Configure a WinUI 3 desktop app by making four related but separate decisions: the Windows API surface you compile against, the oldest Windows version you support, how the app is packaged, and how the Windows App SDK runtime reaches the user’s machine. A new WinUI 3 template starts with MSIX packaging. Keep that default when you need package identity, Microsoft Store distribution, identity-dependent Windows features, or managed installation and updates. Choose an unpackaged or external-location model only when your distribution process requires it, and then plan the Windows App SDK runtime explicitly.

The four decisions you must keep separate

WinUI 3 configuration is easiest to reason about when you do not treat “the project version” or “deployment” as one setting. The project file and publish profile combine several independent choices:

  • Target framework (TFM): selects the Windows SDK API surface available at compile time, such as net8.0-windows10.0.26100.0.
  • Minimum Windows version: declares the oldest operating-system build your app supports at runtime. In an SDK-style project this is commonly TargetPlatformMinVersion or SupportedOSPlatformVersion.
  • Packaging: determines whether the app is delivered as MSIX, external-location packaged, or unpackaged.
  • Windows App SDK runtime deployment: determines whether the target computer supplies the runtime (framework-dependent) or receives it with your app (self-contained).

The Windows App SDK package version is independent of the Windows SDK version embedded in the TFM. A newer Windows App SDK does not automatically mean that the TFM should use a newer Windows build, and changing the TFM does not upgrade the Windows App SDK package.

Start with the template’s MSIX configuration

Microsoft’s packaging documentation states: “WinUI 3 apps are packaged by default.” A standard C# WinUI 3 template therefore builds an .msix or .msixbundle through Visual Studio. The project normally contains MSIX tooling properties and a packaging project or profile rather than requiring you to add packaging from scratch. See Microsoft’s packaging and deployment options for the current model definitions.

Retain MSIX when any of these requirements applies:

  • The app is going to the Microsoft Store.
  • You need package identity for Windows features that require it.
  • You want clean install and uninstall semantics.
  • Your organization wants package-based servicing and update management.
  • You want one bundle that can contain more than one processor architecture.

MSIX is not limited to Store delivery. You can distribute a direct MSIX download, provided you also plan signing, prerequisites, and the runtime mode. A package is an installation format; it does not by itself decide whether the Windows App SDK runtime is framework-dependent or self-contained.

Set the target framework and the Windows version floor

What the Windows-qualified TFM controls

The Windows-qualified part of the TFM tells the compiler which Windows SDK contract to use. For example, net8.0-windows10.0.26100.0 exposes APIs from the Windows 11 build 26100 SDK when that SDK is installed and selected by the project. A higher Windows version in this position can expose newer compile-time APIs; it does not, by itself, make older systems compatible with those APIs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose a TFM that matches an installed and supported .NET SDK and Windows SDK. The number is an engineering decision based on the APIs you use and the systems you intend to support, not a value that should be copied unchanged from an example.

What the minimum-version property controls

TargetPlatformMinVersion (or the equivalent SupportedOSPlatformVersion) states the oldest Windows version on which the application is supported. It can be lower than the Windows version in the TFM. For example, an app can compile against a newer SDK while declaring an older minimum such as 10.0.19041.0, provided it checks newer APIs before calling them.

When an API is newer than your declared floor, use the appropriate Windows API contract or platform guard rather than assuming the call exists on every supported machine. The minimum value also affects installation and runtime compatibility: a computer below that build is outside your support boundary even if the app otherwise starts.

Choose packaging from the distribution channel

Decide where users obtain the app before changing WindowsPackageType. The packaging model should serve the installation and update process, not the other way around.

Distribution scenario Packaging direction Runtime direction Important consequence
Microsoft Store MSIX Framework-dependent is typical; the Store handles the runtime relationship Package identity and Store servicing are available
Direct MSIX download MSIX Framework-dependent with the runtime package distributed, or self-contained You own signing, prerequisite communication, and update delivery
Existing installer that must retain package identity External-location packaging Either; framework-dependent requires separate runtime deployment The installer remains in charge while the app can obtain package identity
Folder, archive, or xcopy distribution Unpackaged Self-contained usually simplifies setup There is no package identity, and you own runtime provisioning

Microsoft’s current scenario guidance covers these paths in Choose a distribution path for your Windows app. Distribution capabilities and Store policies can change, so verify the current guidance when you are ready to ship.

