The best foundry for an AI processor is not the one with the smallest advertised node. Choose the supplier whose process, design ecosystem, advanced package, qualified capacity and commercial terms fit your specific die and delivery date. Compare TSMC, Samsung Foundry and Intel Foundry only after checking whether the named node is in risk production, qualification or volume production; whether your EDA, libraries and IP flow are enabled; and whether the package can connect compute, HBM, I/O and chiplets within power, thermal and test limits.
Public announcements can identify capabilities and milestones, but they do not provide a neutral, like-for-like ranking of price, yield, cycle time or allocation for an unnamed AI design. The final choice requires project-specific evidence from each candidate.
Start with the product, not the node label
A process node is one input to an AI-processor decision, not a complete specification. Two nodes with similar names can differ in transistor architecture, design rules, standard-cell libraries, SRAM options, interconnect, operating-voltage ranges, reliability rules and available intellectual property. A nominally denser process can still lose if it forces a larger die, lower frequency, more difficult memory integration or an unavailable package.
Write a short product brief before contacting foundries. Include:

This brief gives every supplier the same assumptions. Without it, a process comparison is mostly a comparison of marketing terminology.
What the three suppliers publicly describe
The following is a starting map of public positions, not a performance ranking. The statements are supplier descriptions and should be validated against your design.
| Provider | Publicly described process position | Packaging and integration position | Evidence to obtain for your project |
|---|---|---|---|
| TSMC | N2 volume production was reported for Q4 2025; N2P is scheduled for volume production in the second half of 2026. | Public material establishes broad foundry capability, but no neutral package-capacity comparison is provided. | Design-access date, qualification status, allocation, package route, schedule and design-specific power, performance and cost. |
| Samsung Foundry | Its AI/HPC recommendations list 5nm, 4nm, 3nm GAA and 2nm GAA options. | Describes heterogeneous chiplet integration with 2.5D and 3D packaging for compute, memory and I/O. | Exact node maturity, customer access, design enablement, package responsibilities, comparable yield and ramp evidence. |
| Intel Foundry | Intel describes 18A as combining RibbonFET gate-all-around transistors with PowerVia backside power delivery. | Describes EMIB, Foveros and multi-die packages that can combine chiplets made in different technologies and foundries. | External-customer flow readiness, process and package qualification, capacity, ecosystem fit and comparable production metrics. |
These descriptions answer what each supplier says it offers. They do not establish that one option delivers better performance, cost or yield for your design.
Check process maturity and access dates
Separate roadmap, risk production, qualification and volume production
Ask the foundry to label the exact milestone for your product, not just for the node. A useful status record names the date and site for:
- Design-rule and PDK release.
- First shuttle or risk wafer.
- Engineering-sample delivery.
- Reliability and product qualification completion.
- Volume ramp and the date your wafer starts are allocated.
TSMC’s reported N2 volume-production milestone in Q4 2025 and N2P schedule for the second half of 2026 are calendar claims. They do not guarantee a customer design slot, a qualified package or a particular power-performance result. Treat a schedule as an input to your plan until the supplier commits the milestones that apply to your part.
Compare transistor and power-delivery choices
Record whether the process uses FinFET or gate-all-around devices, how backside or frontside power is implemented, and which voltage and reliability rules apply. Intel’s 18A description pairs RibbonFET GAA with PowerVia backside power delivery. That architecture may affect standard-cell selection, routing, IR-drop analysis, thermal modeling and the learning curve for your design. A vendor claim about benefits remains a claim until measured on a comparable block or prototype.
Measure product-level PPA
Require the same test conditions from every supplier: die area at a defined functional target, frequency at a defined voltage, peak and sustained power, memory capacity, package assumptions and software workload. Request the raw assumptions behind density or performance figures. A node-to-node chart that omits SRAM, analog, I/O, redundancy and package overhead can mislead an AI product team.

