Short answer: compare tidal, wave and offshore wind at the project site, not by national resource totals. Measure the local resource time series, test whether a suitable device and foundation can survive the site, price the complete electricity-delivery system, and resolve transmission, permitting, ecology and other ocean uses. Offshore wind is generally the most commercially established of the three; tidal and wave can offer useful complements where their local resource and project conditions fit, but current evidence does not support a universal cost or output winner.
What a coastal comparison must decide
A useful comparison answers six linked questions:
- Is the resource present? Quantify the wind regime, tidal currents or range, and wave climate at the proposed lease area.
- Can equipment capture it? Device ratings, foundations, moorings, survivability and maintenance access must match water depth, seabed, currents, waves, storms and weather windows.
- What electricity profile results? Convert the measured resource into a time series of expected generation, including losses, outages and extreme-weather constraints.
- Can the power reach demand? Check export-cable routes, landing points, onshore grid capacity, congestion and the timing of transmission upgrades.
- What is the full project exposure? Include development, installation, operations, decommissioning, financing, insurance and connection costs rather than comparing a resource number with a tariff.
- Can the project be permitted and accepted? Account for ecological effects, protected areas, fisheries, navigation, military or aviation interests, cultural resources and stakeholder agreements.
The ranking can change from one coastline to the next. A technology with a large theoretical resource may be a poor project if the usable area is excluded, the grid is distant or installation vessels cannot reach the site.
Keep resource categories separate
The U.S. Department of Energy separates theoretical, technical and practical resource potential. The practical category is the one that incorporates real-world constraints: “Practical resource potential—portion of a technical resource that is available after other economic, environmental, and regulatory considerations are factored in.” A technical estimate therefore describes what a defined technology could theoretically extract under stated assumptions; it is not a forecast of profitable generation or a commitment to build.
National figures are context, not a site forecast
DOE’s Marine Energy Resource Assessment and Characterization overview (2021) summarizes these U.S. technical-resource estimates:

| Resource | Geography and measure | Reported value | How to use it |
|---|---|---|---|
| Wave | U.S. exclusive economic zone (EEZ), technical resource | 1,400 TWh per year | National technical potential; not expected output from a project. |
| Wave | U.S. waters to 10 nautical miles, technical resource | 770 TWh per year | A nearshore subset of the same national assessment; still not a site-level forecast. |
| Tidal | U.S. technical resource | 220 TWh per year | National estimate whose assumptions and tidal category must be checked before applying to a particular site. |
| Offshore wind | U.S. technical resource capacity (2016 assessment) | More than 2,000 GW | Computed after stated technical, environmental and competing-use exclusions; not current installed or awarded capacity. |
| Offshore wind | U.S. technical resource potential (2016 assessment) | 7,200 TWh per year | A modeled national potential from 2016, not a present-day buildout forecast. |
These values cannot rank two coastal parcels. They aggregate areas with different depths, seabeds, ports, cable distances, environmental exclusions and demand conditions. Use them to understand the scale of a national resource, then replace them with measurements and project models for the target coast.
How the three technologies differ
Tidal power
Tidal projects use the movement of seawater caused by the tide. Tidal-stream devices extract energy from moving currents; tidal-range schemes use a difference in water level across a barrage, lagoon or similar structure. Those designs have different civil works, environmental interactions and suitable geographies, so a planning study should state which category it evaluates rather than treating “tidal” as one device.
Tidal timing is governed by astronomical cycles, making the resource highly predictable in advance. Predictability does not mean constant output: generation follows the local ebb and flood pattern and can fall to zero between productive periods. Measure current speed and direction, depth, turbulence, shear, seabed conditions and navigation constraints over a period that captures the site’s tidal constituents and seasonal extremes. For tidal-range concepts, add basin geometry, sediment transport, water-level effects and flood or coastal-protection interactions.
Underwater equipment avoids some above-water visual effects, but access, corrosion, biofouling, subsea cables and retrieval in strong currents can dominate operations planning. Confirm that installation and maintenance vessels, ports, lifting systems and weather windows exist for the chosen device. The DOE national tidal figure is a technical estimate; it does not establish that a specific channel, estuary or lease area is economically viable.

Wave power
Wave-energy converters take energy from the motion of waves. The resource depends on the local wave spectrum, direction, period and seasonal storm pattern, not just an annual average wave height. Devices may be floating or fixed and may react to heave, surge, pitch, pressure or overtopping; the design determines moorings, anchors, survivability and array spacing.
