Compare locations with a set of aligned measures, not one “cost-of-living score.” For each candidate place, combine the regional price level (BEA Regional Price Parities), a household-specific basic-needs budget (MIT Living Wage Calculator), pay and employment for the same occupation (BLS Occupational Employment and Wage Statistics), and local labor-market context (BLS LAUS and QCEW). Keep the geography, household type, occupation and reference year consistent, then show the trade-offs in a worksheet or table.

What you are actually comparing

A relocation decision has at least four separate questions:

  • How expensive is the place overall? Regional Price Parities (RPPs) compare price levels with the U.S. average.
  • What would my household’s essentials cost? A household model accounts for family size, children, childcare and other needs that a broad index cannot.
  • What could I earn in my occupation? Occupational wage estimates show the pay distribution for a defined job and geography.
  • How deep is the local market? Employment counts, occupational prevalence, unemployment and industry employment describe opportunity, but they do not equal a guaranteed vacancy.

These measures answer different questions. Combining them transparently is more useful than inventing a single score whose weights hide the trade-offs.

Start by defining the decision

Write down the inputs before opening a data table. A comparison for a single software developer moving for a signed offer is different from a family considering a broad job search.

Choose candidate places

Name the state, metropolitan area, county or nonmetropolitan area you will compare. Use the same geographic level for every measure where possible. A state RPP and a city wage estimate are not interchangeable: a state average can conceal a high-cost metro and a lower-cost rural area.

Define the occupation

Use the most specific realistic occupation code in the BLS Occupational Employment and Wage Statistics (OEWS) system. If your background spans several roles, list each plausible occupation rather than substituting a broad “professional” category. Record the occupation title and code so another person can reproduce the search.

Describe the household

Record the number of adults, the number and ages of children, whether each adult works full time, and any childcare or transportation constraints. These details determine which MIT Living Wage Calculator family type applies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

State the decision and date

Mark whether you are evaluating a specific offer, an active job search or a general relocation. Also record the publication or download date and each dataset’s reference year. Government estimates are updated and revised; a comparison is only as current as the releases it uses.

Use BEA Regional Price Parities for the broad price level

The U.S. Bureau of Economic Analysis (BEA) Regional Price Parities compare the price level in a state or metropolitan area with the national level for a particular year. A value of 100 represents the U.S. average; 110 means the measured basket was about 10 percent above that average for that year, while 90 means about 10 percent below. RPPs are spatial comparisons. They do not tell you how much prices rose from one year to the next, so do not use them as an inflation time series.

The latest BEA release reviewed is dated February 19, 2026 and reports 2024 estimates. Its 2024 state all-items examples are:

State All-items RPP (2024) Attribution
California 110.7 U.S. Bureau of Economic Analysis, 2024
Hawaii 110.0 U.S. Bureau of Economic Analysis, 2024
New Jersey 108.8 U.S. Bureau of Economic Analysis, 2024
Mississippi 87.0 U.S. Bureau of Economic Analysis, 2024
Arkansas 86.9 U.S. Bureau of Economic Analysis, 2024

These are regional averages, not predictions of an individual budget. They also do not establish that every city in a high-RPP state is more expensive than every city in a low-RPP state.

Check the housing component

Housing rents can drive much of the regional difference. In the same 2024 state data, California’s housing-rent RPP was 154.3, while West Virginia’s was 54.2 — each figure is attributed to the U.S. Bureau of Economic Analysis, 2024. Compare the housing component alongside the all-items value rather than assuming the all-items ranking explains your rent or mortgage.

Interpret the BEA infographic correctly

BEA’s “How Much Does It Cost to Live in Your Area?” infographic is a search-friendly explanation of the question, but its displayed statistics reflect data published in December 2024. Check the release date and reference year shown with any infographic or chart before putting it next to newer tables.

Build a household budget with MIT’s Living Wage Calculator

A broad RPP cannot represent every family. MIT’s Living Wage Calculator supplies geographically specific estimates for 12 family types at county, metropolitan and state levels. It covers food, childcare, health care, housing, transportation, broadband, civic engagement and other necessities.

What the estimate means

MIT describes a living wage as “what one full-time worker must earn on an hourly basis to help cover the costs of their family’s minimum basic needs where they live without depending on public or private assistance.” Treat the result as a floor for basic adequacy, not as a comfortable-lifestyle or wealth-building target.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The methodology does not include savings, retirement investments, leisure or unpaid vacations. Add your own amounts for emergency savings, debt repayment, retirement, travel, disability coverage or other goals when testing whether an offer is sustainable.

