The reliable way to compare enterprise IT management platforms is to score them against your actual device estate and operating model, then verify the finalists in a pilot. Start by deciding whether you need a vendor-operated cloud service, customer-operated on-premises software, or a hybrid/co-managed model. Then test fleet coverage, enrollment, application delivery, updates, security and compliance, integrations, support, recovery, migration effort, and a like-for-like multiyear cost.
Product checklists alone cannot establish which platform will work best for your organization. Vendor pages document capabilities and deployment options; a representative pilot shows whether those capabilities meet your acceptance criteria under your network, policy, application, and support conditions.
What the cloud-versus-on-premises choice changes
“Cloud” and “on-premises” describe more than where a console is hosted. They change who operates the infrastructure, how upgrades and recovery are handled, what must cross a firewall, and where management data is stored.
Vendor-operated cloud service
With a software-as-a-service platform, the vendor normally operates the management service, underlying servers, and service upgrades. Your team still owns tenant configuration, identity integration, policy design, endpoint support, and the quality of network connectivity to managed devices. Ask where telemetry, configuration, certificates, and reports are stored; which regions are available; how long data is retained; and what your recovery-time and recovery-point commitments are.

Customer-operated on-premises deployment
On-premises software can keep management data inside your facilities and give your team direct control over server placement, maintenance windows, and network paths. That control comes with responsibility for capacity, operating-system and database maintenance, certificates, backups, patching, monitoring, failover, and security hardening. A design that has no second instance or tested restore process is not a complete disaster-recovery design.
Hybrid or co-managed operation
A hybrid design keeps some functions in an existing on-premises tool while adding cloud visibility or selected cloud workloads. This can reduce migration risk, but it creates two consoles, two policy authorities, and more complicated troubleshooting. Define which system is authoritative for every workload before deployment.
Omnissa documents both Workspace ONE UEM deployment types, while its Tech Zone architecture guide states: “New on-premises deployments of Workspace ONE UEM are by exception only and require the engagement of Professional Services.” That is a dated vendor statement, so confirm the policy and eligibility directly before treating on-premises Workspace ONE as an available procurement path.

Write requirements and acceptance tests before seeing demonstrations. Weight each requirement by business impact and risk; otherwise a long feature list can overpower a small number of critical gaps.
| Axis | Questions for the evaluation | Evidence to collect |
|---|---|---|
| Deployment and control | Is the service SaaS, customer-operated, or hybrid? Where does data reside? What traverses firewalls? Who owns patching and recovery? | Architecture diagrams, data-flow review, residency terms, disaster-recovery design, and documented support conditions. |
| Fleet coverage | Which Windows, macOS, Linux, mobile, server, rugged, shared, and specialty devices must be managed? | A supported-platform matrix for each exact operating-system version and management mode, plus pilot enrollment results. |
| Required workflows | Can the platform enroll devices, deliver applications, apply configuration, manage updates, check compliance, execute remote actions, and report at the required scale? | Workload scenarios with measurable acceptance criteria, including offline devices, remote users, and policy exceptions. |
| Identity, security, and integrations | How does it connect to identity, security tools, service management, certificates, and existing directory services? | Supported integration and authentication documentation, a threat model, and integration test cases. |
| Operations and migration | What skills, infrastructure, change windows, coexistence period, and rollback plan are required? | Runbooks, staffing model, migration phases, service ownership, incident scenarios, and recovery exercises. |
| Cost and contract | Is billing per user, device, or tier? Which capabilities are bundled? What support, implementation, and renewal costs apply? | A current regional quote and a common multiyear total-cost model. |
For every requirement, label the evidence as documented, demonstrated in the pilot, roadmap, or not verified. Do not add scores from incomparable vendor checklists without recording evidence quality.
Set weights and pass/fail gates
Use a weighted score for requirements that can be graded, but establish pass/fail gates for non-negotiables such as data residency, a required operating-system version, certificate-based authentication, or a recovery objective. A platform that fails a gate should not win because it scores well on less important features.

