Compare written offers for the same project amount, loan type, repayment term and assumptions. The lowest advertised rate or monthly payment is not necessarily the cheapest choice: calculate upfront cash, APR and included fees, payment changes, interest and fees over the time you expect to borrow, prepayment terms, and the consequences for your home or property-tax bill.
Start with an apples-to-apples comparison
Ask at least two or three providers for written offers based on the same renovation budget, amount borrowed, repayment horizon and funding assumptions. A payment that looks lower may simply run for more years. A headline interest rate can omit fees, points, or costs moved into the balance. Keep each offer’s assumptions visible so you do not compare a fully funded lump sum with a staged draw or a fixed-rate loan with a variable-rate line.
For every offer, save the complete disclosure and contract, not just a web quotation or a salesperson’s summary. If the paperwork differs from what you were told, stop and request an explanation before signing.

| Item | What to record | Why it matters |
|---|---|---|
| Amount advanced | Net cash you receive, and any fee deducted before funding | A stated loan amount may exceed the money available for your project. |
| Rate and APR | Fixed or variable rate, introductory period, index, margin, adjustment frequency, caps and APR | Shows whether the payment is predictable and what costs the APR captures. |
| Term and payment schedule | Repayment length, number of payments, interest-only or amortizing periods, and the payment at each stage | Longer terms can reduce the monthly bill while increasing total interest. |
| Upfront charges | Origination, application, appraisal, title, recording, annual, transaction, draw and other fees | Fees reduce proceeds or increase the amount you must repay. |
| Points and lender credits | Dollar value of points paid for a lower rate, or credits received for accepting a higher rate | The tradeoff only helps if your expected borrowing period makes it worthwhile. |
| Cash due at signing | Closing costs, required reserves, down payment and any contractor deposit | A “no closing cost” offer may fund those costs through a higher rate or larger balance. |
| Cost over your expected horizon | Payments and fees through the date you expect to sell, refinance or finish repayment, less principal repaid | Measures the cost of using the money while you have the loan. |
| Full-term repayment | All scheduled payments plus recurring and upfront fees over the contractual term | Shows the maximum planned outlay if you keep the loan to maturity. |
| Prepayment terms | Penalty, minimum interest, lockout, notice requirement or rebate rules | Restrictions can make an apparently cheap loan expensive to exit early. |
| Security and default | Whether the debt is unsecured, secured by the home, or collected through property taxes; consequences of missed payments | Collateral changes the risk even when the interest cost is similar. |
| Funding mechanics | Lump sum, reusable line, staged draws, inspections, contractor conditions and unused-line fees | You may pay interest on money before you need it or face delays when work progresses. |
| Sale and refinancing effects | Lien priority, payoff requirement, consent, assumption and whether a new application is needed | These terms can affect a future sale or refinance. |
| Eligibility and location | Credit, income, equity, property, state and local program requirements | Rates and availability are individual and jurisdiction-specific. |
Calculate the cost that actually answers your question
Separate principal from borrowing cost
Principal is money you borrowed and return; it is not itself a financing cost. For a chosen horizon, add every payment made by that date and all fees paid or financed, then subtract the principal balance you have paid down. The result approximates what the borrowing has cost you during that period. CFPB uses this approach in a mortgage example to show a five-year borrowing cost. Five years is only an example horizon, not a rule for renovation debt.
For a personal loan, home-equity loan or other non-mortgage product, create an amortization schedule using the contract’s payment dates, rate changes and fees. Do not assume that every product has the standardized mortgage disclosure field labeled “In 5 years.” Choose a horizon that matches your likely sale, refinance, project completion or repayment date, and run a second horizon if that date is uncertain.
Use both a horizon cost and a full-term cost
The horizon calculation answers, “What will this financing cost if I leave or pay it off when I expect?” The full-term calculation answers, “What will I pay if I follow the contract to maturity?” Show both. A low upfront-cost offer can win over a short holding period, while a lower rate with points can win if you keep the debt longer.
