The safest way to compare a renewable-energy offer is to identify exactly what you are buying, put every option on the same electricity-usage and bill basis, and verify who owns and retires the renewable energy certificates (RECs). A “100% renewable” label is meaningful only for the quantity and period covered by attributes that you can exclusively claim; it does not automatically mean your home receives physically separate renewable electrons or that all of your emissions are offset.
Start by identifying the product
“Renewable energy plan” is not one standardized product. U.S. Environmental Protection Agency guidance distinguishes retail offers that bundle electricity with RECs from arrangements in which you buy attributes, subscribe to a shared project, or own generation yourself. These products can have different prices, obligations and claim rights, so comparing a REC-only charge with an electricity supply rate can produce a misleading result.

A plan can cover only part of your consumption. Read the product definition before treating it as a whole-home solution. Availability depends on your utility territory, state market rules, supplier, usage and the current contract.

Request estimates from multiple suppliers using the same annual kilowatt-hour usage. Ask for an all-in estimate rather than relying on a headline premium or a rate shown without delivery charges. EPA notes that direct price comparisons are difficult when one product includes electricity and RECs while another sells RECs alone.

Collect these numbers and terms
- Standard electricity supply rate and the renewable plan’s supply rate, in cents per kilowatt-hour.
- Any green-power premium, separate REC charge or fixed monthly fee.
- Delivery, transmission, distribution, taxes and other charges that remain on the utility bill.
- The usage assumption behind the quote, such as a monthly or annual kilowatt-hour figure.
- Contract term, renewal method, introductory period and whether the rate is fixed or variable.
- Cancellation fees, notice requirements and what happens if you move or change utility service.
- The percentage or number of megawatt-hours covered by the renewable attributes.
Use the same consumption assumption for every offer. A simple comparison is:
Estimated annual cost difference = (renewable supply rate − standard supply rate) × annual kilowatt-hours + recurring plan fees − any stated credits.
Keep delivery charges separate when they are identical across offers; include them when the plan changes them. If a supplier gives only a REC price, compare the REC cost with another REC product—not with a bundled electricity rate—then add your ordinary electricity bill to understand your total household cost.

Do not treat an old national average as a quote
EPA reports that residential utility green-power premiums mainly hovered around $20 per megawatt-hour (about $0.02 per kilowatt-hour) during 2006–2015, which it translated to roughly $18 per month for the average American home during that period. That is historical context, not a current national benchmark. The reviewed guidance does not establish a recent, nationally representative residential price. Your current quote must come from your utility or supplier and reflect your location, usage and contract date.
Evaluate the attributes behind the offer
Once the bill is comparable, examine what the renewable claim represents. EPA comparison factors include volume, resource and technology, geography, project age and generation vintage, commitment term, and certification or verification.

Volume and coverage
One REC represents the renewable attributes associated with one megawatt-hour of renewable generation. Ask whether the offer covers 100% of your stated electricity usage or a smaller share, and whether the quantity is calculated from your actual meter data or a default estimate. A plan that covers 50% of annual usage cannot support a claim that the entire household used 100% renewable electricity.
Technology and resource
Find out whether the attributes come from solar, wind, hydropower, biomass or another eligible resource. If a technology matters to you, require it in the contract or product description rather than assuming that “renewable” means solar. Ask whether the product specifies a project, a portfolio or only a resource category.

Some buyers prefer projects in their state, region or balancing area. Others care about the year in which the electricity was generated. Ask where the projects are located and the generation vintage of the RECs. A product can be legitimate while using attributes from a different region or an earlier eligible period; the relevant choice is whether those characteristics meet your stated goal.
Term and commitment
Check how long the supplier must provide the product, whether the price can change at renewal, and what happens if the underlying project or REC inventory changes. A longer commitment may provide more predictable attributes but can limit your ability to switch when rates or priorities change.
Understand what “100% renewable” can and cannot mean
Electricity from many generators is pooled on the interconnected grid, so a household normally cannot trace a particular renewable electron from a remote wind or solar plant to its outlet. The claim is an accounting and attribute claim: the buyer must own the relevant renewable attributes for the stated quantity and period.

Ask who owns and retires the RECs
Before accepting a claim, ask the supplier:
- Who legally owns the RECs created by the generation?
- Are the RECs conveyed to you, or retained by the supplier, project owner, utility or another party?
- How are they retired so they cannot be sold or claimed again?
- What quantity and generation period do the retired RECs cover?
- Can another customer, a utility compliance program or a marketer claim the same attributes?
EPA explains that the ability to claim renewable electricity use depends on legal ownership of the energy attributes. A solar array on your roof does not, by itself, prove that you retained the RECs. An installer, financier, utility incentive program or other contract may have taken ownership. Read the REC and environmental-attributes provisions in the system, lease, loan and incentive documents.
Keep the claim within its proper scope
State the coverage and period: for example, “This plan assigns RECs for the supplier’s stated share of my 2027 electricity usage.” Do not silently expand that to all household energy, transportation, heating fuel or other emissions. EPA advises limiting renewable-electricity claims to the relevant purchased-electricity emissions context.
RECs are not carbon offsets. A REC conveys the renewable attributes associated with electricity generation; an offset represents an emissions-reduction project. Buying RECs does not automatically offset every household emission, guarantee that a new project was built because of your purchase, or establish a measured reduction in your entire carbon footprint.
Check certification and independent verification
Certification means a product is reviewed against a defined standard. Verification adds an independent check of the amount supplied and the product’s environmental benefit. EPA describes Green-e Energy certification and its annual independent verification as useful consumer checks. Look up the exact supplier and product in the Green-e Energy certification directory, then compare the listing with the contract you are offered.
Certification is not a substitute for reading the terms. Confirm that the certified product is the same edition, percentage, geography and price option you are buying, and verify who receives the attributes. EPA summarizes the consumer-protection role this way: “Verification serves as a form of buyer protection against deception or fraud and ensures the buyer has exclusive rights to make claims about ‘using’ or ‘being powered with’ the green power they purchased.”

