There is no single, technology-neutral answer to which of nuclear, coal, natural gas, wind, or solar is “best.” The result changes with the question, location, year, financing assumptions, fuel prices, resource quality, and the amount of grid balancing required. Start by deciding whether you are comparing lifecycle greenhouse-gas emissions, the cost of electricity from one plant, the ability to schedule output, or the cost and reliability of an entire power system.

A sound comparison keeps those measures separate. Lifecycle emissions are not the same as emissions from a plant’s smokestack; a plant-level levelized cost of electricity (LCOE) is not the same as the cost of serving a whole grid; and dispatchability is only one part of reliability. The framework below shows how to compare the five technologies without turning one metric into a misleading overall ranking.

First define what “better” means

Before collecting numbers, write the decision in one sentence. For example: “Which option can provide new electricity in this region at the lowest plant-level cost in 2026?” is a different question from “Which portfolio can meet winter demand with the lowest lifecycle emissions?”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a separate scorecard for each objective:

  • Climate impact: compare lifecycle greenhouse-gas emissions per kilowatt-hour (kWh), using the same lifecycle boundary and source year.
  • Plant economics: compare LCOE or another named cost measure under common financing, capacity-factor, fuel-price, and construction assumptions.
  • Output control: identify whether generation can be scheduled or depends on an intermittent resource.
  • System adequacy: examine transmission, storage, reserve capacity, fuel security, demand patterns, and other balancing resources needed to keep the grid reliable.

Do not combine these into one score until you have stated how the weights are chosen. A low plant LCOE does not automatically mean low system cost, and a dispatchable plant is not automatically the lowest-emissions or least-cost choice.

Lifecycle emissions: compare the full chain, not just the plant

Lifecycle emissions include emissions associated with construction, fuel extraction and processing, transport, operation, maintenance, and decommissioning, depending on the study boundary. Direct stack emissions count only what leaves a facility during generation. Mixing the two produces an invalid comparison.

The Intergovernmental Panel on Climate Change (IPCC) reported the following median lifecycle values in 2022, based on submissions to its data call:

Technology Median lifecycle emissions What the figure represents
Wind electricity 9.3 gCO₂-eq/kWh Median of submitted lifecycle estimates; IPCC, 2022
Natural-gas electricity 537 gCO₂-eq/kWh Median of submitted lifecycle estimates; IPCC, 2022
Coal electricity 965 gCO₂-eq/kWh Median of submitted lifecycle estimates; IPCC, 2022
Nuclear electricity Not stated in the cited evidence No matched value was provided here
Solar electricity Not stated in the cited evidence No matched value was provided here

These numbers support a comparison among the three reported categories, but they are not a complete five-technology ranking. The wind, gas, and coal values are medians, not measurements of every project, and they come from a particular IPCC evidence set. Results can vary with plant efficiency, mine or gas-field characteristics, methane leakage, turbine or panel manufacturing, construction materials, operating life, and the boundary used by each study.

How to read the units

A value in gCO₂-eq/kWh expresses the climate effect of producing one kilowatt-hour in carbon-dioxide-equivalent terms. “Equivalent” allows different greenhouse gases to be represented in one unit using a specified characterization method. Keep the denominator and boundary identical when comparing technologies. A direct coal-plant stack figure cannot be placed beside a full-lifecycle wind figure and called a fair ranking.

Why natural-gas results are sensitive to methane

Gas combustion releases carbon dioxide at the plant, while emissions can also occur during production, processing, and transport. Methane leakage rates and the time horizon used to express methane’s warming effect can materially change a lifecycle estimate. Any gas comparison should state whether upstream emissions are included and what assumptions were used.

Why a missing number is better than a fabricated one

If two technologies do not have values calculated with the same boundary, source year, and method, report the gap rather than filling it with a figure from a different study. A complete-looking table can be less informative than a partial table whose limits are explicit.

Cost: distinguish LCOE from the cost of a reliable grid

LCOE converts a plant’s expected lifetime costs and electricity production into an average cost per kWh. It is useful for comparing projects when the assumptions and boundaries match. It does not, by itself, price transmission and distribution, balancing, backup, curtailment, fuel-security benefits, pollution damages, or every other system effect.

The International Energy Agency (IEA) reported these global weighted-average LCOEs for new generation in 2024:

Technology Global weighted-average LCOE Scope and date
Onshore wind USD 0.034/kWh New generation, global weighted average for 2024; IEA, 2025
Solar photovoltaic USD 0.043/kWh New generation, global weighted average for 2024; IEA, 2025
Nuclear Not stated in the same cited IEA figures Do not infer a direct comparison
Coal Not stated in the same cited IEA figures Do not infer a direct comparison
Natural gas Not stated in the same cited IEA figures Do not infer a direct comparison

Those two IEA values indicate that wind and solar were the most cost-competitive new-generation options on an LCOE basis in that analysis. They do not establish a universal ranking against nuclear, coal, and gas because comparable values for those technologies were not reported in the same pair of figures.

