Start by identifying what is generating the charge. GitLab Duo Pro and Enterprise are seat-based add-ons and do not consume GitLab Credits. GitLab Duo Agent Platform features use Credits, while Duo Core has its own documented usage conditions. General GitLab subscription members can also create seat overages, and GitLab Flex has capability-specific spend controls. Each situation requires a different setting, so a single “Duo spending limit” does not cover every feature or billing unit.
Choose the control that matches the bill
Use this sequence before changing anything:
- Credits concern: Open the GitLab Credits dashboard for the root namespace or top-level group. Review included, committed and on-demand consumption, then configure a subscription-level or per-user cap.
- Duo Pro or Enterprise access concern: Open GitLab Duo settings and assign or remove the add-on seat. These plans are billed by seat, not by Credit usage.
- Unexpected GitLab member charges: Review billable members and seat limits in subscription seat management. Restricted access can prevent new billable members from being added.
- GitLab Flex concern: Open the Flex dashboard and set a limit for the specific capability that is generating on-demand usage.
The exact labels and required administrator role vary between GitLab.com, Self-Managed, Dedicated and subscription tiers. Treat the names below as the control areas to locate in your installation, and verify the current interface before applying a production policy.
GitLab Duo billing models explained
“GitLab Duo” is a product family, not one billing mechanism. Confusing seats, Credits and general subscription members is the most common cause of an ineffective spending policy.

GitLab’s Credits documentation states: “GitLab Duo Pro and Enterprise and their associated GitLab Duo features are not billed based on usage and do not consume GitLab Credits.” That statement does not make every Duo-branded feature free of usage billing. Check the feature’s plan and billing description before selecting a cap.

How GitLab Credits are consumed
Credits billing is consolidated at the root namespace or top-level group. Usage is attributed to the subject performing the action. The documented pools are:
- Included Credits: Credits bundled with the applicable subscription or plan.
- Committed Credits: A monthly commitment pool, where available under the subscription.
- On-demand Credits: Usage after included and committed Credits are exhausted.
GitLab’s current Credits documentation lists on-demand usage at $1 per Credit used. This is a documented list price accessed in 2026, not a permanent rate; confirm the price for your region, contract and renewal date before setting a budget.
Consumption is feature-specific. An Agentic Chat message can produce one or several billable requests because one response may invoke multiple large-language-model calls. Other features use flat-priced executions or model-call pricing. Do not apply one feature’s Credit multiplier to all Duo usage.
Set a subscription-level Credits cap
A subscription-level cap is the broad control for on-demand Credits across the subscription. It limits on-demand usage in addition to users’ included Credits; it is not a universal hard stop on every included balance.
- Sign in with the owner or administrator role required by your GitLab deployment.
- Open the GitLab Credits dashboard for the root namespace or top-level group that receives the consolidated bill.
- Review the usage view by date, namespace, user and feature. Confirm that the activity you are seeing is the feature you intend to restrict.
- Locate the subscription-level cap or on-demand usage limit.
- Enter the maximum on-demand Credit amount for the billing period and save it.
- Record the limit, effective date, administrator and escalation contact in your internal budget documentation.
This setting controls additional on-demand consumption. Users can still consume Credits included with their plans according to GitLab’s rules. If your requirement is “no further Credit consumption of any kind,” use the immediate shutdown procedure instead of relying only on this cap.
Cap GitLab Credits per user
The per-user option is designed for chargeback, experimentation and risk isolation. GitLab documents a different scope from the subscription cap: a user-level cap applies to that user’s total usage, including included Credits, subject to the documented rules for user-triggered activity.

- In the Credits dashboard, switch from the subscription view to the user-level usage or limits view.
- Select the user whose activity needs a limit.
- Set the user’s Credit cap for the billing period and save the change.
- Tell the user what is limited, when the limit resets and which administrator can raise it.
- Check the dashboard after the next reporting update to verify that the limit is being applied to the intended account.
A per-user cap is not automatically a cap on service-account activity. Automated or service-account flows can be billed to the namespace and may not count toward a user’s flat cap or per-user override. Use the subscription-level cap or remove the relevant Duo seat when those flows must be constrained.

