The reliable way to compare India, China, and Vietnam is to calculate the total cost for the same product, specification, quantity, shipment mode, destination, and receiving point, then divide by the same number of sellable units. Factory price alone is not a landed-cost comparison. Normalize each supplier’s Incoterm and named place, add every uncovered logistics and compliance charge, apply the destination’s actual tariff classification and trade measures, and keep dated assumptions for volatile rates.
There is no universal country winner. A result that is valid for one product and U.S. port can be wrong for another product, destination market, order size, or delivery node. The method below gives you an auditable comparison without treating country averages as a quote or a customs determination.
What “landed cost” should mean in your comparison
Define one common endpoint before requesting or comparing quotes. For example, the endpoint might be your warehouse receiving dock, a contract manufacturer, or a distribution center in the destination market. Every origin must be priced to that same node.
A practical landed-cost model contains two views:
- Economic landed cost: all cash costs required to make the goods available at the chosen receiving point, including product, packing, export-side charges, freight, insurance, destination handling, duty, nonrecoverable taxes, brokerage, inland delivery, inspection, compliance, storage, and expected loss.
- Import cash requirement: the amount you must pay at shipment or entry. Show recoverable import VAT, GST, or similar taxes separately because their recovery depends on your jurisdiction and tax position.
Use total cost per sellable unit = total shipment cost ÷ sellable units received. Sellable units are not always the ordered quantity: rejects, damage, testing failures, missing pieces, and rework reduce the denominator.

Do not combine costs from different delivery points. A port-delivered quote and a warehouse-delivered quote are not comparable until inland transport and destination charges are normalized.
Set the comparison assumptions first
Record the assumptions at the top of the worksheet and require each origin to use the same ones. Change only the variables you are intentionally testing.
- Product description, technical specification, materials, dimensions, tolerances, packaging, labeling, quality standard, inspection plan, and compliance documents.
- Order quantity, shipment frequency, expected yield, replacement policy, and the sellable-unit definition.
- Destination country, entry port or airport, final receiving node, importer of record, tax registration, and whether imported taxes are recoverable.
- Shipment mode, routing, consolidation plan, target ship date, and service level.
- Currency, quote date, validity period, payment terms, and exchange-rate convention.
- Duty classification, origin evidence, preferential program eligibility, additional trade measures, and product-specific permits.
- Who owns each assumption, when it was last checked, and the source and date of every rate or quote.
If a supplier cannot state what its quote includes, mark that item as unknown and obtain clarification before ranking origins. An apparently low price with missing export, terminal, or destination charges is not a low landed cost.
Build a one-column-per-origin worksheet
Create one column for India, China, and Vietnam, plus a notes column that identifies the source and date of every input. The following row structure prevents omissions and double counting.
| Worksheet section | Inputs to capture for each origin |
|---|---|
| Product and quantity | Specification, packaging, order quantity, expected yield, defects, and sellable units |
| Supplier quote | Currency, unit basis, quote date and validity, payment terms, Incoterm edition, named place, and inclusions |
| Origin-side cost | Factory or ex-works price, export packing, documentation, inland haulage, terminal charges, and export clearance not already included |
| International movement | Mode, route, freight quote date, fuel or peak-season assumptions, consolidation, transit estimate, and insurance coverage and premium |
| Destination import | Classification, customs value basis, duty, additional measures, brokerage, entry fees, inspection, and port or airport handling |
| Destination delivery | Inland transport, storage, demurrage scenario, testing, compliance work, and delivery to the agreed node |
| Tax treatment | Import taxes paid at entry, recoverable amounts, nonrecoverable amounts, and the timing of recovery |
| Output | Total shipment cost, import cash requirement, sellable units, and cost per sellable unit |
Use a separate assumptions register. Assign an owner to each line, record the last-checked date, and attach the freight quote, tariff lookup, broker estimate, or supplier email that supports it. For volatile inputs, enter a base case and a high-low range rather than a single unqualified number.
Normalize Incoterms before adding costs
An Incoterm is meaningful only with its rule edition and named place. “FOB” without a named port, or “DDP” without a named destination, leaves important responsibilities unresolved. Use the term written in the contract, not a shorthand assumption.
EXW
EXW generally leaves the buyer responsible from the seller’s premises, including pickup, export formalities where applicable, international freight, insurance, import clearance, duty, and final delivery. Confirm the seller’s ability to support export procedures in the origin country; operational practice can differ from the simple abbreviation.

