The most reliable way to compare last-mile delivery companies is to score them on your actual shipment lanes and parcel types—not on a single published rate or a general reputation. Build a representative sample of origin–destination pairs, price the same parcels at each service tier, then compare the full billed cost, promised and observed delivery performance, coverage, tracking, protection, returns, integrations and support. A carrier that is cheapest for lightweight urban parcels may be a poor choice for heavy, rural or oversized orders.
This guide uses U.S. merchant services as examples. Recreate the same scorecard for the countries, carriers and postal partners that serve your own operation.
Start with a lane-and-parcel scorecard
Before requesting quotes, define exactly what you are comparing. “Best carrier” has no useful meaning without a shipment profile. Record the origin facility, destination ZIP Code, package dimensions, actual weight, declared value, delivery promise and expected monthly volume for every test shipment.
Define your geography
Separate domestic, cross-border and returns movements. Within the United States, split urban, suburban, rural, Alaska, Hawaii, territories and remote-area destinations if you serve them. A national average can conceal a serious problem on one high-volume lane. If your business operates elsewhere, repeat the exercise with the local postal operator and private carriers; service names, taxes, fuel rules and delivery definitions differ by country.

Define your parcel profile
- Use representative weight bands, including your lightest common order and the heaviest parcel you routinely ship.
- Capture length, width and height. Carriers may bill dimensional weight rather than scale weight.
- Mark fragile, high-value, regulated or signature-required orders separately.
- Include the packaging you actually use. A box change can move a parcel into another price band.
- Record weekly and monthly volume by lane so discounts are tested against realistic commitments.
Select test lanes
Choose enough origin–destination pairs to cover your order history: dense metropolitan routes, regional routes, long-distance zones, remote addresses and the lanes that generate the most claims or “where is my order?” contacts. Keep the same lane list for every carrier and service tier.
Compare the total billed cost, not the headline rate
Request an itemized quote for identical parcels and calculate the amount that will appear on the invoice. A base transportation rate is only one line. Include fuel or residential charges where they apply, delivery-area or remote-area fees, address corrections, additional handling, oversize fees, pickup charges, minimums, insurance or declared-value fees, returns and all applicable discounts.
Build a cost worksheet
| Cost element | What to record | Why it changes the decision |
|---|---|---|
| Base transportation | Rate by lane, zone, weight and service | Creates the starting comparison for the same parcel |
| Dimensional rating | Billable weight and divisor used for each package | Light, bulky parcels can cost more than their scale weight suggests |
| Accessorial charges | Residential, fuel, remote-area, correction, handling and oversize fees | Small fees multiplied across thousands of orders can erase a discount |
| Discounts and commitments | Tier, volume requirement, term, exclusions and expiration | A nominal discount may depend on volume you cannot guarantee |
| Returns | Label, transportation, restocking and customer-service cost | A low outbound rate can be outweighed by expensive reverse logistics |
| Claims and protection | Deductible, documentation, limits and payment timing | Expected loss cost belongs in the landed shipping cost |
Ask each provider to explain which charges are included in the quoted rate and which are billed later. Have the carrier price the same dimensional data you will transmit through your label system. After launch, reconcile invoices against the quote; an attractive proposal is not a saving if adjustments are frequent.

Use published merchant details as a starting point
USPS says participating e-commerce platforms may provide discounted rates. Its merchant information also describes USPS Tracking and insurance for most shipments subject to restrictions, package pickup and Saturday delivery, and says the merchant page has no fuel or residential delivery surcharges. Those statements describe the offer on that page; verify the exact service, channel and eligibility in your account.
DHL eCommerce lists several U.S. domestic products. Expedited Max is described as 2–3 postal days, Expedited as 2–5 average postal days and Ground as 3–8 average postal days for the listed Parcel and Parcel Plus products. Parcel is listed from 1 to 15.99 ounces, while Parcel Plus is listed from 1 to 25 pounds, with dimensional limits and service-specific terms. The page cautions that remote areas can have an estimated delivery beyond three days and that zone information can change. Treat those windows and limits as a quote-screening reference, then confirm current eligibility.
Match delivery promises and reliability measurements
Compare like with like: the same service level, origin handoff date, destination class, measurement period and definition of “on time.” A carrier’s two-day product should not be compared with another carrier’s economy product, and a peak-season average should not be presented as an all-year result.

Separate the promise from the observation
- Promised window: the carrier’s published or contracted delivery commitment for the lane.
- Observed transit: the elapsed time in your own tracking data, measured from the same event (such as first acceptance) to the same event (delivery).
- On-time rate: the percentage delivered by the promised date under a stated period and denominator.
- Exception rate: weather, address, capacity, customer-requested and carrier-caused delays, reported separately.
USPS explains that it publishes quarterly service-performance and service-variance results, but that measurement start points vary by mail category. Therefore, do not put unlike USPS percentages beside a private-carrier percentage without checking the definitions.

