To control automated access to your website, first decide whether you mean search crawlers, crawlers collecting material for AI training, or real-time agents acting for a person. Those are different uses and can call for different rules. A robots.txt file communicates preferences to crawlers that choose to honor them; it does not enforce a block. For restrictions that must hold, use the controls available at your CDN, web application firewall (WAF), bot-management layer, hosting platform, or application—and protect private information with authentication and authorization.
Decide what kind of access you want to control
“AI bot” is not a single access category. A request might come from a crawler building a search index, a crawler collecting content for model training, or a browser agent fetching pages and taking actions while helping a person. Blocking all traffic associated with AI can therefore have consequences beyond preventing training: it may also affect search visibility, customer workflows, or other automation.
Cloudflare’s policy documentation separates these purposes into Search, Training, and Agent categories. In its terminology, Search covers collection or indexing for answers delivered later; Training covers collection for training or fine-tuning; and Agent covers real-time activity on a person’s behalf. These are useful distinctions even if your site uses another provider’s controls. A crawler’s purpose can also be mixed: one crawler may serve more than one use, so blocking it as a whole may affect search as well as training.

- Keep ordinary search discovery: allow search crawling while deciding separately whether to permit training collection.
- Limit training use: express the preference to crawlers and, if you need enforcement, apply a suitable request-level restriction.
- Stop real-time automated activity: treat it as a security and application-access question, not merely a crawler-policy question.
- Protect selected pages: restrict sensitive routes with authentication and authorization rather than relying on crawler instructions.
- Reduce unwanted automation overall: examine traffic and choose rules proportionate to the request pattern and the risk of blocking legitimate visitors or integrations.
More than one goal may apply. Write down which pages and purposes matter before changing a site-wide setting. That makes it easier to avoid solving one problem—such as unwanted training collection—by creating another, such as suppressing useful search crawling.

Know what robots.txt can—and cannot—do
robots.txt is a public file that gives instructions to crawlers. It is a way to publish an access preference, not a technical barrier that forces every requester to obey. A crawler operator may honor the instructions, ignore them, or not identify itself accurately. The file also does not authenticate users or hide content: if a page is publicly reachable, its contents are not protected merely because a crawler directive says not to visit it.
Use crawler instructions when you want to communicate a preference to operators that respect them. If you need a restriction to be enforced, inspect the layers that actually receive and handle requests: CDN, WAF, bot management, hosting controls, and the application’s own authentication and authorization. Cloudflare’s documentation treats monitoring robots.txt compliance and enforcing restrictions with WAF rules as separate capabilities, illustrating the distinction between a published instruction and a request-blocking control.
Match the control to the requirement
| Control | What it is suited to | Important limitation |
|---|---|---|
robots.txt |
Communicating crawler preferences, such as which content a compliant crawler should avoid. | It is not enforcement, identity verification, or protection for confidential pages. |
| CDN or WAF rule | Blocking or challenging requests that match a rule at the network or application edge. | Rules can affect legitimate traffic; effectiveness depends on the provider’s detection and configuration. |
| Bot-management control | Using a provider’s bot signals or policies to classify and manage automated requests. | Detection confidence and availability differ by provider and plan; no signal should be treated as proof that every agent has been identified. |
| Application authentication and authorization | Requiring permission before a user or client can access sensitive data or perform protected actions. | It must be correctly implemented for the relevant routes and operations; a crawler preference is not a substitute. |
These controls can work together. A site might publish crawler preferences, use edge rules to enforce selected restrictions, and require a logged-in, authorized user for private pages and consequential actions. The appropriate combination depends on whether the goal is a preference, a traffic restriction, or protection of data and actions.

Do not begin with a broad deny rule unless you already understand its likely impact. First identify what is reaching the site, what it is requesting, and whether the traffic is actually harmful or unwanted. A useful policy is based on observed traffic and the value of the pages involved, not just on the presence of an AI-related label in a user-agent string.
- Review available crawler and request analytics. Look for the crawler or claimed operator, the category assigned by your provider, request volume and pattern, and the paths being visited. Compare this with your own access logs where available.
- Check the purpose and overlap. Decide whether the traffic is associated with search, training, real-time agent activity, or more than one of these. If the provider offers purpose-based choices, review their definitions rather than assuming a named crawler has only one use.
- Choose the narrowest useful scope. Prefer a specific crawler, category, or path rule when that meets the goal. Use application controls for sensitive operations. A site-wide rule may be justified, but it has a larger potential effect on search, customers, and integrations.
- Apply the rule in the layer that can enforce it. A crawler preference belongs in the published instructions; a required block belongs in a request-handling control. If the platform supports path-based exceptions, use them to account for routes that should remain available.
- Test and observe the result. Check the relevant request logs and provider analytics after changing the policy. Confirm that the intended traffic changed and that required search access, customer journeys, and integrations still work.
- Adjust cautiously. If a rule has false positives or misses the unwanted traffic, refine its scope or threshold rather than assuming every automated request should receive the same treatment.
Cloudflare’s WAF guidance recommends using bot analytics to understand traffic before applying rules, starting with a small change, and increasing thresholds over time. It also emphasizes that rules should reflect the site’s character and its tolerance for false positives. This is sensible operational practice beyond any one product: a publisher, an account portal, and a transactional service may reasonably make different trade-offs.

