To configure Reader Revenue Manager (RRM), first create and verify your publication in Google Publisher Center, then choose a subscription or contribution prompt, create the offer, connect a Google Payments profile, and install the correct code in your site templates. Subscription access is tied to a Product ID and gated pages; contributions use an open-access prompt and can request one-time or recurring payments. The offer must be switched from Draft to Live before readers can see it.

This guide covers the current Publisher Center workflow, payment and verification prerequisites, page-level code, nonprofit limitations, testing, and common implementation failures. Google says RRM is available in more than 40 countries, but supported features and monetization vary by country, so check the live country list before promising payment availability.

What Reader Revenue Manager does

Google describes Reader Revenue Manager as a service that “helps publishers without an existing membership model incorporate a subscription or contribution model onto their desktop and mobile web pages.” Configuration happens across three systems:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Google Publisher Center: publication setup, prompts, pricing plans, Product IDs, calls to action, and code snippets.
  • Google Payments: the payments profile, identity or business verification, and bank details needed to receive money.
  • Your website and CMS: page templates that receive the appropriate RRM snippet and, for subscriptions, the matching Product ID.

Creating an offer in Publisher Center does not install it on your site. Conversely, adding a snippet without a live plan, a valid payments profile, or the correct Product ID cannot produce a working checkout or entitlement.

Choose the right access model before creating anything

RRM includes several reader prompts. Only two are payment models: subscriptions and contributions. Surveys, newsletter sign-up, reader registration, metering, and custom calls to action (CTAs) can support engagement but should not be described to readers as payment plans.

Decision Subscription Contribution
Reader value exchange Ongoing access to gated content while the plan is active. A voluntary payment request; Google describes contributions as typically involving an exchange of value, such as an entitlement to highlight a publisher’s content on Google platforms.
Payment pattern A priced plan billed monthly, quarterly, half-yearly, or annually. One-time or recurring contribution amounts. One-time and monthly amounts are available at initial setup; additional recurrence periods can be added later.
Access enforcement Entitlement is associated with a Product ID and the pages that product gates. The prompt appears on open-access pages; a contribution is not a subscription entitlement to a paywalled content type.
Primary implementation Product-specific snippet on pages whose content is behind that subscription product. Open-access snippet on all relevant articles, together with the contribution prompt.

Select a subscription when the reader should receive defined, continuing access. Select a contribution when you are asking readers to support the publication without selling a recurring access tier. A contribution should not be presented as a charitable donation or as tax-deductible support.

Prerequisites: publication, verification, logo, and eligibility

Create the publication in Publisher Center first

Publication setup in Google Publisher Center is a prerequisite for RRM. Sign in with the account that owns or administers the publication, select the publication, and open Reader Revenue Manager. If the publication does not exist in Publisher Center, create and complete it before attempting to configure a prompt.

Prepare verification information

Google may request personal or business verification details. Gather the legal information that matches the person or organization receiving payments before you create a paid offer. Publication ownership by itself does not automatically grant permission to manage the organization’s payments profile or bank details; coordinate with the account administrator who controls those permissions.

Prepare a publication logo

Google recommends a PNG or JPEG logo at 1000 × 1000 pixels, with 512 × 512 pixels as the minimum cited size. Use a square, legible mark that still works at the small size shown in a payment or access prompt.

Check country availability

Google says RRM is available in over 40 countries, with some countries supporting all features and monetization while others support engagement features only. The exact list can change. Check the country list in Google’s live RRM setup documentation for the publisher’s location before designing a launch around paid checkout.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 1: open Reader Revenue Manager and select a prompt

  1. Open Google Publisher Center and select the publication.
  2. Open Reader Revenue Manager.
  3. Choose the content-access prompt that matches your model: a paywall for subscriptions, or a contribution request for reader payments.
  4. Keep surveys, registration, newsletter sign-up, metering, and custom CTAs separate from the payment decision; configure them only when they serve a distinct audience or conversion goal.

