There is no universal cost or performance winner between repowering an existing onshore wind farm and building at a new site. Compare both against the same market, financing, project life and valuation assumptions—and include continued operation or retirement of the existing plant if either is a realistic alternative. The right choice depends on site-specific wind, grid, cost, permitting and revenue evidence.
What counts as repowering—and what should it be compared with?
Repowering can mean refurbishing or upgrading components on existing turbines, replacing some of them, or dismantling the old machines and installing new turbines at the same or a nearby site. A new-build project is developed on a separate, greenfield site. Those options can have very different costs and constraints, so define the scope before comparing them.
For a fair investment decision, model the live alternatives: the proposed repower, the new-build project, and—where relevant—continued operation or retirement of the existing farm. The National Renewable Energy Laboratory (NREL) analyzed greenfield development, full repowering, partial repowering and continued operation as separate choices in its 2014 U.S.-oriented financial feasibility study. Its framework is useful; its historical cost assumptions are not current bids.
How should the alternatives be compared?
Use a common set of assumptions and compare expected lifetime cash flows, not turbine counts or nameplate capacity alone. A comparison table helps expose where the projects differ and what evidence is needed:

Model net production, not machine counts
Estimate long-term net generation for each proposed layout. Account for turbine hub height and rotor size, expected availability, wake losses and curtailment where applicable. A newer turbine may generate more electricity per machine, and an improved design may use fewer machines, but neither turbine count nor nameplate capacity alone shows which project produces more saleable energy.
Keep gross generation, losses and net generation distinct in the model. Use the same treatment of losses and curtailment for each alternative, while allowing the actual layout and grid constraints to differ. If the resource estimate or layout is uncertain, represent that uncertainty in the sensitivity analysis rather than treating a single production forecast as guaranteed.

Build comparable whole-project cash flows
Include development and construction costs, turbine and balance-of-plant costs, dismantling where relevant, grid work, operations and maintenance, financing, taxes or incentives, power-sale revenue, and residual or decommissioning value when applicable. Repowering can avoid some greenfield costs if infrastructure is reusable, but it can also require substantial replacement or upgrade work. Credit a reuse saving only after verifying the asset’s capacity, condition, rights and compatibility with the proposed project.

If comparing cash flows over different project lives, make the treatment of terminal value or replacement consistent. A payback period by itself does not capture total lifetime value or the timing of later costs and revenue.

Test the assumptions that could change the decision
Run sensitivities for the variables most likely to move the result: wind resource and net generation, energy prices or offtake terms, turbine and grid costs, schedule, equipment performance, financing and discount rate. Include permitting delays or output restrictions where they are plausible for the actual jurisdiction and project. The NREL study identifies site quality, power prices, technology progress, equipment durability and reliability, and infrastructure reuse as decision variables; its model is a framework, not a present-day cost ranking.
What can historical repowering evidence tell you?
Observed projects show why repowering can be attractive, but their results are bounded by their place, period, turbine mix and study assumptions. They are not forecasts for a different site.

Historical benchmarks should not be mixed into a current project model as if they were current prices. For example, the IEA reported a global average onshore-wind electricity cost of USD 53/MWh in 2019 in Renewables 2020. That dated global average is not a present-day project bid or a site-specific cost estimate.
How do grid, permitting and community constraints affect the choice?
Reusing a grid connection or other infrastructure may be a material advantage for a repower, but it is not automatic. Confirm that the existing connection can accommodate the proposed capacity and operating profile, identify any upgrades, establish who has the relevant rights, and assess the condition of the infrastructure. Changed output can alter what the grid works need to deliver.

A new site may have a better wind resource, yet it must secure its own land and grid arrangements and clear its own development constraints. At either site, assess the actual turbine dimensions and positions against applicable permits, setbacks, noise and visual limits, and environmental requirements. An older permit, existing operation or prior community acceptance does not establish that larger or differently located machines will be approved.
Social and environmental considerations belong in the comparison alongside technical, economic and regulatory factors. The U.S. Department of Energy’s summary of IEA Wind Task 26 research highlights that they can be missed when attention is limited to plant-level technical and economic questions. Permitting rules and legal outcomes are project- and jurisdiction-specific, so do not assume that a familiar site eliminates approval risk.
When is each option more compelling?
Repowering deserves a closer look when
- The existing site has a strong, well-understood wind resource and newer turbine configurations could materially improve net output.
- Grid, land or other infrastructure can be reused after technical, contractual and condition checks.
- Existing-site constraints are manageable for the proposed turbine dimensions, layout, construction and approvals.
- Replacement economics compare favorably with continued operation after accounting for dismantling, outages, new equipment and the post-repower revenue profile.
A greenfield project deserves a closer look when
- A candidate site offers stronger wind or better expected operating prospects.
- Repowering is constrained by grid capacity, infrastructure condition, land rights, layout limits, permitting or community concerns.
- The new site can be developed with more favorable overall costs, schedule or revenue assumptions despite its separate land and grid requirements.
These are screening signals, not a substitute for a common financial model. NREL’s 2014 U.S.-oriented analysis used a 20–25-year operating or contract-life window as an assumption or typical case, not a universal required turbine lifetime. It also relied on hypothetical repowering shares for some market estimates because observed behavior data were extremely limited. Treat that report as a decision framework, not current market evidence.

A defensible recommendation requires current, location-specific inputs rather than a generic cost-per-megawatt comparison. Assemble a consistent package for all alternatives:
- Existing turbine inventory, condition, expected remaining operation and any replacement or refurbishment scope.
- Long-term wind-resource evidence and modeled net generation for each proposed layout.
- Current turbine, balance-of-plant, dismantling, grid, development and operating cost estimates.
- Grid connection capacity, upgrade needs, rights and technical condition for existing and candidate sites.
- Land agreements, applicable permits, environmental constraints, setbacks, noise and visual limits, and community considerations.
- Power-sale or market assumptions, financing, taxes or incentives, valuation date, analysis horizon and discount rate.
Apply those inputs to repowering, greenfield development and any live baseline such as continued operation, using consistent assumptions and explicit sensitivities. Without the site, jurisdiction, turbine inventory, current cost basis, offtake structure and permitting record, a universal winner or reliable payback claim is not established.
