The most decentralized Ethereum Layer 2 is not necessarily the one with the most validators or the newest proof system. Compare each network across state validation, data availability, transaction ordering, censorship fallbacks, proposer independence, upgrade controls, security-council powers, and operating history. Ethereum can secure settlement and posted data while a single sequencer still controls ordering and liveness.
This framework shows how to make that comparison without treating “optimistic” or “ZK” as a decentralization grade. Network properties change, so record the date of every observation and distinguish deployed guarantees from governance promises or roadmap plans.
What decentralization means for an L2
A rollup executes transactions away from Ethereum and sends information back to Ethereum. Depending on the design, it posts transaction data, state roots, validity proofs, or fraud-proof information. Posting data and verification material to Ethereum can let independent parties reconstruct the state and can make settlement inherit Ethereum’s security. It does not automatically distribute the component that accepts transactions, creates batches, or orders them.
What’s actually slowing this PC down?

Ethereum.org describes most Layer 2 systems as centered on a server or cluster that may be called a node, validator, operator, sequencer, or block producer. That operator can have practical control even when Ethereum verifies the final state. A useful comparison therefore treats decentralization as several separate questions:

- Who can prove that the proposed state is valid or challenge an invalid state?
- Who can publish and reconstruct the data needed to recover the state?
- Who orders transactions and decides which transactions enter a batch?
- What can users do if that operator censors them or goes offline?
- Who can propose state roots if the normal proposer fails?
- Can an upgrade change the rules before users have time to exit?
- Which entities can intervene through a security council, and what threshold and powers do they have?
These dimensions can point in different directions. A rollup may have strong Ethereum settlement and permissionless fraud proofs but still use one sequencer. Another may rotate sequencers while relying on a small data-availability committee. Do not collapse those differences into one “decentralized” label.
How rollups inherit Ethereum security—and where they do not
Ethereum.org states that “By submitting transaction data onto layer 1, rollups inherit the security of Ethereum.” The qualification is important: the inherited property is tied to what is actually posted and verified on Ethereum. If data needed to reconstruct state is withheld, or if an upgrade authority can replace the verification rules immediately, users face risks that Ethereum’s base layer does not remove.
Rollups also have an operational layer between a user’s wallet and Ethereum. A sequencer commonly receives transactions, orders them, executes them, and submits a batch. It may offer fast confirmations, but it can also censor selected transactions, delay inclusion, reorder trades, or stop producing blocks. Ethereum.org notes that rollup operators can censor users by going offline or by refusing to produce blocks containing particular transactions.

Accordingly, assess settlement security and operator liveness separately. “Secured by Ethereum” is not evidence that a user can always get a transaction included.
The comparison scorecard
Use the following columns for every network. Fill each cell from deployed contracts and current documentation, and write an “as of” date beside the network name or in your notes.
| Dimension | Questions to answer | Stronger evidence |
|---|---|---|
| State validation | Is there a working fraud-proof or validity-proof system? Can independent parties submit challenges or proofs? | Permissionless proving or challenging is live, with a clear dispute period and onchain verification. |
| Data availability | Is all data required to reconstruct state posted to Ethereum, or does the design rely on a committee or external data-availability layer? | Users and independent operators can obtain and verify the complete data without trusting a small committee. |
| Sequencer control | Is ordering controlled by one operator, a rotating set, a shared sequencer, or Ethereum-based (based) sequencing? | Control is distributed, or users have a practical permissionless path that bypasses the normal sequencer. |
| Censorship fallback | Can a user force inclusion through an Ethereum queue? Can anyone self-sequence? Is there a timeout after which a user can exit? | A documented, permissionless forced-inclusion or self-sequencing mechanism with a predictable deadline. |
| Proposer failure | Can users self-propose state roots, rotate proposers, or use an escape hatch if the normal proposer stops? | Permissionless self-proposal or a tested escape hatch that does not depend on the failed operator. |
| Upgrade and exit window | How long can users withdraw before a regular upgrade takes effect? Are emergency powers limited to onchain-provable bugs? | A long, explicit exit delay and narrowly scoped emergency authority. |
| Security council | How many independent entities sign, what threshold is required, and what powers remain? | Independent membership, a high threshold, transparent rotation, and no ability to silently rewrite state. |
| Operational maturity | What Stage, total value locked (TVL), and time in production are recorded on the comparison date? | Current figures with their date, rather than undated marketing claims. |
A scorecard is more informative than a single rank. Mark each item as permissionless, constrained, or centralized, then explain the exact mechanism and its failure mode.
State validation: optimistic and ZK proofs answer different questions
Optimistic rollups
Optimistic systems accept a proposed state provisionally and provide a challenge period during which someone can submit a fraud proof. The key questions are whether anyone can challenge, whether the challenge software is usable by independent operators, how long the challenge period lasts, and what happens if the designated proposer disappears.