External-location packaging

External-location packaging is useful when an established installer must remain in place but the application still needs package identity. It is not the same as ordinary MSIX installation: the installer owns the files and lifecycle, while the package identity is declared separately. Test registration, updates, repair, and uninstall with the exact installer you intend to ship.

Unpackaged projects

For a genuinely unpackaged WinUI 3 app, set:

<WindowsPackageType>None</WindowsPackageType>

In Visual Studio, select the Unpackaged launch profile before pressing Start. If you leave a packaged profile selected, Visual Studio may attempt package deployment even though the project file says None. Unpackaged apps do not have package identity, so identity-dependent APIs and features must not be presented as available.

Follow Microsoft’s unpackaged deployment instructions at Distribute an unpackaged WinUI 3 app.

Choose how the Windows App SDK runtime is supplied

Windows App SDK deployment is a second axis. A packaged app can declare framework dependencies, while an unpackaged or external-location app must ensure that the runtime is present. The two runtime modes are:

Mode What the target needs Advantages Costs and risks
Framework-dependent A compatible Windows App SDK runtime/framework package installed or otherwise made available Smaller application payload; runtime servicing can be shared Installation fails or the app will not start if the required runtime is absent or incompatible
Self-contained The runtime files shipped with the application No separate Windows App SDK runtime installation; useful when you cannot control the target machine Larger output and repeated runtime payloads in app updates

For unpackaged distribution, Microsoft documents two practical approaches: bundle the Windows App SDK runtime installer in your setup process, or enable self-contained deployment in the project. The first keeps the app payload smaller but adds an installation prerequisite. The second makes a folder or archive easier for end users to run, at the cost of size and update bandwidth. The deployment model is described in Windows App SDK deployment overview.

Framework-dependent checklist

  • Identify the exact Windows App SDK runtime version required by the app.
  • For MSIX, verify that the package dependency is declared and can be resolved on a clean test machine.
  • For unpackaged or external-location delivery, put runtime installation in your installer or setup documentation.
  • Test the failure path: a machine without the runtime should produce a clear setup error rather than an unexplained startup failure.

Self-contained checklist

  • Enable Windows App SDK self-contained deployment in the project or publish profile.
  • Publish every architecture you intend to support; each self-contained output contains native runtime files for its architecture.
  • Recalculate update size because each release carries the runtime payload again.

Configure the project deliberately in Visual Studio

  1. Record the audience and channel. Decide whether users receive the app from the Store, a direct MSIX download, an existing installer, or an archive. This determines the packaging branch in the decision table.
  2. Inspect the project file. Confirm UseWinUI, TargetFramework, the minimum-version property, and whether EnableMsixTooling is present. Do not change the Windows App SDK package version by editing the TFM.
  3. Set the API surface and OS floor. Choose the Windows-qualified TFM from the SDKs installed on your build machine. Then set TargetPlatformMinVersion or SupportedOSPlatformVersion to the oldest Windows build you will support. Guard APIs newer than that floor.
  4. Choose packaging. Leave the template’s MSIX settings for Store or package-identity scenarios. For an unpackaged app, add WindowsPackageType=None; for external-location packaging, configure the package identity and keep the existing installer as the file and lifecycle owner.
  5. Select the matching launch profile. Use the packaged profile for MSIX testing and the Unpackaged profile for an unpackaged project. This prevents Visual Studio from deploying a package when you are testing loose files.
  6. Select runtime deployment. Keep framework-dependent deployment when your installer or package can reliably provide the runtime. Enable self-contained deployment when target-machine control is limited and a larger output is acceptable.
  7. Publish for required architectures. Produce x64, ARM64, or other supported outputs according to your user base. For Windows on ARM, native ARM64 is recommended when performance and battery life matter. An MSIX bundle can contain multiple architectures and select the applicable one during installation.
  8. Test the published artifact, not only F5. Install or extract the exact output on a clean machine at or above the declared minimum Windows version, with and without the separately installed runtime as appropriate. Exercise first launch, upgrade, uninstall, and repair.

Architecture planning for x64 and Windows on ARM

A WinUI 3 application includes native components, so architecture is a deployment decision rather than merely a build preference. Publish binaries for every processor family your support statement promises. Shipping only x64 can force Windows on ARM users through emulation; Microsoft recommends native ARM64 when the best performance and battery life are important.

