Choose between permeable pavement and conventional asphalt by matching each system to the road’s traffic and safety demands, soil and drainage conditions, stormwater obligations, maintenance capability, and locally calculated lifecycle cost. Porous asphalt is not conventional asphalt with a different surface. It is an engineered pavement system in which an open-graded wearing course works with a stone reservoir, drainage controls, and the underlying soil. Conventional asphalt normally sheds water to surface inlets, ditches, or other drainage facilities.
Federal Highway Administration (FHWA) guidance describes porous asphalt as feasible for some road and highway applications, but characterizes current permeable-pavement use as a better fit for low-speed, low-volume roads and parking areas. A project-specific design can justify a broader application, yet no generic “cheaper” or “more durable” winner exists without local engineering, bid, and maintenance data.
What you are actually comparing
Permeable pavement or porous asphalt
Porous asphalt uses an open-graded asphalt mix with interconnected voids. Rain enters through the surface and moves into a clean-stone reservoir below. The reservoir temporarily stores water and may release it by infiltration into the subgrade, through an underdrain, or through a controlled outlet, depending on the design. The asphalt surface provides the wearing course and carries wheel loads; the stone layer provides storage and contributes to drainage. These jobs must be designed together.

FHWA’s 2023 permeable-pavement Tech Brief describes compacted conventional asphalt mixes as having about 6–8% in-situ air void space, compared with about 15–30% in-situ air voids for open-graded asphalt mixes. Those are material characteristics reported in the brief, not acceptance criteria, field-performance guarantees, or a promise that a particular project will infiltrate a specified flow.

Conventional asphalt
Conventional dense-graded asphalt is comparatively impermeable. Water is directed across the surface toward gutters, inlets, ditches, culverts, or other drainage structures. The pavement still needs a properly designed base, subgrade, cross slope, edge treatment, and drainage system, but infiltration through the surface is not its primary function.
Why the distinction matters
A conventional pavement design can often be adjusted by changing layer thicknesses and drainage details to meet traffic requirements. A porous design adds a hydrologic system: reservoir volume, infiltration rate, overflow or underdrain capacity, protection from sediment, and a maintenance plan that preserves open voids. Comparing only the asphalt tonnage or surface price misses a substantial part of the project.
Compare the systems on the decisions that control project success
| Decision axis | Permeable pavement / porous asphalt | Conventional asphalt | Project comparison |
|---|---|---|---|
| Surface and water movement | Open-graded asphalt passes water into a stone reservoir. The design must provide storage and a safe release or infiltration path. | The relatively impermeable surface sheds water to the designed drainage network. | Compare design-storm runoff, required storage, infiltration, overflow, outlets, and downstream discharge limits. |
| Traffic and structural demand | Surface, reservoir, subgrade, and any reinforcement must be designed for expected loading. FHWA identifies lower-speed, lower-volume applications as the current general fit. | Layer thickness and materials are selected with the applicable agency procedure for forecast traffic and site conditions. | Compare axle loads, traffic growth, turning and braking areas, rutting risk, deformation risk, and agency approval requirements. |
| Site suitability | Performance depends on soil infiltration, bedrock depth, slope, run-on, geometry, utilities, flood exposure, and stormwater mandates. | Does not rely on infiltration through the surface, but still requires suitable drainage and geotechnical design. | Use geotechnical and hydrologic data, survey constraints, surrounding runoff, and discharge requirements. |
| Maintenance | More frequent cleaning is needed to preserve permeability, and specialized equipment may be required. | Routine pavement, shoulder, and drainage maintenance is still necessary, but surface cleaning is not required to preserve infiltration through the pavement. | Compare owner staffing, equipment access, inspection intervals, cleaning methods, and long-term maintenance funding. |
| Cost and value | Cost includes the porous mix, reservoir, geotextiles or separators where specified, drainage controls, construction constraints, and permeability maintenance. | Cost includes pavement layers, conventional drainage, construction, rehabilitation, and routine maintenance. | Use local quantities and prices over a common analysis period; do not assume a universal cost winner. |
Step 1: Define the road’s traffic and safety requirement
Start with the road function, not the pavement type. Document the posted or planned speed, daily traffic, heavy-vehicle percentage, design-lane loading, turning movements, braking zones, intersections, grades, shoulders, and likely traffic growth. A short, low-speed access road has a different structural problem from a freight route, bus corridor, or high-speed highway.
FHWA’s pavement policy summarizes the governing objective from 23 CFR 626: “Pavement shall be designed to accommodate current and predicted traffic needs in a safe, durable, and cost-effective manner.” Treat that as a screening rule for either alternative. A stormwater benefit does not compensate for a pavement section that cannot safely carry forecast loading.
Questions to answer before selecting porous asphalt
- What traffic loads will the pavement carry during the analysis period, including heavy trucks, buses, emergency vehicles, and construction traffic?
- Where will vehicles turn, brake, queue, or stand? These areas can impose higher shear and rutting demand than a uniform travel lane.
- Does the responsible highway agency have an approved procedure or standard detail for porous asphalt at this traffic level?
- Are winter maintenance, snowplow operations, or debris loads likely to introduce materials that clog the surface or damage the open-graded layer?
- What failure would be more consequential: loss of infiltration, rutting, flooding, or a conventional drainage-system blockage?
Step 2: Screen the site before doing detailed pavement design
FHWA’s porous-asphalt guidance recommends considering soil type, bedrock depth, pavement slope, and additional runoff sources early. Obtain field and laboratory information rather than inferring suitability from a soil map alone.
Soil and groundwater
Measure or otherwise establish the design infiltration rate of the subgrade and identify seasonal groundwater, restrictive layers, and bedrock. Low infiltration can make a full-infiltration system impractical or require an underdrain and controlled outlet. An underdrain changes the hydraulic design; it does not turn an unsuitable site into a site with unlimited storage.
Slopes and geometry
Check longitudinal and cross slopes, transitions, superelevation, curb lines, intersections, narrow sections, and locations where water could bypass the permeable surface. A complex geometry can make construction tolerances, reservoir continuity, and outlet placement harder to control.

