Compare overseas manufacturers on the estimated cost per saleable unit delivered to the same destination—not on the factory quote alone. Align each offer’s product specification, quantity, currency, named Incoterm and place, then add every origin, freight, insurance, import, tax, broker, handling and final-delivery charge needed to receive usable goods. Keep uncertain tariffs, transport prices and tax treatment visible as assumptions or scenarios.
What landed cost means
The International Trade Administration (ITA), part of the U.S. Department of Commerce, defines landed cost as “The landed cost is the total price of a product once it has arrived at the buyer’s doorstep.” For a manufacturing decision, the practical endpoint should be explicit: a named warehouse, fulfillment center, port, or other place where you can receive saleable inventory.
A supplier’s unit price is only one component. A quote can look inexpensive because it excludes export clearance, origin handling, ocean or air freight, insurance, import duty, VAT or GST, customs brokerage, port fees, inland transport, or special packaging. Conversely, a higher quote can include several of those services. The comparison is fair only after every offer is expressed at the same delivery point and for the same usable quantity.
Rates and charges are estimates until verified for the particular product, origin, destination and route. The Department of Commerce warns that tariffs and taxes can change and that a broker or shipping company may add charges. Refresh the inputs before placing an order; the research underlying this guide was prepared on October 13, 2026, and HM Revenue & Customs’ cited guidance was updated April 14, 2026.

Set one comparison baseline before opening the quotes
Make a written baseline and apply it to every manufacturer. Without one, a spreadsheet can compare different goods, quantities and delivery obligations while appearing precise.
- Product specification: model, materials, dimensions, tolerances, performance requirements, compliance documents and included accessories.
- Order quantity: units, cartons, pallets, container utilization and any minimum-order assumption.
- Packaging: retail packaging, export cartons, pallets, labels, inserts and special testing or inspection.
- Currency and quote date: record the currency and the date on which prices and exchange rates were obtained.
- Delivery point: name the exact destination, such as a warehouse address or a specified port and terminal.
- Incoterm and named place: retain the complete rule and location exactly as written, not merely “FOB” or “DDP.”
- Saleable-unit definition: state whether damaged, rejected, missing or nonconforming units are excluded from the denominator.
Freeze the specification before requesting revised prices. If a supplier changes carton dimensions, materials or minimum quantity, treat the response as a new quote and recalculate freight, duty and unit economics.
Build the landed-cost model line by line
Ask each supplier or forwarder for an itemized explanation of what is included. If a line is absent, do not silently enter zero. Obtain a comparable estimate, mark the amount as unconfirmed, or model a range.

Use the same cost categories for every supplier even when an Incoterm bundles them. Enter a bundled amount in the relevant row and note the evidence supporting it. For example, a delivered quote may include international freight but still exclude destination storage or customs disbursement.
Use Incoterms to normalize responsibilities, not to guess the customs value
Incoterms allocate specified shipment, insurance, documentation, customs-clearance, cost and risk responsibilities between seller and buyer. The Department of Commerce guidance emphasizes that the named place is essential: the same three-letter rule can imply different operational coverage when the place changes. Record both elements, such as the rule plus the named port, terminal or warehouse.
Two offers with the same unit price therefore may not be equivalent. An EXW offer may leave pickup and export work to you; an FOB offer may include certain origin-to-vessel tasks; a CIF offer can include freight and seller-arranged insurance to the named destination port; and a DDP offer may present a delivered price while still requiring you to verify how the seller handles import formalities and taxes in your market. These examples describe why the terms must be investigated, not a substitute for the exact contract wording.
Normalize each quote to your own endpoint:
- Copy the exact Incoterm and named place from the offer.
- List the services the supplier says are included and request an exclusion list.
- Add estimates for every service needed between the named place and your common comparison destination.
- Check who is legally able to act as importer of record and who pays duties and taxes.
- Keep risk-transfer timing separate from the cash-cost total.