Wave output is variable and can be forecast over short horizons from weather and ocean models. Storms can provide high energy but also impose the largest structural and access loads. A bankable assessment therefore needs joint statistics for wave height, period and direction, plus storm return conditions, downtime assumptions and a credible strategy for towing, retrieval or at-sea repair.
The DOE assessment reports 1,400 TWh per year of U.S. wave technical resource in the EEZ and 770 TWh per year to 10 nautical miles. Those are modeled national totals, not evidence that a nearshore array will deliver either number. Check whether the selected device has operating data at the site’s wave spectrum and whether the cable, mooring and maintenance plan can withstand local storms.
Offshore wind
Offshore wind uses turbines on fixed or floating foundations. The choice depends on water depth, seabed, metocean loads, port capability, installation vessels and distance from shore. Turbines can be grouped into arrays with export cables to a landfall and onshore substation; floating projects add mooring systems, anchors, dynamic cables and port assembly requirements.

Wind varies with weather, but a well-designed measurement campaign can characterize seasonal production and forecastability. Wake losses, turbine availability, electrical losses, curtailment and transmission limits must be represented in the generation time series. Offshore wind can be near coastal load centers, yet proximity to demand does not remove cable, substation, interconnection or regional-transmission work.
A 2016 DOE assessment estimated more than 2,000 GW of U.S. offshore-wind technical resource capacity and 7,200 TWh per year of technical potential after modeled exclusions. The age and assumptions of that assessment matter: treat it as a resource baseline, not as today’s deployable fleet, cost or permitting outlook.
Use one comparison framework for every option
| Axis | Questions to answer | Evidence to collect |
|---|---|---|
| Resource and predictability | How much usable energy is available at the exact lease area, and how does it vary hourly, seasonally and during extremes? | Validated wind, current or wave time series; hindcast-to-measurement checks; uncertainty ranges; extreme-event statistics. |
| Technology maturity | Has the device, foundation and array configuration operated at a comparable scale and environment? | Deployment history, warranty terms, availability evidence, independent engineering review and failure modes. |
| Water depth and engineering | Can the structure, mooring, anchor, cable and installation method handle the seabed and metocean conditions? | Geophysical and geotechnical surveys, corrosion and biofouling assumptions, vessel and port studies. |
| Cost and finance | What is the lifecycle cost of energy delivered at the point of interconnection under the same financing assumptions? | Development, capex, installation, operations, replacement, decommissioning, insurance, financing, contingency and connection estimates. |
| Transmission and load | Where does power land, how much hosting capacity exists, and what upgrades are needed? | Interconnection studies, cable routes, landfall surveys, substation capacity, congestion analysis and coordinated regional plans. |
| Environment and regulation | What effects, exclusions and permits apply, and how long could review take? | Baseline ecology, protected-area maps, fisheries and navigation studies, consultation records and permit conditions. |
| Other ocean users | Can the array coexist with shipping, fishing, defense, aviation, recreation and cultural uses? | Vessel-traffic data, fishing effort, charted routes, radar or aviation constraints and stakeholder agreements. |
A step-by-step planning method
- Define the decision and boundary. State whether the objective is firm capacity, annual energy, emissions reduction, local resilience, industrial development or a portfolio. Fix the geographic boundary, delivery point, target in-service date and acceptable risk before collecting data.
- Screen exclusions first. Map protected areas, shipping lanes, military zones, fisheries, aviation constraints, cultural resources, seabed leases, cable corridors and shore landing limits. Remove areas that cannot be permitted or connected; do not count them as available resource.
- Characterize each resource at the same candidate areas. Use a documented wind, wave or current time series with enough resolution to capture ramps, tidal phases and storms. Record measurement height, instrument location, hindcast source, duration, gaps and uncertainty. Do not compare a measured wind series with an unvalidated wave model and call the result like-for-like.
- Match technology to conditions. Test several device classes or turbine and foundation concepts against depth, seabed, loads, corrosion, biofouling, mooring, cable and access requirements. Reject concepts that need unavailable vessels, ports or weather windows.
- Build an energy-yield model. Convert the resource series through the manufacturer’s performance curve or an independently justified model. Include array interactions, electrical losses, availability, curtailment, storm shutdown, degradation and planned maintenance. Report a range with assumptions instead of a single precision-looking number.
