The safest way to compare a U.S. regional bank’s commercial real estate (CRE) risk is to treat its concentration ratio as a starting signal, not a verdict. Put construction and other CRE loans beside the bank’s capital, 36-month growth, property and geographic mix, underwriting quality, credit performance, stress testing, reserves and liquidity. Keep every figure on the same reporting date and use the same regulatory definitions.

A large CRE percentage can be manageable when projects are diversified, well underwritten and funded by strong capital and liquidity. A lower percentage can still be dangerous if it is growing quickly, concentrated in one property market or paired with weak controls. The comparison method below is designed to expose those differences.

What CRE risk means for a regional-bank comparison

CRE risk is the possibility that income-producing property or development loans lose value or stop paying, reducing earnings and capital. Regional banks can be particularly sensitive because commercial property lending may represent a larger share of their balance sheet than it does at the largest diversified banks. The relevant question is not simply “How many CRE dollars does the bank hold?” It is “How large is that exposure relative to loss-absorbing capital, how quickly is it changing, and how resilient is the portfolio if property values, rents or refinancing conditions deteriorate?”

Comparison axis What to collect Why it matters
Exposure relative to capital Construction, land-development and other land loans; non-owner-occupied CRE; the stated capital denominator Shows the potential size of a loss relative to the bank’s principal buffer
Growth Quarterly changes and cumulative growth over the preceding 36 months Rapid expansion can indicate loosening standards or a portfolio that has not experienced a full credit cycle
Composition Property type, geography, borrower and project concentrations, construction versus stabilized assets Correlated exposures can fail together even when the headline ratio looks moderate
Credit quality and underwriting Criticized and nonperforming trends, repayment sources, collateral analysis, presales and take-out commitments Determines how much of the reported exposure is likely to become a loss
Governance and controls Board oversight, management information systems, stress tests, sensitivity analysis and independent credit review Shows whether management can identify and reduce emerging risk
Absorption capacity Capital, allowance for credit losses and liquidity/funding profile CRE losses become more damaging when reserves, capital or funding are already under pressure

Start with exposure-to-capital ratios

Separate the regulatory loan categories

Do not combine every property-related loan into one homemade number. Start with the categories used in regulatory reporting: construction, land development and other land loans, and non-owner-occupied CRE. The Federal Financial Institutions Examination Council (FFIEC) Call Report schedule RC-C contains the referenced loan categories. Schedule RC-R contains regulatory capital inputs.

For each bank, record the reported amount, the “as of” date and the capital denominator. A basic comparison can be expressed as:

CRE concentration ratio = qualifying CRE loans ÷ specified capital denominator × 100

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the bank’s stated regulatory ratio when one is disclosed, then reconcile it to the Call Report rather than silently substituting a different denominator. Company filings sometimes use labels such as “total bank capital” or “regulatory CRE ratio” for calculations that are not identical to a peer’s presentation.

Understand the OCC screening criteria

The Office of the Comptroller of the Currency (OCC) identifies two supervisory criteria that may prompt further analysis:

  • Construction, land development and other land loans equal to or greater than 100% of total capital.
  • Non-owner-occupied CRE equal to or greater than 300% of total capital together with CRE portfolio growth of at least 50% over the prior 36 months.

These are examination-screening indicators, not legal lending limits and not predictions that a bank will fail. Examiners also consider diversification, underwriting, geography, take-out commitments, liquidity and the bank’s own risk analysis. A bank below a threshold is not automatically safe, and a bank above it is not automatically unsound.

Carry CECL treatment through the calculation

The capital denominator is affected by whether the institution has adopted the current expected credit loss (CECL) accounting framework. For a CECL institution, the OCC handbook’s supervisory-ratio treatment includes Tier 1 capital plus the allowance for credit losses attributed to loans and leases. For a non-CECL institution, it includes Tier 1 capital plus the entire allowance for loan and lease losses. That difference can change the percentage without any change in the loan balance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When building a spreadsheet, include a column for CECL status and another for the exact denominator definition. Never rank banks using one bank’s “total capital” ratio against another bank’s Tier 1-based calculation.

Track the portfolio’s growth, not just its size

Use both quarter-to-quarter and 36-month views

Calculate the change from the prior quarter to identify recent acceleration, then calculate cumulative growth over the preceding 36 months to match the OCC’s screening context. Record the starting and ending dates, whether balances are gross or net of participations, and whether a merger or portfolio sale changed the series.

A shrinking ratio can result from stronger capital rather than fewer CRE loans. Conversely, a stable ratio can conceal aggressive lending if capital has grown at the same pace. Review loan balances and capital separately before interpreting the ratio’s direction.

Investigate rapid growth

Growth is not proof of weak underwriting, but it raises specific questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Did expansion come from construction, land development, office, multifamily, retail, hospitality or another segment?
  • Were standards, loan-to-value limits, debt-service assumptions or covenants changed?
  • Did the bank enter a new geography or rely on a small group of sponsors?
  • Are unfunded commitments and construction take-out obligations rising faster than funded balances?
  • Has independent credit review kept pace with originations?

