Compare the whole offer, not the headline salary. Request the proposed terms and benefit-plan details in writing, place every offer on the same time horizon, separate guaranteed cash from conditional bonus or equity, and value benefits according to the coverage, rules, employee cost, and usefulness to you. A higher salary is not automatically the better package if it comes with materially higher health costs, weaker retirement contributions, less paid leave, or work conditions you cannot sustain.
What total compensation means
Total compensation is the economic package attached to a job, not just annual base pay. The U.S. Department of Labor’s Employment Workshop participant guide says, “When reviewing a job offer, consider the entire package, not just salary.” In practice, that package has three layers:
- Guaranteed cash: base salary and any allowance that is contractually promised.
- Conditional or uncertain value: bonus targets, commissions, sign-on payments with repayment clauses, profit sharing, and equity whose value depends on vesting, performance, a future sale, or market price.
- Benefits and working conditions: health and other insurance, retirement contributions, paid leave, holidays, education support, schedule, hours, location, and flexibility.
Use the phrase “total compensation” carefully. An employer’s cost for a benefit is not the same as money you will receive or value you will personally get. Your comparison should show both the employer-provided benefit and the cost, restrictions, and practical usefulness to you.

Before calculating anything, ask for the complete proposed terms. The Department of Labor suggests saying, “I want to make sure I understand all the components of the offer; will you send me an email outlining the proposed terms?” Request the summary plan descriptions or enrollment materials for insurance and retirement plans, plus the written rules for bonus, equity, leave, and repayment obligations.

Put every offer into the same annual view. If one employer quotes a monthly premium and another quotes an annual amount, convert them to annual figures. If one offer includes a first-year sign-on payment, show it separately from recurring compensation. Record the date on which each payment or benefit becomes available.
| Category | Offer A | Offer B | What to record |
|---|---|---|---|
| Base salary | Annual amount | Annual amount | Currency, pay frequency, review date, and whether the figure is guaranteed |
| Guaranteed allowances | Annual amount | Annual amount | Eligibility, taxable treatment, and whether the allowance can change |

| Other benefits | Details | Details | Life or disability insurance, education support, reimbursements, and employee contributions |
Separate certainty from upside
Do not put every stated figure into one total. Create at least two views: a guaranteed subtotal and a possible-value scenario. A simple structure is:
Guaranteed annual value = base salary + guaranteed allowances + employer retirement contribution you are eligible to receive + benefits you have assigned a defensible personal value to
Possible annual value = guaranteed annual value + expected bonus or commission + vested equity value for the period
The second line is not a promise. Label each assumption and show a range when the outcome is uncertain. A target bonus is not guaranteed merely because it appears in an offer letter. Check whether the plan is discretionary, whether you must be employed on the payment date, how individual and company performance affect it, and whether the employer has supplied actual payout history.

Bonuses and commissions
Record the target percentage or amount, the performance formula, thresholds, caps, measurement period, and payment timing. Ask whether a partial year is prorated and what happens after resignation or termination. If the employer gives a historical payout range, keep that information separate from the contractual target; historical results do not establish a future entitlement.
Sign-on and relocation payments
Treat a one-time payment as first-year compensation, not recurring salary. Note gross amount, expected net amount after withholding, payment date, and every repayment condition. A clause requiring repayment if you leave within a specified period can make the payment a liability during that period.

Identify the instrument, grant basis, vesting schedule, cliff, exercise price if applicable, expiration rules, and restrictions on selling or transferring it. A grant described as a dollar value may be based on a valuation at a particular date; it is not the same as cash. Model what vests in each year, then create low, middle, and high scenarios rather than adding the headline grant value to guaranteed pay. Note forfeiture rules if employment ends and any transaction or liquidity limitations.
Value benefits using the terms you will actually receive
Health insurance
Compare the enrollment tier you would use, not the employer’s total premium for every employee. Record your payroll premium, deductible, coinsurance, out-of-pocket maximum, network, prescription coverage, and eligibility date. A plan with a higher employer contribution can still be less valuable to you if your required premium or expected cost sharing is higher, or if your doctors and medications are outside the network. Do not add the employer’s premium and your own premium together as personal value; the employer payment is the subsidy, while your contribution is a cost.
Retirement plans
Use the employer contribution you are eligible to receive under the plan’s rules. For a match, determine the contribution required from you to obtain the full match and the compensation limit used in the formula. For a fixed employer contribution, check eligibility and any service requirement. Apply the vesting schedule: an unvested contribution is not equivalent to cash you can keep if you leave. Keep your own deferrals out of employer compensation; they are your money redirected into savings.

