Start by checking which networks work where you actually use your phone; then compare the full cost and terms of plans on those networks. A coverage map is a useful screening tool, not a promise of signal inside a particular building. The detailed guidance below is UK-specific because Ofcom provides a direct comparison framework. Readers elsewhere can use the same decision criteria, but should check their own regulator’s rules and local providers.

Which network works best where you need it?

Mobile coverage is local. Check your home, workplace, commute and other places you visit regularly rather than choosing on the basis of a nationwide claim. Consider calls and mobile data separately if one matters more than the other in a particular location.

In the UK, Ofcom’s Map Your Mobile coverage checker brings together predictions from the four main network operators: EE, Vodafone, O2 and Three. Enter the places that matter, then check the provider’s own coverage tool as well. Ofcom advises: “Use Ofcom’s Map your Mobile to check network coverage and performance at home, work and other places you go.”

Maps model expected service; buildings, trees and seasonal foliage can affect actual reception. Ofcom says its performance indicators also include measurements gathered from real users, and that local conditions can cause service to differ from predictions. If indoor reliability is critical, ask people who use phones in the same building or area, and ask a prospective provider whether Wi-Fi calling or another supported option can help. Ofcom aims to update coverage information every three months or in line with its Connected Nations publications, so check the live tool for its current data.

Coverage-map limits matter in other countries, too. For example, the US FCC’s National Broadband Map describes mobile coverage where users should be able to connect outdoors or in a moving vehicle; it does not show indoor coverage. Use the map for comparison, not as a guarantee of service inside your home or office.

Is the retail brand the same as the network?

Not necessarily. In the UK, EE, Vodafone, O2 and Three operate the main mobile networks, while many other retail brands provide service over one of them. Two differently named providers may therefore use the same radio network, even though their prices, support, allowances and contract terms differ.

Check the specific plan’s current host network in the provider’s own information before comparing it with another option. Ofcom’s coverage FAQ lists examples of virtual brands and their host networks, but arrangements can change; do not rely on an old list or infer a brand’s network from its name. Comparing the host network first helps you avoid treating two retail brands as two independent coverage choices.

How much data, calling and speed do you need?

Review several recent bills or usage records in your account app. Look at data use as well as calls, texts and hotspot use, and account for time spent away from Wi-Fi, such as streaming, navigation and video calls. Choose an allowance that gives you sensible headroom without paying by default for far more data than you use.

Check what happens when an allowance runs out. A plan may reduce speeds, charge for extra use, or stop service until the next billing period or until you buy an add-on. These outcomes are not interchangeable. Also look for speed caps, video-quality conditions and fair-use rules: “unlimited” does not necessarily mean unrestricted speed, roaming or use in every circumstance.

Do you need a new phone?

If your current handset works for you, compare SIM-only plans rather than assuming an operator switch requires a device purchase. Before choosing a plan advertised as 5G, check that your phone supports the network features you need, and confirm compatibility with the handset maker and provider. Check whether the phone is locked to its current provider if you plan to move it to another network.

If you do need a handset, compare its cost separately from the airtime where possible. An inclusive monthly payment can spread the device cost, but it may cost more over the full term; leaving early may also leave handset payments or other charges outstanding. A refurbished phone may be an option, but verify its condition, compatibility and any lock status before buying.

What will the plan cost over the whole commitment?

Do not compare only the headline monthly price. Ofcom’s consumer guide, published 25 August 2026, advises checking the total cost, contract length, extras, specified price changes, charges after using an allowance, early-exit costs and roaming. Calculate the payments across the full term, including any upfront fee, airtime, handset repayments and add-ons you expect to need. Compare plans with similar allowances and contract lengths.

For a UK contract, check whether any scheduled price increase is specified and how it is described. Ofcom says a specified increase must be disclosed in pounds and pence before signing. Read the contract summary and key terms to see when an increase applies, whether optional extras are included in the figure, and what you would owe if you leave early. If service and handset finance are separate agreements, check whether ending one also ends the other.

Which plan type fits your situation?

Plan type May suit you if Check before choosing
SIM-only You already have a suitable phone or will buy one separately. Confirm handset compatibility, contract term, allowances and any price changes.
Pay-monthly with a handset You want the phone cost spread across payments. Compare the total device and airtime cost, how the payments are structured, and what remains payable if you leave early.
Pay-as-you-go (PAYG) You use little service or value avoiding a long contract. Check the rates for calls, texts and data, how long credit or allowances last, and whether your typical use costs more than a monthly plan.

These are broad trade-offs, not a universal ranking. Ofcom notes that PAYG can suit light users who want to avoid a long contract, although each unit of use may cost more. A handset-inclusive plan can make budgeting for a device simpler but may cost more over time.

Will roaming work for your trips?

Check the exact countries you visit and the dates you will travel. Compare which destinations are included, any roaming data or fair-use limits, daily fees, add-on prices and out-of-bundle rates. The phrase “EU roaming” or “international roaming” alone does not tell you what a plan includes for a particular destination.

A travel eSIM may be another option in some situations, but first verify that your phone supports eSIM and that the itinerary and setup suit it. In an Ofcom 2025 comparison, a modeled 10-day trip used 10 GB, assuming 1 GB per day. Its cost comparison covered selected travel eSIMs and UK mobile-network-operator roaming charges for pay-monthly customers whose tariff did not include roaming at the destination and whose UK allowance exceeded that modeled usage. It compared financial cost only, excluding setup, billing and phone-configuration effort; the modeled allowance is not a universal recommendation or a current price quote.

How should you compare support and service quality?

For the providers still on your shortlist, look for regulator-published complaint or service information where available. Treat overall figures as context rather than a prediction of your experience at one address; they cannot settle a local coverage question. Check how to contact support and what happens if you need a repair, have a billing dispute or want to cancel.

A practical comparison in six steps

  1. List the places that matter. Note home, work, regular routes and destinations, and whether calls, data or both are essential at each.
  2. Compare coverage at those locations. Use an independent regulator map and each provider’s current checker. If indoor service matters, seek local confirmation rather than treating an outdoor prediction as proof.
  3. Check your real usage. Review recent records, select an allowance with appropriate headroom and identify the exact speed, overage or cutoff rule.
  4. Decide whether to keep your phone. Confirm compatibility and compare SIM-only options if the handset is adequate; separate handset and airtime costs if you need a replacement.
  5. Work out the total commitment. Include the full term, upfront charges, disclosed increases, extras, roaming you expect to use and the cost of leaving early.
  6. Check service terms before signing. Review support information, the current host network, coverage, contract summary and roaming terms. Ofcom-accredited comparison sites can help compare deals, but availability varies; confirm the exact plan details directly with the provider.