A metered experience can allow a new or registered reader a limited number of premium reads before asking for a subscription. Publisher Center also provides targeting modifiers based on device, referrer source, and visit frequency. Google’s pricing guidance says location targeting and subscriber-specific retargeting are not currently supported.

Step 2: create a subscription pricing plan

Enter the plan’s core fields

In RRM, create a plan and provide a plan name, billing period, price, and the other requested offer details. A price and its recurrence period together form a pricing plan. Google documents these recurrence choices:

  • Monthly
  • Quarterly
  • Half-yearly
  • Annually

Choose a period that matches the access promise. A monthly plan should not be described as annual access, and a trial should be stated separately from the regular renewal period.

Set the trial, if any

Trial choices are none, 7 days, 14 days, 30 days, or 60 days. Make the post-trial price and billing period clear in the offer copy so a reader knows when the first paid charge is expected.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Publish the plan

Every newly created plan starts as Draft. A draft is not shown on the website. Switch the plan to Live only after checking its price, period, trial, Product ID, and payment configuration. A live plan can generally have most fields edited, but changes apply to new subscribers. The Product ID cannot be edited, so choose and document it before launch. Archived plans stop appearing to new readers, although valid existing entitlements can continue to grant access.

Google’s field-level behavior and plan workflow are documented in Create and update pricing plans.

Step 3: create a contribution request

Choose the initial amounts

At initial setup, RRM lets you add one-time and monthly contribution amounts. Additional recurrence periods, such as annual amounts, can be added later. Label the amount and frequency plainly so readers can distinguish a single payment from a recurring commitment.

Understand what a contribution is not

Google states: “Note that RRM doesn’t support donations, which are voluntary payments that can be made only to registered non-profits or charity organizations.” A contribution generally includes an exchange of value; it is not a donation-processing service and should not be described as one.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Registered nonprofits can self-declare during setup, but Google disables subscription and contribution CTAs for nonprofit organizations. A nonprofit should use a custom CTA that links to its external donation platform instead. Do not route a charitable donation through an RRM contribution prompt or imply that RRM supplies donation receipts or tax treatment.

Review the prompt and contribution options in Google’s Set up calls to action documentation.

Step 4: connect payments and banking

  1. Create or associate a Google Payments profile with the Publisher Center account.
  2. Complete the required personal or business verification.
  3. Add the bank details used to receive payments.
  4. Confirm that the person performing these actions has payments-profile and banking permissions, not merely publication ownership.

A payments profile applies to publications within the same organization. Decide which account owns the profile and who can edit bank details before launch; changing ownership or permissions after offers are live can interrupt administration even when the publication itself remains accessible.

Step 5: map Product IDs to content and install the code

Understand the two snippet roles

RRM uses different page roles:

  • Open-access snippet: used for articles left open under a paywall, and used on all relevant articles when you configure contributions or surveys.
  • Product-ID snippet: used on pages whose content is gated by a specific subscription product.

Retrieve the snippets from Publisher Center and place the relevant snippet in the <head> of each page or site template. Each page should contain the single snippet that matches its role. Do not place several competing product snippets on one page.

Use one or several Product IDs deliberately

If the publication has one subscription content type, Google says the same Product ID can be used for all subscription plans. If content types differ, create a Product ID for each type. For example, news and sports can use separate products, with the news snippet on news templates and the sports snippet on sports templates.

Keep the CMS template mapping synchronized with the plan and product configuration. Google warns that a price update involving a new Product ID requires an update to CMS Sync on the website. Changing a price in Publisher Center without updating the CMS mapping can leave the site asking for the wrong entitlement.

Install through your site template

  1. In Publisher Center, open the RRM code-snippet section.
  2. Copy the open-access or Product-ID snippet required by the page type.
  3. Paste it inside the <head> of the relevant HTML template, not only on one test article.
  4. Publish the template and purge any page or CDN cache that could serve an older head section.
  5. Repeat for each content type that uses a different Product ID.