Verify design enablement before committing
Leading-edge silicon is only usable when the complete design flow is ready. For the exact process and package combination, request a dated enablement matrix covering:
- PDK version, design rules, extraction decks and sign-off tools.
- Standard-cell, memory and interface libraries across the required voltage and speed corners.
- SRAM compilers, register files, embedded nonvolatile memory and repair or redundancy options.
- High-speed SerDes, PCIe, Ethernet, die-to-die and HBM interface IP, including silicon-proven versions.
- EDA certification for synthesis, place-and-route, timing, power integrity, thermal analysis, DRC and LVS.
- Third-party IP terms, warranties, support ownership and restrictions on multi-foundry reuse.
Ask which items are production-qualified, which are engineering releases and which require your team to develop workarounds. A nominally available node can be impractical if a required interface or memory compiler arrives after your tape-out date.
Treat advanced packaging as a first-order choice
AI processors increasingly distribute compute, memory and I/O across multiple dies. The package can determine system bandwidth, latency, power delivery, thermal headroom, test coverage and final cost as much as the wafer process does.
Map the package architecture
For each candidate, document whether the design uses a monolithic die, a 2.5D interposer, an organic substrate with bridges, a 3D stack or a combination. Identify the die-to-die protocol, bump or bonding technology, maximum package dimensions, interconnect pitch, HBM placement and the number of chiplets. Samsung’s public material specifically describes 2.5D and 3D integration for heterogeneous chiplet designs. Intel describes EMIB bridges and Foveros stacking, including chiplets from diverse technologies and foundries.
Close the thermal and power-delivery budget
Request a package-level model rather than a die-only power estimate. It should include HBM power, interposer or bridge losses, voltage-regulator placement, current density, thermal-interface material, heat-spreader limits and the cooling solution assumed. Establish sustained workload temperature, hotspot limits and allowable throttling. A package that meets bandwidth targets but cannot remove heat at the planned rack density is not a viable option.
Plan assembly and test
Clarify who owns substrate or interposer procurement, die attach, bonding, molding, burn-in, known-good-die screening, final test and failure analysis. Ask how the supplier handles a failed memory stack or chiplet, package warpage, rework and field returns. Obtain package-specific capacity and lead-time commitments; wafer capacity alone does not secure finished processors.
Interpret packaging scale claims carefully
Intel states that more than 100 of its 2.5D products are in volume production and claims three times the 2.5D capacity of all foundries. These are Intel’s own claims; the comparison basis is not independently established here. Use them to frame questions about references, factories and qualification, not as a neutral market benchmark.

Separate company-wide capacity from usable allocation
TSMC reported more than 17 million 12-inch-equivalent wafers of annual capacity in 2025 across facilities it manages and its subsidiaries. That aggregate spans a broad manufacturing footprint and is not a leading-edge-node-only number. It cannot be read as capacity available for a particular N2 or N2P AI design.

For every supplier, ask for node- and site-specific information:
- Monthly wafer-start capacity for the exact process and wafer size.
- Capacity already committed to internal products and existing customers.
- Reserved share, minimum-volume obligations and expansion milestones.
- Package, HBM and substrate capacity linked to the wafer plan.
- Geographic production sites, export or logistics constraints and alternate-site qualification.
- Allocation rules during shortages and the escalation path for missed starts.
Obtain the commitment in a commercial document with assumptions and remedies. A high corporate wafer count is not a substitute for a guaranteed slot on the node and package your product needs.
Demand comparable cost, yield and schedule evidence
Public sources do not establish a neutral price, yield, cycle-time or committed-capacity comparison for a defined AI processor. Build a common request-for-quotation template so each supplier prices the same scope.
Include the full cost stack
- Mask set, nonrecurring engineering and shuttle charges.
- Wafer price by revision and volume tier.
- Interposer, bridge, substrate, HBM and assembly costs.
- Probe, burn-in, final test, known-good-die screening and failure analysis.
- Engineering wafers, qualification lots, reticle changes and expected respins.
- Software, IP, PDK support and long-term maintenance fees.
Ask suppliers to state which costs recur, which are one-time, which are pass-through charges and which depend on yield.

Ask for the maturity date, lot count, confidence interval and whether the figures include redundancy, repair and binning. A single headline yield number without these qualifications cannot support a business case.
Model cycle time and qualification
Get separate lead times for mask release, wafer fabrication, wafer sort, package assembly, final test, reliability qualification and shipment. Include queue time, engineering-lot priority, HBM availability and the time to investigate a failed lot. Tie the schedule to acceptance criteria and escalation rights rather than relying on a marketing roadmap.