Define measurable acceptance criteria
Replace “supports patching” with tests such as: deploy a specified update to a representative device group; report installation status; handle an offline device; defer a restart according to policy; and produce an auditable exception report. Use the same test script for every finalist.

Microsoft Intune and Configuration Manager
Microsoft describes Configuration Manager as managing desktops, Windows servers, and laptops, including internet-connected devices through a cloud management gateway. Its Intune architecture documentation describes tenant attach, which brings Configuration Manager devices into the Intune admin center for visibility, cloud reporting, remote actions, endpoint-security policy authoring, scripts, and application installs.
Microsoft also documents co-management, allowing some policies to remain under on-premises Configuration Manager while selected workloads move to Intune. This makes an incremental migration a valid scenario when an organization already has Configuration Manager. The comparison must include the operational cost of coexistence: policy ownership, overlapping agents, troubleshooting boundaries, and the eventual target state. Confirm current licensing entitlements against the organization’s Microsoft subscription and current Microsoft documentation; the architecture description does not determine a buyer’s included features or total cost.
Omnissa Workspace ONE UEM
Omnissa lists management for Windows, Windows Server, macOS, iOS, Android, Linux, ChromeOS, and specialty endpoints from one console. Its product page also lists conditional access, compliance policies, device posture, per-app VPN, and automated patch management. Treat those statements as documented product capabilities, then test the exact operating-system versions, enrollment modes, application types, and security integrations in your environment.

For on-premises sizing, Omnissa’s Recommended Architecture 2410 documentation describes sizing bands up to 5,000 and 25,000 devices. Those bands are guidance, not a promise that every 5,000- or 25,000-device deployment uses the same configuration: workload mix and transaction patterns affect capacity. The architecture material also describes a second instance at another site when disaster recovery is required, along with ongoing server maintenance.

Ivanti Neurons
Ivanti describes Neurons as a shared, cloud-based platform with management across cloud, on-premises, and hybrid environments. Its product material lists integrations including Microsoft, ServiceNow, Cisco, Wiz, Okta, Zscaler, CrowdStrike, Tenable, and BMC. That establishes a candidate for further evaluation, not independent proof of equivalent coverage or of a particular integration’s suitability.
Require Ivanti to map the exact Neurons modules, endpoint types, data flows, deployment components, and integration limits to each of your required workflows before assigning a score. Ask which functions require separate modules, agents, connectors, or professional services.

Enrollment and identity
- Enroll corporate, personally owned, shared, rugged, and server devices where applicable.
- Test identity-provider authentication, multifactor requirements, certificate issuance, device ownership tagging, and a lost-device or terminated-user path.
- Measure the time from enrollment request to a usable, policy-compliant device and document every manual intervention.
Configuration and policy
- Apply baseline configuration, Wi-Fi and VPN profiles, certificates, browser settings, and restrictions.
- Test conflicting policies, staged assignments, exclusions, and emergency changes.
- Verify that administrators can identify the authoritative policy when a cloud and on-premises system both manage a device.
Application delivery
- Package and deploy the application types in your estate, including dependencies, licensing, supersedence, uninstall, and rollback.
- Test a remote device with limited bandwidth and a device that is offline during the deployment window.
- Confirm whether deployment status, failure reason, retry behavior, and user prompts are visible to both operators and service-desk staff.
Operating-system and third-party updates
- Create a ring or phased deployment with deferrals and restart controls.
- Test patch compliance reporting, failed-update remediation, maintenance windows, and an exception process for critical systems.
- Measure how quickly a newly issued update appears in inventory and compliance reports.
Security and compliance
- Test device posture, encryption, screen-lock, endpoint-security, conditional-access, and per-application network controls.
- Simulate a noncompliant device and verify the sequence from detection to user notification, access response, remediation, and audit record.
- Check whether security policies can be authored in the cloud while required configuration remains on-premises during a transition.
Remote support and recovery
- Exercise remote lock, wipe, restart, script execution, and diagnostic collection using the permissions available to each support tier.
- Test a device that is unreachable, behind a proxy, or connected only intermittently.
- Restore management data or rebuild a management component according to the documented recovery procedure, and record the achieved recovery time and data loss.
Reporting and audit
- Produce inventory, application, patch, compliance, administrator-action, and exception reports.
- Verify retention, export, API access, time stamps, role-based visibility, and evidence needed for an audit.
- Compare report freshness and accuracy after a device changes network, user, ownership, or compliance state.
Assess identity, security, and integration boundaries
List every system that must exchange identity, device, application, security, or ticket data. A named connector is not enough; determine direction, frequency, authentication method, licensing, failure behavior, and ownership.
Questions for each integration
- Is the integration native, API-based, agent-based, or dependent on a separate connector?
- Which data leaves the environment, in which region, and under whose administrative credentials?
- What happens when the identity provider, certificate authority, directory, or security system is unavailable?
- Can the service desk see the required device state without receiving broad administrative rights?
- Are rate limits, API version changes, and vendor support responsibilities documented?
Include a threat model covering administrator accounts, service principals, certificates, connectors, agents, and management traffic. Test revocation and credential rotation rather than accepting a diagram as proof of secure operation.
Plan migration and coexistence deliberately
Migration is an operating-model change, not a console replacement. Build a phased plan that preserves supportability and provides a rollback path.

