The best mortgage offer is not automatically the one with the lowest APR. Compare written Loan Estimates for the same loan amount, program, term, down payment, and features; then evaluate the rate, APR, lender-controlled fees, cash to close, payment risk, five-year cost, and the lender’s ability to close on time. This method is designed for U.S. homebuyers and the mortgage types covered by the Consumer Financial Protection Bureau (CFPB).
What you are comparing: a complete loan, not one percentage
A mortgage offer has several prices and risks that interact. The interest rate affects the cost of borrowed money and the principal-and-interest payment. Points, origination charges, lender credits, and other finance charges affect the amount you pay upfront and are reflected, in part, in the annual percentage rate (APR). The loan term, rate structure, mortgage insurance, prepayment rules, and closing timeline determine whether the offer fits your finances.
Start with the CFPB’s standardized Loan Estimate, rather than informal worksheets or a rate quoted by phone. A Loan Estimate describes a proposed loan; it is not final approval or a guarantee that the lender will fund it.

The CFPB says borrowers may potentially save $600 to $1,200 per year by obtaining mortgage offers from multiple lenders. That is a potential, not a promised result for any individual borrower. Requesting competing estimates also gives you facts to use when asking a lender to improve its pricing.

APR and interest rate: related, but not interchangeable
The CFPB defines APR this way: “An annual percentage rate (APR) is a broader measure of the cost of borrowing money than the interest rate.” Read the full explanation in What is the difference between a mortgage interest rate and an APR?
What the interest rate tells you
The interest rate is the annual price charged on the outstanding principal before most loan fees are considered. It drives the scheduled principal-and-interest payment. A lower rate can reduce the payment and the interest that accrues, but a lender may charge points or other fees to offer that rate.
What APR adds
APR combines the stated rate with certain charges, such as points, broker fees, and other finance charges, and expresses the result as an annualized percentage. It is useful when two offers have the same loan amount, type, term, and timing because it exposes some costs that a rate-only comparison hides.

- An adjustable-rate mortgage (ARM) APR calculation generally assumes the future rate remains unchanged. Your actual cost can be higher if the rate adjusts upward.
- Different loan types, terms, points, or payment structures can make APRs difficult to compare fairly. A 15-year fixed loan and a 30-year fixed loan answer different financial needs even if one APR is lower.
- APR does not measure every ownership cost. Property taxes, homeowners insurance, maintenance, moving costs, and some prepaid or escrow amounts are outside the APR calculation.
- A lender can show a low APR by charging more upfront. If you expect to move or refinance before recovering those charges, the offer may not be the cheapest for your period of ownership.
Get comparable Loan Estimates before ranking offers
Ask at least three lenders for estimates using one consistent scenario. The CFPB’s guidance on shopping for a mortgage and requesting and reviewing multiple Loan Estimates recommends this approach.
A lender generally must provide a Loan Estimate within three business days after receiving six application details: your name, income, Social Security number, property address, estimated property value, and requested loan amount. Receiving the form does not mean the loan has been approved.
Use one scenario for every lender
Give each lender the same information and ask for the same requested features:

Step 1: Make the written terms match
Use the first page of each Loan Estimate to verify the basic loan terms. The CFPB’s Loan Estimate explainer shows where these items appear.
| Item | What to verify | Why a mismatch matters |
|---|---|---|
| Loan amount | Principal borrowed, including any financed upfront mortgage insurance or other financed charge | A different amount changes the payment, interest, cash needed, and APR calculation. |
| Loan purpose and program | Purchase or refinance and the same program across lenders | Program rules, mortgage insurance, guarantees, and fees differ. |
| Term | Number of years and scheduled payment period | A shorter term usually has a different payment and total interest profile. |
| Rate type | Fixed or adjustable | A fixed rate does not change under the contract’s normal terms; an ARM can change after its initial period. |
| Down payment | Dollar amount and percentage | It can affect pricing, mortgage insurance, eligibility, and cash to close. |
| Payment structure | Fully amortizing, interest-only, balloon, or other features | Different structures change how quickly principal is repaid and whether a large balance remains. |
| Prepayment penalty | Whether a charge applies if you pay off early | The fee can affect refinancing, selling, or making a large principal payment. |
Also check the rate-lock status and expiration date. Two estimates issued on different days may show different rates simply because market pricing changed. Ask lenders to update or compare offers on a consistent basis before treating a small rate difference as a lender advantage.
Step 2: Compare rate and APR together
Record both the interest rate and APR in your worksheet. A lower rate with substantial points may produce a higher upfront bill; a higher rate with lender credits may reduce the cash you need at closing. APR helps reveal some of that trade-off, but it is meaningful only when the loan structures and expected holding period are comparable.
| Question | What to record | Decision use |
|---|---|---|
| What rate is locked? | Percentage, lock date, and lock expiration | Confirms the price you are actually protected against market changes. |
| What is the APR? | APR shown on the estimate | Signals the effect of certain finance charges in addition to the rate. |
| Are points charged? | Dollar amount and percentage of the loan | Shows how much you pay upfront to obtain the quoted rate. |
| Are credits offered? | Lender-credit amount and what it can cover | Shows whether the lender is offsetting closing costs in exchange for a different rate. |
Ask why a lender’s rate is lower or higher. A rate that looks better may include more points, a shorter lock, stricter assumptions, or an ARM with a low introductory period.

