The most reliable comparison does not start with the biggest backlog, the highest margin, or the lowest year-end debt. First normalize each company’s reporting period, currency, order-book definition, profit measure, lease treatment, and cash position. Then test whether the order book is firm and diversified, whether margins are repeatable, and whether debt and liquidity can support delivery through the cash demands of large projects.

This guide provides a practical framework, a peer-comparison table, and worked examples from recent company disclosures. The figures are not a league table: the issuers report different currencies, dates, business mixes, and definitions.

Why headline comparisons mislead

“Order book,” “operating margin,” and “net debt” are company-defined measurements rather than a single universal infrastructure standard. One issuer may count only signed contracts; another may discuss preferred-bidder awards, framework opportunities, or contracts awaiting financial close separately. A margin may be statutory EBIT, adjusted operating profit, or a project estimate. Net debt may include leases, exclude restricted cash, or be shown only at year-end even when the business swings between net cash and net debt during construction cycles.

A sound comparison therefore treats every number as a dated observation with a definition attached. Do not combine a December order book with a June revenue figure, convert currencies without recording the exchange-rate date, or rank companies by an unadjusted backlog-to-revenue ratio when the underlying award stages differ.

Build a comparable data sheet before ranking anything

Capture the following fields for every peer. If a company does not disclose a field, record “not stated” rather than filling the gap with an assumption.

Comparison field What to record Why it changes the conclusion
Reporting period and currency Fiscal year or quarter, period-end date, and presentation currency Revenue, backlog, and cash are not comparable when periods or currencies are mixed.
Order-book definition Signed awards, notice-to-proceed status, framework call-offs, and exclusions A framework opportunity or preferred-bidder position is not equivalent to firm backlog.
Conversion horizon Expected timing of conversion to revenue, by year or broad band Two backlogs of equal size can support very different near-term revenue.
Concentration Largest customer, project, sector, geography, and segment shares A small number of contracts can make reported visibility fragile.
Profit measure Statutory operating profit or EBIT, adjusted operating profit, and the exact margin denominator Adjusted and statutory figures can move in opposite directions.
Project-margin information Pre-calculated or expected order-book margin and whether it is an estimate Estimated tender margins are not realized project results.
Debt definition Gross debt, cash, restricted cash, lease liabilities, and project-company debt Different inclusions can reverse the apparent ranking.
Timing and liquidity Period-end and average debt or cash, committed facilities, maturities, and headroom Year-end cash can hide seasonal borrowing or working-capital stress.
Cash generation Operating cash flow, free cash flow, and cash conversion against profit Accounting profit does not fund subcontractors, guarantees, or mobilisation.

How to assess an infrastructure company’s order book

Start with what is actually awarded

Use the label “reported order book” or “company-defined backlog,” then identify the award stage. A signed contract with commercial and financial conditions satisfied is stronger evidence than a preferred-bidder announcement. Frameworks can represent substantial future opportunity while containing no obligation for the customer to call the full headline value. Record pre-awarded, pending-close, and framework amounts outside the firm order-book total unless the issuer explicitly includes them.

Ferrovial’s 2025 Form 20-F illustrates the discipline required: its Construction order book was EUR 17.4 billion at 31 December 2025, while approximately EUR 2.5 billion of pre-awarded or commercially or financially pending contracts was excluded. That exclusion makes the EUR 17.4 billion figure more conservative than a presentation that combined both categories. The filing also said public-sector clients represented 84% of the order book, a concentration fact that belongs beside the total. Ferrovial 2025 Form 20-F

Check the conversion horizon

Ask how much backlog is expected to become revenue in the next 12, 24, and 36 months. If management gives only a broad outlook, preserve that uncertainty. A long-dated rail concession and a bridge contract scheduled to mobilise next quarter can both sit in backlog but have very different effects on near-term sales, cash investment, and execution risk.

Calculate backlog coverage only after aligning periods and definitions:

Backlog coverage (years) = reported order book ÷ comparable annual revenue.

This ratio is a diagnostic, not a valuation rule. Do not rank companies by raw order-book-to-revenue ratios when one numerator includes pending awards, one denominator is a different fiscal year, or one business has materially different contract durations.

Test quality, not just size

  • Contract certainty: distinguish signed awards from preferred bidder, conditional, or framework opportunities.
  • Customer concentration: identify the largest customer and the share represented by public authorities or a single private client.
  • Project concentration: note whether one megaproject drives a substantial portion of the total.
  • Sector and geography: separate civil engineering, buildings, transport, energy, and other activities; record the countries in which work will be delivered.
  • Commercial selectivity: look for evidence that the company can decline poorly priced work rather than pursuing volume at any margin.