For each schedule, total the actual dollars rather than relying on a rate ranking. Include annual or transaction fees, draw fees, required insurance or reserves, and any fee added to the balance. For a variable-rate product, calculate the contractual starting case and at least one higher-rate case permitted by the adjustment rules.
Understand what APR does and does not do
APR is broader than the stated interest rate because it incorporates certain finance charges, but it is not a universal all-in measure across unlike products. CFPB cautions that a closed-end loan APR can include fees that a HELOC APR does not include. Check the disclosure to identify exactly which costs entered each APR, then compare total dollars using the same horizon and assumptions.

Model points, credits and “no closing costs”
Points are upfront charges exchanged for a lower rate. Lender credits reduce upfront closing costs in exchange for a higher rate. Request alternative written versions with and without points or credits. Calculate the extra cash paid at closing, the changed payment, and cumulative interest and fees over both a shorter and longer realistic holding period.
“No closing costs” does not mean no cost. In mortgage transactions, CFPB explains that the costs may be shifted into a higher rate or loan balance. Apply the same question to other products: ask who pays each fee, whether it is financed, and how the payment and final payoff change.
Know what structure you are comparing
| Product | How funds arrive | Rate and payment pattern | Risks and questions |
|---|---|---|---|
| Home equity loan | A specified lump sum secured by home equity | Usually fixed-rate, though an offer may be adjustable; scheduled payments amortize the balance | Missed payments can put the home at risk of foreclosure. Check lien terms, fees and payoff rules. |
| HELOC | A reusable line; you draw as needed and available credit can replenish as you repay | Usually adjustable; payment changes with the outstanding balance and rate | Compare the index, margin, adjustment limits, draw and repayment periods, minimum payment, annual or transaction fees, and whether the line can be frozen or reduced. |
| Personal installment loan | The approved amount is generally provided up front | Scheduled installments over a specified period; rate and terms commonly depend on credit scores and reports | The source material does not establish a universal rate or whether a particular offer is secured. Read the contract for collateral, fees and prepayment treatment. |
| Construction or rehabilitation loan | Usually short-term, with advances released as work reaches documented stages | Payment may reflect only the amount drawn during construction, then change when repayment begins | Ask about inspections, retainage, contractor requirements, extension fees and whether the loan automatically converts. A non-converting loan may require a new application. |
| PACE financing | Project financing repaid through an additional property-tax assessment | Assessment amount and collection schedule follow the local program and tax system | Review tax-bill impact, lien and sale or refinance implications, escrow treatment, assessment length and delinquency consequences. Availability depends on state law and local programs. |
Home equity loan
This option can fit a known, one-time project where a lump sum and predictable payment are valuable. Because the home secures the debt, compare the interest savings against the consequence of default, not just against an unsecured offer. Verify whether the rate is fixed for the entire term and whether any fees are deducted from proceeds.
HELOC
A HELOC can match a renovation whose final cost or timing is uncertain because you draw only what you need. That flexibility makes the payment and interest path less certain. Ask the provider to illustrate payments at the current rate and at each permitted increase, including the point when the line moves from a draw period to repayment. Do not rank a HELOC by APR alone against a closed-end loan until you know which fees each APR includes.
Personal installment loan
This closed-end structure can provide a single project budget without placing the home in the collateral chain when the contract is unsecured. Lenders commonly use credit scores and credit reports in setting rate and terms. The exact security status, fees and early-payoff rules are offer-specific, so treat verbal descriptions as incomplete until confirmed in writing.

Construction loan
Staged advances can prevent you from paying interest on the full budget before contractors need it, but the process introduces timing and documentation risk. Confirm who approves each draw, how quickly funds are released, what happens if an inspection fails, and whether delays trigger extension charges. Ask whether the balance converts automatically to a conventional mortgage and what happens if it does not; a new application can mean new underwriting, fees and an uncertain future rate.

