The most reliable way to compare LLM providers is to test the same representative workload against each candidate and report four results together: effective cost per successful task, latency under realistic traffic, task-specific quality, and operational fit. A model’s advertised input-token price or a public leaderboard cannot answer which API is best for your application.
Freeze the model IDs, date, region, prompt and output mix, caching behavior, reasoning or thinking settings, tool calls, service tier, and concurrency. Then run a reproducible evaluation, inspect the trade-offs, and repeat it whenever a model, route, price schedule, or traffic pattern changes.
1. Define the workload before comparing providers
Every result is conditional on the workload that produced it. Write a short test specification before looking at prices or outputs so that a provider cannot win simply because its API was tested with easier prompts or shorter responses.
Record the tasks and prompt mix
- List the production tasks: for example, extraction, classification, code generation, summarization, retrieval-augmented answers, agent planning, or customer support.
- Build a prompt set containing typical requests, difficult cases, long-context cases, and known failure cases. Keep the original inputs unchanged for every provider.
- Measure the expected input and output length distribution rather than using one average prompt. Record token counts for short, median, and long requests.
- Specify the required context window, structured-output format, tool definitions, image or audio inputs, streaming behavior, and maximum output length.
Model real traffic
Document requests per minute or hour, average and peak concurrency, burst behavior, retry policy, timeout limits, and the acceptable error rate. Run both a low-concurrency test and a peak-like test. A provider that is fast for one request can have poor tail latency or throttling when many requests arrive together.

Freeze configuration details
Record the exact model ID or version, API endpoint, region, SDK version, temperature and other sampling settings, reasoning or thinking configuration, safety settings, token limits, and whether requests use a direct provider API, a cloud-hosted service, or a brokered route. Note any feature that cannot be made semantically identical across APIs; different tool schemas or sampling controls can make a perfectly matched test impossible.
2. Normalize price into cost per completed task
Do not rank providers by a single input-token number. Calculate what one successful production task costs after accounting for every billed component and every attempt needed to complete it.
Build a complete cost equation
For each candidate, calculate:
effective cost per successful task = (all request charges + tool charges + platform charges + retry charges) / successful tasks
Separate input tokens, output tokens, cached input, cache writes, and billed reasoning or thinking tokens. Add charges for non-text modalities, built-in tools, external tool calls, storage or retrieval services, and any minimums. Include failed, rejected, timed-out, and retried requests because they consume budget even when the user receives no answer.

| OpenAI API pricing | Prices are listed by model and token category, including cached input and other modality or tool pricing. The page says regional-processing endpoints can carry a 10% uplift for certain eligible models released on or after March 5, 2026. | Use the exact model, token categories, endpoint type, and release eligibility in your estimate; do not apply the 10% figure to models that are not covered. |
| Gemini Developer API pricing | The Gemini API distinguishes free and paid tiers. Its paid-tier description includes higher rate limits, context caching, Batch API with a 50% cost reduction, advanced model access, and content not used to improve products. | Confirm the model’s tier, batch eligibility, cache behavior, and current terms before using those features in a forecast. |
| Claude Platform pricing | Anthropic documents asynchronous Batch API processing with a 50% discount on both input and output tokens, plus long-context and tool-use-related cost components. | Apply the discount only to eligible batch work and include long-context or tool charges when those features are used. |
| Amazon Bedrock pricing | Pricing varies by modality, provider, and model. The page presents on-demand, batch, reserved or provisioned, and service tiers; selected models are available for batch inference at 50% lower price than on-demand. | Check eligibility for the exact model and compare the production service tier, region, and capacity commitment rather than assuming the batch discount applies universally. |
Compare equivalent scenarios
Put all candidates on the same token mix and task count. If one API bills reasoning tokens and another exposes only visible output, keep those categories separate and explain the difference instead of blending them. Do not compare one provider’s cached-input rate with another provider’s uncached rate, or a batch price with an interactive price.
Include reliability in the price
A low unit rate can lose once retries, timeouts, validation failures, human escalations, or tool errors are included. Track the number of attempts per successful task and report both nominal token cost and effective cost. Include any gateway, observability, vector-search, storage, or orchestration service that your application must pay for, while keeping provider-token cost visible as its own line.