Paid time off and holidays
Count the actual days or hours, then read the operating rules. A stated annual allowance may accrue over time, have a waiting period, require approval, or expire at year-end. Check carryover and payout rules, sick-leave treatment, company holidays, and whether leave is combined into one bank. Assign a personal value based on how likely you are to use the time and what replacing that time would cost you, rather than multiplying days by salary without considering restrictions.
Other insurance and benefits
List life, disability, accident, commuter, education, professional-development, and reimbursement benefits only when you can state the eligibility and employee cost. Verify coverage limits, waiting periods, tax treatment, and whether the benefit is available immediately or only after a service period. A benefit you will not use should not receive the same personal value as one that replaces an expense you already incur.
Include hours, flexibility, and location
The Department of Labor identifies hours and flexibility alongside salary, vacation, benefits, and retirement plans as offer factors. Record expected weekly hours, regular start and end times, overtime or on-call expectations, travel, commuting days, and the location policy. Clarify whether remote or hybrid work is a written policy, a manager’s practice, or subject to change. A lower-salary offer may produce greater practical value if it eliminates a costly commute, permits a schedule that fits caregiving, or reduces uncompensated availability. Conversely, a nominally flexible role can be less valuable if the workload routinely extends beyond the stated hours.
A step-by-step comparison method
- Collect documents. Obtain the offer letter, bonus or commission plan, equity agreement, insurance summaries, retirement-plan rules, leave policy, and any relocation or sign-on agreement.
- Normalize the period. Convert recurring amounts to annual figures and identify one-time payments. Use the same start date and first-year or steady-state horizon for both offers.
- Build the guaranteed column. Enter base salary, guaranteed allowances, eligible employer retirement contributions, and only those benefits for which you know the employee cost and terms.
- Build the conditional column. Enter bonus targets, commissions, equity vesting, and other contingent items with their conditions, timing, and forfeiture rules.
- Calculate employee costs. Add health premiums, required retirement contributions to obtain a match, commuting or parking costs, and other recurring expenses created by the job.
- Assign personal values. Value leave, insurance, flexibility, and education support according to your likely use and replacement cost. Keep your assumptions visible.
- Run scenarios. Show a conservative case with no discretionary bonus and limited equity value, a target case using stated targets, and an upside case only when the plan permits it. Do not present the upside as guaranteed.
- Check nonfinancial fit. Compare workload, travel, schedule, location, growth opportunity, and stability. These factors can change the value of every dollar in the package.
- Ask targeted questions. Send unresolved items to the recruiter or hiring manager in writing and update the worksheet only when the answer is documented.
- Make the decision from the range. Prefer the offer that remains acceptable in the conservative case, not one that wins only if every contingent payment arrives.
How to compare competing offers
Use five decision axes rather than one blended number:
- Guaranteed annual cash: salary and contractual cash allowances after accounting for employee-paid premiums and work-related costs.
- Contingent upside: realistic bonus or commission outcomes and the portion of equity that vests during the comparison period.
- Protection and savings: health coverage, employer retirement contributions, disability or life insurance, and the waiting or vesting rules.
- Time and flexibility: paid leave, holidays, hours, travel, location, and schedule control.
- Personal fit: benefits you will actually use, family coverage needs, financial priorities, and tolerance for uncertainty.
When two offers are close, rank these axes by your own priorities. Someone covering dependents may place more weight on the health plan’s deductible and network; someone changing cities may focus on relocation repayment and commuting; someone nearing a vesting date may value immediate retirement eligibility. There is no universal conversion rate that makes every benefit comparable for every worker.