HMRC states that an Incoterm does not restrict the customs valuation method. Do not infer the duty base solely from EXW, FOB, CIF or DDP. Confirm the importing authority’s valuation rules, the transaction facts and any additions required for the actual entry.

CIF needs a separate insurance and risk review
Under the HMRC guidance cited here, a CIF seller must arrange insurance, but only minimum cover is required. Risk transfers to the buyer when the goods are on board the vessel. Consequently, a CIF quote can show a low insurance premium while leaving substantial exposure for damage, loss or exclusions after the risk-transfer point.
Request the policy or certificate, insured value, covered perils, deductible, exclusions, claims procedure and named beneficiary. Compare that protection with the value and fragility of the shipment. A lower CIF total is not automatically better if the coverage is materially narrower or if the buyer must absorb a loss before arrival.
Calculate the shipment total and cost per saleable unit
Use a transparent formula:
Estimated landed total = invoice value + buyer-paid additions + origin charges + international freight + insurance + import duty + import taxes + brokerage + destination handling + inland delivery + other receiving costs
Then calculate:
Estimated landed cost per saleable unit = estimated landed total ÷ saleable units actually delivered
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThe denominator is not always the number ordered. If inspection historically rejects units, or if a shipment contains unavoidable samples or replacements, state the assumption and divide by the units you expect to sell. Do not use a supplier’s “per unit” figure as the denominator when cartons, pallets or minimum charges make the shipment total different.
Show recoverable tax explicitly. Whether VAT, GST or another import tax is recoverable depends on the buyer’s jurisdiction, registration and accounting treatment; there is no universal rule. Present both the cash paid at import and the permanent economic cost when those differ, and document the timing of any refund or credit.
Worked example: keep the arithmetic and assumptions visible
The ITA’s worked example uses a $10,000 product invoice, $1,000 insurance and $2,500 freight. Those inputs produce a $13,500 CIF value. The following figures reproduce that example and are illustrative only; they are not current rates or a universal customs formula.

| Item | Standard assumed tariff | Assumed preferential tariff |
|---|---|---|
| Product invoice | $10,000.00 | $10,000.00 |
| Insurance | $1,000.00 | $1,000.00 |
| Freight | $2,500.00 | $2,500.00 |
| CIF value | $13,500.00 | $13,500.00 |
| Tariff assumption | 5% = $675.00 | 0% = $0.00 |
| VAT assumption | 19% of CIF plus duty = $2,693.25 | 19% of CIF plus duty = $2,565.00 |
| Total in the example | $16,868.25 | $16,065.00 |
Before using the arithmetic for a real order, verify the HS classification, country of origin, preferential-treatment eligibility, tariff rate, customs valuation base and tax treatment. A certificate or supplier statement may not by itself establish eligibility; follow the destination authority’s evidence rules. The ITA page containing this example shows no publication year, so the figures should not be presented as a dated rate schedule.
Verify duties, taxes and customs assumptions for the actual route
Start with the importing market’s HS classification process. The code, product description, material, function, origin and trade program can all affect the duty result. Ask a customs broker or the relevant authority to validate the classification when the financial impact is material.
- Classification: preserve the proposed HS code, explanatory description and any ruling or broker advice.
- Origin: distinguish the manufacturing country from the shipping country and check documentary requirements.
- Trade treatment: test whether a preferential tariff or additional measure applies to this origin and product.
- Valuation: confirm which invoice elements, assists, packing, royalties or transport costs enter the customs base under local rules.
- Tax base: determine whether VAT or GST is calculated on the customs value alone or on customs value plus duty and other additions.
- Payment: record who remits each amount, when it is due and whether a broker advances it on your behalf.
Do not turn an unverified rate into a false-precision unit cost. Label the rate as confirmed, broker-estimated or scenario-only, and show the date and source of the assumption in the spreadsheet.
Make currency, quantity and timing comparable
Currency conversion
If suppliers quote in different currencies, choose one reporting currency and record the exchange-rate date and method. A spot rate, bank rate, card rate and forward-contract rate can produce different cash requirements. Add a sensitivity case for an adverse movement when the quote validity period is shorter than the procurement cycle. Keep foreign-exchange fees separate from the supplier’s nominal rate.