Publishing transaction data on Ethereum lets another node reproduce the state. Ethereum.org notes that users may also submit transactions through Layer 1 mechanisms when an operator censors or stops producing blocks. That fallback is only meaningful if the queue is permissionless, the inclusion rules are enforceable, and users have enough time to act.
ZK-rollups
ZK-rollups submit validity proofs that Ethereum verifies. A valid proof can prevent an invalid state transition from being accepted, but it does not force a sequencer to include every user transaction. Ethereum.org warns that a centralized ZK operator can censor by refusing to include transactions in batches; direct submission to the rollup contract can provide an exit path where the protocol supports it.
Specialized proving hardware may also encourage concentration. Check who can generate proofs today, whether proving is permissionless in the deployed system, and whether hardware or coordination requirements create a practical bottleneck.
| Proof model | Primary protection | Remaining decentralization questions |
|---|---|---|
| Optimistic | Fraud proofs during a challenge period can reject an invalid proposed state. | Who may challenge, how long users can challenge or exit, and whether a failed proposer can be replaced. |
| ZK | Ethereum verifies a validity proof before accepting the state transition. | Who orders transactions, who can produce proofs, whether users can submit directly, and how upgrades are controlled. |
Neither label is a decentralization score. Score the actual operator, proof permissions, data path, and fallback contract.

Censorship
A sequencer can refuse to include a transaction, an address, or a transaction type. Examine whether users can submit a request to an Ethereum queue and whether the protocol forces the sequencer to include it after a defined delay. A queue that accepts requests but gives the operator unlimited discretion is weaker than a queue with enforceable inclusion.
Ordering power
Even when every transaction eventually appears, the sequencer may choose the order. That can affect liquidations, exchange trades, auctions, and other applications where ordering changes the result. Ask whether ordering is committed before execution, whether batches are published promptly, and whether another party can submit an alternative ordering.
Downtime and liveness
An offline sequencer can prevent ordinary transactions from being confirmed. A strong design documents how users continue through self-sequencing or an L1 request path, what timeout applies, and whether withdrawals remain possible while normal ordering is unavailable.

Delayed inclusion
A sequencer may not reject a transaction permanently but can delay it long enough to cause liquidation, missed deadlines, or an expired order. Measure the protocol’s forced-inclusion deadline in blocks or time, and compare it with the application’s own deadline. “Eventually includable” is not equivalent to “safe for time-sensitive use.”

Read the fallback path, not just the normal path
The most useful decentralization evidence is a user’s recovery route when the operator misbehaves. Check each mechanism below in the live protocol.
- Permissionless self-sequencing: Determine whether any user can construct and submit a valid L2 block without approval from the normal sequencer. Verify the required data and how conflicting blocks are resolved.
- Forced inclusion through Ethereum: Find the L1 contract and identify the function, gas requirements, queue ordering, and maximum delay. Confirm that the sequencer cannot permanently bypass a valid request.
- Timeout and exit: Record the exact period after which a user can withdraw, finalize a message, or use an escape hatch. A timeout that exists only in documentation is not a deployed guarantee.
- State-root recovery: Establish whether someone other than the normal proposer can submit a state root when that proposer fails, and what proof or bond is required.
- Application compatibility: Check whether the fallback path supports the transaction types your application needs. A withdrawal-only escape hatch does not restore ordinary trading or contract calls.
Classify the result using L2BEAT’s Risk Rosette vocabulary. For Sequencer Failure, green means users can self-sequence or force an L1 request; yellow means users can submit to an L1 queue but cannot force inclusion; red means users have no independent way to push transactions when operators censor them. For Proposer Failure, green means permissionless self-proposal or an escape hatch; red means state-root proposals are fully centralized.
Data availability is a separate trust assumption
State validation cannot help users reconstruct a state whose underlying transaction data they cannot obtain. Determine whether all reconstruction data is posted to Ethereum, or whether the rollup depends on a committee or external data-availability layer.
When a committee is involved, record its membership, signing threshold, replacement process, and the consequence of withholding data. Also inspect the bridge that connects the data-availability layer to the rollup. L2BEAT evaluates data-availability-layer security, data-availability-bridge security, committee security, upgradeability, and relayer failure separately because a weakness in any one of them can block exits or undermine independent verification.
Do not describe “data available” as a binary slogan. Identify who can publish, who can withhold, how users detect withholding, and which exit route remains usable during an outage.
Proposer failure and state-root control
The proposer submits the state commitment that Ethereum uses to recognize the L2’s latest state. If one party can propose roots and no one else can recover when it stops, users may be unable to complete withdrawals even if the sequencer’s transaction history is correct.

Look for permissionless self-proposal, proposer rotation, bonds and challenges, or an escape hatch that lets users exit based on already published data. Record whether the mechanism is live, whether it requires a special actor, and whether a security council can override it.
Upgrades, exits, and security councils
An upgrade key can change proof verification, bridge logic, or censorship rules. Compare the delay between an announced regular upgrade and its activation with the time a user needs to withdraw assets. L2BEAT’s Stage 2 criterion requires at least 30 days for users to exit unwanted upgrades and tightly limited Security Council intervention.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteEmergency powers deserve their own line in the scorecard. Stage 1 guidance says that blocking or pushing invalid L2-to-L1 messages should require compromising at least 75% of the Security Council. It also specifies a minimum five-day challenge period and an eight-participant council with a 75% threshold. Stage 2 narrows intervention further; verify the current contract permissions rather than assuming a project remains at the stage it previously announced.
Ask these concrete questions:
- How many independent entities hold council keys?
- What threshold can pause, upgrade, or bypass normal proof rules?
- Can the council move funds, alter state, or only respond to an onchain-provable bug?
- Are keys rotated, and is membership publicly accountable?
- Does the exit timer continue during an emergency?
Separate protocol guarantees from a promise that a multisignature group will behave responsibly. The former is enforceable by contracts; the latter is governance risk.

