Use workflow-level concurrency to stop superseded pull-request checks, and job-level concurrency to serialize deployments without blocking other jobs. The key choice is what happens to work already running and work waiting: by default, a new run replaces the pending run; for deployments that must not be skipped, use queue: max and avoid cancel-in-progress: true.
How GitHub Actions concurrency works
A concurrency group is a shared lock identified by a string or expression. Within a group, GitHub Actions allows at most one workflow run or job to run at a time. Group names are case-insensitive, and groups are shared across workflows in the same repository, so the group key should identify exactly which work is meant to compete for the lock. GitHub documents the default concurrency behavior.
By default, one item can wait while another runs. If another item enters that group, it replaces the existing pending item. This is often suitable when only the newest validation matters, but it is not a durable queue for work that must all execute.
Choose the scope: workflow or job
- Workflow-level concurrency applies to the entire workflow run. Use it when a newer run should supersede an older run as a whole.
- Job-level concurrency applies only to that job. Use it to serialize a deployment while allowing independent tests, builds, or packaging jobs in the same workflow to continue.
Cancel stale pull-request checks
For checks where the newest commit supersedes earlier commits, set a group for the workflow and source branch, then enable cancel-in-progress: true:

cancel-in-progress: trueOn a pull-request event, github.head_ref identifies the source branch. It is not defined for every event type, so the fallback to github.ref gives the push event a group key as well. Including github.workflow helps prevent separate workflows from sharing a group unintentionally. GitHub’s workflow syntax reference documents the relevant expressions and concurrency configuration.
With this setting, a newer run in the same group cancels both the older pending run and the active run. Before adopting it, confirm that runs from the same workflow and branch are genuinely interchangeable: any canceled run will not finish its checks or side effects.

For a pull-request-only workflow
If the workflow is triggered only by pull requests, a documented alternative is ${{ github.head_ref || github.run_id }}. The run ID provides a unique fallback when the head reference is absent. If a workflow also handles other event types, choose a fallback appropriate to those triggers, as in the multi-event example above.

Put concurrency on the deployment job when only deployment needs the lock. A fixed group such as production-deploy makes deployments to that target share a queue:

GitHub’s current workflow syntax documents a maximum of 100 pending workflow runs or jobs per concurrency group; when the group is at capacity, additional work is canceled. queue: max cannot be combined with cancel-in-progress: true. See the workflow syntax reference for queue behavior and limits.
This queue does not promise strict event-dispatch order. GitHub says ordering is not guaranteed because the time at which each item starts waiting may vary. Use this setting to retain pending deployments, not as a guarantee that releases execute in the order their triggering events were dispatched.

When replacing pending work is acceptable
If a deployment target only needs the newest desired state—for example, a disposable preview—default pending-run replacement may be appropriate. If every release must be deployed, use the queue policy instead. Do not enable active-run cancellation for a deployment that must finish before a newer deployment proceeds.
Concurrency is not environment protection
Concurrency controls whether work runs at the same time and what happens to pending items. GitHub Environments provide separate deployment controls, including required approvals, branch restrictions, and access to environment secrets. Configure each for its own purpose rather than treating a concurrency group as an approval or access-control mechanism. GitHub’s deployment documentation explains environment and deployment controls.

Common configuration mistakes
- Using an overly broad group: unrelated workflows or targets can contend for the same group. Include workflow identity for checks and deployment-target identity for deploy jobs unless sharing is intentional.
- Assuming every event has
github.head_ref: add a suitable fallback when a workflow handles pushes or other event types. - Canceling work that must complete:
cancel-in-progress: truestops the active item in the group when newer work arrives. - Treating the default as a queue: a new item replaces the existing pending item unless queue behavior is configured differently.
- Assuming case distinguishes groups: group names are case-insensitive, so capitalization does not create separate locks.
- Expecting strict FIFO order: queued work is not guaranteed to execute in event-dispatch order.
