Configure the WAF in front of every web and API hostname, start in detection mode, establish a normal-traffic baseline, classify verified and unknown automation, then apply endpoint-specific rate limits and challenges before blocking. Preserve the original client IP through your CDN or reverse proxy; otherwise a rule may throttle every visitor behind one proxy address or fail to identify a distributed attack.

The safest rollout is progressive: observe, classify, challenge ambiguous traffic, block confirmed abuse, and continuously compare security actions with legitimate conversions, API success rates, and origin load. The steps below apply the same principles to AWS WAF, Cloudflare, and Azure WAF.

What a WAF can—and cannot—stop

A web application firewall (WAF) evaluates HTTP and HTTPS requests before they reach an application. It can match managed attack signatures, inspect methods and paths, count requests, recognize bot characteristics, issue browser challenges or CAPTCHAs, and block requests that meet a rule. That makes it useful against scraping, credential stuffing, vulnerability scanning, fake account creation, inventory hoarding, and automated abuse of expensive endpoints.

A WAF does not prove a person is human from one signal. User-agent strings are easy to copy, IP addresses rotate, and a shared corporate NAT or mobile carrier can put many real users behind one address. Effective bot mitigation combines identity, behavior, endpoint risk, authentication state, response outcomes, and time windows. It also requires application controls such as strong authentication, account lockout safeguards, password-reset protections, and API authorization.

Prepare the traffic path before writing rules

Put inspection in front of every relevant hostname

List production web hosts, API hosts, upload services, administrative portals, checkout domains, and alternate legacy names. Attach the WAF to each hostname that can reach the application. An unprotected API or forgotten subdomain is often enough for an attacker to bypass the controls on the main site.

Preserve the real client IP

When a CDN or reverse proxy sits in front of the WAF, confirm which header or provider integration carries the originating address. AWS documents automatic originating-IP recognition for CloudFront, Cloudflare, and Fastly in Bot Control; other proxies require explicit forwarded-IP configuration. Validate the result by sending a test request from a known address and checking the WAF log, the application log, and the proxy headers. Never trust an arbitrary client-supplied forwarding header unless the request came through a proxy you control.

Protect the origin from bypass

Restrict the origin firewall or security group so that normal traffic can reach it only through the WAF or approved private paths. Otherwise an attacker can discover the origin address and send requests directly, bypassing bot rules, rate limits, and challenges. Keep a controlled administrative path for emergency access rather than leaving the application publicly reachable.

Start in detection mode and build a baseline

Enable the vendor’s managed rule set and bot detection in a mode that logs, counts, or labels requests without blocking them. Microsoft recommends Detection mode first: review WAF logs, tune narrow exclusions and overrides, and only then switch to Prevention mode. AWS advises enabling targeted Bot Control during normal traffic so its behavioral models can form a baseline; AWS states that meaningful machine-learning baselines may take up to 24 hours.

Use a representative period that includes business hours, weekends, deployments, marketing campaigns, and scheduled integrations. Record:

  • Requests per minute by hostname, path, method, source network, session, and authentication state.
  • Normal status-code proportions, including successful responses, redirects, 401/403 authentication failures, 404 probes, and 429 rate-limit responses.
  • Origin request volume, CPU and database load, latency, and expensive operations such as exports or searches.
  • Known search crawlers, uptime monitors, internal health checks, mobile applications, and partner integrations.
  • Conversion and completion rates for sign-in, sign-up, checkout, password reset, and other user journeys.

Do not choose a universal request threshold before this observation period. A public article page, a login form, and a report-export endpoint have different legitimate rates and different costs to your infrastructure.

Classify automation before taking action

Allow verified automation deliberately

Create a documented category for verified search crawlers, uptime monitors, internal health checks, and partner integrations. Verification should use the provider’s identity signals, authenticated credentials, signed requests, stable network ranges, or a reverse-DNS check followed by forward-DNS confirmation where appropriate. A matching user-agent alone is not verification.

AWS Bot Control allows verified bots by default and can separately rate-limit a verified crawler when its request rate is harmful. Preserve that distinction: a legitimate crawler may be allowed to fetch ordinary pages but restricted from login, search, or high-cost API operations.

