extracted sequence.
  5. Preserve uncertainty. Mark an unreadable character or word as uncertain in your correction system instead of silently guessing.
  6. Record corrections. Keep the original OCR, the corrected text, who changed it, and when, so another researcher can audit the decision.

For quotations, publish or cite the corrected transcription only after a person has checked it against the image. Retain historical spelling, capitalization, and punctuation unless your project’s stated editorial policy says otherwise.

Index, back up, and publish accessibly

Index the searchable derivative, not the untouched master. Store metadata such as creator, date, collection identifier, language, page range, scan provenance, OCR engine and version, and correction status. Keep checksums for masters and derivatives and maintain at least one independent backup. A second copy on the same disk is not an independent backup; use separate storage or a separate location under your organization’s preservation policy.

For public distribution, provide the searchable PDF and make sure the text layer is actually exposed to search and assistive technology. GOV.UK guidance states that scanned text should undergo OCR before a PDF/A is published so users can search it and screen readers can access it. Test with keyboard navigation, text selection, search, and a screen reader where possible. A PDF that looks fine but has no usable text layer has not met the accessibility goal.

Troubleshooting common failures

The output still cannot be searched

  • Confirm the source was image-only and that OCR completed without an error.
  • Open the output in a viewer that supports text selection; some viewers hide or disable invisible layers.
  • Check that the text layer was not stripped during a later optimization or export.

Text appears in the wrong order

  • Reprocess the page with a column or layout mode suited to the document.
  • Split mixed-layout pages into smaller batches or adjust recognition zones in a graphical tool.
  • Use the page image as the citation authority; do not publish a scrambled transcription without correction.

Characters are consistently wrong

  • Install and select the correct language model or combination of models.
  • Test a representative page with a different segmentation setting.
  • Review blackletter, ligatures, long-s forms, and decorative initials manually.

Faded pages produce missing text

  • Return to the prepared derivative and make a restrained contrast adjustment.
  • Compare grayscale and color versions; colored marginalia or faint pencil can disappear after thresholding.
  • If the scan itself is blurred or clipped, rescan rather than trying to recover information that was never captured.

Handwriting is unusable

General printed-text OCR is not a reliable substitute for transcription of handwritten manuscripts. Use OCR only for any clearly printed portions, then transcribe handwriting manually or with a specialized handwriting-recognition workflow that you validate page by page.

OCR seems to have damaged the image

Discard the damaged derivative and regenerate it from the untouched master. NARA’s requirement that OCR PDFs remain identical in content and appearance to their source makes this a preservation failure, not a minor formatting issue.

A repeatable checklist

  • Inventory languages, scripts, layouts, handwriting, condition, and provenance.
  • Preserve a read-only master and record checksums and metadata.
  • Capture or rescan with appropriate resolution and pixel and bit depth following NARA guidance.
  • Create a working derivative; rotate, deskew, crop, and clean conservatively.
  • Select language and layout settings and test representative difficult pages.
  • Run OCR while retaining the original page images; create PDF/A when archival retention is required.
  • Export a sidecar TXT or ALTO/XML file only when indexing or analysis needs it.
  • Verify names, dates, numbers, headings, places, quotations, columns, tables, and marginalia against images.
  • Record corrections and uncertain readings instead of silently normalizing historical text.
  • Index the derivative, retain masters and sidecars, and keep an independent backup.
  • Test search, copy, keyboard access, and screen-reader behavior before publication.

What to expect from OCR accuracy

There is no universal accuracy rate for historical documents. Results depend on capture quality, language selection, typeface, layout, damage, and whether the text is printed or handwritten. The OCR4all paper’s 2019 result below 0.5% character error applies only to the historical-printing experiments and models described in that paper. Treat it as evidence that a suitable specialized workflow can work well, not as a promise for a different collection.

For most projects, the practical target is useful discovery with an auditable path back to the image. Automated OCR can make thousands of pages searchable; human review then protects the names, dates, figures, and quotations on which historical interpretation depends.