Interpret industry figures carefully
Pitney Bowes’ 2026 Parcel Shipping Index reports 12.6 billion U.S. parcels in 2025. Its chart for the 2025 peak-season on-time average shows USPS at 95.3%, UPS at 96.5% and FedEx at 90.4%; the chart also includes each carrier’s 2024 value and year-over-year change. These are report-specific peak-season averages, not lane-level results or an all-year ranking. The report attributes measured performance partly to adjusted delivery commitments and greater capacity. Use the figures to frame questions, then calculate your own matched on-time rate.
Measure your own service level
- Export tracking events for a fixed period and remove test, canceled and duplicate labels.
- Group shipments by the same service, origin, destination class and package profile.
- Choose one start event and one delivered event for every carrier.
- Compare the promised date with the actual delivery date, recording late days rather than only a pass/fail flag.
- Report median transit, 90th-percentile transit, on-time percentage and exception percentage for each lane.
Check coverage, address types and handoffs
Coverage is more than a map. Confirm whether a carrier serves every ZIP Code and address type you sell to, how it handles military and post-office addresses, and whether a partner completes the final mile. A handoff can expand reach while adding an extra scan, a different support process or a different delivery promise.
Understand the DHL–USPS last-mile arrangement
In a May 28, 2026 announcement, DHL eCommerce said it would handle nationwide pickup, hub sorting and linehaul before USPS completed the U.S. final mile under an exclusive, multi-year agreement. DHL said the Postal Service network reached more than 41,550 ZIP Codes and more than 170 million delivery points six days a week. Those reach figures are DHL’s announcement claims, not an independent audit. If you use a service with a postal handoff, ask which company owns each scan, who handles a delivery exception and where a claim must be filed.
Test remote and unusual addresses
- Price rural and remote ZIP Codes separately; DHL notes that some remote areas may have an estimated delivery beyond three days.
- Check whether a residential surcharge, delivery-area fee or address correction applies.
- Verify delivery to apartments, campuses, hotels, pickup points, military addresses and post-office boxes where relevant.
- Confirm Saturday, Sunday and holiday operating rules instead of assuming a six-day network means every service delivers on every day.
Compare tracking, delivery proof and protection
Tracking quality affects both customer confidence and your support workload. Compare the number and timing of scans, the clarity of exception codes, estimated-delivery updates, delivery-photo availability, signature capture and the speed at which a delivered status appears in your store or help desk.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsDistinguish insurance from value protection
USPS says Tracking and insurance are available for most shipments subject to restrictions. DHL eCommerce says it offers delivery confirmation and shipment-value protection, and lists protection up to $100 for specified services, subject to footnotes and additional terms. Value protection is not automatically equivalent to insurance and does not necessarily apply to every service. Obtain the written limit, exclusions, proof requirements, filing deadline and payment process before assigning a high-value lane.

Test the customer-facing experience
- Create a label and capture the first acceptance event.
- Open the tracking link on a phone and in the recipient’s location; record whether the estimated date changes sensibly after an exception.
- Verify the delivered event, timestamp, location detail and signature or photo when purchased.
- Trigger a controlled address or delivery exception and note how quickly both the merchant API and the public page update.
Include returns and customer effort
Returns can determine the right carrier when product categories have high return rates. Price the reverse label, transportation, pickup or drop-off options, packaging requirements, inspection delay and refund trigger. A prepaid label that customers can print easily may reduce support contacts even when its rate is not the lowest.
Ask whether the same service can carry outbound and return parcels, whether a return label can be created with the original order data, and how undeliverable parcels are routed. Measure customer effort: number of steps, available drop-off locations, label formats, tracking visibility and the time until your warehouse receives the item.
Evaluate labels, APIs, pickups and support
Operational friction is a shipping cost. Test label creation from the platform you actually use, not only from a carrier portal. Confirm rate shopping, address validation, manifests, batch printing, pickup scheduling, webhooks or polling, cancellation, international fields if needed, and the process for changing a service after an order is packed.