- Design the delivery system. Lay out inter-array and export cables, landfall, onshore substation and any storage or hybrid assets. Obtain an interconnection assessment and identify network upgrades, congestion and curtailment risk. DOE and the Bureau of Ocean Energy Management’s transmission work illustrates why delivery planning is a separate task from finding a marine resource.
- Price the complete lifecycle. Use one financial model structure for all technologies. Separate development, equipment, installation, port and vessel costs, operations, major replacements, decommissioning, financing, insurance, contingency and grid connection. Show the effect of construction delay, lower availability, higher interest rates and cable or vessel failure.
- Run environmental and stakeholder pathways in parallel. Establish baseline surveys early, identify seasonal work restrictions, consult fisheries and navigation users, and document mitigation, monitoring and adaptive-management costs. A technically attractive site can fail if the consent pathway or coexistence plan is not credible.
- Apply a decision rule and publish uncertainty. Set minimum requirements for delivered energy, schedule, cost, local benefits, ecological impact and risk. Rank options only after showing confidence ranges and unresolved items; preserve a “no-build or defer” outcome if evidence is insufficient.
Site-specific checks by technology
For tidal projects
- Map current velocity and direction through the full water column, including turbulence and shear that affect loads and power capture.
- Check whether the device blocks or redirects flow, changes sediment movement or conflicts with navigation and fishing gear.
- Verify subsea cable burial, scour protection, corrosion control and retrieval methods under strong-current conditions.
- Test the maintenance plan against the limited periods when currents and weather permit safe access.
For wave projects
- Use a directional wave spectrum and joint wave-height, period and direction statistics rather than one average number.
- Model storm survival, shutdown, mooring loads, anchor capacity and the consequences of a lost or damaged unit.
- Confirm array spacing, wake or hydrodynamic interaction, cable slack management and safe towing or retrieval routes.
- Check whether the device’s demonstrated operating envelope overlaps the site’s wave climate; laboratory performance alone is not field availability evidence.
For offshore wind projects
- Measure wind speed and direction at hub-height-relevant levels and model vertical shear, turbulence, wakes and extreme gusts.
- Match fixed or floating foundations to depth, soil strength, scour, seismic conditions and installation-vessel capability.
- Assess turbine availability, blade and drivetrain access, cable failures, weather downtime and port staging.
- Coordinate array layout with aviation, radar, shipping, fisheries and visual-impact requirements before freezing turbine positions.
Costs, financing and evidence quality
There is no defensible current, numeric head-to-head cost comparison for tidal, wave and offshore wind in the reviewed evidence. IRENA’s 2014 assessment emphasized limited empirical cost data and high uncertainty. That statement is historical evidence about data quality, not a 2026 price. The 2023 joint publication by IRENA and Ocean Energy Europe focuses on scaling investment in ocean energy and identifies funding and market visibility as deployment challenges; it does not provide a directly comparable cost table for all three technologies.

Offshore generation does not become delivered power simply because the ocean resource is large. Compare cable length, water depth, landfall complexity, onshore substation work, right-of-way constraints and available grid capacity. A site with excellent wind, wave or tidal conditions may face curtailment if several projects arrive at the same node.
Map the hourly generation profile against the coastal load profile. Tidal timing can be forecast far ahead but may not align with evening peaks. Wave and wind may be complementary or correlated with regional weather. Test whether storage, flexible demand, interconnection to another region or a diversified portfolio improves value; do not assume a technology’s resource predictability alone guarantees firm capacity.

Environment, regulation and ocean users
DOE’s offshore-wind strategy identifies environmental stewardship and regulatory certainty as deployment challenges. The same planning discipline applies to tidal and wave projects, with technology-specific pathways. National resource assessments already exclude some environmental and competing-use areas, but local surveys must verify those exclusions and reveal site conditions that a national model cannot see.
Environmental work to scope early
- Baseline marine mammals, birds, fish, benthic habitat and protected species, with seasonal presence and migration.
- Underwater noise, electromagnetic fields, collision or entanglement risk, habitat alteration, sediment transport and changes to currents or waves.
- Construction versus operations effects, cumulative impacts with neighboring projects and decommissioning obligations.
- Monitoring methods, trigger thresholds, mitigation measures and who pays if adaptive management is required.
Coexistence and permitting
Prepare a map and consultation record for commercial and recreational fishing, shipping, ports, aquaculture, defense, aviation, tourism, Indigenous or cultural interests and existing cables or pipelines. Identify seasonal closures, transit lanes, gear restrictions and emergency-access requirements. Treat permitting duration as a schedule risk with a range, not as a fixed date.
