There is no meaningful universal ratio between a rocket launch and ocean freight. A defensible comparison matches a defined payload, destination, date, service outcome and cost boundary, then uses dollars per kilogram only as an orientation metric. A rocket delivers payload to a specified orbit; ocean freight moves goods between named ports under a contract. Those are different services, even when both prices are divided by mass.

NASA describes launch selection as matching a spacecraft and mission with a suitable vehicle, while UNCTAD and the World Bank’s Trade-and-Transport data describe trade-linked transport expenditure and freight cost per kilogram. Use the method below to make the comparison transparent rather than presenting a misleading headline multiple.

Why a launch price and a freight quote are not the same kind of number

A launch price buys a mission to a particular trajectory or orbit, with vehicle performance, integration, range support and mission assurance affecting the result. NASA’s Launch Services Program explains that the vehicle is selected for the spacecraft and mission, and that payload capability depends on the destination orbit and mission conditions.

An ocean-freight figure buys movement on a specified route, usually with a port pair, service type, cargo description, container arrangement and contractual terms. A number taken from a market index may describe price movement rather than an invoice. A trade-statistics estimate may describe average transport expenditure across many shipments. Before calculating anything, identify what the number actually purchases.

Define the shipment or mission before collecting prices

For the rocket

Write the target orbit, not simply “space.” Low Earth orbit (LEO), a higher orbit, a transfer trajectory and a dedicated or rideshare mission impose different performance requirements. Record the payload mass counted in the comparison and whether it means useful payload only, payload with adapter hardware, or another mission-defined mass. Also record whether the vehicle number is a published capacity, an advertised price, an awarded contract value or a fully allocated program cost.

NASA’s Chapter 14: Launch provides background on launch performance and why destination matters. A vehicle’s maximum capacity is not automatically the mass a customer can purchase at the displayed price: orbit, inclination, mission profile and other constraints can reduce usable capacity.

For ocean freight

Specify the origin and destination, including the ports or inland points used in the quote. State the route or service, container type, cargo mass and whether the mass is cargo only or gross shipment mass including packaging and the container. Identify whether the number is a spot quote, a contracted rate, an index observation or a statistical estimate.

Terms also determine what is included. A rate may cover only the ocean leg or may include handling, documentation, inland movement, surcharges and insurance. The comparison is incomplete until the service boundary is written beside the price.

Set a consistent cost boundary

Rocket price categories

Keep these categories separate:

  • Advertised launch price: a public figure used for marketing or planning. It may not equal the final price paid for a particular mission.
  • Awarded mission contract: the value agreed for a named launch and its contractual scope.
  • Fully allocated program cost: a broader accounting measure that can include development, facilities, workforce and other program expenses.

Do not compare a broad program cost with a narrow freight-leg quote and call the result a market ratio. If integration, testing, insurance, range services or payload processing are included on one side, state whether equivalent services are included on the other.

Ocean-freight price categories

Label a maritime number as one of the following:

  • Spot quote: a price available for a particular booking window and route.
  • Contract rate: a negotiated price for defined volume, terms and dates.
  • Index value: a market indicator, not an invoice for a specified cargo.
  • Dataset-derived transport expenditure: an average calculated from trade and transport data.

UNCTAD and the World Bank’s Transport Costs dataset documentation defines transport expenditure using the difference between CIF (cost, insurance and freight) and FOB (free on board) values. Its description includes shipping and insurance and supplies freight cost per unit in U.S. dollars per kilogram. The documented annual coverage is 2016 through 2021, so it should not be presented as a current quote.

Normalize the denominator without hiding what was weighed

Use the same formula on each defined case:

Cost per kilogram = stated cost in U.S. dollars ÷ stated mass in kilograms

Put the mass definition and cost boundary in the same table row as the result. A launch calculation based on maximum advertised capacity is a vehicle-level orientation; a customer calculation should use the payload mass and price for that customer’s mission. For freight, divide by the cargo mass actually represented by the quote or dataset, not by an assumed container capacity.

Input to record Rocket example Ocean-freight example
Destination Named orbit or trajectory Origin and destination ports or points
Mass Payload definition used by the launch source Cargo or gross shipment mass, stated explicitly
Price type Advertised, contracted or fully allocated Spot, contract, index or dataset estimate
Included services Vehicle and whatever mission support the price covers Ocean leg, handling, insurance, inland legs and surcharges as applicable
Date Date of the launch estimate or contract Quote date, index period or dataset year

Historical launch figures that can anchor the calculation

A NASA technical report, The Impact of Lower Launch Cost on Space Life Support, gives two historical illustrations. The report says the Space Shuttle cost about $1.5 billion to launch 27,500 kilograms to LEO, or approximately $54,500 per kilogram. It also reports a Falcon 9 advertised cost of $62 million for 22,800 kilograms to LEO, or approximately $2,720 per kilogram.

Illustration in the NASA report Stated cost Stated mass and destination Reported unit cost How to qualify it
Space Shuttle $1.5 billion 27,500 kg to LEO $54,500/kg Historical illustration from a 2018 technical report; broad Shuttle launch cost as reported there
Falcon 9 $62 million 22,800 kg to LEO $2,720/kg Advertised cost cited in that 2018 report; not a present-day universal customer price

These values are useful for showing the arithmetic and the effect of different launch-cost assumptions. They are not a current price list and should not be paired with a 2024 or 2025 freight quote without displaying the date mismatch. The report’s rounded figures also mean that recalculating from the displayed cost and mass may produce a slightly different rounded result.

