Compare solar proposals as complete, site-specific projects—not as panel prices or monthly payments. Obtain several written bids, make each installer state the same system, production, equipment, permits, warranties and remedy, then compare cash and financed totals, ownership obligations, utility assumptions and exit costs. A quote is only “cheaper” when its scope and assumptions match the alternatives.

This guide is for U.S. homeowners considering residential, grid-connected solar. Licensing, permits, utility compensation, tax treatment and incentives vary by location and can change, so verify local rules and current official guidance before signing.

Start with a year of electricity data

Before requesting bids, collect 12 months of utility bills. Record annual kilowatt-hour (kWh) use, the utility’s fixed monthly charges, time-of-use rates if applicable, and any unusual high- or low-use months. Give the same information to every installer. A proposal based on a partial bill or a generic household profile can produce a different system size and savings estimate than one based on your actual load.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Also note facts that affect design: roof age and condition, roof planes, pitch and orientation, nearby trees or other shade, electrical-panel capacity, and whether you may add an electric vehicle, heat pump or other large load. Ask each bidder to identify which of these facts it inspected and which it assumed.

Request multiple, site-specific written proposals

The U.S. Department of Energy recommends comparison-shopping with multiple installers and having them assess the roof and financing choices. Its consumer guide is available at energy.gov/cmei/systems/articles/walk-me-through-it-step-step-guide-consumers-going-solar. A verbal promise, a phone screenshot or a savings presentation is not a substitute for a proposal and contract you can review.

Ask every installer to use the same proposal date and to label each line item as included, excluded or not applicable. If one bid is materially lower, require a written explanation of the difference rather than assuming better efficiency.

What a complete solar quote should include

The Federal Trade Commission’s homeowner guidance says to compare the full installation cost and the project details, not just the advertised payment. See consumer.ftc.gov/articles/solar-power-your-home. At minimum, require the following information.

What’s actually slowing this PC down?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

System design and equipment

  • DC system size in kilowatts and the number, wattage and exact models of panels.
  • Inverter type and model, including whether the design uses string inverters, microinverters or power optimizers.
  • A roof layout showing panel locations, setbacks and any shaded or unavailable areas.
  • Monitoring equipment and the functions included in the quoted price.
  • Battery capacity, backup circuits and automatic-transfer equipment if storage is proposed. A battery shown in a savings presentation but absent from the base bid is not included.

Production and performance commitments

  • Expected first-year and annual energy production in kWh.
  • The sunlight, shade, roof orientation, weather and degradation assumptions used to calculate that output.
  • Any production guarantee, its measurement period and the exact remedy if output falls short.
  • Whether the estimate is a model, a guarantee or merely an illustration. These are different promises.

Price and project scope

  • Cash price and full installed total, with taxes or other charges identified.
  • Permit, inspection and utility-interconnection work and fees.
  • Electrical-panel upgrades, wiring, trenching, structural work, tree removal and roof repairs, either as included work or explicit exclusions.
  • Optional equipment and the price to add it, including storage, backup capability and monitoring.
  • Payment schedule, deposit, cancellation terms and the date each payment is due.

Warranties and service

  • Panel and inverter equipment warranties, including exclusions and the process for making a claim.
  • Workmanship coverage and its duration.
  • Responsibility for roof leaks, resulting damage, repairs and system removal when roof work is needed.
  • Who monitors the system, responds to faults and pays for labor, replacement parts and service visits.

Normalize the system before comparing prices

Two systems with different sizes or production estimates are not comparable just because both are described as “solar.” Output depends on system size, household use, sunlight, shade, roof age, pitch and orientation. The FTC explains these site factors in its homeowner guide. A lower bid may simply omit a roof plane, use a lower production target or exclude electrical work.

Create one comparison sheet and enter every proposal in the same units:

Category Record for every bid Why it matters
System DC size, panel and inverter models, panel count and layout Shows whether the equipment and capacity are actually equivalent
Performance Expected annual kWh, degradation assumption, shade model and guarantee remedy Connects the design to your bill and identifies promises that can be enforced
Site work Permits, inspection, interconnection, panel upgrades, roof or structural work, trenching and tree work Exclusions often become later charges
Price Cash total, included options, taxes and cost per watt Separates scope differences from genuine price differences
Service Equipment and workmanship warranties, monitoring and repair responsibility Reveals who pays and who acts when something fails
Exit Contract term, transfer, buyout, removal, restoration and early-termination costs Affects a future sale or move

For comparable scope, calculate cost per watt by dividing the installed price by the DC system size in watts. DOE’s installer guidance says, “To compare, convert your quote to cost per watt.” Read that guidance at energy.gov/cmei/systems/articles/decisions-decisions-choosing-solar-installer. Cost per watt is a comparison aid, not a replacement for matching equipment, production, permits and site work.