Compare expected project margins with caution

Some issuers publish a pre-calculated or expected margin for the order book. That figure reflects current estimates of costs, risks, and contract performance; it is not a promise of future EBIT. Compare it with realized margins in later reporting periods and investigate changes caused by cost inflation, claims, design changes, or delays.

Implenia said its pre-calculated order-book project margin increased from 7.3% at the end of 2024 to 7.8% at the end of 2025, and that the larger order book should support revenue growth from 2027 onward. Those are management estimates and outlook statements, not realized future earnings. Implenia Group 2025 key figures Implenia 2025 Annual Report

Make operating margins genuinely comparable

Use the same profit line

Label each result explicitly as statutory operating profit or EBIT, adjusted operating profit, or another issuer-defined measure. Adjusted figures may remove restructuring, impairments, transaction costs, or other items; statutory figures include the accounting effects required for the period. A peer table should never place adjusted operating profit for one company beside statutory EBIT for another without showing the distinction.

The basic calculation is:

Operating margin = operating profit ÷ revenue × 100.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the denominator equally precise. A group margin based on consolidated revenue is not directly comparable with a construction-segment margin if the segment excludes activities, joint ventures, or eliminations.

Align periods and currencies

Write the period beside every percentage. A fiscal year ending 30 June and one ending 31 December may include different construction seasons, inflation phases, and project completions. Convert currencies only after recording the exchange-rate convention; do not present a converted figure as though it were the issuer’s reported amount.

Separate mix from execution

A higher margin can reflect a larger share of specialist engineering or a favorable completion mix rather than a permanent improvement in bidding and delivery. Review margins over several reporting periods and split the analysis by segment and geography where disclosures allow. Compare tender or order-book margins with later realized margins to see whether estimates are consistently achieved.

Investigate one-off movements

Read the reconciliation from statutory to adjusted profit. A large adjustment can make the adjusted trend look stable while statutory earnings deteriorate. Conversely, a single impairment or provision can depress statutory EBIT even when underlying operations are unchanged. Record both measures and explain the bridge instead of selecting whichever produces the better ranking.

Evaluate debt, liquidity, and resilience

Define net debt in the same way

At minimum, record gross borrowings, unrestricted cash, restricted cash, lease liabilities, and debt held in project companies. Then state whether the issuer’s net-debt or net-cash figure includes leases. Two companies can report the same net cash while one carries substantial lease liabilities outside the headline number.

Implenia’s 2025 key figures reported a net cash position excluding lease liabilities of CHF 69.627 million and a net cash position including lease liabilities of CHF 224.071 million at 31 December 2025. Because the labels and direction are not interchangeable, use the issuer’s reconciliation and do not infer a ranking from one headline number alone. Implenia Group 2025 key figures

Use average as well as period-end balances

Construction businesses can receive milestone payments, post guarantees, and fund materials before collecting from customers. A period-end cash surplus may therefore coexist with heavy borrowing during other months. Capture average month-end net cash or debt when disclosed, and ask what caused the difference between the average and the closing balance.

Kier’s FY2026 annual-report page reported £232.4 million of net cash at 30 June 2026 but £10.7 million of average month-end net cash during the year. The spread shows why a single balance-sheet date is an incomplete resilience test. Kier Group Annual Report 2026

Check liquidity and maturities

List undrawn committed facilities, cash, bonding capacity where disclosed, and the timing of debt maturities. Compare those resources with expected working-capital needs and capital expenditure. A low net-debt ratio does not remove refinancing risk if maturities cluster before major customer receipts.

Link debt to cash generation

Compare operating cash flow and free cash flow with reported profit, then explain the gap. Working-capital movements, advance payments, retention, claims, and project mobilisation can make cash conversion volatile. A company that repeatedly reports profit without converting it to cash may have less capacity to absorb delays or cost overruns than its margin suggests.

Worked examples from recent issuer disclosures

The following figures illustrate how the framework works. They are point-in-time disclosures from companies with different currencies, fiscal calendars, segments, and accounting policies; they are not a controlled peer ranking.

