Compare an infrastructure project’s incremental, risk-adjusted return on invested capital with the returns available from debt reduction, dividends, and share repurchases. Then model what each choice does to cash flow per share, the share count, valuation, and balance-sheet resilience. A project IRR is not a stock-return forecast, and a dividend yield cannot be added to project IRR without a defensible valuation model.
The practical test is sequential: define what the project accomplishes and what happens without it; forecast after-tax cash flows; normalize the return measure; test funding and downside cases; and translate the result into per-share economics. Keep maintenance capital separate from discretionary growth capital throughout.
Project returns and shareholder returns answer different questions
A project return asks: how much value will this investment create on the capital committed to it? Typical measures are net present value (NPV), internal rate of return (IRR), and return on invested capital (ROIC). A shareholder return asks: what cash and market value will an owner receive per share over time? That outcome combines dividends, changes in the share count, growth in cash generation, changes in valuation, and the risk of the balance sheet.

The measures can diverge. A capacity expansion may earn an attractive return but still produce a poor stock outcome if it is financed with expensive debt, requires repeated overruns, or is already priced into the shares. Conversely, a company can boost near-term distributions while weakening future earnings if it defers essential maintenance or gives up projects with superior risk-adjusted returns. Proxy disclosures also present shareholder-return measures separately from operating performance; the 2024 proxy statement of Lions Gate Entertainment Corp. is an example of why market outcomes should not be treated as a project metric.

Use the project analysis to estimate the cash that can ultimately reach owners, not to predict the stock price directly. Market valuation, interest rates, investor expectations, and future capital allocation can all change the per-share result.
Step 1: Define the project and its counterfactual
Classify the capital
Label the proposal before calculating a return. Maintenance or sustaining capital preserves existing output, safety, reliability, or regulatory compliance. Growth capital adds capacity, enters a market, improves productivity, or acquires an asset. An upgrade may combine both. The classification determines which alternative is realistic: a legally required safety project is not comparable with an optional repurchase, while a discretionary expansion generally is.
Brookfield Infrastructure Corporation describes a separate review process for maintenance capital because inadequate maintenance can impair operations. Its project-review discussion covers project plans, funding, execution risks, and expected returns in the Q1 2026 report. Treat that as an issuer example, not as a universal approval rule.

State what happens if the company does not invest. The counterfactual may include lost production, service outages, declining utilization, higher repair costs, safety exposure, a permit breach, or an eventual larger replacement bill. For growth projects, specify the capacity or revenue opportunity that would be forgone and whether a competitor could take it. For maintenance, the relevant benefit may be avoided losses rather than new revenue, so model the probability and cost of failure instead of forcing a sales forecast.
Set the decision horizon
Record construction start and completion, ramp-up, useful life or concession term, renewal assumptions, residual value, and the date at which each cash flow occurs. A project that produces cash only after a three-year build has a different risk profile from one that pays back immediately, even if both show the same headline IRR.
Step 2: Build a consistent incremental cash-flow model
Model only cash flows that change because the project is approved. Include initial engineering, land, equipment, permitting, working capital, construction spending, operating costs, taxes, incremental revenue, and eventual closure or remediation. Exclude accounting allocations that do not change cash. Show maintenance spending required after commissioning; otherwise a high first-year return can conceal a permanent capital burden.
Choose an explicit return definition
- NPV: the present value of incremental after-tax cash inflows and outflows discounted at a rate consistent with the project’s risk and financing assumptions.
- IRR: the discount rate that makes NPV zero. State whether it is nominal or real, pre-tax or after-tax, and levered or unlevered.
- ROIC: operating return divided by invested capital. Define the numerator, the capital base, and the averaging convention; a year-end denominator and a weighted-average denominator can produce different results.
- Cash-on-cash or payback: useful for liquidity and recovery timing, but incomplete because it ignores cash flows after payback and the time value of money.
Use one convention for the project and every alternative. Do not compare a pre-tax project IRR with an after-tax borrowing cost, or an unlevered project return with a levered equity return, without reconciling the difference.
Handle inflation, taxes, and financing consistently
Match nominal cash flows with a nominal discount rate and real cash flows with a real rate. Apply the company’s actual tax jurisdiction, loss utilization, depreciation, tax credits, and withholding assumptions. Decide whether financing is included in project cash flows. An unlevered analysis compares the asset with a blended opportunity cost; a levered analysis shows the equity return after debt service. Present both when leverage is a central decision, rather than hiding financing effects inside an unexplained IRR.

