Connect a USB cable to the controller for the simplest setup, or pair it through Windows Bluetooth if the controller and PC support it. Windows normally detects the hardware automatically. Then verify that the game supports controller input and enable or configure gamepad controls in the game or Steam. Seeing a controller in Windows does not guarantee that every game will accept it.
This guide prioritizes Windows 11, with Windows 10 paths identified as legacy because Windows 10 support ended on October 14, 2025. Pairing buttons differ by controller model, so use the model’s instructions for entering discoverable mode.
What you need before connecting
Check these points before troubleshooting a connection that cannot work:
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →- A compatible connection: the controller must support USB data, Bluetooth, or both. Some controllers charge over USB but do not send game input through every cable.
- The right cable and port: for wired play, use a cable that fits the controller and carries data, connected to a compatible USB port. A charge-only cable can power a controller without making Windows detect it.
- Bluetooth hardware: the PC needs built-in Bluetooth or a compatible USB Bluetooth adapter. Verify that the adapter supports the controller before buying one.
- Power: a wireless controller needs a charged battery or usable batteries. A controller that is off or nearly empty may not appear during pairing.
- Current software: Windows, the controller firmware (when the manufacturer provides updates), Steam, and the game should be allowed to complete available updates before you diagnose input.
Keep the controller close to the PC during first pairing. After it has been paired, Windows can reconnect it automatically when it is powered on and within range.

Connect a controller with a USB cable
USB is the most direct starting point when the controller supports wired data. It avoids Bluetooth pairing and does not depend on a wireless battery while you play.
- Turn on the PC and sign in to Windows.
- Connect a data-capable USB cable to the controller and then to a compatible USB port on the PC. Use the connector specified for that controller; do not force a plug that does not fit.
- Wait several seconds. Windows normally detects the hardware and installs the required device support automatically.
- Open the game and look for a controller, gamepad, or input-device option. Some games switch to controller prompts as soon as they receive input; others require you to select the device in their settings.
If nothing happens, try another known-good data cable and another USB port. This is a diagnostic step, not proof that every cable or port is suitable for the controller. If Windows still does not detect it, add the device through Settings.
Add a USB device in Windows 11
- Open Settings.
- Choose Bluetooth & devices, then Devices.
- Select Add device and follow the prompts shown by Windows.
Add a device in Windows 10 (legacy path)
Windows 10 uses a different Settings layout. Open Settings > Devices and use the device-add controls shown there. The exact labels can vary by Windows 10 release, so do not assume that a Windows 11 menu path will appear.
When a USB connection powers but does not provide input
A lit controller is not the same as a recognized controller. Charging and data use different conductors in a USB cable, and some models accept power over USB while requiring a wireless link for gameplay. Consult the controller’s model instructions for supported wired modes. If the controller works on another computer with the same cable, the problem is more likely to be the original PC’s USB port, driver state, or game configuration.
Pair a controller over Bluetooth
Bluetooth setup has three separate requirements: the PC must have Bluetooth, Bluetooth must be turned on, and the controller must be placed in its model-specific discoverable or pairing mode. The button combination is not universal.

- Confirm that the PC has Bluetooth. If it does not, connect a compatible USB Bluetooth adapter and install any software supplied for that adapter.
- In Windows, turn Bluetooth on.
- Charge or power on the controller.
- Use the controller’s instructions to enter pairing mode. Usually an indicator flashes, but the exact button, timing, and light pattern depend on the model.
- Keep the controller near the PC while it is discoverable.
- Open the Windows device-add screen and choose the controller when it appears.
- Accept any confirmation prompt. After pairing, test an input before launching a game.
Windows 11 Bluetooth path
- Open Settings > Bluetooth & devices.
- Turn Bluetooth on if it is off.
- Select Add device, choose the appropriate Bluetooth device category, and select the controller from the list.
Windows 10 Bluetooth path (legacy)
- Open Settings > Devices > Bluetooth & other devices.
- Turn Bluetooth on.
- Choose Add Bluetooth or other device, select the Bluetooth option, and select the controller when it appears.
Windows 11 and Windows 10 can present slightly different category names as updates change the Settings interface. If a controller is not listed, leave the add-device window open while putting the controller back into discoverable mode.
Example: pairing an Xbox controller on a supported Windows 11 setup
For the Xbox controller family covered by Microsoft’s Surface guidance, hold the Xbox button and the controller’s Connect button until the controller is discoverable. In Windows 11, choose Settings > Bluetooth & devices > Add device > Everything else, select Xbox Wireless Controller, and complete any prompts. The Windows 10 equivalent is Settings > Devices > Bluetooth & other devices > Add Bluetooth or other device > Everything else.

