Complete The Emissary by collecting the Emissary’s Seal in the poison-gas area at Valley of Ashes, finding the Emissary’s Letter after Slaughtermill, investigating the hidden camp, and opening the final route at Fortress. The quest ends when you interact with the red cloth beside the blocked gate, rewarding a Sands of Time consumable.

1. Collect the Emissary’s Seal
Fast-travel to the Valley of Ashes > The Other Side Lantern. Enter the poison-gas area on the left and proceed through it until you reach a carriage partway along the route.

Inside the carriage, take the key item named Emissary’s Seal from the table. You need this item before the hidden-camp investigation can advance.

- Keep to the intended path rather than wandering through the gas-covered ground.
- Use visible terrain and structures as landmarks so you can retrace the route after obtaining the letter.
- If you are taking damage quickly, move decisively between safe sections instead of stopping in the gas.
2. Find the Emissary’s Letter after Slaughtermill
Travel to Vale of Wrath > Old Windmill. The letter becomes available immediately after you defeat the Slaughtermill boss.

From the platform, walk down the tunnel. After a short distance, check the right-hand side for the note titled Emissary’s Letter. It is easy to pass if you keep moving straight down the tunnel, so deliberately scan the right wall and floor as you leave the arena.
3. Investigate the hidden camp
Return to Valley of Ashes > The Other Side once you have both the seal and the letter. Re-enter the poison area and follow the route down the hill. Continue along the path until you reach a camp concealed by the poison.

- Pick up the note lying on the ground.
- Interact with the body in the middle of the camp.
Both interactions are required. Reading the note alone does not finish this stage; make sure the body examination prompt has been used before leaving.

4. Open the route at Fortress
Go to Fortress > The Other Side. Near the poison, a train car blocks the route. Shoot the train car’s marked weak spot to open the way forward.

If the weak spot is out of view
The correct target can be difficult to see from ground level. Climb to the area above the cliffs and aim down at the train car. The elevated angle exposes the weak spot and is the reliable solution when nearby terrain prevents a clear shot.
5. Complete The Emissary
Proceed through the opening created by the destroyed train-car section. At the blocked gate, look for the red cloth beside it and interact with the cloth. This interaction completes The Emissary and grants a Sands of Time consumable.

Can the quest be missed?
The Emissary is not identified as a missable quest. The published quest guidance states that, apart from The Choir, side quests can be started and completed after the story. If you have already finished the main narrative, revisit the listed Lanterns and follow the same sequence.
Some side quests include dialogue choices that change their outcome. Those choices do not alter the side-quest reward in the cited guidance, and no alternate reward route is established for The Emissary.