Credits data is not real time. GitLab warns: “Because data is not real time, limited additional GitLab Credits usage may occur before enforcement takes effect.” Build that delay into your budget and alerting policy rather than treating the configured amount as a precise transaction cutoff.
- Set the cap below the maximum amount your finance team can tolerate, leaving room for delayed reporting.
- Review the dashboard at a regular interval during a new rollout or high-risk experiment.
- Use an operational owner who can remove access quickly if consumption accelerates.
- Keep a record of the last observed usage timestamp so a delayed update is not mistaken for new activity.
Do not promise a second-by-second guarantee to users. A cap is a billing control with documented reporting latency, not a network firewall.
Stop GitLab Duo Credit consumption immediately
When a delayed cap is unacceptable, GitLab documents two immediate shutdown paths: remove the GitLab Duo seat from the affected users, or turn off GitLab Duo for the namespace. The documented wording is: “To stop all GitLab Credits consumption immediately, regardless of included balances, remove the GitLab Duo seat from the affected users, or turn off GitLab Duo for the namespace.”
Remove a user’s Duo seat
- Open GitLab Duo settings for the subscription or namespace.
- Find the affected member in the assigned-seat list.
- Remove the Duo seat and confirm the change.
- Check that the user no longer has access to the Credit-consuming feature.
Removing a Duo seat does not remove the person’s general GitLab subscription seat. If the objective is to reduce ordinary GitLab billable members, use subscription seat management separately.
Turn off Duo for a namespace
- Open the namespace’s GitLab Duo settings with the required owner permissions.
- Disable GitLab Duo for the namespace and confirm the warning.
- Notify affected projects and automation owners that Duo features are unavailable.
- Verify in the Credits dashboard that new consumption stops after the dashboard reports the change.
This is a service-availability action, not merely a budget adjustment. Use it for an incident, an unapproved experiment or a namespace that must not generate Credits.

Manage Duo Pro and Enterprise seats separately
Duo Pro and Enterprise require seats assigned to team members. Seat assignment determines access; it does not meter each request. To control these plans:
- Open GitLab Duo settings for the relevant subscription.
- Review assigned seats against active users and your contract’s purchased quantity.
- Remove seats from people who no longer need Duo, especially contractors or users who changed teams.
- Assign seats only after confirming the user’s role, namespace and business justification.
- Review the list at each billing reconciliation or renewal event.
Do not use a Credits cap as a substitute for seat administration. A user can have a valid seat even when no Credit usage is shown, and removing a seat can stop Credit-consuming Duo activity even though the general GitLab account remains active.
Prevent general GitLab seat overage charges
General subscription billing counts billable members independently of Duo. An overage can occur when the number of billable members exceeds the subscription’s purchased seats under the applicable reconciliation process.

- Open subscription seat management.
- Export or review the current billable-member list.
- Identify dormant accounts, duplicate identities, guests with elevated access and people who left the organization.
- Remove or downgrade members according to your access policy.
- Compare the resulting count with the purchased seat limit and the next reconciliation date.
Use restricted access to block new additions
Restricted access can prevent new billable members from being added when the subscription is at its limit. It is a preventive guardrail, not a cleanup of existing members. Decide which administrators may override the restriction and document the approval path for urgent hires.
Because a Duo seat and a general GitLab seat are different objects, removing one does not automatically reduce the other. Include both lists in a monthly access review.
Use GitLab Flex capability spend controls
GitLab Flex provides a distinct control for on-demand usage of a selected capability. It is useful when you want to stop one expensive workflow without disabling every AI feature.