| Loan Estimate area | Typical content | How to compare |
|---|---|---|
| Section A: Origination Charges | Charges imposed by the lender or broker for making the loan, including points | Compare the total and ask which charges are negotiable or tied to the rate. |
| Section B: Services You Cannot Shop For | Required services selected by the lender or government rules | Compare the total, then ask whether the service, fee, or provider differs. |
| Section C: Services You Can Shop For | Third-party services for which you may be allowed to choose a provider | Confirm whether the estimate assumes a particular provider and whether you can obtain a lower quote. |
| Section E: Taxes and Other Government Fees | Government recording and transfer charges or similar items | These are generally not lender-controlled; differences may reflect property or jurisdiction assumptions. |
| Section F: Prepaids | Interest, insurance premiums, and other amounts paid in advance | Compare the number of days or months assumed, not just the total. |
| Section G: Initial Escrow Payment at Closing | Initial deposits for taxes, insurance, and other escrowed items | Differences can result from tax calendars and insurance timing rather than lender pricing. |
| Section J: Lender Credits | Credits that reduce certain closing costs | Subtract credits from costs, but identify the rate or points required to receive them. |
Focus negotiations on charges the lender can control: origination fees, points, lender credits, underwriting or processing charges, and some lender-selected services. Taxes, insurance premiums, prepaid interest, government charges, and escrow deposits can legitimately differ because of the property, location, billing cycle, or provider. The CFPB’s comparison guidance explains this distinction.
Step 4: Compare the payment and cash required at closing
Monthly payment
On page one of each estimate, record the monthly principal and interest, mortgage insurance, and the total estimated payment including escrowed taxes and insurance. A low principal-and-interest figure is not necessarily a low total payment if mortgage insurance or escrowed items are higher.
Separate lender-controlled payment components from estimates that depend on the property or insurer. Ask why taxes or insurance differ, but do not treat an escrow estimate as a lender fee. Verify whether mortgage insurance is required, how it is calculated, and what event or rule could end it.
Cash to close
Cash to close includes the down payment and closing costs, less deposits and credits shown on the estimate. Compare the total and inspect the line items. A loan with a slightly higher APR may be preferable if it preserves emergency reserves, while a lower-cost offer may require more cash than you can safely bring to closing.
Ask each lender to identify any fee that could increase before closing, the conditions for a lender credit, and whether the credit can be used for the costs you expect. Keep the estimate’s assumptions next to your own budget; do not count on an escrow estimate as available cash.
Step 5: Use the five-year cost carefully
The Loan Estimate includes a “In 5 years” comparison. The CFPB’s method takes the total payments made during the first five years, including principal, and subtracts the principal paid off. The remainder is an estimate of interest and fees paid during that period.