Confirm that Windows recognizes the controller
Do this check before changing Steam or game settings. It separates a Windows connection problem from a game-support problem.
- For Bluetooth, return to Windows Bluetooth settings and check whether the controller is listed as paired or connected.
- For USB, disconnect and reconnect the controller and watch for Windows’ device connection notification.
- Press several buttons and move both sticks. If the controller has status lights, confirm that its normal connected state is shown.
- Launch the target game only after Windows reports a connection, or after the controller responds in an input test.
Windows recognition proves that the operating system can see the device. It does not prove that the game has a controller implementation, that the game accepts that controller’s input protocol, or that all menus can be navigated without a keyboard or mouse.

Use the legacy Game Controllers test utility
Microsoft’s older troubleshooting documentation uses the Windows Game Controllers control panel and the command joy.cpl to inspect buttons and axes. It is still useful as a diagnostic reference, but its documented menu sequence targets older Windows versions and should not be presented as a current Windows 11 Settings workflow.
Run joy.cpl from the Windows search box or Run dialog if you need this legacy test. Select the controller shown in the list and use its properties and test controls, when available, to determine whether Windows receives button and stick movement. If the device is absent there as well as in Bluetooth or USB settings, stay focused on the connection, power, cable, adapter, or driver rather than the game.
Make the game accept controller input
Controller support is a property of the game, not just of Windows. Steam states that some games have full controller support, some have partial support, and some do not support controllers. Partial support can leave a mouse or keyboard necessary for setup, launchers, text entry, or particular menus.
Check the game’s own settings
- Open the game’s settings or options menu.
- Look for Controls, Input, Gamepad, or Controller.
- Enable controller input if there is an explicit toggle.
- Select the detected controller or an input layout when the game provides a device list.
- Use the game’s binding screen to assign buttons only after the controller appears as an available device.
Some games show keyboard prompts until you press a controller button. Others require a restart after changing the input mode. Follow the behavior documented by that game’s developer rather than assuming a universal menu.
Configure a controller in Steam
Steam’s supported categories include official Microsoft Xbox controllers, Sony DualShock 4 and DualSense controllers, and Nintendo Switch Pro controllers. Third-party controllers often work, but Steam does not classify them as officially supported in the same way. Support also varies by game.

- Connect and verify the controller in Windows first.
- Open Steam and allow it to finish any client or controller-related updates.
- Open the controller settings or the game’s controller configuration interface in the current Steam client.
- Choose a configuration or edit bindings when the game and input style support those controls.
- Start the game and check its own input setting and on-screen prompts.
Steam configuration can translate or remap inputs, but the available behavior depends on the game and the selected input style. A configuration that works in one title may not behave the same way in another. Steam’s troubleshooting guidance recommends updates and restarting devices as initial steps. Non-Steam games can require manual setup, and their behavior varies by launcher and game.
Understand full versus partial support
| Support status | What you can generally expect | What may still be required |
|---|---|---|
| Full controller support | The game is designed to accept controller input throughout normal play. | Choosing a layout, changing bindings, or using a keyboard for text can still depend on the title. |
| Partial controller support | Controller input works in some or most gameplay areas. | A mouse or keyboard may be needed for launchers, menus, setup, or features the game does not expose to a gamepad. |
| No controller support | Windows and Steam may see the device, but the game does not provide usable controller input. | Only a game-specific workaround, if one exists, can change that limitation; do not treat Windows detection as proof of support. |
Troubleshoot pairing and connection failures
Use the symptom that matches what you see. Change one variable at a time so you know which fix helped.
The controller does not appear in the Bluetooth list
- Confirm that the PC actually has Bluetooth and that Bluetooth is switched on.
- Charge the controller or replace its batteries, then power it on.
- Put it into the exact discoverable mode specified for that model. A normal powered-on state is not always pairing mode.
- Move the controller close to the PC during discovery.
- Check Windows Bluetooth discovery settings. Microsoft’s troubleshooting guidance notes that discovery may need to be set to Advanced.
- Turn off other nearby devices temporarily if the list is crowded, then retry the add-device flow.
If the PC lacks Bluetooth, a USB Bluetooth adapter can add the capability, but adapter and controller compatibility must be confirmed before purchase.
The controller appears but will not connect
- Cancel the pending attempt, turn the controller off and on, and enter pairing mode again.
- Restart the PC and retry with the controller near it.
- Remove an old or duplicate pairing entry if Windows shows one, then add the controller again.
- Check that the controller is not currently connected to another device that automatically captures it.
- Install available Windows, controller, and Bluetooth-adapter updates.
Bluetooth names and prompts can differ between controller models, so an unfamiliar prompt is not necessarily an error. Use the model’s instructions when Windows asks for a code or confirmation.
The connection drops or input feels sluggish
- Keep the controller within a reasonable range and remove obstructions between it and the PC.
- Power-cycle the controller and the PC’s Bluetooth connection.
- Move the Bluetooth adapter or controller away from nearby USB 3.0 equipment and other potential interference sources. Microsoft’s Bluetooth guidance specifically identifies USB 3.0 equipment as a possible source of interference.
- Try a wired connection if the controller supports USB data and you need to determine whether the issue is confined to wireless operation.
No controlled latency, reliability, or battery-life figures establish a universal numerical advantage for USB or Bluetooth. Treat a wired-versus-wireless decision as a compatibility and convenience choice rather than relying on an unverified number.