- Open the Flex dashboard for the subscription.
- Select the capability whose on-demand usage you want to constrain.
- Set the capability’s spend limit for the current billing period.
- Save the limit and communicate the expected behavior to users of that capability.
- Revisit the setting when requirements change; Flex controls can be changed during the month.
GitLab describes the behavior this way: “When a capability reaches its limit, usage of that capability stops. Everything else keeps running.” Therefore, a Flex limit is narrower than a namespace-wide shutdown and should be chosen when continuity of other capabilities matters.
Build a practical control policy
A spending limit works best when paired with ownership, alerts and a recovery procedure.
Assign ownership
- Subscription owner: approves caps, seats and contract changes.
- Engineering owner: identifies which projects and workflows require Duo.
- Finance owner: sets the tolerated monthly on-demand amount and reviews invoices.
- Incident owner: can remove seats or disable Duo without waiting for a budget meeting.
Set graduated limits
Use a low per-user cap for pilots, a higher cap for approved teams and a subscription-level ceiling that finance can absorb. Keep the subscription ceiling below the amount that would trigger an unwanted invoice after reporting delay. For automated agents, apply a namespace-level policy because service-account activity may bypass a user-level cap.
Review the right evidence
- Credits consumed by feature and user.
- On-demand Credits after included and committed pools are exhausted.
- Assigned Duo seats compared with active users.
- General billable members compared with purchased subscription seats.
- Flex capability usage against each capability’s limit.
Record changes in your access-management system. A screenshot alone may not show who changed a limit, why it changed or when it should be restored.

Usage continues after setting a subscription cap
Check whether the activity is consuming included Credits rather than on-demand Credits, and allow for non-real-time dashboard data. If all Credit consumption must stop, remove the affected Duo seat or disable Duo for the namespace.

A user exceeds a per-user limit
Confirm that the activity was triggered by that user and is covered by the user-level rules. Service-account or namespace-billed activity may not count toward the user’s cap. Apply a subscription-level limit or remove the seat for that flow.

The invoice shows more seats than expected
Review general billable members, not only Duo assignments. A person can lose a Duo seat while remaining a billable GitLab member. Check the reconciliation date and the subscription’s purchased quantity.
A Flex capability stopped while other AI features still work
This is expected when the selected capability reaches its limit. The Flex control is capability-specific; raise or adjust that capability’s limit if continued use is approved.
The menu or setting is missing
Confirm whether you are on GitLab.com, Self-Managed or Dedicated, and verify your administrator role and subscription tier. GitLab changes labels and feature availability by deployment and version. Do not assume that a control documented for one edition exists in another.

Version and plan caveats
Product availability changes over time. GitLab’s add-on documentation states that GitLab Duo Non-Agentic Chat access was removed for GitLab Duo Core customers from May 21, 2026, as part of GitLab 19.0. Confirm that this change applies to your installation before using it in an access policy; Self-Managed and Dedicated deployments may follow different upgrade schedules or configuration rules.
Before publishing an internal runbook or approving a budget, recheck the current Credits price, plan entitlements, dashboard labels, administrator permissions and enforcement behavior. Contracts can also override public list pricing.
Administrator decision checklist
- Have you identified whether the charge is a seat, a Credit or a general billable-member overage?
- For Credit usage, did you choose subscription-level or per-user scope intentionally?
- Does your chosen cap include or exclude included Credits under the documented rule?
- Could a service account or namespace-billed automation be outside the user cap?
- Have you allowed for delayed usage reporting and limited additional consumption?
- Do you know who can remove a Duo seat or disable Duo immediately?
- Are Duo seats and general GitLab subscription seats being reviewed separately?
- If you use Flex, is the limit applied to the correct capability and is continued operation of other capabilities acceptable?
- Have you verified the setting for your GitLab edition, version and subscription tier?
The shortest safe operating rule
Use the Credits dashboard for Credit-producing features, Duo settings for Pro or Enterprise seats, subscription seat management for general member overages, and the Flex dashboard for capability-specific limits. Treat caps as scoped controls with reporting latency, not universal instant shutoffs. For an immediate stop, remove the affected Duo seat or turn off Duo for the namespace.