- Find the total payments through the five-year point.
- Find the principal paid off during those five years.
- Subtract principal paid from total payments.
- Compare the resulting cost only among offers with matching terms and assumptions.
This measure is useful when you may move or refinance before the end of the loan, because it emphasizes costs incurred while you hold the mortgage. It is not a prediction of your actual outcome. For an ARM, the CFPB calculation assumes the rate does not change; a higher future rate can make your realized cost greater.
Choose a holding-period assumption that reflects your plans, but recognize that a job change, family decision, market condition, or refinancing opportunity can alter it. A five-year figure should inform the decision, not replace a review of payment risk and cash needs.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Step 6: Stress-test fixed and adjustable-rate structures
Fixed-rate mortgage
A fixed-rate loan generally keeps the contractual interest rate and scheduled principal-and-interest payment unchanged. Your total payment can still change if property taxes, homeowners insurance, or mortgage insurance changes. Confirm whether the estimate includes escrow and whether any separate charges are due outside the payment.
Adjustable-rate mortgage
For an ARM, record the initial fixed period, the first adjustment date, the adjustment frequency, the index and margin when stated, and the caps on rate and payment changes. Ask what the payment would be at the maximum permitted rate and whether the loan can negatively amortize or leave a balloon balance. Do not use the introductory payment as your affordability test.
Compare the ARM with a fixed-rate alternative using the same loan amount and term. If your budget cannot absorb the maximum payment, the lower initial rate does not solve the risk; it merely postpones it.

- Prepayment penalties can make selling or refinancing expensive.
- Interest-only periods reduce the scheduled principal reduction and can produce a payment jump when amortization begins.
- Balloon payments require a large payoff at a specified date.
- Temporary rate buydowns can lower early payments while leaving a higher later payment.
Ask the lender to show the payment schedule for each phase and to explain which changes are contractual limits versus estimates.

Step 7: Check whether the lender can close on schedule
Price is not useful if the lender cannot meet the contract deadline. Ask when underwriting can begin, what documents remain outstanding, the expected clear-to-close date, and how the lender handles appraisal, title, or verification delays.
Confirm the rate-lock expiration date, the cost of extending it, who pays an extension caused by lender delay, and whether the extension preserves the same rate and points. A long lock may cost more; a short lock may expose you to extension fees or a higher market rate.
The CFPB warns that switching lenders late in the process can delay or jeopardize closing. If you move to a competing lender, obtain a realistic timeline and confirm that the new lender has the documents and capacity to complete underwriting before your contractual deadline.
How to negotiate with competing offers
- Send each lender a copy of the competing Loan Estimate with personal account numbers or other sensitive information redacted.
- Ask whether the lender can match a specific rate, reduce points, increase a credit, or waive a controllable fee while keeping the same lock period and loan structure.
- Request a revised Loan Estimate or other written confirmation; do not rely on a verbal promise.
- Verify that any improvement did not shift cost into another fee, shorten the lock, change the loan program, or add a prepayment penalty.
- Recalculate rate, APR, cash to close, five-year cost, and payment risk after the revision.
Compare offers issued on the same day when possible. If market rates moved between estimates, ask each lender to reprice the identical scenario before negotiating.
A decision framework that keeps the comparison honest
Use this order so a tempting percentage does not hide a material problem:
- Eliminate mismatches. Remove estimates that use the wrong amount, program, term, down payment, occupancy, or rate structure.
- Check affordability. Confirm that the full payment, cash to close, reserves, and possible ARM payment fit your budget.
- Compare price. Review rate, APR, points, origination charges, credits, lender-controlled fees, and five-year cost.
- Compare risk. Examine rate adjustments, caps, mortgage-insurance rules, prepayment penalties, and unusual payment features.
- Compare execution. Evaluate lock duration, extension terms, responsiveness, underwriting capacity, and the probability of meeting your closing date.
- Document the choice. Save the final estimate, lock confirmation, fee explanations, and any written concessions.
There is no universal winner. A borrower planning to stay for decades may value a different rate-and-points trade-off than someone expecting to move in three years. Someone with limited cash may prefer a credit, while someone with ample cash and a long holding period may prefer to pay points. The right comparison uses your expected time in the home, tolerance for payment changes, available reserves, and closing deadline.

Bottom line
Compare mortgage offers as complete, matching Loan Estimates. Use APR to uncover the effect of certain charges, but read it beside the interest rate, fees, credits, monthly payment, cash to close, five-year cost, loan risks, and execution timeline. The strongest offer is the one whose total cost and payment behavior fit your expected time in the home and whose lender can deliver the promised terms by closing.