USPS says package pickup is available and that participating platforms may provide discounted rates. Confirm current platform availability, authentication requirements, label dimensions, rate limits and support ownership in writing.
Score support and claims
- Record response time for a normal question and a missing-scan escalation.
- Ask which team handles a partner handoff and whether one case number follows the parcel across networks.
- Document claim evidence, filing windows, prohibited contents and settlement timing.
- Check whether account changes require a contract amendment or can be made in the shipping console.
Use a weighted decision model
Convert the evidence into a scorecard so a low rate cannot hide poor delivery or costly exceptions. Set weights that reflect your business; the following structure is a practical starting point, not a universal formula.
| Category | Suggested questions | Example weight |
|---|---|---|
| Total cost | What is the invoice cost by lane after discounts, dimensional rating, accessorials, claims and returns? | 30% |
| Delivery performance | Does the matched service meet its promise, including peak and remote lanes? | 20% |
| Coverage and handoffs | Can every address type be served with a clear owner for exceptions? | 15% |
| Tracking and protection | Are scans, proof of delivery, signatures and value limits adequate? | 15% |
| Returns | Can customers return items at reasonable cost and effort? | 10% |
| Workflow and support | Do labels, APIs, pickups, claims and support fit your operation? | 10% |
Score each carrier from 1 to 5 for every category, multiply by the weight and keep the underlying measurements beside the score. Do not average away a safety-critical failure: a carrier that cannot legally or operationally serve a required address type should be excluded regardless of its total.

- Set exit criteria before the pilot: maximum late rate, maximum claim rate, required scan events and acceptable return cost.
Do not move meaningful volume until the pilot and invoice audit agree with the quote. Recheck the scorecard when a carrier changes zones, surcharges, service commitments or a postal handoff.
Account for shopper expectations without overgeneralizing
A February 18, 2025 announcement about a FedEx and C Space e-commerce report said more than 80% of surveyed shoppers prioritized convenience. The report identified home delivery as an expected feature for 81% of respondents, free shipping for 76% and real-time tracking for 68%; 97% said they had abandoned a purchase because of an inconvenient shopping experience. These are survey findings from that report, not universal population measurements.
Use the findings as design requirements: show a credible delivery date at checkout, provide useful tracking after dispatch, make the free-versus-paid shipping trade-off explicit and offer a return path customers can understand. Validate which expectations matter for your own customers by reviewing abandonment, support and repeat-purchase data.

A thermal shipping-label printer can be useful when you print labels at your own facility, but the carrier material does not establish a particular printer, specification or recommendation. Before buying, verify that your store or warehouse platform supports the printer, that the device accepts the label size required by each carrier, and that drivers, network access and replacement rolls fit your workflow. Test bar-code readability and alignment with every service you plan to use.

Comparing unlike promises
Do not compare a two-day commitment with an economy service or mix a carrier’s peak-season average with another carrier’s annual figure. Match service and measurement definitions first.
Ignoring dimensional weight
Measure the packed carton and use the carrier’s billable-weight rule. Reprice common packaging after every redesign.
Forgetting partner ownership
When a parcel transfers to a postal or regional network, record who provides each scan, who answers a “delivered but missing” case and who pays a valid claim.
Treating protection as automatic insurance
Read limits and exclusions for the exact service. A stated value-protection ceiling, such as DHL eCommerce’s up-to-$100 figure for specified services, does not prove that every parcel is covered or that a claim will be paid without documentation.
Trusting a quote without an invoice audit
Compare the first invoices with the negotiated schedule. Investigate address corrections, remote fees, fuel lines, minimums and duplicate labels before declaring a saving.
What the market signals mean for your strategy
The U.S. parcel market is broadening. Pitney Bowes reported that Amazon Logistics handled 6.9 billion parcels in 2025, up 9% year over year, while its “Others” category grew from 0.8 billion to 1.8 billion parcels. The report attributes that category’s growth to alternative and regional carriers and names providers such as OnTrac, GLS, LSO, Spee-Dee, Veho, UniUni, Gofo, Jitsu, SpeedX and Better Trucks. The figures show diversification, not proof that any named provider serves your lanes or offers a suitable merchant program.
That diversification makes a multi-carrier policy practical: assign each lane and parcel class to the provider that meets its cost, promise and customer-experience threshold, then maintain a fallback for capacity or outage events. Keep the assignment rules transparent so warehouse staff and customer support know which tracking and claims process applies.
Decision checklist
- Have you stated the operating geography, parcel profile, volume and destination mix?
- Did every carrier price identical dimensions, weights, service levels and lanes?
- Are dimensional weight, accessorials, discounts, claims and returns in the total?
- Are promised windows and on-time measurements based on matching definitions and periods?
- Did you test remote, residential, unusual and partner-handoff addresses?
- Can customers and support staff see useful tracking and delivery proof?
- Are value-protection or insurance limits, exclusions and claim deadlines documented?
- Do label, API, pickup, batch and return workflows work in your actual platform?
- Did a representative pilot and invoice audit confirm the model before volume moves?
The right last-mile choice is the one that clears your service requirements at a measured, repeatable total cost for the lanes you actually ship. Re-run the scorecard when your packaging, geography, order mix, negotiated terms or carrier network changes.