FOB
For the specified sea or inland-waterway shipment, FOB normally places delivery and export obligations with the seller up to the named port and transfers the main carriage arrangement to the buyer. Add ocean freight, insurance if purchased, destination charges, import clearance, duty, and inland delivery unless the quote expressly includes them.
CIF
Under ICC Incoterms 2020, CIF is intended for sea or inland-waterway use. The seller arranges carriage to the named port and provides limited insurance, but the buyer handles import clearance and pays import duty and applicable taxes. Check the insurance level, exclusions, destination handling, and whether the named port is your actual receiving point.
DDP
DDP places import clearance and applicable duty and tax obligations on the seller at the named destination. It can simplify the buyer’s process, but verify who is legally acting as importer, whether the seller can meet local tax and customs requirements, what is included after delivery, and whether the price conceals a noncompetitive freight or compliance assumption.
Never add freight or insurance a second time. If a CIF quote already includes ocean freight and insurance to the named port, add only the uncovered destination and onward costs. Conversely, do not treat a CIF price as including import duty merely because it sounds “delivered.”
Separate commercial landed cost from customs valuation
Customs law and procurement economics answer different questions. Freight and insurance are real costs to your business even when the destination’s customs rules treat them differently from the dutiable merchandise value.
U.S. example: value and duty
For U.S. entries, U.S. Customs and Border Protection (CBP) says customs value is generally based on the price paid or payable for the goods, with specified additions and exclusions. CBP also states that duty is not assessed on CIF freight and insurance charges as such and that a CIF price is not itself the value to declare. Therefore, retain freight and insurance in the economic landed-cost column, but calculate duty from the applicable U.S. valuation method and documentation.
The U.S. Harmonized Tariff Schedule is published by the U.S. International Trade Commission, while CBP administers entry requirements. Classification can be complex. Determine the actual product classification, origin, preferential eligibility, additional trade measures, and product-specific requirements for the shipment; a country label by itself is not a dependable duty estimate.

Other destinations
Do not copy U.S. valuation or fee rules into another market. Each destination may define customs value, additions, exclusions, tax base, origin evidence, and importer responsibility differently. Use the destination customs authority’s current tariff and valuation guidance, and have a broker or trade-compliance professional review classifications that are uncertain or commercially material.

Pick the symptom - the matching free tool is one click away.
Capture freight, insurance, and destination charges realistically
Request freight on the same basis for all three origins: same mode, comparable sailing or flight window, same container or weight assumptions, same destination port or airport, and the same delivery node. Record the quote date because fuel, peak-season surcharges, capacity, and currency can change the result.
- Identify whether the shipment is full-container, less-than-container, air, rail, courier, or a multimodal move.
- List origin pickup, export terminal, documentation, consolidation, and security charges.
- Record ocean, air, rail, or truck freight separately from destination handling.
- State the insurance coverage, deductible, exclusions, insured value, and premium. A seller’s limited CIF cover may not match your required protection.
- Estimate port, terminal, devanning, chassis, appointment, customs-broker, and delivery charges at destination.
- Model storage and demurrage as a scenario. They are often zero in a smooth move but expensive when documents, inspections, or appointments delay release.
Use a conservative transit assumption for inventory planning, but do not convert a schedule estimate into a guaranteed delivery date. A longer route can increase financing and safety-stock costs even when its freight quote is lower.
Calculate duty, fees, and taxes for the actual entry
After classification and origin are established, enter the applicable duty rate and any additional measure for that product and shipment date. Check whether a preferential arrangement requires a certificate, statement, regional-value calculation, or other evidence.
For U.S. shipments, CBP identifies possible Merchandise Processing Fees and a Harbor Maintenance Fee for qualifying vessel shipments, along with commodity-dependent taxes and other charges. Applicability and amounts depend on entry type and shipment date; do not use a timeless fee percentage in your model. Ask your broker to identify each fee, its calculation base, and whether it is recoverable or deductible.
Keep three tax lines:
- Amounts paid to release the goods.
- Amounts expected to be recovered later through a registered tax process.
- Amounts that remain a permanent cost.
Use the permanent-cost line for landed-cost ranking, while showing the full import cash requirement for treasury planning. If your recovery status is uncertain, present both cases instead of selecting the more favorable one.
Divide by sellable units, not ordered units
Two suppliers can quote the same unit price yet produce different economics if one has higher rejects, more rework, weaker packaging, or lower usable yield. Agree on inspection criteria and the treatment of defects before comparing origins.