Issuer and period Revenue and profit Order book Debt or cash measure Analytical issue to carry forward
Implenia Group, 2025; CHF Group revenue CHF 3,474.545 million; EBIT CHF 140.457 million; EBIT margin 4.0%. CHF 8,467.385 million; Civil Engineering CHF 5,592.742 million; Buildings CHF 2,809.936 million. Pre-calculated project margin 7.3% at end-2024 and 7.8% at end-2025. Free cash flow CHF 125.344 million; net cash excluding lease liabilities CHF 69.627 million; net cash including lease liabilities CHF 224.071 million, at 31 December 2025. Segment mix and the issuer’s lease reconciliation materially affect interpretation; project-margin figures are estimates.
Kier Group plc, year ended 30 June 2026; GBP Group revenue £4.4 billion; adjusted operating profit £169.8 million; statutory operating profit £118.7 million. £11.9 billion. £232.4 million period-end net cash and £10.7 million average month-end net cash. Adjusted versus statutory profit and average versus closing cash must both be shown. Kier described the order book as high-quality and well-bid, but that is management characterization, not independent assurance.
Ferrovial SE, 2025; EUR Construction revenue EUR 7,653 million; adjusted EBIT EUR 352 million; adjusted EBIT margin 4.6%. EUR 17,438 million in the integrated report, rounded to EUR 17.4 billion in the Form 20-F; approximately EUR 2.5 billion of pre-awarded or pending items excluded. Public-sector clients were 84% of the order book. Comparable construction net-debt detail was not stated in the cited disclosures. Do not add excluded pending awards to firm backlog, and treat public-sector concentration as part of the risk profile.

Kier’s investor-relations statement said: “With a high-quality, well-bid and commercially selective order book of £11.9bn (as at June 2026) and access to c.£200bn of framework opportunities, we are well position to deliver the UK’s long-term infrastructure ambitions.” The wording is a company statement; the £200 billion framework figure is an opportunity pool, not awarded backlog. A repeatable step-by-step comparison workflow

  1. Set the comparison date. Choose a common latest period, record each fiscal year-end, and flag companies whose reporting dates differ.
  2. Copy reported values exactly. Preserve the issuer’s currency, units, decimal precision, and labels before making any calculations.
  3. Reclassify order-book stages. Put signed and executable awards in the core backlog; list preferred-bidder, framework, pre-awarded, or pending-close amounts separately.
  4. Map conversion. Estimate which portion should convert to revenue over the next one, two, and three years using disclosed timing, while marking undisclosed portions as unknown.
  5. Measure concentration. Record the largest project and customer, public- versus private-sector exposure, segment mix, and geographic mix.
  6. Recalculate comparable margins. Use the same operating-profit definition and revenue denominator; show adjusted and statutory figures side by side.
  7. Test durability. Compare multi-year margins, project-margin estimates, and later realization evidence rather than relying on one year.
  8. Reconcile debt. Standardize lease treatment, restricted cash, project-company debt, and the date convention; include both average and period-end balances when available.
  9. Check funding capacity. Review free cash flow, liquidity, facilities, maturities, guarantees, and likely working-capital needs.
  10. Write the conclusion as a trade-off. State whether visibility is firm, profitable, diversified, and financeable; avoid a single-score ranking when a critical input is not comparable.

Read the three metrics together

Pattern What it may mean Follow-up test
Large, firm, diversified backlog; stable realized margins; positive cash conversion Visibility is more credible because volume, profitability, and funding reinforce one another. Check whether the conversion schedule and customer mix remain balanced.
Large backlog; low or falling margins Revenue may be visible without attractive returns, especially if old contracts were underpriced. Compare tender margins with realized results and inspect loss provisions.
High margin; concentrated or short-lived backlog Profitability may reflect favorable project mix or a few completions rather than a durable franchise. Review segment detail and the next-year order intake.
Low year-end net debt; weak average cash or cash conversion Seasonal receipts may flatter the closing balance while the business relies on borrowing during the year. Use average balances, liquidity headroom, and maturity dates.
Strong backlog and margins; heavy customer or geography concentration A small number of contract, public-budget, or regional decisions can affect the whole group. Stress the largest projects and identify termination, funding, or permitting conditions.

Common comparison errors and how to correct them

  • Counting opportunities as backlog: remove framework capacity and pending awards from firm order book unless the issuer explicitly defines them as awarded work.
  • Mixing adjusted and statutory profit: show both and explain every material adjustment.
  • Ignoring fiscal-year mismatch: put the period-end date beside every number and avoid casual annualization.
  • Using one debt snapshot: add average balances, liquidity, maturities, and cash conversion.
  • Assuming backlog equals profit: inspect expected project margins, cost-to-complete risk, and later realization.
  • Overlooking lease liabilities: state whether leases are included and use the same convention for every peer.
  • Ranking by backlog-to-revenue alone: align contract duration, award stage, segment mix, and conversion timing before drawing a conclusion.
  • Treating management language as assurance: label optimistic descriptions as issuer commentary and seek supporting disclosures in the annual report.

What a defensible conclusion looks like

A defensible comparison identifies the company whose reported backlog is most executable, whose margins are measured on a like-for-like basis and supported by realized performance, and whose liquidity and cash generation can carry the work through completion. If one of those links is not disclosed or cannot be normalized, state the limitation instead of manufacturing precision. The result should be a transparent set of trade-offs, not a ranking built from three unqualified headline numbers.