Separate likely automation from confirmed abuse

Use managed labels or bot scores together with request path, HTTP method, authentication status, cookie or session continuity, source IP or ASN, response status, and behavior over time. Signals that become stronger in combination include:

  • High request rates across many accounts or sessions.
  • Repeated login failures, password-reset attempts, or account-creation errors.
  • Rapid enumeration of URLs that return many 403 or 404 responses.
  • Requests that ignore cookies, execute no browser script, or present inconsistent headers.
  • Automation that changes IP addresses while retaining the same session cookie or device characteristics.
  • Access to a destructive or expensive action without the preceding user journey.

Apply a lower-confidence label to traffic that merely looks unusual. Reserve an unconditional block for a confirmed malicious signature, impossible behavior, or a client that repeatedly fails a challenge.

Build layered WAF rules

Keep managed protections enabled

Managed rules cover common web exploits and vendor-maintained signatures. Enable them in detection mode first, then inspect which rule groups trigger on legitimate requests. Override or exclude only the smallest rule variable, parameter, or endpoint needed to resolve a known false positive. A broad exclusion can create an inspection gap across the entire application.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Combine bot signals with application context

A useful custom rule expresses several conditions, for example: a likely-automated request, a sensitive path, a non-idempotent method, and an unauthenticated or repeatedly failing session. This is safer than blocking every request from a score range across the whole site. Include response status and authentication state where the platform supports them; repeated failures often reveal abuse more reliably than the initial request.

Use cookies and sessions for distributed attacks

IP-only controls fail when an attacker rotates addresses or when many legitimate users share one address. Cloudflare documents cookie-based counting for distributed attacks. A session-cookie key can expose one automated client moving across addresses, while an IP key remains useful for concentrated attacks. Combine keys when the product supports it, and ensure that the cookie cannot be trivially reset on every request.

Rate-limit the endpoints attackers value

Start with login, password reset, account creation, checkout, search, API methods, and expensive exports. Choose the counting dimension that matches the abuse rather than applying one site-wide number.

Abuse pattern Primary key Useful additional conditions Typical action
Many attempts from one address Source IP Login or reset path; failed response status Rate limit, then challenge
Rotating addresses using one client Session cookie or bot-management identifier Same path and method; high failure count Challenge or temporary block
Credential stuffing across accounts IP plus account identifier, where supported 401/403 responses; login method Progressive delay, challenge, alert
Scraping public content Bot score plus path GET method; verified-crawler exception Throttle or browser challenge
Expensive API or export use API key, user, or session Endpoint and method; response cost Low quota, 429 response, alert
URL probing Source IP Repeated 403/404 responses Managed challenge or short block

Thresholds must come from your baseline and endpoint risk. Cloudflare gives an example of counting clients that generate repeated 403 or 404 responses and applying a managed challenge at 5 requests per 3 minutes; that is a vendor example, not a universal setting. AWS notes that standard rate-based mitigation usually has a 30–50 second lag, so do not treat a rate rule as an instant circuit breaker. Add application-side controls when an attack requires sub-second response.

Choose challenge, throttle, or block

Action Use when Benefit Risk
Observe or label Signal is new or uncertain Builds evidence without disrupting users Abuse continues while you learn
Rate limit Traffic is excessive but may include real users Protects origin while preserving some access Shared IPs or busy users may be slowed
JavaScript or browser challenge General web traffic has mixed human and automated clients Filters basic clients with limited friction Breaks some browsers, scripts, and accessibility tools
CAPTCHA or interactive challenge High-value flows such as sign-in, sign-up, or checkout Stronger separation at a narrow point Conversion and accessibility costs
Block Confirmed malicious signature or repeated failed challenges Immediate traffic reduction False positives are difficult to recover from

Azure describes JavaScript challenge as the default for general web traffic and interactive CAPTCHA for high-value flows. AWS targeted protection supports challenge, CAPTCHA, background browser challenges, fingerprinting, and behavioral heuristics. Present the least disruptive action that can separate suspicious clients, and escalate only when the evidence justifies it.

AWS WAF implementation

Add Bot Control to the web ACL

Add AWSManagedRulesBotControlRuleSet to the Web ACL that protects each relevant host. Common inspection identifies self-identifying bots. Targeted inspection adds detection for sophisticated bots that do not identify themselves and uses rate limiting, CAPTCHA, background browser challenges, fingerprinting, and behavioral heuristics.

Use labels and verified-bot handling

Enable the rule set during normal traffic, allow the baseline to form, and review labels in sampled requests and logs. Use labels to create custom rate rules, verified-bot exceptions, or headers passed to the origin. Keep exceptions narrow: a verified search crawler might receive an allow action for ordinary content while still facing a rate rule on search or account paths.