Answers should be tied to the same period as the ratio. A narrative statement about “disciplined growth” does not replace the balance and trend data.

Look inside the headline concentration

Compare property types

Property values and cash flows do not respond uniformly to economic stress. A portfolio spread across apartments, industrial, retail, office, hospitality and other categories has different risk drivers from one dominated by a single segment. For each bank, identify the largest property categories and the share of CRE loans they represent. If a filing does not provide a comparable breakdown, label the item as not stated rather than inferring diversification from the total ratio.

Map geographic exposure

Geographic diversification matters because employment, population, rents, vacancies, construction costs and local regulations can move together within a market. Compare metropolitan areas or regions where the bank’s borrowers and collateral are located, not only the state where the bank is headquartered. A bank can appear geographically broad at the legal-entity level while remaining concentrated in one set of property markets.

Check borrower, sponsor and project concentrations

Several loans can become one risk when they depend on the same developer, guarantor, contractor, tenant or refinancing market. Review large-credit disclosures, relationship limits and shared sponsors where the filing provides them. Construction loans deserve additional scrutiny because repayment may depend on completion, lease-up, sale or permanent financing rather than current property income.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Identify presales and take-out commitments

For construction lending, presold units, binding take-out commitments and other committed sources of permanent financing can reduce risk by improving the repayment path. They do not erase the concentration or guarantee repayment: the buyer, permanent lender and project still must perform. The OCC treats these protections as factors that may mitigate concentration risk without changing how the concentration itself is identified.

Assess underwriting and portfolio controls

Underwriting evidence to seek

Read the bank’s credit-risk discussion for evidence of:

  • Current market and feasibility analysis for the property and submarket.
  • Independent appraisal and collateral-review processes.
  • Loan-to-value, debt-service-coverage and interest-reserve policies.
  • Borrower equity, guarantees, covenants and ongoing financial reporting.
  • Construction budget controls, inspections, draw procedures and completion requirements.
  • Clear repayment sources, including operating cash flow, sale proceeds or committed refinancing.

Policies alone are not proof that every loan complies. Compare the stated standards with criticized, classified or nonperforming trends and with management’s discussion of exceptions.

Governance and information systems

The OCC’s CRE guidance highlights board and senior-management oversight, portfolio-management information systems, stress testing and sensitivity analysis, and an independent credit-risk review function. In a comparison, ask whether reports show exposures by property type, geography, sponsor, maturity and risk grade; whether limits trigger escalation; and whether findings from independent review are tracked to resolution.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Stress tests that reflect refinancing risk

A credible stress program should examine more than a generic recession. Useful scenarios vary vacancy, rents, capitalization rates, construction costs, interest rates, refinancing availability and collateral values. Maturity walls matter: a loan that performs today may become stressed when a borrower must refinance at a higher rate or with a lower loan amount. Compare how results affect capital, allowance needs and liquidity, and whether management has identified actions before a breach occurs.

Use credit quality and allowance data carefully

Follow deterioration over time

Compare criticized, classified, delinquent, nonaccrual and nonperforming trends where the bank discloses them. Look for migration from early-stage watch lists into criticized or nonaccrual categories, extensions that defer recognition of weakness, and concentrations of criticized loans in one property type or geography. One quarter can be noisy; a multi-quarter trend is more informative.

Do not treat one reserve ratio as a complete answer

The allowance for credit losses should be considered alongside the risk characteristics of the portfolio, expected loss assumptions, collateral values, borrower support and stress results. A higher allowance ratio can reflect a riskier mix or more conservative modeling; a lower ratio can reflect stronger collateral or assumptions that later prove optimistic. The FDIC’s December 18, 2023 advisory emphasizes appropriate credit-loss allowance levels, strong capital, robust credit-risk management and liquidity/funding risk management for institutions with CRE concentrations. It does not turn a single reserve percentage into a universal adequacy test.

Test the bank’s ability to absorb losses and funding pressure

Capital capacity

Compare common equity, Tier 1 and total risk-based capital measures with the CRE exposure and with stress-test results. Ask how much capital remains after plausible credit losses, higher risk weights, reduced earnings and the need to provision. Capital is a buffer, not a substitute for sound underwriting: a large ratio can be tolerable for a strongly capitalized bank and dangerous for one with thin or declining buffers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Liquidity and funding

CRE stress can create funding pressure before a loan is charged off. Borrowers may draw construction commitments, deposits may leave, collateral values may weaken and wholesale funding may reprice or become unavailable. Review deposit composition and stability, borrowing capacity, liquidity reserves, pledged collateral, maturity mismatches and contingency-funding plans. The FDIC advisory specifically places liquidity and funding risk management alongside capital and credit-risk controls for CRE-concentrated institutions.