Use sensitivities instead of a single forecast
At minimum, vary construction cost, completion date, operating ramp, utilization or demand, selling prices, inflation, interest rates, foreign-exchange rates, regulation, and residual value. For commodity-linked infrastructure, stress the relevant price and volume assumptions. Show the break-even utilization or price at which NPV reaches zero, and identify which variable causes the largest change in value. Management targets are objectives, not guarantees.
Step 3: Normalize issuer-defined metrics before comparing companies
Infrastructure companies often use non-standard measures such as adjusted EBITDA, funds from operations (FFO), or adjusted funds from operations (AFFO). Read the reconciliation and definition in each filing before comparing them. Brookfield Infrastructure Partners explicitly notes that adjusted EBITDA is a non-IFRS measure without standardized meaning, and its invested-capital methodology is company-specific.
In its Q1 2026 report, Brookfield Infrastructure Partners reported a long-term targeted asset return of 12% to 15% or more per annum. The target applies to infrastructure assets owned by that issuer; it is not an industry benchmark and does not forecast the partnership’s or an investor’s total shareholder return.

The partnership’s reported ROIC calculation uses AFFO, adjusts for estimated return of capital from finite-life operations, and divides by weighted-average invested capital. That treatment can differ materially from another issuer’s ROIC. The methodology is described in the 2026 second-quarter report. Preserve every definition when building a peer table: numerator, denominator, period, life assumptions, and whether the figure is historical or a target.
Step 4: Compare the project with every credible use of cash
The opportunity cost is not simply “invest or pay a dividend.” Build alternatives for debt reduction, dividends, repurchases, and other value-enhancing projects, then compare them on the same basis.
Debt reduction
Debt repayment provides a relatively observable benefit: avoided interest, lower refinancing exposure, and greater liquidity. Compare the after-tax borrowing cost with the project’s risk-adjusted return, while checking maturities, covenants, floating-rate exposure, and the cash reserve needed for operations. A project with a higher modeled return may still be inferior if it raises leverage beyond a level the business can withstand in a downturn.
Dividends
A dividend delivers cash immediately and does not depend on the company finding a profitable reinvestment. Test whether the distribution remains affordable after maintenance capital, taxes, working capital, debt service, and mandatory reserves. A dividend is not automatically superior to reinvestment: cutting essential investment can reduce future cash generation and the value of the remaining shares.
Share repurchases
A repurchase reduces the share count, increasing each remaining share’s claim on future earnings and cash flow. Its value depends on the price paid. Buying below intrinsic value can be accretive; buying above it can destroy value even when earnings per share rises mechanically. Include transaction timing, blackout periods, tax treatment, and the possibility that the company must reissue shares for compensation or acquisitions.