Match the family type and geography

  1. Select the county, metro or state that matches the rest of your comparison. If the calculator’s boundary differs from the OEWS metro or your intended commute, write down that limitation.
  2. Select the family type that matches the adults and children in your household. Do not use a one-adult model for a two-adult household simply because it produces a convenient number.
  3. Record each category, especially housing, childcare, health care and transportation. Those categories often change the decision more than the all-items RPP.
  4. Record the calculator year and dollar basis. The 2026 calculator adjusts source inputs from different years to December 2025 dollars, so its estimate is not a single-year survey of every underlying cost.

Keep the MIT estimate separate from an RPP. The RPP says how a region’s prices compare with the national level; the calculator models a specified household’s minimum needs.

Measure pay and occupational opportunity with OEWS

BLS OEWS provides employment and wage estimates by detailed occupation for national, state, metropolitan and nonmetropolitan areas. The latest tables listed in the reviewed program page are May 2025. Use the same occupation and geography for every candidate location.

Use more than the mean wage

When available, capture the mean and percentile wages (such as the 10th, 25th, median, 75th and 90th percentiles). A mean can be pulled upward by a small number of highly paid workers; a median or middle percentile may better represent what an established worker can expect. Percentiles also help you test an entry-level, typical and experienced scenario without pretending that one number fits everyone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record employment counts

OEWS employment is an estimate of existing jobs in the occupation and area. It is not a count of current postings and is not a promise that an employer is hiring. Use job boards, employer career pages or direct employer verification if your decision depends on openings right now; OEWS alone cannot answer that question.

Read the location quotient

BLS defines an occupational location quotient (LQ) above one as a higher share of local employment in that occupation than the occupation’s share of U.S. employment. A high LQ indicates relative prevalence, not ease of getting hired, future growth or a guaranteed vacancy. A small area can have a high LQ with few total jobs, while a large area can have many jobs and an LQ below one.

OEWS field What it answers What it does not answer
Employment estimate How many people are estimated to work in the occupation locally How many positions are open today
Mean wage Average estimated pay for the occupation and area Your likely offer or take-home pay
Percentile wage Pay at a point in the local wage distribution A guarantee that your experience places you at that percentile
Location quotient Whether the occupation is relatively concentrated locally Hiring speed, job quality or future demand

Add the broader labor-market picture

LAUS: people by place of residence

BLS Local Area Unemployment Statistics (LAUS) reports local employment, unemployment and labor-force measures by place of residence. It helps answer whether residents are participating in the labor market and how unemployment compares between places. LAUS is a resident-based series, so it is not directly interchangeable with an occupation’s workplace-based OEWS count.

QCEW: employers by industry

BLS Quarterly Census of Employment and Wages (QCEW) reports employer-reported employment and wages by industry. It covers more than 95 percent of U.S. jobs according to the BLS program page. QCEW can show whether the industries that employ your occupation have a substantial local footprint and how industry employment and wages are changing, but it is not an occupation-specific vacancy measure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Because LAUS, QCEW and OEWS use different units and coverage, label each one explicitly. Do not add a resident labor-force count to an employer employment count or treat the result as a single labor-market total.

Align geography and time before comparing

Most misleading comparisons fail at the boundaries rather than the arithmetic. Create a small alignment check for every row:

For example, a 2024 BEA RPP can sit beside May 2025 OEWS wages only if you label the years and explain that they are the latest available releases for different measures. Do not describe them as if they were collected in one survey.

Build a side-by-side comparison worksheet

Use one row per location and one column per measure. A source-and-interpretation table keeps the evidence visible:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Source Measure to record Geography Period Interpretation
BEA RPP All-items RPP and housing-rent RPP State or metro Annual; latest reviewed release reports 2024 Relative price level, not inflation or a personal budget
MIT Living Wage Calculator Annual basic-needs cost and category costs County, metro or state; selected family type 2026 calculator; inputs adjusted to December 2025 dollars Minimum adequate needs under the model’s assumptions
BLS OEWS Mean, percentiles, employment estimate and LQ for the occupation State, metro or nonmetro May 2025 tables listed Existing occupational employment and wage distribution; not vacancies
BLS LAUS Labor force, employment and unemployment Place of residence Specify month or annual period Resident labor-market conditions
BLS QCEW Industry employment and wages Employer location and industry Specify quarter or annual period Employer and industry scale; not occupation-specific openings