Compare cash and financed totals separately

A monthly payment hides the amount borrowed, financing fees and the length of the obligation. Put the cash proposal and the financing offer in separate columns, then calculate the total of every scheduled payment. Ask the lender or installer to state each item in writing:

  • Cash price, financed principal and any dealer or origination fee.
  • Annual percentage rate (APR), loan term and payment schedule.
  • Whether the payment changes, steps up, is re-amortized or depends on an assumed tax credit.
  • Any balloon balance or final lump-sum payment.
  • Whether the loan places a lien on the home or otherwise affects refinancing and sale.
  • Prepayment and early-payoff rules, including whether a fee or minimum interest applies.

Do not treat a projected tax credit or rebate as guaranteed. Verify eligibility independently for your ownership structure, tax situation and location, and make the contract state what happens if the expected incentive is unavailable or lower than projected.

Understand who owns the system

Ownership changes the payment, maintenance, incentive rights and what happens when you move. The FTC’s comparison guidance distinguishes four common arrangements.

Arrangement Who owns equipment Typical homeowner responsibilities and questions
Cash purchase Homeowner Payment is made at installation. Confirm who maintains and repairs the system, because ownership generally leaves those duties with you unless the contract provides service.
Solar loan Homeowner You own the system but must evaluate borrowing cost, lien terms, payment changes, tax-credit assumptions and prepayment conditions in addition to the installation scope.
Lease Third-party provider You pay to use the equipment. Check escalation clauses, maintenance limits, production commitments, incentive rights, buyout or removal terms and transfer requirements.
Power-purchase agreement (PPA) Third-party provider You pay for generated electricity at a contract rate rather than owning the system. Confirm the rate, escalation, minimum production, shortfall remedy, repairs, term, termination and sale-transfer rules.

For a lease or PPA, ask for a year-by-year payment schedule and the exact formula for any increase. A contract that appears inexpensive at the start can have a different total cost over its full term.

Use the hidden-cost checklist

Have the salesperson mark each item “included,” “excluded” or “not applicable” in the proposal. Do not accept “standard” or “to be determined” for work that could change the price.

  • Permits and approvals: building and electrical permits, inspections, plan review, utility-interconnection applications and utility fees.
  • Electrical work: main-panel replacement or upgrade, new disconnects, wiring, conduit, trenching and service changes.
  • Roof and site work: roof repair or replacement, structural reinforcement, flashing, tree trimming or removal, difficult access and restoration after installation.
  • Equipment: battery, backup loads, monitoring hardware, communications equipment, extra meters and any item shown in a savings illustration but absent from the base price.
  • Financing: dealer or loan fees, APR, total payments, payment changes, balloon balance, lien, required insurance and early-payoff terms.
  • Service: monitoring subscriptions, labor outside the workmanship warranty, travel charges, replacement equipment and roof-leak responsibility.
  • Third-party contracts: lease or PPA escalator, minimum production, shortfall remedy, maintenance limits, end-of-term buyout or removal, and transfer charges.
  • Utility costs: fixed charges that remain even when exported energy reduces usage charges, and the timing and value of credits for energy sent to the grid.
  • Incentives: every assumption about tax credits, rebates or local programs, along with the eligibility condition and the party receiving the benefit.

The FTC specifically advises reviewing monthly fees, other costs, payment changes, warranties, repairs, roof work, cancellation and transfer terms in addition to the installation price.

Check utility compensation and incentive assumptions

Ask your serving utility, not just the salesperson, how it credits exported electricity, whether compensation changes by rate plan or time of day, how credits carry forward and which fixed charges remain. A quote that assumes a particular export rate can be wrong if the utility’s tariff is different or changes before interconnection.