PACE is not simply another installment loan. Repayment appears as an additional property-tax assessment, so examine the annual bill and the length of the assessment separately from the project price. CFPB reported in its December 17, 2024 announcement that PACE loans caused borrowers’ property taxes to increase by about $2,700 per year, or an 88 percent increase. That is a CFPB research finding about the borrowers it studied, not a universal estimate for every jurisdiction or current offer.
Ask how the assessment is collected, whether your mortgage escrow will change, what lien rights are disclosed, and what a buyer or refinancing lender must do at sale or refinance. CFPB warns that delinquency can lead to a tax sale and advises homeowners to shop around. The Bureau also announced finalized mortgage protections for PACE in 2024; do not assume a particular protection applies to your transaction without checking the dated rule and local program documents.
As CFPB Director Rohit Chopra said in that 2024 announcement: “Homeowners deserve to know just how much they are paying when they put their home and financial future on the line.”
Compare the risks beyond the price
Rate risk
Fixed payments make a household budget easier to test. Variable-rate debt can be useful when flexibility matters, but the starting payment is not a reliable lifetime payment. Record the index, margin, adjustment dates, periodic and lifetime caps, floor, minimum payment and any conversion option. Request a written payment scenario after a rate increase and after a slower-than-planned repayment.

Collateral and default
Unsecured debt can have a higher price but does not create the same direct lien on the home. Home-secured debt can offer different pricing while making missed payments a threat to the property. PACE adds property-tax collection and potential tax-sale consequences. Compare these outcomes explicitly with your ability to absorb a job loss, construction overrun or temporary payment shock.
Access and timing
A lump sum is efficient when the final invoice is known. A reusable line or staged construction draws can reduce idle borrowing, but they depend on continued availability, inspections and provider approvals. Ask whether the lender can cancel or reduce undrawn credit and whether a contractor must meet specified licensing or documentation rules.
Exit flexibility
Renovation debt often outlives the project. Check payoff quotes, prepayment penalties, minimum interest, lockout periods and notice requirements. For secured products, ask how the lien is released at sale and whether refinancing requires subordination or full payoff. For a construction loan, identify the exact conversion event and the consequences of failing to meet it.
Eligibility and geography
Approval, rate and collateral requirements depend on your credit, income, equity, property and location. PACE availability and terms are especially dependent on state law and local program rules. No comparison can identify a universally cheapest product without matched offers for your circumstances.
A step-by-step way to solicit and compare offers
- Set the project assumptions. Write the total contractor and materials budget, contingency amount, cash contribution, desired completion date and the maximum monthly payment you can sustain. Use the same figures with every provider.
- Choose the structures to investigate. Request offers for the products that fit your funding pattern: lump sum, reusable line, staged construction draws or property-tax assessment. Include an unsecured offer when protecting home equity is a priority.
- Ask for complete written terms. Request amount advanced, rate, APR, term, payment schedule, every fee, cash due, collateral, draw conditions, prepayment language and sale or refinance requirements. Ask for the actual contract and required disclosures.
- Request alternatives. For a closed-end offer, ask for versions with and without points or lender credits. For a variable-rate line, ask for current and higher-rate payment scenarios. For construction financing, request the draw calendar and conversion terms.
- Normalize the cash flow. Put each offer on the same timeline. Show when funds arrive, when fees are paid, when payments begin, and when the balance changes. Do not compare a full-balance payment with an interest-only or partial-draw payment as if they were equivalent.
- Calculate two cost horizons. Use your expected payoff or sale date and a full-term schedule. Add payments and contractual fees, then subtract principal repaid for the horizon measure. Include fees financed into the balance.
- Stress-test uncertainty. Increase a variable rate as allowed by the contract, delay a construction draw, add a plausible project overrun from your own budget, and test a sale or refinance before maturity. Record which assumptions cause the payment or payoff to become unaffordable.