Run-on and surrounding drainage
Identify runoff arriving from adjacent impervious areas, unpaved shoulders, exposed soil, construction areas, or higher ground. FHWA specifically flags run-on from adjacent exposed soils as a concern because sediment can clog the open surface. Size pretreatment, edge controls, or separate conveyance so the pavement is not used as an unintended sediment basin.
Flooding, utilities, and contamination risk
Screen flood exposure, utility conflicts, unknown subsurface conditions, and the possibility of an accidental chemical spill. A spill-prone location may require isolation or a different drainage strategy so contaminants do not move directly into the reservoir or soil.
Step 3: Translate stormwater objectives into a hydraulic design
Define the target design storms, runoff volumes, peak-flow limits, water-quality requirements, and permitted discharge path. The reservoir is sized from those requirements together with the soil’s ability to accept water and the timing of drainage. Reservoir thickness is often controlled by water quantity and infiltration; the asphalt surface thickness is driven primarily by traffic loading.
Questions for the hydrologic model
- How much rainfall must be stored or infiltrated for each required design event?
- What is the measured or adopted subgrade infiltration rate, and how does it vary with season or depth?
- How long may water remain in the reservoir before an underdrain or overflow must operate?
- Where does excess water go when the reservoir is full?
- Are peak-flow-control or stormwater-quality mandates triggered by the project?
- Will adjacent drainage areas contribute more water than the pavement system was intended to receive?
Do not equate a high void percentage in the asphalt mix with available storage. The 15–30% open-graded air-void figure describes the asphalt material; reservoir storage depends on the aggregate gradation, layer thickness, porosity, water level, geotextiles, subgrade, and outlet configuration.
The Tool Desk