Confirm local permitting and interconnection requirements with the utility and local authority having jurisdiction. Incentive eligibility can depend on system ownership, installation date, tax facts and other individual conditions. Generic savings figures cannot resolve those questions; obtain current information from the utility and official government tax or incentive sources for your address.

Verify the installer before signing

  1. Check the contractor’s required state and local licenses and whether the license is active for the work being proposed.
  2. Review complaints, disciplinary actions and consumer-protection records with relevant state or local offices.
  3. Ask who will perform the electrical and roofing work, who pulls permits and which company is legally responsible for warranty service.
  4. Request references for completed projects of similar roof type and electrical complexity.
  5. Match the legal name on the proposal, financing documents, insurance certificate and contract. A sales brand and the contracting entity may differ.

Do not sign because a salesperson says a price or incentive expires today. The FTC’s September 2024 scam alert warns that honest businesses disclose the actual installation cost. It states: “Honest businesses will tell you exactly how much it’ll cost to get and install solar panels.” Read the alert at consumer.ftc.gov/consumer-alerts/2024/09/solar-energy-rising-popularity-so-are-scams.

Match the final contract to the proposal

Before signing, compare every page of the contract with the bid and with written answers to your questions. Resolve differences in the contract itself, not in email or a sales presentation.

Keep the signed contract, proposal, utility bills, permits, inspection records and payment documents together. They establish the scope and promises if a dispute arises.

Recognize claims that should stop the comparison

  • “Zero down” is presented as free solar or as proof that there is no total cost.
  • A salesperson promises you will never receive another electric bill.
  • The company claims a government program will cover the entire installation without checking your eligibility.
  • You are pressured to sign before receiving the complete contract or are discouraged from getting other bids.
  • The proposal will not identify the installer, equipment, permits, financing terms or remedy for missed production.
  • A low monthly payment is emphasized while the term, total payments, escalation or balloon balance is missing.

These claims do not prove a proposal is fraudulent by themselves, but they are reasons to pause, obtain independent confirmation and refuse to sign until the written numbers and responsibilities are clear. The FTC identifies promises of a free installation or a permanently eliminated electric bill as scam indicators.

Decide whether a quote is genuinely cheaper

Use this order of operations:

  1. Match the physical project: compare DC size, equipment, roof layout, shading assumptions and expected annual kWh.
  2. Match the scope: include permits, interconnection, electrical and structural work, roof work, monitoring and storage—or price each exclusion separately.
  3. Compare cash totals: use installed total and cost per watt only after scope is equivalent.
  4. Compare financing totals: evaluate principal, fees, APR, term, payment changes, balloon balance, lien and prepayment conditions.
  5. Value responsibilities: compare warranties, monitoring, repairs, roof-leak coverage and production remedies.
  6. Test the exit: compare contract length, transfer qualification, buyout, removal, restoration and early termination.
  7. Validate assumptions: confirm utility export credits, fixed charges, permits and incentive eligibility independently.

If a bidder cannot provide a written answer to one of these points, treat the missing information as an unresolved cost or obligation rather than assuming it is included. Solar savings depend on production, export credits, utility charges, roof and site conditions, financing and incentive eligibility; no generic quote can guarantee a fixed dollar result for every household.

Printable questions for each installer

  • What exact system size and annual kWh output are you proposing, and what assumptions produce that estimate?
  • Which panels, inverters, batteries and monitoring devices are included by model number?
  • What work and fees are included for permits, inspections, interconnection, panel upgrades, trenching, roof repairs and structural changes?
  • What is the complete cash price, and what is the cost per watt for this same scope?
  • What are the financed principal, APR, fees, term, total scheduled payments, payment changes, balloon balance, lien and prepayment rules?
  • Who owns, monitors, maintains and repairs the system, and who covers roof leaks?
  • What production guarantee applies, how is output measured and what remedy is available?
  • What happens if I sell or move, and what are the transfer, buyout, removal, restoration and early-termination costs?
  • Which utility export rate, fixed charges and incentives did you assume, and where can I verify them independently?
  • What is the legal contracting company, and where can I verify its license and complaint history?

Bottom line

The best solar quote is not the one with the lowest panel price or payment. It is the proposal whose system, production target, site work, financing, service obligations, utility assumptions and exit terms are fully stated and comparable with competing bids. Get several written proposals, normalize the scope, verify the installer and utility assumptions, and sign only after the final contract matches every promise.
