If Publisher can still open your .pub file, convert it now: in Publisher choose File > Save As, select PDF, choose a publishing-quality preset, and save. In newer releases you can instead use File > Export > Create PDF/XPS Document > Create PDF/XPS. Keep the original .pub alongside the PDF, because a PDF is a viewing and printing copy, not an editable Publisher source.
Microsoft 365 subscribers are scheduled to lose Publisher access on or shortly after October 1, 2026, while support for perpetual Publisher ends October 13, 2026. The exact impact depends on your license, so export files before access changes rather than waiting for the final support date.
What to do first
The safest conversion route is Publisher’s own PDF export while a licensed, working installation can open the publication. Native export preserves the page arrangement and can retain searchable text, hyperlinks, embedded fonts, metadata, and CMYK or spot/process color information used by commercial printers. Those capabilities do not guarantee a perfect result for every file, so inspect the finished PDF before distributing or archiving it.

- Locate the original
.pubfile and make a backup copy before opening it. - Open the file in the Publisher installation that currently has access to it.
- Export to PDF using the version-appropriate menu path below.
- Select a quality setting that matches the destination.
- Open the exported PDF in a PDF viewer and check every page, then retain both files.
Microsoft’s retirement guidance gives the same practical recommendation: Action Recommended: Convert your existing files to another format before 10/1/2026.

Understand the October 2026 dates
“Publisher unavailable” can mean removal from a Microsoft 365 subscription or the end of technical support for a perpetual installation. These are different events.

The October 1 recommendation applies to Microsoft 365 access. A perpetual installation may continue to launch after October 13, but the lack of support increases recovery risk. Check which license is installed on each computer before assigning a deadline.
Convert one Publisher file with Publisher
Newer Publisher versions: Save As
- Open the publication.
- Select File > Save As.
- Choose a folder and enter a PDF filename.
- Open the file-type list and select PDF.
- Select Save. If Publisher presents publishing options, choose the appropriate quality preset before confirming.
This creates a PDF copy and leaves the .pub file unchanged. If you need a different quality later, export another PDF rather than replacing your source file.
Newer Publisher versions: Export
- Open the publication and choose File > Export.
- Select Create PDF/XPS Document, then Create PDF/XPS.
- In the publishing dialog, choose PDF as the format.
- Open Options and select a publishing quality.
- Choose Publish, then review the resulting PDF.
Microsoft documents both paths in its PDF/XPS export instructions.
Older Publisher versions
Menu labels differ by release. Older versions may put the command under File > Save & Send or show Publish as PDF or XPS. The objective is the same: select PDF, choose the output quality, publish, and inspect the result. If you cannot find an identically named command, look for “PDF,” “XPS,” “Save & Send,” or “Publish” under the File menu rather than assuming the feature is missing.

Choose the right PDF quality
Publisher offers four relevant presets. Pick based on how the recipient will use the file, not simply on the smallest file size.

For a flyer sent by email, Standard is usually the practical choice. For a brochure going to a local print shop, choose High Quality Printing. Use Commercial Press only when the commercial printer requests that level of output. Ask the printer about bleed, trim, color profile, and PDF specifications if those requirements are supplied separately; the preset alone does not validate a printer’s entire prepress workflow.

Check the exported PDF before you rely on it
Do not treat a successful “Publish” message as proof that the file is correct. Open the PDF and run a page-by-page check.
- Confirm the page count, page order, orientation, and page size.
- Zoom into headings, small type, logos, and fine lines to catch missing or substituted fonts.
- Check that text is selectable and searchable where it should be.
- Activate every hyperlink and verify that it opens the intended destination.
- Look for clipped text, shifted objects, missing backgrounds, transparency changes, and image artifacts.
- Inspect colors on screen and, for print work, request or produce a proof; screen appearance is not a substitute for a printer’s proof.
- Print a test page on the intended device when the PDF will be printed locally.
- Check the file opens on a second computer or viewer, especially before sending it to customers or a printer.
Keep a dated copy of the checked PDF and the untouched .pub source in separate backup locations. Record which quality preset you used and any printer-specific instructions so another person can reproduce the export.
Batch-convert a folder of Publisher files
For many publications, Microsoft provides a sample PowerShell script that can export a single file, every .pub file in one directory, or files in nested directories. The script automates Publisher; it does not replace Publisher. A working, licensed Publisher installation is required on the computer running it.