Illustrative worksheet with scenarios
The following example is a method demonstration, not a market quote. Suppose Offer A has a higher base salary but requires a larger health premium and has a discretionary bonus. Offer B has lower base pay, a contractual retirement contribution, more paid leave, and a smaller target bonus. Enter each item separately:
| Item | Offer A | Offer B | Certainty or adjustment |
|---|---|---|---|
| Base salary | Enter annual amount | Enter annual amount | Guaranteed if stated in the offer |
| Employee health premium | Enter annual cost | Enter annual cost | Subtract from your practical cash view |
| Employer retirement contribution | Enter eligible amount | Enter eligible amount | Reduce for unvested portion |
| Paid leave | Enter days and rules | Enter days and rules | Assign personal value after checking accrual and carryover |
| Bonus | Target and conservative case | Target and conservative case | Keep outside guaranteed subtotal |
| Equity | Vesting by year | Vesting by year | Use a range and document liquidity limits |
| Commute or required travel | Annual cost and time | Annual cost and time | Subtract costs; consider time separately |
After entering the facts, calculate three totals: guaranteed financial value, conservative total including only highly probable conditional items, and target total using the stated targets. Keep a notes column for every assumption. If a figure is not established, write “not stated” and ask for clarification rather than filling the gap with an estimate.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What published compensation statistics can and cannot tell you
Aggregate benchmarks provide context but cannot calculate your offer. The U.S. Bureau of Labor Statistics reported for March 2026 that private-industry wages and salaries represented 69.9% of employer compensation costs and benefits represented 30.1%. For civilian workers, the corresponding shares were 68.4% and 31.6%. BLS’s benefits category aggregates paid leave, supplemental pay, insurance including health care, retirement and savings, and legally required benefits. These are employer-cost shares across worker groups, not estimates of your take-home pay or the value of a particular plan.
The Congressional Budget Office’s analysis using 2022 data compared federal and private-sector employer costs. It found that benefits for federal workers averaged 43% more per hour than benefits for similar private-sector workers, while cautioning that benefits-cost estimates are more uncertain and that employee valuation may differ from employer cost. That comparison concerns federal workers and large private employers; it is not a general benchmark for choosing between two private offers.

Questions to resolve before accepting
- Which parts of the offer are guaranteed, and which are discretionary?
- What were actual bonus payouts for the relevant team or role, and how is a partial year handled?
- Must I be employed on the payment date to receive a bonus or commission?
- What happens to unvested equity, vested options, or unpaid incentives if employment ends?
- What are the health-plan premiums, deductible, out-of-pocket maximum, network, and effective date for my enrollment tier?
- What retirement contribution am I eligible for, when does eligibility begin, and when does it vest?
- How does paid leave accrue, and what are the carryover, approval, and payout rules?
- Are the stated hours, remote days, travel requirements, and location terms written or subject to manager discretion?
- Are sign-on or relocation payments repayable, and under what exact events?
- Which benefits are taxable, and what employee deductions will appear on each paycheck?
Common comparison mistakes and fixes
Adding every headline number
Mistake: treating a bonus target, full equity grant, and employer insurance premium as cash. Fix: maintain guaranteed, conditional, and employer-cost columns and label the timing of each item.

Ignoring employee-paid costs
Mistake: comparing salary while overlooking premiums, deductibles, retirement contributions needed for a match, commuting, or required travel. Fix: calculate the recurring costs created by each offer before assigning benefit value.
Using one “benefits percentage” for everyone
Mistake: applying an aggregate BLS share or an employer’s benefits-cost figure to your own package. Fix: use published statistics only as context and rely on your plan documents.
Assuming flexibility is permanent
Mistake: assigning a large value to an informal remote arrangement. Fix: ask whether the schedule and location terms are written, who can change them, and how much notice applies.
Failing to model departure
Mistake: counting unvested retirement or equity as if you will remain until the end of the vesting period. Fix: calculate what you keep if you leave after six months, one year, and the next major vesting date.
U.S. scope and individual limits
The Department of Labor, EEOC, BLS, and CBO material cited here is U.S.-focused. Eligibility, taxation, employment law, insurance, retirement vesting, and paid-leave rules vary by location and by plan. Use the written offer and plan documents as the controlling sources, and consult a qualified tax or financial professional for an after-tax calculation that depends on your personal circumstances. The most reliable comparison is therefore a documented range of outcomes, with employee costs and conditions visible, rather than a single impressive total.