Windows sees the controller, but the game does not
- Confirm that the specific game supports controllers and determine whether its support is full or partial.
- Open the game’s input settings and enable gamepad or controller input.
- Close and reopen the game after changing the input mode.
- Review Steam’s controller configuration for that title, especially if it is a non-Steam game or uses a nonstandard input style.
- Test the controller in another controller-supporting game. If it works there, the original title’s support or configuration is the likely limitation.
Only some buttons or menus work
That symptom is consistent with partial controller support, an incorrect layout, or a game that expects a different controller input style. Check the game’s binding screen and Steam’s per-game configuration. Keep a keyboard and mouse available for launchers, text entry, and menus that the title does not expose to the gamepad.
A Steam-specific controller problem persists
Use Steam’s current controller troubleshooting guidance for the exact device and connection mode. Apply updates, restart the controller and Steam, and check whether the problem occurs only in a non-Steam game. Button combinations documented for a Steam Controller apply to that product and should not be treated as generic instructions for other gamepads.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Choose between wired USB and Bluetooth
Neither connection is universally better. Decide from the equipment and game you actually use.
| Question | Wired USB | Bluetooth |
|---|---|---|
| Does the controller support it? | Requires USB data support; a charging port alone may not carry input. | Requires a Bluetooth-capable controller and its model-specific pairing mode. |
| What must the PC have? | A compatible USB port and a suitable data cable. | Built-in Bluetooth or a compatible USB Bluetooth adapter. |
| Initial setup | Connect the cable and wait for Windows detection; add the device in Settings if needed. | Turn on Bluetooth, enter discoverable mode, then add the controller in Windows. |
| Power considerations | The cable can supply power on supported models, but wired data support is model-specific. | The controller must remain charged or have working batteries. |
| Convenience | No pairing and no wireless-range concern, but the cable limits distance. | No cable while playing and automatic reconnection when paired and in range. |
| Latency, reliability, and battery-life numbers | Not established by the available official setup guidance. | Not established by the available official setup guidance. |
Choose USB first when you want the shortest diagnostic path or when Bluetooth is unavailable. Choose Bluetooth when the controller and PC support it and you value a cable-free setup. If a game does not support the controller, changing connection methods will not add support to the game.
A repeatable setup workflow
Use this order whenever you add a controller to a new Windows gaming PC:
- Identify the controller model and read its instructions for supported USB modes and pairing mode.
- Start with USB when a compatible data cable and port are available.
- If using Bluetooth, verify Bluetooth hardware, power, range, and discoverability before opening the add-device screen.
- Confirm that Windows lists the controller as connected.
- Use
joy.cplas a legacy diagnostic only if you need to check whether Windows receives button and axis input. - Check the target game’s controller support and enable gamepad input in its own settings.
- For Steam games, review the current controller configuration and update or restart Steam when troubleshooting.
- Test in gameplay and in menus. Record whether the failure occurs in Windows, Steam, or only one game; that location tells you which settings to change next.
Common mistakes to avoid
- Assuming a charging cable is a data cable: test with a cable known to carry USB data.
- Using a universal pairing sequence: discoverable-mode buttons differ by controller model.
- Buying a Bluetooth adapter without checking compatibility: the adapter must support the controller’s requirements.
- Treating Windows detection as game support: a game can have partial or no controller support even when Windows recognizes the device.
- Following old Windows 10 screenshots on Windows 11: use the Windows 11 paths first and treat older control-panel instructions as legacy diagnostics.
- Changing several settings at once: isolate the layer that fails—USB/Bluetooth, Windows, Steam, or the game—before applying another fix.
When to stop troubleshooting
Stop changing Windows settings when the controller is stable in Windows and works in a known controller-supporting game. A single title that still ignores it may simply lack support or require a game-specific configuration. Conversely, if the controller is absent from Windows over both a known-good USB data connection and Bluetooth (when supported), focus on the controller, cable, adapter, power, or PC hardware before reinstalling a game.