Check the proxy identity

For CloudFront, Cloudflare, and Fastly, AWS documents automatic recognition of the originating IP in Bot Control. For another proxy, configure forwarded-IP handling and test it before enabling IP-based rules. If the WAF sees only the proxy address, an IP threshold can affect every customer using that proxy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cloudflare implementation

Classify automation in the WAF controls

Use WAF rulesets and Security Settings to distinguish definitely automated, likely automated, and verified bots. Enterprise Bot Management exposes bot scores; where available, combine the score with the request path, method, authentication state, and business action instead of applying a score globally.

Create action-sensitive rate rules

Cloudflare supports bot-management fields in rate-limiting expressions. Build separate rules for login, account creation, destructive actions, API methods, and expensive reads. Cookie counting helps identify a distributed client that changes IP addresses. A rule that counts repeated 403 or 404 responses can challenge URL scanners without interrupting normal page views.

Allow legitimate crawlers narrowly

Use verified-bot classifications and path-specific exceptions, then monitor crawl volume and origin requests. Do not allow a crawler to bypass controls on authentication, search, checkout, or administrative paths merely because it is verified.

Azure WAF implementation

Deploy managed rules in Detection mode

Start managed rule sets in Detection mode, inspect logs, tune narrow exclusions and rule overrides, and then move to Prevention. Microsoft warns that broad exclusions create inspection gaps; exclude only the specific variable, selector, or endpoint that is known to produce a false positive.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Add custom Layer 7 controls

Use custom rules for IP, ASN, geography, headers, methods, and rate limits. Enable Bot Manager where supported. Azure’s Layer 7 guidance separates automated mitigation, JavaScript challenge, CAPTCHA, rate limiting, targeted signatures, and origin protection, allowing you to apply different actions to public pages and high-value transactions.

Keep blocking narrow during an attack

Microsoft describes blocking as a blunt instrument during a Layer 7 attack because hostile traffic often comes from IP addresses and geographies that also carry real users. Prefer a challenge or rate limit when the same source range contains legitimate customers, and block only a confirmed signature or a client that repeatedly fails verification.

Verify rules without creating an outage

  1. Replay representative legitimate requests in a staging environment or a controlled production test account. Include mobile browsers, accessibility tools, partner clients, native apps, and scheduled jobs.
  2. Enable the rule in count, log, or challenge mode for a limited scope, such as one endpoint or a test header. Confirm that the WAF action and application response match your design.
  3. Inspect sampled requests and full logs for the true client IP, rule ID, labels, score, path, method, cookie key, response status, and action.
  4. Compare origin request volume and latency before and after activation. Confirm that 429, 403, CAPTCHA, and challenge responses are handled correctly by browsers and API clients.
  5. Promote the rule gradually: one hostname, one endpoint family, then the wider application. Keep a documented rollback switch and an emergency allow path restricted to trusted administrators.

Monitor the signals that reveal false positives

Review dashboards and alerts for challenge pass rate, blocked requests, origin request volume, status-code spikes, latency, conversion, support reports, and verified-bot impact. A sudden fall in checkout completion with no corresponding fall in attack traffic is a release signal to investigate, not proof that the rule is working.

Cloudflare documents mitigation lag and recommends combining rate limiting with Bot Management. AWS notes that dynamic baselines and mitigation take time. Account for that delay in incident response: use origin autoscaling, application quotas, and upstream network controls when a burst can exhaust resources before the WAF action takes effect.

Googlebot or another crawler is being challenged

Confirm the crawler through a provider-supported verified-bot signal rather than its user-agent. Add an exception only for the required paths and methods, and apply a separate rate limit if its crawl rate is excessive.

The WAF sees only a CDN address

Correct the forwarded-IP integration, verify trusted proxy boundaries, and repeat the known-source test. Do not activate IP-based enforcement until the logs show the actual client address.

Attackers rotate IPs and evade the limit

Count by session cookie, bot-management identifier, account, API key, or a combined key. Add behavioral conditions such as repeated failed responses and impossible request sequences. Challenge the suspicious session rather than chasing each address.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An API client cannot complete a browser challenge

Do not force browser interaction on a machine-to-machine integration. Authenticate the client with a credential or signed request, assign an endpoint-specific quota, allowlist its verified network where practical, and monitor its usage separately.

Managed rules create false positives

Identify the exact rule variable and request parameter that triggered. Add the smallest documented exclusion or override, test the affected workflow, and retain logging for the excluded field. Never disable an entire managed group to resolve one parameter collision.