Sequence capital allocation around liquidity and leverage
Freeport-McMoRan’s 2025 policy illustrates a sequencing framework. After planned capital spending and specified distributions, the policy could allocate approximately 50% of available cash flow to shareholder returns while also considering debt reduction and value-enhancing growth projects, subject to a net-debt target. The figure is that issuer’s policy, not a universal recommendation; read the 2025 annual report for the period-specific conditions.
For any company, ask whether “available cash” is calculated after sustaining capital, restructuring, pension contributions, working-capital swings, and one-time commitments. A policy that looks generous before those items may be unsustainable afterward.
Step 5: Translate project economics into per-share outcomes
Map the cash-flow chain
- Estimate incremental operating profit and cash flow after taxes and sustaining capital.
- Subtract incremental interest, principal repayments, and required reserves under the chosen funding plan.
- Determine the cash available for reinvestment, debt reduction, dividends, or repurchases.
- Divide distributable cash by the expected diluted share count, incorporating repurchases, issuance, and employee compensation.
- Assess how the resulting growth, risk, and leverage could affect the market valuation multiple.
This chain prevents a common error: adding a project IRR to the dividend yield and calling the sum an expected stock return. The project return belongs to the asset; the dividend belongs to the shareholder; valuation determines how much of future cash flow is reflected in today’s share price.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Consider timing and dilution
A project can increase long-run cash flow while reducing near-term earnings per share because construction costs arrive before revenue. New equity issued to fund construction dilutes existing owners until the project produces enough cash. Debt funding avoids immediate dilution but adds interest and refinancing risk. Model these transitions by year, not only at the project’s terminal value.
Separate accounting earnings from cash
Depreciation, impairments, and purchase-accounting adjustments can make reported earnings diverge from cash generation. Use a reconciliation from operating profit to free cash flow and include the capital needed to keep the asset productive. If management reports AFFO, FFO, or adjusted EBITDA, retain the issuer’s adjustments and explain what they exclude before using the measure per share.
Maintenance capital deserves its own test
Maintenance spending usually protects an existing cash stream rather than creating a new one. Evaluate it against the loss avoided by keeping the asset safe, compliant, and available. A useful model includes the probability-weighted cost of outages, penalties, emergency repairs, lost customers, and reputational damage in the no-investment case.
Do not classify all capital spending as growth simply because it increases capacity. Conversely, do not treat an efficiency upgrade as maintenance if it materially changes output or margins. Disclose the judgment and test both classifications when the distinction is uncertain.
Valmont Industries reported approximately $145.0 million of 2025 capital expenditures, focused primarily on enhancing capacity and manufacturing capabilities in its Infrastructure business, and reported $250.6 million returned through dividends and repurchases. These are company-reported fiscal-2025 figures, not benchmarks for other issuers; details appear in its 2025 annual report. The comparison is useful because it shows why an analyst should display capital spending and shareholder distributions as separate lines rather than assuming one substitutes for the other.

Stress-test execution and balance-sheet risk
Run downside cases before ranking alternatives. Include:
- Construction delays, contractor failure, permitting changes, and cost inflation.
- Slower demand, lower utilization, customer concentration, or unfavorable contract renewals.
- Higher interest rates, currency movements, refinancing difficulty, and covenant pressure.
- Regulatory changes, environmental obligations, safety incidents, and technology obsolescence.
- Commodity-price exposure or operating underperformance where the project depends on those variables.
- Additional sustaining capital, closure costs, or a shorter useful life than planned.
Measure whether the company can continue maintenance, meet maturities, and preserve its distribution policy in each case. A project that wins only in an optimistic scenario should not outrank debt reduction or liquidity preservation.
Brookfield Infrastructure Corporation’s description of committee review links target returns with funding plans and execution risk. Use that combination in your own approval memo: show the return threshold, the financing plan, the principal risks, the mitigation owner, and the trigger for stopping or resizing the project.
A practical comparison worksheet
Prepare one page for each alternative so that the decision is auditable:
- Purpose and counterfactual: maintenance, compliance, capacity, upgrade, acquisition, debt repayment, dividend, or repurchase; state the consequence of not acting.
- Cash-flow definition: dates, taxes, inflation basis, working capital, sustaining capital, terminal value, and whether financing is included.
- Return measure: NPV, IRR, ROIC, payback, or distributable cash; define every numerator and denominator.
- Funding: cash on hand, new debt, equity, asset sales, interest cost, maturities, covenants, and liquidity floor.
- Downside: identify the two or three assumptions that can destroy value and quantify their break-even points.
- Per-share bridge: expected cash flow per share, dividend capacity, repurchase share count, dilution, and valuation assumptions.
- Review triggers: conditions requiring reapproval, staged funding, cancellation, or a change in distribution policy.
Rank alternatives only after all seven lines are complete. A higher headline return should not win if it relies on a shorter life, lower tax rate, cheaper financing, or a more favorable risk assumption than the competing choices.