L2BEAT’s Stages Framework supplies a common vocabulary, but it is not a substitute for reading current contracts.
Stage 0
Stage 0 requires L1 state roots and data availability, software that can reconstruct the state, a proper proof system, and at least five external fraud-proof actors. A network can meet these structural requirements while still retaining substantial operator or upgrade risk.
Stage 1
Stage 1 requires that blocking or pushing invalid L2-to-L1 messages would require compromising at least 75% of the Security Council. The framework also specifies a minimum five-day challenge period and an eight-participant council with a 75% threshold.

Stage 2
Stage 2 requires permissionless fraud proofs, at least 30 days for users to exit unwanted upgrades, and tightly limited Security Council intervention. Check whether the network’s deployed system, not its roadmap, satisfies each condition.
Ethereum.org’s maturity rubric combines technical Stage, TVL, and time in production. As of 2026, its “Robust” category requires Stage 2 and at least $1 billion TVL. “Maturing” requires Stage 1, at least $150 million TVL, and six months live in production. Lower categories use L2BEAT risk scores together with age and TVL thresholds. These figures are time-sensitive; record the date and do not treat TVL as a security proof.
A repeatable research workflow
- Fix the comparison date and scope. State whether you are comparing mainnet deployments, testnets, or a particular bridge and record the network’s Stage, TVL, and time live on that date.
- Map the transaction path. Follow a transaction from wallet submission to sequencer, batch publication, proof verification, and finalization. Note every party that can delay or reject it.
- Inspect the L1 contracts. Locate the inbox or forced-inclusion queue, bridge, state commitment contract, proof verifier, upgrade admin, and emergency controls. Read the access conditions and delays.
- Test the failure branches on paper. Describe what happens if the sequencer censors, the proposer disappears, data is withheld, a relayer stops, or an upgrade is announced.
- Measure the user deadline. Convert challenge periods, queue delays, and exit windows into a calendar time under the protocol’s stated block assumptions. Compare that with the time needed to move assets and respond.
- Classify each risk. Use the Risk Rosette’s green, yellow, and red meanings for sequencer and proposer failure, then explain the mechanism behind the color.
- Separate deployed facts from plans. Label a roadmap item as future work and do not award it credit in the current score.
- Publish the “as of” date. Sequencer rotation, proof permissions, council membership, upgrade delays, and TVL can change without a branding change.
How costs fit into the comparison
Ethereum.org reported in 2026 that rollups are approximately 5–20 times cheaper than Ethereum Layer 1 and that more than 90% of rollup transaction cost has historically come from data storage. Those figures explain why data compression and batch publication matter economically, but they do not establish decentralization.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →A cheaper network can still have a single censoring sequencer, a short exit window, or a committee-controlled data layer. Conversely, a design that posts more data or uses a slower fallback may cost more while giving users a stronger recovery path. Keep the cost column separate from the security score and state the measurement date and source whenever you quote a fee multiple.
Common comparison mistakes
- Equating proof type with decentralization: A validity proof protects state correctness; it does not by itself distribute transaction ordering.
- Counting validators instead of fallback powers: A large set that cannot accept censored transactions independently does not solve sequencer censorship.
- Trusting “permissionless” without checking the contract: A function may be technically callable but economically or procedurally blocked by an operator-controlled queue.
- Ignoring proposer failure: Users may be able to submit transactions yet still be unable to finalize withdrawals if state-root proposals are centralized.
- Treating a multisignature as a protocol guarantee: Membership, threshold, and powers matter more than the label “security council.”
- Using undated maturity claims: Stage, TVL, council composition, and upgrade delays change; preserve the observation date.
- Confusing data publication with data availability: Verify whether users can actually retrieve and reconstruct all required data and what happens when a committee withholds it.
- Comparing only normal operation: Censorship, downtime, withheld data, and malicious upgrades are the cases that reveal the real trust model.
A practical decision rule
Prefer the network whose failure paths match your risk tolerance, not the one with the most impressive single feature. For high-value assets, look for Ethereum-published reconstruction data, permissionless validation, a green sequencer-failure path, a green proposer-failure path, a long upgrade exit window, and narrowly constrained emergency powers. For time-sensitive applications, examine forced-inclusion latency and ordering control in addition to bridge security. For experimental or smaller networks, treat TVL and operating age as context rather than proof and size your exposure to the remaining operator and governance risks.
The result should be a dated, evidence-based scorecard: what Ethereum enforces, what the sequencer can still control, what users can do when it fails, and how long they have to leave before governance changes take effect.