For MSIX, a bundle can carry multiple architecture packages. The installer selects the package that matches the device. For unpackaged delivery, provide separate architecture downloads or an installer that selects the correct output; do not mix native binaries from different architectures in one folder and expect the loader to choose safely.

Single-file publishing: a narrow exception

PublishSingleFile is not a general switch for every WinUI 3 deployment. Microsoft documents support only for an unpackaged, self-contained .NET WinUI 3 app using Windows App SDK 1.5 or later. It is not supported for packaged apps or framework-dependent deployment.

The documented property combination is:

<PropertyGroup>
  <WindowsPackageType>None</WindowsPackageType>
  <WindowsAppSDKSelfContained>true</WindowsAppSDKSelfContained>
  <SelfContained>true</SelfContained>
  <EnableMsixTooling>true</EnableMsixTooling>
  <IncludeAllContentForSelfExtract>true</IncludeAllContentForSelfExtract>
  <PublishSingleFile>true</PublishSingleFile>
</PropertyGroup>

“Single file” does not mean a zero-extraction executable. Dependencies are extracted to a temporary directory on first launch, so the first start needs write access and enough temporary storage. Antivirus scanning, locked temporary folders, or restrictive endpoint policies can affect startup. Test first launch and subsequent launches on the machines you support.

Verify the result before distribution

Build and package checks

  • Confirm the generated artifact matches the intended model: .msix/.msixbundle for MSIX, or a loose publish directory/archive for unpackaged output.
  • Check that the package manifest or installer declares the architectures you actually built.
  • Verify the signing certificate and installation trust path for direct distribution; a package that cannot be trusted will fail before application code runs.

Minimum-version checks

  • Run on the declared minimum Windows build, not only on the latest developer machine.
  • Exercise every feature that calls a newer Windows API and confirm the guard selects a fallback or disables the feature.
  • Test one machine below the floor if your installer must show a clear unsupported-version message.

Runtime checks

  • For framework-dependent output, remove the Windows App SDK runtime from a test machine and verify that your installer restores it or reports the prerequisite clearly.
  • For self-contained output, verify that the published folder contains the native and managed runtime files for the selected architecture.
  • Test upgrades: framework-dependent apps may pick up a serviced runtime, while self-contained apps require you to ship the updated runtime payload with an app update.

Common configuration failures and fixes

Visual Studio tries to deploy a package for an unpackaged app

Symptom: Start or debug triggers package deployment, or the app appears to run with package identity. Fix: confirm WindowsPackageType=None and select the Unpackaged launch profile. Clean and rebuild after changing the profile.

The app starts on the developer PC but not on a clean machine

Symptom: startup fails with missing Windows App SDK components. Cause: framework-dependent output was distributed without a runtime installation path. Fix: add the runtime installer to setup or switch to self-contained deployment, then republish.

An API compiles but fails on an older supported system

Symptom: a call introduced after the declared minimum causes a missing-entry-point or unsupported-API failure. Fix: keep the minimum version honest, guard the API, and provide a fallback; alternatively raise the minimum and communicate the new requirement.

A single-file property is ignored or publishing fails

Cause: the project is packaged, framework-dependent, or uses a Windows App SDK version before 1.5. Fix: use the documented unpackaged and self-contained property set, confirm the SDK version requirement, or distribute the normal publish directory instead.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Windows on ARM users receive the wrong binary

Cause: only an x64 artifact was published or an archive contains ambiguous native files. Fix: publish a native ARM64 output when that audience matters, or configure an MSIX bundle with the architecture packages you support.

A practical decision rule

Use the following order whenever you create or migrate a WinUI 3 project:

  1. Choose the Windows APIs you need and select a compatible Windows-qualified TFM.
  2. Set the oldest Windows build you will genuinely support, then guard newer APIs.
  3. Keep MSIX for Store, package identity, and managed package servicing; choose external-location packaging when an existing installer must remain; choose unpackaged for archive or installer-led distribution without identity.
  4. Choose framework-dependent runtime deployment only when your package or installer can guarantee the runtime; otherwise use self-contained deployment and accept the larger payload.
  5. Publish each required architecture and test the exact artifact on clean machines at the minimum OS and with the intended runtime conditions.

That sequence prevents the most common category error in WinUI 3 projects: treating a target framework, a package format, and a Windows App SDK runtime as interchangeable settings. They describe different parts of the contract your application makes with its users’ machines.