- Baseline the estate. Reconcile inventory, ownership, operating-system versions, applications, policies, certificates, and exceptions. Remove stale records before using counts for licensing or capacity.
- Choose a pilot cohort. Include office, remote, low-bandwidth, shared, executive, developer, rugged, and server or specialty devices that reflect real risk. Exclude only devices for which a documented safety reason exists.
- Map policy authority. For each setting, name the current owner, future owner, transition date, conflict rule, and rollback action. This is essential in co-management.
- Run parallel validation. Compare enrollment, application delivery, updates, compliance, reporting, support actions, and recovery against the same acceptance criteria.
- Expand by risk-controlled waves. Use change windows, communication plans, help-desk scripts, and a wave-level go/no-go review. Keep a known-good cohort for comparison.
- Retire old controls only after evidence. Confirm that inventory, certificates, application assignments, security policies, and audit records work in the target platform before removing the previous authority.
Document the coexistence period’s extra licenses, agents, infrastructure, administrators, and incident paths. A migration that is cheap only after the old platform disappears may be expensive for years if coexistence has no exit criteria.
Model total cost on a like-for-like basis
Public list prices are useful for an initial range, not a buyer-specific quote. Build a multiyear model with the same device and user counts, feature requirements, support level, implementation effort, and recovery design for every finalist.
Costs to include
- Per-user, per-device, or tier licenses and the entitlements required for each workflow.
- Implementation, migration, packaging, consulting, training, and temporary coexistence.
- Cloud tenant, connector, network, certificate, storage, and API costs.
- On-premises servers, databases, load balancing, monitoring, backup, secondary-site capacity, and maintenance labor.
- Administration, service-desk, security, reporting, and compliance labor.
- Premium support, renewal increases, regional taxes, and contract minimums.
Published Omnissa subscription examples
Omnissa’s product page displayed the following USD monthly rates, labeled as 12 months prepaid with production-level support. They are examples from an undated page accessed in 2026, not a guaranteed quote; verify current region, term, eligibility, and feature terms before procurement.
| Edition | Per device/month | Per user/month |
|---|---|---|
| Mobile Essentials | $3.00 | $5.40 |
| Desktop Essentials | $4.00 | $7.20 |
| UEM Essentials | $5.25 | $9.45 |
| Enterprise Edition | $10.00 | $15.00 |
| Platinum Edition | $15.63 | $24.71 |
Do not compare these displayed tiers directly with a Microsoft subscription or an Ivanti proposal until included capabilities, user-to-device assumptions, support, implementation, and contract terms are normalized. Microsoft plan entitlements require checking against the organization’s current subscription; public platform descriptions do not establish a particular buyer’s total cost.