The surface must resist rutting, deformation, cracking, and construction damage while remaining permeable. FHWA’s 2015 porous-asphalt guidance says layer thickness decisions require site considerations, hydrologic design, and structural design. Do not choose a reservoir thickness and then assume the resulting pavement section is structurally adequate.
Material and reinforcement choices
FHWA’s 2023 brief notes that stronger porous asphalt for moderate-to-high traffic applications may use polymer-modified asphalt and/or fibers. Those options can improve resistance to deformation, but they do not remove the need for project-specific mix design, compaction control, drainage detailing, and agency approval.
Construction loading and sequencing
Protect the clean stone and open surface from sediment during construction. Sequence earthwork, erosion control, reservoir placement, asphalt paving, and final site stabilization so the pavement is not exposed to uncontrolled runoff from unfinished areas. Establish inspection hold points for subgrade condition, stone cleanliness, layer thickness, outlet installation, and surface quality.

Step 5: Check whether the owner can maintain permeability
Permeable pavement requires more frequent cleaning and maintenance than conventional pavement to maintain adequate permeability, according to FHWA sustainability guidance. Specialized cleaning equipment may need to be purchased or contracted. The owner should commit to a written protocol before approving the design.
Maintenance plan elements
- Routine visual inspections for sediment, ponding, raveling, cracking, rutting, and blocked inlets or outlets.
- Scheduled vacuum or other approved surface-cleaning operations at an interval based on local sediment loading and observed performance.
- Controls on winter sanding, soil stockpiles, sweeping practices, and landscaping activities that can introduce fines.
- Inspection and cleaning access for underdrains, observation ports, overflow structures, and pretreatment areas.
- Records of inspection dates, measured infiltration or drawdown where required, cleaning work, defects, and repairs.
- A contingency procedure for spills, construction damage, or a section that no longer drains within the design time.
Symptoms of a maintenance problem
Persistent surface ponding after rainfall, visibly clogged voids, sediment accumulation, vegetation in the pavement, or a drawdown time that is increasing can indicate loss of permeability. First identify whether the restriction is at the surface, in the reservoir, at an outlet, or in the subgrade. Cleaning the surface will not fix a blocked underdrain, and replacing an outlet will not remove sediment embedded in the asphalt.
Step 6: Compare lifecycle cost on the same basis
The available FHWA material does not establish a universal cost winner or a current project-specific price comparison. Initial bids can vary substantially with excavation, aggregate haul distance, drainage structures, utility conflicts, labor, local asphalt markets, and traffic control. Compare both alternatives with the same analysis period and discounting method required by the owner.
Include these cost categories
- Initial pavement work: asphalt mix, aggregate base or reservoir stone, geotextiles or separators where specified, excavation, grading, edge restraints, and quality control.
- Drainage and controls: inlets, underdrains, observation ports, overflow structures, outlets, pretreatment, and connections to the receiving system.
- Construction constraints: temporary drainage, erosion and sediment control, traffic management, weather limitations, and protection from construction run-on.
- Operations: inspection labor, cleaning frequency, specialized equipment purchase or rental, disposal of removed sediment, and recordkeeping.
- Renewal: patching, surface rehabilitation, reservoir or outlet repairs, conventional pavement overlays where applicable, and eventual reconstruction.
- Consequences of underperformance: flooding, emergency repairs, regulatory noncompliance, traffic disruption, or replacement of a clogged system.
Use local bid items and the owner’s maintenance records. A lower initial price is not lower lifecycle cost if the owner cannot fund permeability maintenance; a higher initial price may be justified where avoided drainage construction or stormwater compliance has documented value.
When porous asphalt is a reasonable candidate
Porous asphalt deserves detailed evaluation when the road has relatively low speed and volume, the owner has a dependable maintenance program, the site can provide adequate infiltration or a practical underdrain, and stormwater storage or discharge limits create a clear project benefit. FHWA also documents roadway and highway use examples and states that highway use can be possible with diligent engineering. That is conditional suitability, not a blanket endorsement for every highway.