Prepare the batch job
- Back up the source directory before running any automation.
- Read Microsoft’s sample in the retirement guidance and identify the input folder, output folder, and whether recursive processing is enabled.
- Modify the sample for your intended folders and naming rules. The sample is instructional, so test it on copies before using production files.
- Close Publisher documents that are open manually, then run the script in the Windows account that can start the licensed Publisher installation.
- Review both the success and error output. Open representative PDFs from the beginning, middle, and end of the run.
Microsoft notes that an output-name collision produces an error instead of overwriting the existing PDF. Treat that behavior as a safeguard: resolve the naming conflict, do not delete originals just to make the run complete, and rerun only the files that failed.

- The computer no longer has a licensed Publisher installation.
- Files depend on missing fonts, linked graphics, or printers that are not available in the batch environment.
- Every publication needs a different quality, page range, or print specification.
- The files contain confidential information and the script or output location has not been reviewed for access controls.
In those situations, export a smaller set interactively and verify each PDF rather than assuming an unattended run preserved every layout detail. Microsoft’s retirement page contains the sample-script notes and cautions: retirement guidance and batch-export notes.
What a PDF does—and does not—preserve
PDF is an excellent handoff format for viewing and printing. Publisher’s PDF/XPS output can preserve searchable text, hyperlinks, fonts, metadata, and print color information. It is not, however, an editable Publisher project. Microsoft states that the resulting PDF or XPS file cannot be changed in Publisher.
Store the .pub source if anyone may need to revise wording, replace images, change prices, or produce a new edition. Include the fonts, linked graphics, and any print specifications that the project depends on when your organization’s rights and policies permit it. A PDF alone may be insufficient for a future edit.
If you need an editable document after export
Microsoft describes opening a PDF in Word as one possible route to an editable document. Word optimizes the conversion for text editing, so layout can change—especially in publications with many graphics, columns, or positioned objects. Treat the result as recovered content that needs rebuilding and proofreading, not as a faithful Publisher conversion.

For common materials such as flyers, brochures, business cards, calendars, and cards, Microsoft suggests Word or PowerPoint as starting points for a rebuild. Recreating the design in one of those applications is a new layout project; it is not an intact conversion of the original .pub file.
If Publisher is already unavailable
Direct PDF export requires Publisher to open the file. If the application has already been removed from a Microsoft 365 installation and no supported Publisher installation remains, first check whether a licensed perpetual installation or another authorized computer still opens the file. Export there, then move the verified PDF and retain the source.
If no authorized installation can open the file, Microsoft acknowledges that third-party conversion tools exist but does not support them, and their quality and capabilities vary. The official guidance does not establish the reliability, privacy terms, or compatibility of any particular converter. For a confidential publication, evaluate where the file is uploaded, how long it is retained, who can access it, and whether the provider clearly explains deletion. Always convert a non-sensitive test file first and compare the output with a known-good rendering.
Do not rename .pub to .pdf; changing the extension does not convert the file. Do not assume that a generic “print to PDF” option on a computer that cannot open the publication can recover it—the source application still has to render the pages.
Troubleshoot a failed PDF export
“Publisher cannot save the file” on Publisher 2016 and Windows 10
Microsoft documents a version-specific workaround: change the default printer to another device, such as Fax or Microsoft Print to PDF, retry the save, and then restore your preferred default printer. Follow this advice for the stated Publisher 2016 on Windows 10 configuration; it is not a universal fix for every Publisher release or Windows version. See Microsoft’s troubleshooting article.

Publisher 2016, 2013, or 2010 on older Windows versions
For those configurations, Microsoft suggests reducing the publication’s complexity by compressing images or removing page backgrounds, large images, transparent images, or picture effects, then trying the export again. Make a copy before removing design elements so the original remains intact. These are documented workarounds for particular configurations, not a guarantee that every save failure has the same cause.
General checks before retrying
- Save a new copy of the
.pubfile under a short local path, then retry rather than exporting directly to a network or removable drive. - Confirm the destination folder is writable and has enough free space.
- Close other applications that may be locking linked images or the destination file.
- Use a unique PDF filename; an existing output can trigger a collision in automated workflows.
- If only one page or object causes failure, duplicate the publication, remove the suspected object in the duplicate, and test. Preserve the original for later repair.
These general checks do not replace Microsoft’s version-specific remedies, but they can distinguish a file, path, printer, or output-name problem before you escalate.

Archive the result before access changes
For each publication, create a small handoff package:

- A second backup in a separate location, with access restricted when the publication contains personal or confidential information.
Open the archived PDF from the backup location, not only from the original computer. This catches incomplete copies and permissions problems while Publisher is still available to create another export.