Quantity and scale
Freight and handling often have fixed or tiered charges. Compare offers at the same order quantity and container utilization. If one supplier prices a full container and another prices a partial load, calculate each shipment at the quantity you will actually buy, then show the effect of a larger or smaller order as a separate scenario.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Lead time and cash timing
Record production lead time, transit mode, estimated transit time, customs dwell and payment milestones. A cheaper ocean shipment may tie up cash longer than air freight, while a delayed delivery can create stockout or expedite costs that are not in the customs calculation. Do not combine different modes into one “cheapest” total; show the mode, service level and timing beside the landed-cost estimate.
Present uncertainty as scenarios instead of hiding it
A robust comparison has a base case and clearly labeled alternatives. For example:

- Base case: the broker’s current duty estimate, quoted freight validity and documented tax treatment.
- High-freight case: a plausible surcharge or peak-season rate applied to the same shipment volume.
- Tariff case: the confirmed rate versus a higher rate if preferential origin evidence fails.
- Tax case: cash-at-import treatment versus the buyer’s documented recoverable-tax treatment.
- Delay case: added storage, demurrage or expedited transport if the shipment misses free time.
Show each scenario’s landed total and cost per saleable unit, and identify which assumption changes. If a charge has no defensible estimate yet, keep it as an identified unconfirmed item and explain how you will obtain it. A range is more useful than a single number that implies certainty.
Compare suppliers on more than the lowest number
| Decision axis | What to compare | Why it matters |
|---|---|---|
| Estimated cost per saleable unit | Normalized total at the same destination and quantity | Reveals the economic cost of usable inventory rather than the factory price. |
| Quote completeness | Included lines, exclusions, validity period and evidence | An apparently cheap quote can simply omit charges another supplier disclosed. |
| Confidence | Confirmed, broker-estimated and scenario-only inputs | Separates a well-supported estimate from a fragile assumption. |
| Delivery performance | Production lead time, mode, transit estimate and free time | Timing affects inventory availability, storage exposure and working capital. |
| Customs allocation | Importer of record, clearance responsibility and payment party | Clarifies who must supply documents and who bears a failed-entry cost. |
| Risk allocation | Risk-transfer point and insurance scope | Two equal totals can leave very different loss exposure. |
| Sensitivity | Effect of freight, tariff, tax and exchange-rate changes | Identifies which offer is most vulnerable to ordinary volatility. |
Use a weighted decision only after the normalized cost is complete. If delivery reliability or insurance protection is critical, state the threshold explicitly rather than burying it in an unexplained score.
A practical quote-comparison workflow
- Write the baseline. Freeze the product specification, packaging, quantity, currency, destination and saleable-unit definition.
- Capture the offer verbatim. Save the unit price, total price, quote date, validity, Incoterm and named place.
- Request inclusions and exclusions. Ask for itemized origin, freight, insurance, export clearance, import clearance and final-delivery charges.
- Map responsibility. Identify the importer of record, customs filer, tax payer, insurance beneficiary and party responsible for each handoff.
- Validate classification and origin. Obtain the HS-code rationale, origin evidence and any preferential-treatment conditions.
- Price the gaps. Get comparable estimates from a forwarder or broker; never treat an omitted line as free.
- Calculate the total. Add all required charges, document recoverable tax and divide by saleable units delivered.
- Run scenarios. Change volatile freight, tariff, tax, exchange-rate and delay assumptions one at a time.
- Review risk and timing. Compare insurance coverage, risk-transfer point, transport mode, lead time and free time.
- Get written confirmation. Ask the selected supplier and logistics providers to confirm the assumptions that drive the decision before issuing a purchase order.
Common comparison errors and how to correct them
Choosing the lowest unit price
Problem: The factory price excludes freight, duty, brokerage or delivery.