Assumptions can move an LCOE result

In a 2020 cost report, the IEA and the OECD Nuclear Energy Agency used an 85% capacity-factor assumption for nuclear, coal, and combined-cycle gas plants and a 7% discount rate in base cases. Those are report assumptions, not universal operating observations. A project with a different utilization rate, cost of capital, construction schedule, fuel price, or operating life will produce a different LCOE.

The IPCC notes that cost estimates depend on discount rates, input-energy costs, local resource availability, and implementation details. Its cited studies found overlapping LCOE ranges for utility solar and wind and for new coal and gas without carbon capture and storage. “Overlap” means the ranges intersect under some assumptions; it does not mean every project has the same cost.

What an LCOE comparison leaves out

The IEA’s 2020 report explicitly describes LCOE as a plant-level measure that excludes transmission and distribution and does not capture all system costs or externalities. For gas, that scope can omit methane leakage unless it is separately included. For variable wind and solar, a plant-only calculation may not include the cost of moving power to load, curtailing surplus output, shifting energy through storage, or retaining firm capacity for periods of low wind and sunlight.

When you publish or use a cost table, label each cell with:

  • Geography and currency year.
  • New-build or existing-plant status.
  • Financing or discount-rate assumption.
  • Capacity factor or expected utilization.
  • Fuel-price and carbon-price assumptions, where applicable.
  • Whether transmission, distribution, storage, reserves, curtailment, and other system costs are included.

Dispatchability and output profiles

Generation technologies do not all deliver electricity in the same way. The U.S. Energy Information Administration explains: “Different generation technologies also operate in different ways: some are dispatchable, or can be scheduled, while others are dependent on energy sources, such as wind and solar, that are available intermittently.”

In that basic classification, coal, nuclear, and combined-cycle gas are dispatchable technologies: grid operators can schedule their output within technical limits and operating constraints. Wind and solar depend on the availability of wind and sunlight, so their output varies with weather and time of day.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Dispatchable does not mean infinitely flexible

A dispatchable plant may still have minimum operating levels, ramp-rate limits, maintenance outages, start-up times, fuel constraints, or economic limits. “Can be scheduled” is therefore not a promise that output can change instantly or that the plant will always be available.

Variable does not mean unusable

Wind and solar can provide substantial energy when resources are available. Their system value depends on how production lines up with demand, how geographically diverse the projects are, the amount of transmission, and what resources can respond when output falls or demand rises. Treating variability as an automatic reliability failure is as incomplete as treating dispatchability as a complete reliability solution.

Reliability is a whole-system question

A single-plant comparison cannot answer whether a regional grid will remain reliable. Reliability has at least two related dimensions:

  • Energy adequacy: enough total electricity over hours, days, seasons, and unusual weather periods.
  • Capacity or resource adequacy: enough dependable capability to meet peak demand and contingencies.

When wind and solar supply a high share of generation, the IPCC identifies firm dispatchable generation, seasonal storage, and other balancing resources as relevant considerations. Depending on the grid, those resources may also include stronger transmission connections, demand response, short-duration storage, hydroelectric flexibility, or power-sector coordination with other energy uses.

Why averages can hide the hard hours

Annual generation and annual average cost do not show whether a system can meet a cold, still evening, a prolonged cloudy period, or a sudden plant outage. A useful study tests hourly or sub-hourly demand and resource conditions, then checks reserves and transmission constraints. It should also state whether reliability is being measured against a specified standard, such as an allowable loss-of-load risk.

Firm capacity and energy are different products

A grid may need both energy over time and dependable capacity during stressed hours. A technology can produce large amounts of annual energy yet contribute differently to peak adequacy than a plant whose output can be scheduled. Conversely, a dispatchable plant may provide capacity but run relatively few hours. Keep the energy, capacity, and flexibility questions separate in the model.

A practical comparison procedure

  1. Set the boundary. Name the geography, study year, new-build or existing assets, and whether the question concerns one plant or the whole grid.
  2. Choose the decision metric. Select lifecycle emissions, plant LCOE, delivered system cost, reliability, land or water constraints, or a stated combination. Do not call a result “best” without naming the metric.
  3. Standardize the accounting. Use the same currency year, discount rate, operating life, capacity-factor convention, and emissions boundary for every technology whenever possible.
  4. Separate reported facts from assumptions. Put measured or published values in one section and scenario assumptions in another. For example, the 85% capacity factor and 7% discount rate in the IEA-NEA 2020 base cases are assumptions, not universal performance values.
  5. Build the plant-level table. Include capital cost, fixed and variable operating cost, fuel cost, expected utilization, construction period, and LCOE only when the source defines them comparably.
  6. Add the grid layer. Model transmission, storage, reserves, curtailment, demand response, fuel delivery, and outage behavior. Identify which costs are included and which remain outside the boundary.
  7. Test sensitivities. Vary financing rates, fuel prices, resource quality, capacity factors, construction delays, carbon prices, and storage or transmission costs. A ranking that changes under modest variations should be reported as assumption-sensitive.
  8. Report results by question. Present an emissions result, a plant-cost result, and a reliability or system-cost result separately before offering any portfolio conclusion.