What the ocean-freight indicators actually measure

Container-market index and spot-rate examples

UNCTAD reported that the Shanghai Containerized Freight Index (SCFI) averaged 2,496 points in 2024, 149% higher than in 2023. It also cited a July 2024 spot rate of $3,600 per container. Those observations appear in UNCTAD’s 2025 article, Maritime trade under pressure – growth set to stall in 2025.

SCFI points are index units, not dollars per kilogram. The $3,600 figure is a dated spot-rate example for a container, not a global average and not a cargo-specific unit cost. To compare it with a launch calculation, obtain the actual cargo mass represented by that container and document which charges the rate includes. Without those inputs, dividing $3,600 by an assumed mass would create a made-up result.

Trade and transport dataset

The UNCTAD/World Bank dataset can provide a per-kilogram transport measure derived from trade values, but its documented annual series runs from 2016 through 2021. It is suited to historical or cross-country analysis, not to claiming a current booking price. Keep its year, method and coverage attached to every result.

Demand and volatility context

UNCTAD’s Review of Maritime Transport 2025, Chapter III reports container demand growth of 7.1% in 2024, measured in TEUs, and discusses volatile freight conditions in 2024 and 2025. TEU growth is a volume indicator, not a price. Route disruption and longer voyages can change rates and transit times, so a 2024 market indicator should not be treated as a stable 2025 or 2026 quote.

A step-by-step comparison workflow

  1. Write the two service descriptions. For the launch, state vehicle, orbit or trajectory, mission type and payload mass. For the shipment, state origin, destination, route, service type, container and cargo mass.
  2. Choose a comparison date. Use the same period where possible. If the available launch statistic is historical and the freight figure is current, display both dates and do not call the result a contemporaneous ratio.
  3. Define the mass denominator. Decide whether each side uses payload or cargo only, or a gross mass that includes packaging and hardware. Use one convention consistently and explain any unavoidable difference.
  4. Classify each price. Mark the launch number as advertised, contracted or fully allocated. Mark the maritime number as spot, contract, index or dataset-derived.
  5. List inclusions and exclusions. Write down integration, processing, insurance, handling, inland transport, surcharges and other services rather than assuming they are included.
  6. Convert to dollars per kilogram. Divide only after steps 1 through 5. Preserve the source’s rounding and attach the source date to the result.
  7. Compare delivery performance. Record time to orbit versus transit time, schedule reliability, route or orbital access, cargo-size limits and handling requirements.
  8. Report uncertainty. Explain which number is a quote, which is an index or average, and which assumptions would change the result. Replace a single ratio with a range only when the endpoints come from documented scenarios.

Use a comparison table for actual options

When evaluating two or more launch or shipping choices, use the same fields for every row:

Decision axis Questions to answer
Price date and source When was the figure published, quoted or measured, and who produced it?
Cost per kilogram What exact cost and mass were divided, and are both denominators defined the same way?
Destination or route Which orbit and trajectory, or which ports and route, are included?
Delivery time How long from an agreed start point to the specified delivery outcome?
Schedule reliability Is the date a planned launch or sailing, a contractual window or a market estimate?
Size and cargo constraints What payload dimensions, container type, hazardous-material rules or other limits apply?
Included services Are integration, handling, insurance, inland legs, surcharges and support included?
Service capability Can the option reach the required orbit or route and handle the actual cargo?

This format prevents a low displayed unit cost from winning simply because it uses a larger theoretical capacity or omits services that another option includes.

Common comparison errors and how to correct them

Dividing a container rate by a guessed payload

A container price has no meaningful per-kilogram interpretation until the actual cargo mass and included charges are known. Obtain the shipment’s mass and rate scope, then calculate; otherwise report the container rate as a container rate.

Using vehicle capacity as a customer’s price

A maximum-capacity launch calculation shows the arithmetic under the source’s assumptions. It does not establish what a particular customer pays for a smaller payload, a different inclination or added mission services. Label it as a capacity-based illustration.

Mixing years and market conditions

The historical NASA launch examples, the 2016–2021 transport dataset and UNCTAD’s 2024–2025 indicators describe different periods. Put the year in every table row and avoid a combined ratio unless the reader can see and accept the time mismatch.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Comparing index points with dollars

An index level such as 2,496 SCFI points tracks market movement. It is not a dollar amount and cannot be divided by kilograms. Use a monetary quote or a dataset-derived transport expenditure for a unit-cost calculation.

Ignoring the delivery outcome

A cheap movement to the wrong port or orbit is not an alternative to the required service. Cost, destination capability, time, reliability and cargo constraints must be evaluated together.

Adding unsupported emissions conclusions

A cost comparison does not establish which mode emits less. Make an emissions claim only with compatible, scenario-specific rocket and ocean data using comparable boundaries; the figures above do not provide that matched dataset.

How to keep the comparison current

For launch planning, replace historical illustrations with a current quote or contract for the exact mission and state whether it is advertised or awarded. For ocean freight, obtain a route-specific quote for the relevant booking period and retain its accessorial-charge and insurance terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For repeat analysis, archive the source date, route, orbit, mass definition and calculation sheet. The United Nations Trade and Transport Dataset is a source-backed reference for historical transport-cost analysis, while UNCTAD’s market reports provide dated context rather than a substitute for a shipment quote.

Decision rule

Use dollars per kilogram to orient a discussion, not to declare that rockets and ships provide equivalent transport. A sound conclusion identifies the exact orbit and route, uses a clearly defined mass, labels the price type and date, lists included services, and then compares time, reliability, constraints and capability alongside the arithmetic. If any of those fields is missing, the honest result is an incomplete comparison rather than a precise-looking ratio.