Calculate the affordability gap

For each location, compare the wage measure you selected with the MIT annual basic-needs estimate:

annual wage gap = selected annual wage − annual basic-needs cost

If you start with an hourly wage, multiply by the annual hours you actually expect to work, then state the assumption. A full-time year is not guaranteed: unpaid leave, part-time schedules and job changes reduce realized income. The gap is a screening measure, not disposable income, because taxes, benefits, debt and savings goals still need separate treatment.

Turn the numbers into a decision

Separate “cheaper” from “better”

A lower RPP can coincide with lower occupational wages, while a high-wage metro can leave more or less money after housing and childcare. Compare at least three views for each place:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Price view: all-items and housing RPP.
  2. Household view: MIT total and the categories that dominate your budget.
  3. Career view: occupation percentiles, employment count, LQ and industry context.

Then test the result against your actual offer or plausible wage percentile. If only the mean wage makes a location affordable but the median does not, mark the result as sensitive to seniority or employer selection.

Use scenarios instead of false precision

Make an entry, typical and experienced scenario using appropriate OEWS percentiles. Keep the household model fixed while changing the wage assumption, or keep the wage fixed while testing a different family type; changing both at once hides the cause of the result. Add a separate scenario for rent, childcare or commuting if those costs are uncertain.

Investigate outliers

A location with an unusually high housing RPP, a low occupational employment count or a high LQ deserves a closer look. Check whether the geography is a small nonmetro area, whether the occupation is concentrated in one industry, and whether the apparent advantage depends on a boundary mismatch. Do not discard an outlier automatically, but do not generalize it to an entire state either.

Common mistakes and how to correct them

Using an RPP as a personal budget

Problem: “The index is 90, so my expenses will be 10 percent lower.”
Correction: Use the RPP as a regional price-level signal, then use the MIT family-specific categories for your household.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Calling RPP inflation

Problem: Treating a higher 2024 value than a prior year as the percentage increase in prices.
Correction: RPPs compare places in a given year; use an appropriate inflation series for changes over time.

Comparing mismatched occupations

Problem: Using one area’s broad occupation and another area’s specialized occupation.
Correction: Keep the OEWS occupation code identical, or show separate realistic occupations and explain why.

Equating employment with openings

Problem: Reading an OEWS employment count as the number of jobs available to applicants.
Correction: Treat it as existing employment and verify current openings separately.

Mixing residents and workplaces

Problem: Comparing LAUS resident unemployment directly with QCEW or OEWS workplace counts.
Correction: Label the population and unit for every statistic.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring family composition

Problem: Applying a single-adult budget to a household with children or childcare costs.
Correction: Select the matching MIT family type and inspect childcare, health care, housing and transportation lines.

Hiding the data year

Problem: Presenting 2024 prices and 2025 wages as one current-year figure.
Correction: Put the reference year beside every number and record release dates.

A repeatable comparison checklist

  1. List candidate places, household composition, realistic occupation code and decision type.
  2. Select a common geography and document unavoidable boundary differences.
  3. Record BEA all-items and housing RPPs, with year and attribution.
  4. Run the matching MIT family type and save the total and key categories.
  5. Extract OEWS mean, percentile wages, employment estimate and LQ for the same occupation.
  6. Add LAUS resident labor-force and unemployment measures for the same period.
  7. Add QCEW industry employment and wages for industries relevant to the occupation.
  8. Calculate wage minus basic-needs cost under clearly stated work assumptions.
  9. Test entry, typical and experienced wage scenarios and identify the assumptions that change the ranking.
  10. Verify current openings and employer conditions if the decision concerns an immediate job search.
  11. Write the conclusion as a trade-off, not a universal winner.

What a defensible conclusion looks like

A strong conclusion states which location has the lower measured price level, which household costs drive the difference, how the occupation’s wage distribution compares, and whether the local market is deep enough for the reader’s search. It also names the year, geography and major uncertainty. For example, you might find that one metro has a lower all-items RPP but a smaller occupational employment base, while another has higher rents yet a larger concentration of employers. That is a decision between affordability, career depth and risk—not a ranking produced by one index.