Technology maturity and delivery risk
IRENA and Ocean Energy Europe wrote in their 2023 publication Scaling up investments in ocean energy technologies that tidal stream and wave are “the sub-categories within ocean energy that are closest to maturity.” That description places them ahead of other ocean-energy concepts, but it does not make them as commercially mature as established offshore wind. Ask what “maturity” means for the decision: a laboratory prototype, a single full-scale unit, a multi-unit array, or a repeatable supply chain with warranty-backed availability.
For every shortlisted concept, request evidence for the exact device class, water depth and metocean environment: operating hours, failures, retrievals, power curves, degradation, insurance terms, supplier solvency and independent certification. Distinguish a technology’s maturity from a developer’s maturity and from the maturity of local ports, vessels, installers and regulators.
How the preferred option changes with priorities
| Planning priority | Option that may fit | Condition that must still be proven |
|---|---|---|
| Large-scale energy near a strong coastal grid node | Offshore wind is often the first benchmark because the supply chain and deployment record are more established. | Fixed or floating foundation, transmission, visual and ecological permits, and finance must work at the site. |
| Highly predictable production windows | Tidal stream or tidal range may add a predictable component. | Usable current or head, navigation and ecological effects, access and device availability must support the business case. |
| Exposure to a strong, persistent wave climate | Wave power may complement wind or serve a specialized coastal load. | Storm survivability, array performance, maintenance logistics and bankable field data are required. |
| Portfolio diversity | A mix of wind, wave and tidal resources can reduce dependence on one weather pattern. | Model correlation, shared cable routes, combined environmental effects and the cost of operating several technologies. |
| Fastest path to construction | The option with the clearest lease, permit, supply-chain and interconnection path, not necessarily the largest resource. | Verify schedule evidence with regulators, suppliers, ports and the grid operator. |
Use a weighted scorecard only after setting minimum gates. For example, reject an option that cannot obtain a viable interconnection or permit, then score the survivors on delivered energy, lifecycle cost, schedule, environmental impact, local economic value and technology risk. Publish the weights so stakeholders can see how a different policy priority would change the ranking.
Common analytical mistakes and their fixes
- Calling technical potential “available power.” Label every national or modeled number as theoretical, technical or practical and carry the definition with it.
- Comparing unlike boundaries. Put all options at the same delivery point and include the same development, grid, financing and end-of-life costs.
- Using annual averages only. Preserve time series, extremes, outages, curtailment and correlation with demand.
- Assuming predictability equals firm capacity. A predictable tidal cycle can still leave non-generating intervals; quantify storage, backup or portfolio needs.
- Ignoring infrastructure bottlenecks. Check vessels, ports, cable factories, landfall, substations and repair logistics before selecting a device.
- Treating a 2016 or 2014 figure as current. State the assessment date and refresh costs, technology, financing and policy assumptions for the project decision.
- Counting excluded water twice. Reconcile national assessment exclusions with the local lease, environmental baseline and competing-use map.
- Hiding uncertainty in a single ranking. Show sensitivity cases, confidence ranges, unresolved permits and the evidence needed to move to the next stage.
What a decision-ready comparison should contain
A board, regulator or community should be able to audit the recommendation. Provide:
- A map of candidate areas, exclusions, cable routes, landfalls, ports and grid nodes.
- Resource time series, measurement and hindcast methods, data gaps and uncertainty.
- Technology descriptions tied to depth, seabed, loads, maintenance and supply-chain evidence.
- Gross and net generation profiles with losses, availability, curtailment and extreme-event assumptions.
- A lifecycle cost model at the same point of interconnection, with financing and sensitivity cases.
- Transmission, congestion, repair and phasing analysis.
- Environmental, regulatory and other-user baseline studies, consultation status and mitigation costs.
- A transparent scorecard, minimum gates, alternative portfolios and a list of conditions that would change the recommendation.
Bottom line
Start with the site and the delivery system, not the headline resource total. Offshore wind is the commercial reference point for large coastal generation, while tidal and wave deserve consideration where their local physics, device evidence and permitting context provide a specific advantage. The DOE national figures show resource scale but not project economics; the IRENA evidence highlights continuing uncertainty and investment barriers for ocean energy. A defensible choice is the option—or portfolio—that can demonstrate measured resource, credible technology performance, financeable lifecycle cost, an achievable grid connection and a permitted coexistence plan at the intended coast.