Use a repeatable supplier-evaluation workflow
- Freeze the product assumptions. Publish one workload, performance target, power limit, package outline, memory configuration, volume forecast and first-ship date.
- Shortlist technically plausible options. Eliminate any process or package that cannot support required libraries, HBM links, I/O, thermal limits or die size.
- Request dated enablement evidence. Obtain PDK, EDA, IP, package-design-kit and qualification status for the exact revision.
- Run a common PPA experiment. Synthesize representative compute, SRAM and I/O blocks under identical constraints and record area, frequency, voltage and power.
- Architect the package early. Co-design interconnect, HBM placement, power delivery, cooling, test access and known-good-die strategy before selecting a wafer node.
- Request manufacturing commitments. Ask for node-specific wafer starts, package slots, HBM and substrate supply, sites, lead times and allocation terms.
- Audit commercial exposure. Compare masks, wafers, assembly, test, IP, qualification, redesign and expedite costs using the same volume curve.
- Score and negotiate. Weight technical fit, schedule confidence, supply resilience and total cost according to product priorities; document evidence for every score.
- Run a gated prototype. Use shuttle or engineering silicon to validate PPA, package thermals, interfaces and test coverage before a volume commitment.
Build a decision matrix that reflects AI-system risk
Do not let a single node number dominate the selection. A practical matrix can use these evidence-based gates:
| Decision area | Pass condition | Evidence to retain |
|---|---|---|
| Process availability | The required milestone and customer wafer-start date are contractually identified. | PDK release record, qualification plan and allocation commitment. |
| Design flow | All critical libraries, EDA tools and interface IP are production-ready for the chosen revision. | Versioned enablement matrix and support commitments. |
| PPA | Representative blocks meet frequency, power and area targets under common assumptions. | Netlists, reports, voltage corners and test conditions. |
| Package | Bandwidth, thermal, power-delivery, mechanical and test limits close with margin. | Package design kit, SI/PI analysis, thermal model and test plan. |
| Manufacturing | Wafer, HBM, substrate, assembly and test capacity cover the ramp and alternatives are qualified. | Site plan, capacity reservation and supply-continuity terms. |
| Economics | Total cost and yield assumptions remain viable at conservative and expected volumes. | Supplier quotes, yield basis, sensitivity model and redesign reserve. |
Understand the scale claims in context
An Intel Foundry fact sheet for 2024 cites 3 trillion semiconductor units shipped globally, including 1.4 billion AI chips, and $626 billion in total semiconductor revenue. Those figures are attributed to Intel’s fact sheet rather than presented as independently audited or foundry-specific measurements; the underlying footnotes were not independently traced here. They describe market scale, not the capacity or economics of a particular customer program.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Scale claims are useful for understanding why advanced packaging and leading-edge capacity are strategic constraints. They should not replace a supplier’s lot-level yield data, package plan or written allocation.
Common comparison mistakes and how to correct them
Choosing the smallest advertised node
Failure: Assuming the smallest number automatically gives the best AI performance.
Correction: Compare complete products at equal workload, memory, package and cooling assumptions. Include SRAM, I/O and package overhead.
Confusing volume production with access
Failure: Treating a public volume-production date as proof that your design can start wafers then.
Correction: Obtain customer-specific PDK, qualification and allocation milestones for the relevant site and date.

Evaluating wafers while ignoring the package
Failure: Selecting a die process before checking HBM, interconnect, thermal and assembly constraints.
Correction: Freeze a package feasibility model and supplier-responsibility map alongside the wafer evaluation.
Using aggregate capacity as a supply guarantee
Failure: Turning a company-wide wafer figure into a promise of leading-edge allocation.
Recommended Free Tools
Correction: Request node-, site- and package-specific starts, reservations, alternates and shortage procedures.
Comparing unsupported vendor metrics
Failure: Ranking suppliers by unverified claims about yield, package capacity or performance.
Correction: Label each number by source, date, conditions and measurement basis, then request comparable evidence for your design.
Due-diligence checklist for the final selection
- Is the process in roadmap, risk production, qualification or volume production for the date and geography that matter to the program?
- Are design rules, libraries, memory compilers, interface IP and EDA flows validated for the exact revision?
- Can the selected package integrate compute, HBM, I/O and chiplets at the required bandwidth and size?
- Do power delivery, thermal resistance, cooling, signal integrity and test coverage close with margin?
- What yield evidence exists for comparable die, package and lot maturity, and how is good-die yield calculated?
- What are the committed wafer, HBM, substrate, assembly and test capacities during ramp?
- Which sites will manufacture and package the product, and what alternate sites are qualified?
- What are the complete recurring and one-time costs, including masks, IP, package, test and redesign risk?
- What milestones, service levels and remedies apply if qualification, allocation or lead time slips?
Bottom line
Compare TSMC, Samsung Foundry and Intel Foundry as complete manufacturing systems rather than as node names. TSMC’s reported N2 and N2P milestones, Samsung’s listed AI/HPC nodes and 2.5D/3D integration, and Intel’s 18A, EMIB and Foveros descriptions identify plausible paths. None, by itself, proves the best choice for your processor. Select the option that can demonstrate design enablement, package feasibility, qualified capacity, realistic yield and a written schedule for your exact AI product.