3. Measure latency under production-like conditions
Latency is more than the time until the final token. For interactive systems, the first visible token can matter as much as completion time; for batch jobs, total throughput and cost may matter more.
Capture the right measurements
- Time to first token (TTFT): request submission to the first streamed token.
- Time to last token: request submission to completion.
- Output tokens per second: generated output tokens divided by generation time.
- Total request latency: including connection, queueing, tool calls, and post-processing that users wait for.
- Error and timeout rate: failures at the same timeout and retry settings used in production.
Report p50 and p95 for each metric; add p99 when the sample is large enough to make that tail estimate meaningful. Record sample size, prompt and output lengths, concurrency, region, time window, streaming mode, and whether the route was direct, cloud-hosted, or brokered.
Run more than one traffic condition
- Warm up each endpoint using the production connection and authentication path.
- Send a low-concurrency run to establish baseline TTFT and completion behavior.
- Repeat at expected peak concurrency, preserving the same prompt mix and output limits.
- Run in the production-relevant geography and during more than one time window; provider capacity and routing can vary.
- Keep timeout and retry rules identical, then calculate latency both before and after retries.
Interpret optimization claims carefully
A provider’s special latency mode is a configuration, not a blanket guarantee. AWS documents latency-optimized inference for a defined list of Bedrock model and region combinations. After the optimization quota is reached, AWS attempts standard-latency service, charges standard rates in that case, and exposes the served configuration in the response and CloudTrail. Your test should therefore record which mode actually served each request and whether quota exhaustion changed the result.

Use third-party numbers only as context
The LLM Benchmarks comparison, last updated June 11, 2026, reports Groq at 117 best and 72 median tokens per second and AWS Bedrock at 114 best and 43 median tokens per second in its tested provider and model sample. Those are measurements from that page’s methods and sample, not a head-to-head result for your prompts or a current guarantee. Treat them as a reason to test, never as a substitute for your own p50 and p95 measurements.
4. Evaluate quality on the work users actually need
Quality is task-specific. A model that writes persuasive prose may be poor at exact extraction, while a model that follows a schema reliably may be less useful for open-ended ideation. Define “good” before reviewing outputs.
Create a scoring rubric
Choose criteria that map to business risk. Common dimensions include:
- Correctness: agreement with a reference answer, source data, or executable test.
- Instruction adherence: following format, constraints, refusal rules, and tool-use requirements.
- Completeness: covering required fields or steps without omissions.
- Groundedness: support from supplied documents or retrieved evidence, with no invented citations.
- Style and usability: readability, tone, and usefulness to the target user.
- Safety: appropriate handling of sensitive, disallowed, or ambiguous requests.
Set pass thresholds and weighting before seeing provider names or outputs. For consequential decisions, include human review and preserve examples of unacceptable failures, not just an aggregate score.
Control evaluator bias
Use blind pairwise comparisons or anonymized rubric scoring where practical. If an automated judge is used, validate it against human ratings, measure disagreement, and account for judge-model bias. Report the prompt count, task mix, scoring method, confidence or uncertainty, and material failure categories.