Google’s exact placement instructions are in Add code snippets to your site.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Step 6: test the live reader journey

Google’s setup page directs publishers to visit their site and ensure that the service loads after the snippet is installed. Test the actual URLs and templates that readers will use, not just an administrator preview.

Using 2 holes wire tray saves extra space, helps you easily cabling and wire protection. The mesh design is not easy to accumulate dust, but avoids safety accidents caused by messy wires.
  1. Open an intended subscription page in a clean browser session.
  2. Confirm that the expected paywall or access prompt appears, rather than a contribution, survey, or registration CTA.
  3. Check that the displayed offer corresponds to the page’s Product ID.
  4. Open a contribution or survey page that uses the open-access snippet and confirm that its prompt loads.
  5. Check the mobile and desktop versions because device targeting can alter a CTA.
  6. After a test purchase or entitlement is available, verify that the entitled reader receives access only to the mapped content type.
  7. Inspect the page source or browser developer tools to confirm that the snippet is inside <head> and appears once.

The cited Google setup pages explain the loading check and implementation requirements, but they do not define a universal QA test plan. Record your own expected URL, Product ID, offer, and entitlement result for every template before launch.

Optional reader-experience features

CTA sequences

Publisher Center can configure sequences of calls to action and content access. For example, a publication might show registration before a meter is exhausted, then present a subscription offer. Keep each CTA’s purpose explicit so readers are not shown a contribution request when the page actually requires a subscription.

Metering

Metering grants a new or registered reader a limited number of premium reads before asking for a subscription. Set the limit and test the transition from allowed article to subscription prompt on the same account and browser state.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Targeting modifiers

RRM supports modifiers based on device, referrer source, and visit frequency. Google’s current pricing guidance says location targeting and subscriber-specific retargeting are not supported. Do not promise a country-specific price or a subscriber-only retargeting sequence unless Google’s live documentation adds that capability.

Sign in with Google

Google documents an optional Sign in with Google integration at Integrate Sign in with Google for Reader Revenue Manager. It can coordinate RRM prompts, make registration a single-click experience with Google One Tap, and recognize entitlements for readers signed in with Google One Tap. This is separate implementation work; it does not replace creating a plan, adding payment details, or installing the RRM snippet.

Fees, geography, and operational expectations

Google’s setup page currently reports a 5% per-transaction fee, including credit-card fees. Treat that figure as time-sensitive: verify the live terms for the publisher’s country and account before publishing a price or forecasting net revenue. The same page describes availability in more than 40 countries, with feature differences between locations.

RRM documentation does not establish a universal conversion lift, revenue result, or performance benchmark. Feature descriptions should therefore be used to plan the reader journey, not as evidence of a guaranteed increase in subscriptions or contributions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common failures and fixes

Symptom Likely cause Fix
The offer does not appear. The plan remains Draft or has been Archived. Open the plan in Publisher Center and switch it to Live; confirm the offer is eligible for the page.
A subscription page shows the wrong offer. The page template has the wrong Product-ID snippet. Map the template to the intended content type and install its single matching snippet in <head>.
The prompt is missing on contribution articles. The open-access snippet is absent, outside <head>, or blocked by a stale cached template. Install the open-access snippet on the article template, publish it, purge caches, and reload the live URL.
Readers can see a plan but checkout cannot be completed. The payments profile, verification, or bank details are incomplete, or the administrator lacks permission. Complete verification and banking in the associated Google Payments profile and confirm organization-level permissions.
Existing subscribers retain access after a plan is archived. This is expected behavior for valid existing entitlements. Use a new live plan or migration process for future sales; do not assume archiving revokes current access.
A price change breaks access mapping. The change introduced a new Product ID but CMS Sync was not updated. Update the website’s CMS Sync and verify every affected content template.
A nonprofit cannot enable a subscription or contribution CTA. Google disables those CTAs for nonprofit organizations. Use a custom CTA that links to the nonprofit’s external donation platform.