If a product is not certified
The absence of certification does not, by itself, prove that an offer is invalid. It does mean you should demand equivalent documentation: the generating resources, REC quantity and vintage, chain of title, retirement process, coverage period, and any independent audit. If the seller will not identify those basics in writing, you cannot substantiate an exclusive renewable-use claim.
Separate voluntary purchases from compliance obligations
States can require utilities to meet renewable portfolio standards. Voluntary purchases sit above that mandatory policy floor when their attributes are properly accounted for. EPA says voluntary purchases should be incremental to renewable generation already claimed for compliance, so two parties do not claim the same megawatt-hour.
Ask whether the RECs are eligible for, or already used in, a state compliance program. If the utility keeps the attributes to satisfy its requirement while marketing the electricity as your voluntary renewable purchase, the contract should explain what claim—if any—you receive. The key issue is exclusive attribute ownership, not simply the presence of renewable generation somewhere in the supplier’s portfolio.

Mark “not stated” when an offer does not disclose a field. Do not fill gaps with assumptions. A lower visible rate can be less attractive once a fixed fee, variable renewal or smaller coverage percentage is included.

Choose based on your actual goal
If you want the simplest household bill
Start with a utility or competitive-supplier product available in your service territory. Compare the all-in supply cost, contract flexibility and the percentage of usage covered. Confirm that the supplier conveys and retires the RECs for your claim.
If you want specific projects or technologies
Favor an offer that identifies the resource, project portfolio, geography and vintage in writing. A general “green” label is insufficient when local solar, new facilities or a particular technology is your objective.
If you want to support a remote project
Review a shared-renewables or community-solar subscription as a separate financial and attribute arrangement. Examine output estimates, bill-credit calculations, subscriber term, cancellation provisions and REC ownership. Do not assume that receiving a bill credit gives you the project’s environmental attributes.
If you own rooftop generation
Read every transfer clause before making a public renewable-use claim. If a lease, power contract, incentive or financing agreement transfers RECs, the other party may hold the exclusive claim even though the panels are on your property.
If you are evaluating a commercial-style contract
A physical or virtual PPA can involve delivery points, market settlements, credit support and long terms that are not typical of residential retail service. Treat it as a specialized contract, not as a substitute for a household green-power plan, and obtain professional review before signing.
Red flags and how to resolve them
- Only a percentage is advertised. Ask for the underlying REC quantity, usage assumption and coverage period.
- The seller says “the grid is renewable.” Ask which attributes are transferred to you and whether another party is claiming them.
- A rooftop system is called automatically “100% renewable.” Check the environmental-attributes and REC-transfer clauses.
- The offer uses “carbon neutral” and “renewable” interchangeably. Request separate explanations of RECs and any offsets; they serve different purposes.
- There is no fixed price, renewal or cancellation language. Do not rely on a sales explanation; obtain the complete contract.
- The product promises to build new generation solely because of your purchase. Ask for evidence of the project’s financing and the contract’s incremental-impact language. A REC purchase alone does not establish that outcome.
- The supplier will not identify a certification listing or audit. Request equivalent chain-of-title and retirement records, or choose a more transparent offer.
- The price is compared with a historic average. Treat old national figures as context only and obtain a current, local quote.
Before you enroll: a final checklist
- Confirm that the product is available in your utility territory and that you are eligible under state market rules.
- Download the current terms, disclosure statement and price sheet.
- Write down your actual annual kilowatt-hour usage and request every quote with that same assumption.
- Classify the offer as bundled electricity, REC-only, CCA, shared renewables, self-supply or a project contract.
- Calculate the total expected annual cost, including premiums, fixed fees and stated credits.
- Record coverage percentage, resource, geography, generation vintage and contract term.
- Confirm who owns, conveys and retires the RECs, and whether another party can make the same claim.
- Check the exact product in the Green-e Energy directory when certification is advertised.
- Phrase your own claim no more broadly than the quantity and period documented by the contract.
- Save the contract, retirement or certificate documentation and each annual renewal notice.
What changes after enrollment
Plan availability, pricing, project portfolios and certification listings can change. Review renewal notices and revised terms rather than assuming that a “green” designation remains identical. If your usage changes substantially, ask whether the supplier adjusts REC quantities or continues to use a default estimate. When you move, switch utilities or cancel, confirm the end date for both electricity service and attribute retirement so your public claim does not extend beyond the documented coverage period.