After deployment, keep monitoring rather than treating the first successful test as the end of the job. Compare request counts and paths before and after the change, check for blocked legitimate activity, and revisit the rule if the site adds new routes or integrations. If the provider offers a way to review robots.txt violations, use that as an indication of observed noncompliance—not as proof that every requester is visible or correctly identified.
Cloudflare’s controls as one provider-specific example
Cloudflare describes AI Crawl Control as a way to monitor AI crawler activity and manage crawler policies. Its documentation describes visibility into crawlers, operators, categories, request counts, and robots.txt violations, alongside per-crawler allow or block policies and WAF rules. It also describes more advanced cases such as path-based exceptions. These capabilities are specific to Cloudflare; another CDN or host may expose different controls, names, plan limits, or detection methods.
Cloudflare’s documentation says that on its free plan, crawler identification uses user-agent strings. It describes a detection ID available with paid Bot Management as a more thorough detection option. A user-agent is a self-reported request field, not proof of identity; do not treat a match as a guarantee that the request came from the claimed organization or that every automated agent will be recognized. Cloudflare’s more thorough option is still a provider-specific detection feature, not a general promise of complete identification.
Cloudflare also lists a pay-per-crawl option as closed beta in the cited product information. That availability is time-sensitive; do not assume it is generally available or that the same access model applies to other providers. Review the current product dashboard and plan documentation before relying on any named setting or feature. The documentation cited here does not establish a universal price for these controls. Check the provider’s current plans and terms for the features you need, and account for operational time spent reviewing logs, tuning rules, and investigating false positives.
Cloudflare’s separate search, training, and agent policies
On September 15, 2026, Cloudflare announced that it was introducing separate controls for search, training, and AI agents, and replacing Managed Robots.txt with Bot Preference Sync for supported crawlers. Cloudflare described recommended defaults for new websites that vary according to whether a site carries advertising. The announcement does not make those defaults universal rules for websites, and settings can change; check the current dashboard for the choices and defaults that apply to your account.

The announcement reflects a practical issue: a crawler may have mixed uses. A single blanket decision about a crawler can therefore affect more than one purpose. When the provider offers purpose-specific controls, use them to express the distinction you actually want—such as preserving search crawling while restricting training—then verify which crawlers and paths the controls cover.
Cloudflare reported that 36.6% of verified crawler traffic on its network came from mixed-use crawlers, that fewer than 1% of website owners blocked search crawlers, and that 17% restricted AI training. These are figures from Cloudflare’s analysis in its September 15, 2026 announcement, not statistics about all websites or all internet traffic. They help explain why purpose-specific choices matter, but they do not tell an individual site owner which policy to select.
Cloudflare co-founder and CEO Matthew Prince described the aim this way: “This is how we make the Internet better: preserving the openness that makes search valuable while giving the people and businesses behind the web meaningful control over how their work is used.” The statement accompanied Cloudflare’s September 15, 2026 announcement; it expresses the company’s position, not a guarantee about what any setting can enforce.
Real-time agents need a security policy, not just crawler instructions
A training crawler generally collects material for later use. A real-time browser agent may fetch pages, interpret their contents, and take actions for a person. That difference changes the security question: the site must consider not only what content is collected but also what the agent can see, submit, change, or trigger while interacting with the application.
The MIT AI Agent Index discusses indirect prompt-injection risks, in which content on a webpage can be interpreted by an agent as instructions. It also notes that robots.txt was designed for crawlers, not autonomous actors. A crawler directive therefore cannot establish a complete policy for an agent operating through a browser or other user-facing workflow.