Include inspection, laboratory testing, certification, relabeling, rework, replacement freight, and expected scrap where they are required to make a unit saleable. State whether warranty replacements are included in the yield assumption. If quality evidence is not comparable, show a cost range rather than hiding the uncertainty in a single unit figure.
The final line should show:
- Total economic landed cost for the shipment.
- Import cash required at shipment and entry.
- Recoverable taxes shown separately.
- Expected sellable units.
- Economic landed cost per sellable unit.
What country-level tariff figures can—and cannot—tell you
A NITI Aayog analysis reported 2024 product-group electronics import values and average tariffs sourced to ITC Trade Map. Those aggregates provide context, not a buyer-specific forecast.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →| Origin | 2024 electronics imports for listed groups | Average tariff reported |
|---|---|---|
| India | $79.3 billion | 7.7% |
| China | $593.2 billion | 5.6% |
| Vietnam | $136 billion | 5.5% |
The figures are product-group aggregates reported in a 2026 analysis, not estimates of your supplier price, freight, classification, trade remedy exposure, or landed cost. They should not be extrapolated to apparel, machinery, food, chemicals, or another destination, and they do not establish a ranking among the three origins.
Compare more than the spreadsheet total
Once the cost model is complete, evaluate the operational variables that can change the cost you actually realize:
- Quality yield: validated defect rate, inspection access, corrective-action speed, and traceability.
- Capacity: audited output, tooling, labor availability, and ability to support your forecast.
- Lead time: production queue, booking reliability, transit variability, and replenishment frequency.
- Compliance evidence: certificates, test reports, labeling capability, restricted-substance controls, and origin documentation.
- Commercial resilience: payment terms, minimum order quantity, backup production, and communication coverage.
No general ranking of India, China, and Vietnam on these factors is defensible without a defined product category and comparable supplier evidence. Score the suppliers you are actually considering, using the same audit and sampling criteria.

Common comparison errors and fixes
Comparing factory prices with different terms
Symptom: one origin appears dramatically cheaper. Fix: translate every quote to the same receiving node and add omitted origin, freight, import, and inland costs.
Using a country-average tariff
Symptom: a published national rate is used for a specific product. Fix: classify the actual product, verify origin and trade measures, and document the tariff source and date.
Treating CIF as a customs value
Symptom: freight and insurance are added to a CIF price and then duty is calculated mechanically on the total. Fix: keep economic cost and legal customs valuation in separate worksheet sections.
Recommended Free Tools
Double-counting freight or insurance
Symptom: the model adds ocean freight to a quote that already includes it. Fix: list inclusions beside every quote and add only uncovered items.
Ignoring yield and destination friction
Symptom: unit cost is divided by ordered quantity and assumes zero delay. Fix: use expected sellable units and model inspection, storage, demurrage, and rework scenarios.
Mixing tax cash flow with permanent cost
Symptom: recoverable VAT or GST makes one origin look more expensive. Fix: show import cash requirement and permanent economic cost as separate outputs.
A repeatable decision procedure
- Write the product specification, sellable-unit definition, quantity, destination, and receiving node.
- Request origin quotes with currency, validity, payment terms, Incoterm edition, named place, and a written inclusion list.
- Obtain comparable freight and insurance assumptions for the same mode and destination.
- Map every origin-side and destination-side responsibility; assign an owner to unknown items.
- Confirm classification, origin evidence, duty, additional measures, entry fees, and tax treatment for the destination.
- Enter quality yield, inspection, compliance, storage, and delay assumptions.
- Calculate total shipment cost, import cash requirement, sellable units, and cost per sellable unit.
- Run sensitivity cases and record which assumptions could reverse the result.
- Refresh dated inputs before committing the purchase order and again before shipment or entry.
- Approve an origin only after cost, compliance evidence, capacity, lead time, and risk are acceptable together.
When to involve specialists
Use a customs broker or trade-compliance adviser when classification is ambiguous, a trade remedy may apply, origin rules are complex, the importer of record is unclear, or the value of an error exceeds the advisory cost. A freight forwarder can validate routing, accessorial charges, consolidation, and insurance assumptions. Their quotes should still be entered line by line so the model remains auditable.