Using a management target as a forecast
Fix: label targets as objectives, show the date and issuer, and run a sensitivity below the target. Brookfield’s 12% to 15%+ asset-return target is a clear example of a company-specific objective rather than a promised shareholder return.
Mixing maintenance and growth capital
Fix: report each category separately and include sustaining requirements in the project’s steady-state cash flow.
Do these 3 things before closing this tab:

Fix: reconcile AFFO, FFO, adjusted EBITDA, free cash flow, and ROIC to the issuer’s definitions, period, and capital base before making a peer comparison.

Ignoring the price of repurchases
Fix: estimate intrinsic value under conservative assumptions and test repurchases at several prices. A lower share count alone does not prove value creation.
Leaving out the balance sheet
Fix: model leverage, interest coverage, maturities, covenants, and liquidity after the project and after each distribution alternative.
Assuming the market will reward spending
Fix: separate operational value from valuation response. The market may discount a project because of execution risk, financing needs, policy uncertainty, or a long wait for cash generation.
How to reach a defensible conclusion
Approve growth infrastructure when its incremental, after-tax cash flows produce an attractive risk-adjusted NPV or return after realistic construction, operating, and sustaining-capital assumptions; the company can fund it without unacceptable leverage; and the downside case preserves essential obligations. Prefer debt reduction when balance-sheet risk or refinancing exposure dominates. Prefer dividends when profitable reinvestment opportunities are scarce and the distribution remains sustainable. Prefer repurchases when shares trade below a conservative intrinsic-value estimate and the company still funds maintenance, growth, and liquidity needs.
Document the rejected alternatives and the assumptions that would change the decision. Revisit the comparison when costs, demand, interest rates, regulation, or the share price moves materially. Capital allocation is a continuing process, not a one-time contest between a project IRR and a dividend yield.
FAQ
Can I compare a project IRR directly with expected stock returns?
No. IRR measures the project’s cash return on invested capital, while stock return depends on dividends, buybacks, per-share cash-flow growth, valuation changes, and risk. Use a valuation bridge rather than adding the percentages.
Is a 12% to 15% infrastructure return a normal industry hurdle rate?
No. That range is Brookfield Infrastructure Partners’ long-term targeted asset return reported in its Q1 2026 filing. It is issuer-specific, methodology-dependent, and not a general benchmark.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Why can a company spend heavily on infrastructure and still increase shareholder returns?
Because productive investment can raise future cash flow per share, provided the return exceeds the opportunity cost and funding does not create excessive dilution or leverage. The test is incremental value after all required capital and financing effects.
Frequently Asked Questions
What is the first number an analyst should request from management?
Request the project’s incremental after-tax cash-flow schedule, including construction timing, sustaining capital, taxes, financing assumptions, useful life, residual value, and downside cases. A headline IRR without those definitions cannot be compared reliably.
How should maintenance capital be treated in a dividend decision?
Subtract realistic maintenance or sustaining capital before judging distributable cash. If maintenance is deferred, model the probability-weighted costs of outages, compliance failures, emergency repairs, and lost capacity rather than treating the deferred amount as permanent cash available for dividends.
When can a repurchase be better than infrastructure investment?
A repurchase can be preferable when shares trade below conservative intrinsic value, the company has funded maintenance and high-return projects, and buying shares will not compromise liquidity or leverage targets. The conclusion depends on price and opportunity cost, not on the share-count reduction alone.