A 2024 review by Timothy R. McIntosh, Teo Susnjak, Nalin Arachchilage, Tong Liu, Paul Watters, and Malka N. Halgamuge critically assessed 23 state-of-the-art LLM benchmarks and discussed bias, whether tests measure genuine reasoning, adaptation, implementation inconsistencies, prompt-engineering complexity, evaluator diversity, and cultural or ideological norms. The review, “Inadequacies of Large Language Model Benchmarks in the Era of Generative Artificial Intelligence”, is a warning against treating one general leaderboard as a proxy for your workload.
Test edge cases and regressions
- Include malformed, incomplete, adversarial, and unusually long inputs.
- Check structured-output validity and tool-call arguments, not just prose quality.
- Re-run a fixed regression set after changing prompts, models, safety settings, or routing.
- Keep a human-review queue for failures that automated checks cannot classify reliably.
5. Compare operational fit with the same rigor
Price, latency, and quality can all look attractive while a provider fails a non-negotiable requirement. Add an operational checklist to the evaluation.
- Capability: required context length, modalities, structured outputs, tool use, streaming, and reasoning controls.
- Availability: supported regions, quotas, concurrency limits, maintenance behavior, and fallback options.
- Data handling: retention, training-use terms, encryption, access controls, and regional processing requirements documented for the selected service.
- Integration: SDK maturity, authentication, observability, error semantics, and compatibility with your deployment platform.
- Commercial model: on-demand, batch, reserved or provisioned capacity, service tiers, minimums, and contract commitments.
- Change risk: version deprecation policy, route changes, price updates, and the effort required to rerun validation.
Mark each requirement as mandatory or weighted. Eliminate candidates that fail a mandatory requirement before optimizing scores; a lower price cannot compensate for an unavailable region or unsupported tool behavior.

Put the results in one scorecard with separate columns for quality, effective cost per successful task, TTFT p50 and p95, completion latency p50 and p95, throughput, error rate, and operational constraints. Keep raw measurements alongside any weighted score so another reviewer can inspect the trade-off.

Use dominance and trade-off checks
- If one candidate is at least as good on every required dimension and strictly better on one, it dominates the alternatives.
- If candidates trade quality for cost or latency, show the frontier rather than hiding it in one composite number.
- Run sensitivity checks: recalculate the decision with higher output lengths, peak concurrency, and a different quality weighting.
- Document why the selected option wins for this workload and what change would trigger a re-evaluation.
7. Make the evaluation reproducible
- Store the immutable prompt and test-data versions, including expected answers or grading references.
- Record model IDs, API parameters, tool definitions, region, service tier, cache state, concurrency schedule, timeout, and retry policy.
- Save raw requests, responses, token accounting, timestamps, status codes, and tool events with sensitive data redacted.
- Calculate cost from the official price page captured on the test date and retain the URL and access date.
- Publish aggregate metrics with sample sizes and uncertainty, plus representative successes and failures.
- Keep a dated decision record that states the selected trade-off and mandatory constraints.
8. Know when to rerun the comparison
Repeat the evaluation when a model version, provider route, price schedule, region, service tier, caching policy, tool implementation, prompt, or traffic pattern changes materially. Vendor pricing pages are live and option-dependent, so recheck the chosen official pages before publication and before a major contract or architecture decision. Preserve the original prompt set and configuration so the new run can be compared with the old one instead of replacing it.
What a defensible conclusion looks like
A defensible conclusion names the workload and date, reports effective cost, latency distributions, quality results, and operational constraints, and explains the trade-off. It does not claim a universal fastest, cheapest, or highest-quality provider. The best API is the one that meets your hard requirements and delivers the preferred balance for the tasks and traffic you actually operate.
Frequently Asked Questions
How many prompts are enough for an LLM provider comparison?
Use a set large enough to cover the production task mix, typical and difficult cases, long inputs, and known failures. Report the sample size and uncertainty; there is no universal count that replaces representative coverage.
Should I compare models or providers first?
Freeze a candidate model and endpoint for each provider, then compare equivalent configurations. A provider result without the exact model ID, date, region, and service tier is not reproducible.
Which latency number matters most?
Interactive systems usually need TTFT and p95 tail latency, while batch systems often prioritize completion throughput and total cost. Measure TTFT, completion time, tokens per second, and error rate together.
Can a public LLM leaderboard determine quality?
No. General benchmarks can reveal useful capabilities, but the 2024 review of 23 benchmarks documents bias and implementation limits. Validate candidates on your own prompts with a rubric and human review for consequential tasks.