- Include enough devices to expose enrollment, reporting, and policy-assignment behavior without risking production availability.
- Represent every required operating system and management mode, including offline and intermittently connected devices.
- Use production-like identity, certificates, applications, security controls, and service-desk permissions with safe test data.

Evidence record
For each test, capture the requirement, exact procedure, expected result, observed result, evidence location, administrator role, device type, network condition, and whether the result is documented or demonstrated. Record defects and workarounds separately from features. A vendor roadmap item is not a passing result.

Decision meeting
Review weighted scores alongside pass/fail gates, unresolved risks, migration effort, and the cost model. Require an owner and due date for every exception. If a finalist needs a vendor commitment, put the commitment and acceptance test in the contract rather than relying on a demonstration promise.
How to interpret the leading candidates
When an incremental Microsoft path deserves priority
If Configuration Manager is already central to desktop or Windows-server operations, include tenant attach and co-management as a first-class scenario. The potential benefit is incremental adoption of Intune capabilities without an all-at-once rebuild. The trade-off is a longer period of dual policy ownership and operational complexity; score that complexity explicitly.
When Workspace ONE UEM merits a detailed shortlist position
Its documented platform list spans Windows, Windows Server, macOS, iOS, Android, Linux, ChromeOS, and specialty endpoints, and its feature material includes posture, compliance, conditional access, per-app VPN, and patching. Validate exact versions and workflows, and treat new on-premises deployment as a vendor-confirmed exception path rather than an assumed standard option. Use the published subscription tiers only as an initial cost input.

Its stated cloud, on-premises, and hybrid scope and named integrations may fit an organization seeking a shared operations platform. Before scoring it alongside better-documented options, obtain module-level architecture, endpoint coverage, data-flow, licensing, and integration responses, then demonstrate each required workflow in the common pilot.
Common comparison mistakes and how to avoid them
- Choosing by feature-count. Use workflow acceptance tests; a label such as “patch management” does not show success with your applications, deferrals, and offline devices.
- Assuming on-premises is automatically available. Obtain written confirmation of deployment eligibility, supported versions, topology, maintenance, and disaster recovery.
- Ignoring coexistence. Include dual-console administration, policy conflicts, duplicate agents, and rollback in the migration cost and risk score.
- Comparing list prices without entitlements. Normalize users, devices, tiers, support, implementation, infrastructure, and renewal terms.
- Trusting a marketing integration list. Test authentication, data direction, failure behavior, permissions, API limits, and support ownership.
- Piloting only ideal devices. Include remote, offline, shared, rugged, specialty, and high-risk systems.
- Scoring unverified claims as facts. Keep documented, pilot-demonstrated, roadmap, and unverified evidence distinct.
- Leaving recovery until the end. Test restore, secondary-site operation, certificate replacement, and loss of a connector before selecting a platform.
Decision checklist
- Have you documented the target cloud, on-premises, or hybrid operating model and data-residency requirements?
- Does the supported-platform matrix match every required device, operating-system version, ownership type, and management mode?
- Can each finalist pass the same enrollment, configuration, application, update, security, reporting, support, and recovery tests?
- Are identity, directory, certificate, security, service-desk, and network integrations tested with defined failure behavior?
- Is policy authority explicit during coexistence, and is there a tested rollback plan?
- Does the multiyear model include licenses, entitlements, migration, infrastructure, administration, support, and disaster recovery?
- Are unresolved roadmap items, vendor exceptions, and evidence gaps recorded as contractual or operational risks?
The defensible selection is the platform that passes your non-negotiable gates, demonstrates the required workflows on representative devices, and has an affordable, supportable operating model. A vendor feature page can create a shortlist; only a weighted evaluation and common pilot can establish fit for your enterprise.