Correction: Compare normalized landed cost per saleable unit at one destination.
Dropping the named place from the Incoterm
Problem: “FOB” or “CIF” alone does not identify the handoff location or included local charges.
Correction: Store the complete rule and named place exactly as quoted.
Assuming an omitted line is zero
Problem: Missing destination or broker charges make the total look artificially low.
Correction: Obtain an estimate, show an unconfirmed amount, or model a range.
Using the Incoterm as the duty formula
Problem: Delivery terms allocate responsibilities but do not determine the customs valuation method.
Correction: Verify valuation with the importing authority or a qualified broker for the transaction.
Treating CIF insurance as full protection
Problem: Minimum required cover may not match the shipment’s real loss exposure, and risk transfers on board under the cited HMRC guidance.
Correction: Review the policy, exclusions, insured value and claims process separately from the freight price.

Mixing cash tax with economic cost
Problem: A recoverable import tax is counted as a permanent cost, or a nonrecoverable tax is omitted.
Correction: Show cash paid, recovery timing and permanent cost according to your jurisdiction and accounting position.
Comparing unlike transport choices
Problem: A slow ocean quote is compared with an urgent air quote as though they provide the same service.
Correction: Display mode, lead time and delivery assumptions alongside each total.
Letting stale rates survive into the purchase order
Problem: Tariffs, preferential treatment, freight and carrier charges change.
Correction: Reconfirm rates, quote validity, classification, origin evidence and broker charges immediately before commitment.
Information to request from each manufacturer
- Commercial invoice basis, unit price, quantity breaks and quote validity.
- Product and packaging specifications, carton dimensions, gross weight and palletization.
- Exact Incoterm and named place, plus a written list of included and excluded services.
- Factory pickup, export-clearance and origin-terminal charges.
- Freight mode, route, carrier or service level, transit estimate and surcharge assumptions.
- Insurance certificate or proposed coverage, exclusions and claims procedure.
- Country of manufacture, origin documentation and proposed HS classification.
- Names of the importer of record, customs broker and party paying duties and taxes.
- Destination handling, storage, demurrage, delivery appointment and final-mile charges.
- Any inspection, labeling, permit, treatment or compliance cost required before sale.
When to involve a broker or forwarder
Use a customs broker or freight forwarder when classification, origin treatment, valuation, route charges or importer-of-record responsibilities are material to the decision. The Department of Commerce advises discussing duty and tax payment options with a broker or forwarder and cautions that these providers may add charges. Request their fee schedule, disbursement terms, validity period and assumptions in writing.
A provider’s estimate is not a guarantee of the final assessment. Keep the provider’s classification rationale, rate source, date, route and exclusions with the quote file so a later change can be traced to a changed assumption rather than an unexplained spreadsheet edit.
Final review checklist before selecting a manufacturer
- Every supplier is priced for the same specification, quantity, packaging and destination.
- The exact Incoterm and named place are recorded for every offer.
- Included and excluded origin, freight, insurance, import and delivery services are documented.
- HS classification, origin, preferential treatment, duty rate and tax base have an owner and a verification date.
- Broker, carrier, port, storage and final-mile charges are included or shown as explicit estimates.
- Currency conversion method, exchange-rate date and quote validity are visible.
- Recoverable tax and cash timing are separated from permanent landed cost.
- Saleable units, rejection assumptions and the denominator are defined.
- Base, high-cost and delay scenarios show how volatility changes the ranking.
- Insurance coverage and risk-transfer timing are acceptable independently of the total price.
- Lead time and transport mode fit the inventory plan.
- All volatile figures will be refreshed before the order is placed.
What a defensible decision looks like
The selected manufacturer is not necessarily the one with the lowest factory quote. It is the offer with a transparent, destination-normalized estimate; credible assumptions for duty, tax, freight and brokerage; acceptable insurance and risk allocation; and delivery timing that fits the business. Keep the arithmetic auditable, show uncertainty beside the total and obtain written confirmation of the assumptions that can change the result.