FHWA’s sustainability guidance characterizes permeable pavement as currently better suited to low-speed, low-volume roadways and parking areas while research continues on more heavily loaded facilities. Treat this as a general screening statement. A road with heavy loading may still proceed if the responsible agency accepts the structural design, the hydraulic system is protected from clogging, and the owner can maintain it.
When conventional asphalt is usually the safer baseline
Conventional asphalt is often the more straightforward baseline when traffic is heavy or uncertain, the site has very low infiltration, the reservoir would be exposed to large sediment loads, maintenance resources are limited, or the agency has no accepted porous-pavement procedure for the road class. It may also be preferable where stormwater can be managed reliably with conventional inlets, ditches, detention, or treatment facilities.

This does not mean conventional asphalt is maintenance-free. It still needs crack and patch repairs, surface renewal, shoulder work, and drainage cleaning. The distinction is that its surface is not being maintained as an infiltration medium.

Low-speed residential access road
A low-speed street with manageable traffic, suitable upland soil, little run-on from exposed areas, and a stormwater requirement may be a strong candidate for porous asphalt. The team should still verify soil infiltration, provide overflow protection, and fund recurring cleaning.

Industrial or freight route
Heavy trucks, turning movements, diesel or chemical spill risk, and sediment from adjacent yards increase structural and operational risk. Porous asphalt would require a carefully justified mix and reservoir design, spill controls, robust pretreatment, and an owner capable of specialized maintenance. Conventional asphalt with separately designed drainage may offer a more controllable risk profile.
Road through low-permeability or high-groundwater soil
If the subgrade cannot accept water at the required rate, a full-infiltration concept may not meet drawdown or storage objectives. An underdrained permeable system could still be evaluated, but the added outlet and maintenance requirements must be compared with conventional pavement and a separate stormwater facility.

Using the asphalt void percentage as the project’s storage calculation
Why it fails: mix air voids describe the surface material, not the usable capacity of the entire pavement system.
Correction: calculate reservoir storage from aggregate properties, layer geometry, water levels, subgrade, and outlets.
Ignoring sediment during construction
Why it fails: run-on from exposed soil can clog the surface before the road opens.
Correction: maintain erosion controls, isolate unfinished areas, and inspect the pavement before acceptance.
Choosing a system the owner cannot maintain
Why it fails: permeability declines when cleaning and inspections are deferred.
Correction: assign responsibility, budget equipment or contracts, define frequencies, and record performance before design approval.
Calling one option universally cheaper or greener
Why it fails: the available federal guidance does not establish universal cost, service-life, crash, or emissions advantages.
Correction: document local quantities, prices, maintenance records, stormwater value, and risk over the owner’s analysis period.
A decision checklist for the project team
- Traffic forecasts and agency pavement-design procedure are documented.
- Safety, speed, heavy-vehicle, turning, and emergency-access requirements are defined.
- Soil infiltration, groundwater, bedrock, slope, and subgrade strength data are available.
- Run-on, sediment sources, flood risk, utilities, and spill risks are mapped.
- Stormwater volume, peak-flow, quality, discharge, and overflow requirements are calculated.
- Porous surface, reservoir, outlet, and structural layers are designed as one system.
- Construction sequencing protects the reservoir and surface from sediment.
- Cleaning equipment, inspection access, staffing, and funding are committed.
- Both alternatives use the same analysis period and include renewal and failure consequences.
- Local standards, permits, and agency acceptance are confirmed before procurement.
The final selection should state why the chosen pavement meets traffic and safety needs, how it handles the design storms, who will maintain it, and what local lifecycle evidence supports the cost decision. Federal guidance is U.S.-oriented; state, municipal, and other local requirements can differ and must be checked for the actual project.