How each technology fits the framework

Nuclear power

For this comparison, nuclear belongs in the dispatchable category described by the EIA. Its economic result is particularly sensitive to financing conditions, construction duration, utilization, and the treatment of decommissioning and other lifecycle costs. Do not import a nuclear LCOE from a different country or year into the 2024 global wind and solar figures and call the values directly comparable.

The cited IPCC emissions evidence does not provide a matched nuclear lifecycle value. A defensible comparison must therefore either obtain a nuclear estimate calculated with the same boundary as the other technologies or state that the nuclear cell is unavailable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Coal

Coal is dispatchable in the EIA’s classification and can be scheduled subject to plant constraints. The IPCC’s 2022 median lifecycle value for coal electricity was 965 gCO₂-eq/kWh, based on submissions to its data call. That figure is a lifecycle median, not a stack-only number and not a guarantee for every coal plant.

Coal’s cost comparison should disclose fuel assumptions, plant efficiency, financing, utilization, and any carbon-control equipment. Comparing an existing, fully depreciated plant with a new coal project or with a new wind farm answers different questions.

Natural gas

Combined-cycle gas is dispatchable in the EIA classification and is often assessed for its ability to follow demand within operating limits. The IPCC’s 2022 median lifecycle value for natural-gas electricity was 537 gCO₂-eq/kWh. That median reflects the evidence set used by the IPCC; gas results are especially sensitive to upstream methane assumptions and the efficiency of the generating unit.

Gas LCOE should identify fuel-price assumptions and whether transmission, pipeline constraints, methane leakage, or carbon costs are included. A low fuel price in one region is not a transferable global conclusion.

Wind

Wind is dependent on an intermittent resource rather than being scheduled like a thermal plant. The IPCC’s 2022 median lifecycle figure for wind electricity was 9.3 gCO₂-eq/kWh. The IEA reported a global weighted-average LCOE of USD 0.034/kWh for new onshore wind in 2024.

Those figures answer different questions: the first is a lifecycle-emissions median from an IPCC data call, while the second is a global weighted-average plant-cost metric for new generation. Neither figure alone prices the transmission, balancing, storage, or curtailment needed in a particular grid.

Solar photovoltaic

Solar output depends on sunlight and therefore varies by time of day, season, weather, latitude, orientation, and tracking configuration. The IEA reported a global weighted-average LCOE of USD 0.043/kWh for new solar PV in 2024. The cited IPCC emissions evidence does not provide a matched solar lifecycle value, so no five-technology emissions ranking should be inferred from the table above.

A solar system comparison should distinguish plant output from delivered output at the time and location of demand. It should also state whether the analysis includes transmission, storage, curtailment, and the value of production during peak-demand hours.

Common comparison errors and how to correct them

Using direct emissions for one technology and lifecycle emissions for another

Problem: A coal stack number is compared with a wind lifecycle estimate.

Correction: Use lifecycle values for every technology, with the same boundary and characterization method, or label the measures separately and do not rank them together.

Treating one LCOE table as a grid-cost study

Problem: A plant-level average is presented as the price of reliable electricity delivered to customers.

Correction: Add transmission, distribution, balancing, storage, reserves, curtailment, and externalities where the decision requires them. State which items remain outside the model.

Correction: Put the year, geography, currency, and technology definition in every table heading or cell. Explain that values from separate analyses are not a single synchronized ranking.

Assuming dispatchability settles reliability

Problem: A dispatchable label is treated as proof that a technology is the best reliability choice.

Correction: Check outage rates, maintenance schedules, ramping, fuel availability, transmission constraints, reserves, and the demand profile. Evaluate the portfolio during stressed hours, not only annual averages.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Filling evidence gaps with an unrelated number

Problem: A nuclear or solar emissions value from an unmatched study is inserted into an IPCC table.

Correction: Mark the value as not stated for that evidence set, or source a matched estimate and document its boundary and date.

How to present a final result

A reader should be able to see exactly what your conclusion means. A clear final page or report can use four separate statements:

  1. Lifecycle emissions: identify the technology with the lower reported lifecycle value within the matched dataset, and state which technologies were not covered.
  2. Plant cost: give the LCOE result with its year, geography, financing, capacity-factor, and system-boundary assumptions.
  3. Operating role: identify which technologies are schedulable and which depend on intermittent resources, without converting that distinction into an overall ranking.
  4. System outcome: explain what transmission, storage, firm generation, demand response, or other balancing resources are required under the chosen portfolio and reliability standard.

Then show sensitivity cases. For example, a high-cost-of-capital case, a high-fuel-price case, and a constrained-transmission case can reveal whether the conclusion is robust or depends on one assumption. If the preferred option changes between cases, the honest conclusion is that the decision is condition-dependent, not that one technology has won universally.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The decision rule

Compare nuclear, coal, gas, wind, and solar only after fixing the place, year, metric, and system boundary. Use lifecycle emissions for climate comparisons, LCOE for clearly labeled plant-level cost comparisons, dispatchability for operating characteristics, and an hourly whole-grid model for reliability and delivered-system cost. The most defensible answer is usually a qualified result—best for a named objective under named assumptions—rather than a single winner for every grid.