- Check property consequences. Confirm lien position, foreclosure or tax-sale exposure, escrow changes, release procedures and whether a future buyer or refinance lender must address the debt.
- Verify contractor financing is optional. Compare any contractor-arranged plan with independent written offers. Confirm that accepting the contractor’s financing is not a condition of receiving the quoted work price unless you knowingly choose that arrangement.
- Decide only after reconciling documents. Resolve every difference between the estimate, application, approval and final contract. Keep copies of the signed disclosures and the calculation used to select the offer.
Disclosures and documents to expect
A mortgage Loan Estimate is a standardized disclosure for covered mortgage transactions; it is not automatically the correct document for a personal loan, HELOC, construction arrangement or contractor financing plan. CFPB’s 2015 home-loan toolkit explains that APR and Total Interest Percentage can help compare mortgage offers, but those concepts should be applied alongside the product’s own required disclosures and fee definitions.

For non-mortgage products, rely on the note, fee schedule, credit agreement and amortization information supplied by the provider. If a salesperson gives a payment without showing the balance, rate assumptions and term, ask for the underlying schedule.
Common comparison mistakes and how to correct them
- Choosing the lowest monthly payment. Correct it by comparing term, total interest and the balance remaining at your expected payoff date.
- Using APR as a universal ranking. Correct it by listing the fees included in each APR and calculating dollars on the same horizon.
- Ignoring upfront cash. Correct it by recording cash due at signing and asking whether “no-cost” charges were financed or exchanged for a higher rate.
- Assuming a variable rate stays at its opening level. Correct it by applying the contract’s adjustment rules and reviewing payment caps and floors.
- Borrowing the whole renovation budget before it is needed. Correct it by comparing staged draws, unused-line fees and the risk of funding delays.
- Overlooking conversion or exit terms. Correct it by obtaining written payoff, lien-release, sale, refinance and construction-conversion procedures.
- Treating PACE as ordinary monthly debt. Correct it by examining the property-tax assessment, escrow effect, lien disclosures and tax-sale risk.
- Relying on a verbal promise. Correct it by pausing when documents differ and asking the provider to amend or explain the written terms before signing.
A practical decision framework
After calculating the costs, rank the offers in this order:
- Affordability under stress: Can you make the payment after a rate increase, project delay or income interruption?
- Property exposure: Are you willing to put home equity or tax standing at risk for this project?
- Funding fit: Does the product release money when invoices are due without charging for unused funds?
- Exit plan: Can you repay, sell or refinance without a penalty or an uncertain re-approval?
- Cost in dollars: Which offer has the lowest appropriate horizon cost and an acceptable full-term cost after all fees?
The answer can differ by borrower. A fixed home-equity loan may suit a known lump-sum project and a borrower who accepts home-secured risk. A HELOC may suit uncertain timing but requires rate and payment stress testing. A personal installment loan may avoid a home lien when its payment fits the budget. A construction loan can coordinate staged work when its conversion and draw rules are acceptable. PACE requires an additional property-tax analysis and local-program review before it can be compared responsibly.
Questions to ask before signing
- What exact amount will reach my account or contractor after every fee?
- Which rates and payments are fixed, and which can change? Show the formula, caps and dates.
- What fees are included in the APR, and which are outside it?
- What will I pay in total if I repay on my expected date? What if I keep the debt to maturity?
- Is there any prepayment penalty, minimum interest or payoff notice requirement?
- What secures the debt, and what happens after a missed payment?
- When do payments begin, and how do they change after a draw or construction completion?
- Can the lender reduce undrawn credit, delay a draw or require a new application?
- What happens to the lien, assessment or balance if I sell or refinance?
- For PACE, what annual tax assessment, assessment term, escrow change and jurisdiction-specific rules apply?
These answers, in the written offer and contract, give you a defensible comparison of price, risk and flexibility without assuming that one financing type is cheapest for everyone.