Consider interactions, not isolated metrics

Capital, reserves and liquidity can compound one another. Provision expense reduces earnings and capital; falling collateral can increase both expected losses and borrowing constraints; a funding outflow can force asset sales at unfavorable prices. A comparison should therefore describe the bank’s capacity under stress rather than declaring a ratio safe or unsafe in isolation.

Align dates, definitions and accounting before ranking banks

Build a like-for-like data sheet

Use the latest available Call Report and the bank’s filing for the same quarter or year-end. Record:

  • Reporting date and filing date.
  • Loan categories included in the numerator.
  • Capital and allowance items included in the denominator.
  • CECL adoption status.
  • Gross, net or committed exposure treatment.
  • Acquisitions, sales, participations or reclassifications affecting the period.

If one bank reports a December 31 balance and another reports a later quarter, do not present them as a simultaneous peer ranking. If definitions differ, show the difference in the table and explain why the percentages are not directly comparable.

Use primary regulatory schedules

RC-C is the starting point for the referenced loan categories, while RC-R supplies regulatory capital inputs. Bank filings add useful detail on property types, geographies, criticized assets, reserves, stress testing and liquidity. Reconcile the two sources and preserve the bank’s “as of” date in every worksheet and chart.

What a 300% CRE concentration means

A 300% non-owner-occupied CRE ratio means the qualifying loan amount is three times the specified capital denominator. It does not mean the bank will lose three times its capital, because loans are not losses and collateral, borrower equity, cash flow, guarantees and recoveries matter. Under the OCC’s framework, the 300% figure becomes a screening criterion when paired with at least 50% CRE growth over the prior 36 months. The combination should trigger deeper examination of composition, underwriting, stress results and liquidity—not an automatic failure label.

A dated example that should not be generalized

One issuer’s Form 10-K reported a regulatory CRE ratio of 261.89% of total bank capital at December 31, 2025, and construction, land development and other land loans equal to 85.91% of total bank capital. Those are issuer-specific figures for that reporting date. They are not a regional-bank average, a current sector statistic or evidence that every bank near those levels has the same risk. Use the example to check whether a peer comparison preserves the numerator, denominator and date—not to set a safe threshold.

A practical comparison workflow

  1. Define the peer set. Record each bank’s legal entity, reporting period and whether a merger or major portfolio transaction affects the data.
  2. Extract the exposure categories. Pull construction, land-development and other land loans and non-owner-occupied CRE from RC-C or an equivalent filing disclosure.
  3. Document the denominator. Use RC-R and the bank’s stated ratio; note Tier 1, total capital, allowance treatment and CECL status.
  4. Calculate trends. Show the prior-quarter change and the 36-month cumulative change for each category.
  5. Decompose concentration. Map property types, geographies, sponsors, borrowers, maturities and construction take-outs.
  6. Grade controls from evidence. Summarize underwriting, market analysis, board oversight, portfolio systems, stress testing and independent review.
  7. Check credit performance. Compare criticized, nonperforming and allowance trends, including management’s explanations for changes.
  8. Test absorption capacity. Set capital, reserve and liquidity information beside the exposure and stress results.
  9. Write a conditional conclusion. State which risks are established, which disclosures are missing and what additional evidence would change the assessment.

Warning signs and mitigating evidence

Potential warning sign Why it matters Evidence that can change the assessment
High construction or non-owner-occupied CRE exposure relative to capital Losses could consume a meaningful share of the capital buffer Strong borrower equity, diversified projects, presales, take-outs and well-tested capital capacity
At least 50% growth over 36 months Rapid expansion may precede seasoning and risk-recognition problems Documented standards, stable risk grades, conservative underwriting and effective limits
Heavy office, hospitality or single-market concentration Common shocks can affect many loans simultaneously Granular submarket analysis, conservative valuations and diversified sponsors and tenants
Rising criticized or nonaccrual loans Signals weakening repayment capacity or collateral Timely recognition, realistic restructurings and allowances supported by current analysis
Weak or opaque stress testing Management may not know the effect of refinancing and valuation shocks Independent review, scenario detail, limit escalation and documented remediation
Unstable deposits or limited contingent funding CRE stress can coincide with forced asset sales or expensive replacement funding Stable funding, available borrowing capacity and a credible contingency plan

Limits of a public-data comparison

Public filings rarely reveal every loan-level feature, and banks may use different portfolio definitions or disclosure granularity. A reported ratio cannot show the exact quality of every appraisal, covenant or sponsor. The absence of a disclosure is not proof of weak controls; it is a reason to mark the comparison as incomplete. Similarly, the sources used here do not establish a current sector-wide CRE loss or delinquency statistic, so no such average should be inferred.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The strongest public comparison is therefore a disciplined relative assessment: same date, same definitions, transparent calculations, and a written explanation of what the numbers do and do not establish.