Protect data and actions at the application layer
- Require authentication where appropriate. Do not expose private records or account functions on the assumption that a crawler will follow a published preference.
- Authorize each operation. A signed-in session is not, by itself, permission to read every record or perform every action. Check that the specific user or client is allowed to access the requested resource.
- Use rate limits and request controls proportionate to the service. These can reduce abusive patterns, but they do not prove whether a request is a human, crawler, or agent.
- Protect consequential actions. Apply application checks to operations that change data, spend money, or affect an account. Do not let a crawler policy stand in for those safeguards.
- Review exposure from page content. Because agents can interpret page content as instructions, avoid placing secrets or sensitive operational details in content that an unauthorized visitor can fetch.
Detection can support these controls, but it should not be the only barrier around sensitive data or actions. In particular, do not assume that a bot-management product can reliably identify every agent, or that a claimed browser identity is trustworthy. Make the application enforce the permissions that matter even when the requester is automated.
Choose a policy without sacrificing the wrong access
Before publishing a rule, consider its scope, enforcement point, detection confidence, visibility, and operational risk. The following questions help distinguish a low-impact preference from a restriction that could change how people find or use the site.
- Scope: Does the rule cover the whole site, selected paths, or selected crawlers? Can a sensitive route be protected without affecting public pages?
- Purpose: Are you limiting search, training, or real-time agent activity? Could the crawler serve more than one purpose?
- Enforcement: Is the intended outcome a request to comply, or must the request be blocked or challenged?
- Detection: Is the provider matching a self-declared user-agent, or does your plan offer a provider-specific detection signal? What uncertainty remains?
- Observability: Can you see requests, policy violations, and the outcome after applying the rule? Can you compare that with your own logs?
- Operational risk: What legitimate search, customer, accessibility, or integration traffic could be affected if the rule matches more broadly than expected?
- Availability: Is the control included in your provider and plan, and is it generally available rather than in beta?
For a public content site that wants to preserve search visibility while limiting training collection, the natural sequence is to inspect its crawler traffic, use purpose-specific preferences where supported, and enforce only the restrictions it needs. For a site with private records or sensitive operations, access control belongs in the application regardless of what crawler instructions say. For any site, a broad block is a policy choice with possible side effects—not a universal requirement for managing AI access.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical review before and after a policy change
Turn the goal into a small, reviewable change. Record the purpose you are addressing, the relevant crawlers or paths, the control layer, and the result you expect. For example, if the goal is to keep search available while discouraging training collection, the policy should say so explicitly; do not assume a general “AI” toggle makes that distinction. If the goal is to protect an account route, confirm the application requires authorization even when the request does not resemble a known bot.
Before applying an enforcement rule, identify a way to reverse or refine it if legitimate traffic is affected. Afterward, test representative public pages, protected routes, and important customer or integration workflows. Check analytics for unexpected drops or continued requests, and examine logs where provider dashboards do not provide the detail you need. A crawler’s continued access may mean it does not honor a preference, while a sudden reduction in traffic may include more than the intended crawler; use the available evidence to decide what adjustment is appropriate.

There is no single setting that both grants a crawler permission and guarantees an agent’s behavior. Search access, training preferences, and user-authorized real-time actions are separate decisions. Keep the policy understandable to the people who maintain the site, and review it when your content, security requirements, provider plan, or available controls change.
Frequently Asked Questions
Does robots.txt block AI bots?
No. robots.txt publishes instructions for crawlers that choose to honor them; it does not enforce a block, verify a requester’s identity, or protect private content. For an enforced restriction, use a request-handling control such as a CDN or WAF rule, and use authentication and authorization for sensitive pages and actions.
Can I block AI training crawlers without blocking search?
Potentially, if your provider supports separate purpose-based policies and the relevant crawler can be managed that way. Some crawlers have mixed uses, so a blanket block can affect search as well as training. Review the provider’s definitions, identify the traffic and paths involved, and verify the effect after making a change.

Review crawler analytics and your own request logs where available. Cloudflare says its dashboard can show crawlers, operators, categories, requests, and robots.txt violations. Its free-plan identification uses user-agent strings, while paid Bot Management offers a more thorough detection option. A user-agent is self-reported, so it is not proof of identity and may not reveal every automated requester.
Does robots.txt protect private pages from agents?
No. A crawler instruction is not an access-control boundary, and the MIT AI Agent Index notes that robots.txt was designed for crawlers rather than autonomous actors. Require authentication and check authorization at the application layer for private information and consequential actions.
What does it cost to manage AI crawlers?
Costs and plan availability depend on the provider. Cloudflare’s documentation describes some crawler controls, says free-plan identification uses user-agent strings, and describes a more thorough detection option with paid Bot Management. It lists pay-per-crawl as closed beta in the cited product information. Check current plan details and availability; do not assume a feature or price applies across providers.
The Bottom Line
Separate search, training, and real-time agent access before changing a rule. Use robots.txt to communicate crawler preferences, not to secure private content; enforce restrictions at the CDN, WAF, bot-management, hosting, or application layer as appropriate. Inspect traffic, start narrowly, and monitor for false positives. For sensitive data and actions, rely on authentication and authorization—not on a bot label or crawler directive.
