The most defensible comparison is not “which cloud platform is safest or cheapest?” It is whether each candidate can run the same workload, with the same data sensitivity and availability needs, under controls your organization can actually operate. Compare the exact model, agent, retrieval, storage, networking, logging, and governance services you will deploy. A platform-level security label does not mean every component inherits every control.

Use one documented workload and score evidence in seven areas: identity and least privilege, private access, data protection and location, model guardrails, auditability, governance and risk oversight, and lifecycle resilience. Price that same architecture with realistic request volumes and operational overhead. Current official guidance describes different control scopes, but it does not establish a universal security winner or a cheapest platform.

Start with a common workload, not a feature checklist

Enterprise AI platforms expose different combinations of foundation models, agent runtimes, retrieval systems, vector stores, fine-tuning, safety filters, and operations tooling. Comparing a whole platform as one undifferentiated product hides the decisions that determine risk and cost.

  • Business function: for example, an internal policy assistant, a customer-support agent, or a code-review service.
  • Data classes: public, internal, confidential, regulated, or secrets. List personal data, payment information, health information, source code, and credentials separately.
  • Model path: pretrained model, fine-tuned model, retrieval-augmented generation (RAG), tool-using agent, or a combination.
  • Traffic: average requests, peak requests, prompt and output size, concurrency, latency target, and seasonal spikes.
  • Availability: business hours or continuous operation, recovery-point objective, recovery-time objective, and allowed regions.
  • Human controls: approval before an external action, escalation for uncertain answers, and who can change prompts, tools, or model versions.

Keep these assumptions unchanged while evaluating every candidate. If a supplier cannot support one assumption, record the design change and its effect on risk and cost instead of silently comparing a different service.

Security: evaluate the controls around each component

A sound security review follows the data and the request through the complete path: user identity, application, model endpoint, retrieval sources, tools, logs, backups, and administrators. AWS Prescriptive Guidance describes this layered, platform-centric approach and states: "A robust security and governance framework is essential for scaling generative AI adoption across the enterprise." The statement is guidance, not evidence that a deployment is secure by default.

Identity, roles, and least privilege

Map every human and workload identity to the smallest action it needs. Separate roles for model evaluation, ordinary invocation, fine-tuning, specialized-model use, data administration, and security investigation. An evaluator should not automatically be able to deploy a production endpoint; an application identity should not be able to read training data or alter guardrails.

AWS examples include granular IAM roles for evaluation, general use, fine-tuned models, and specialized models. Azure guidance emphasizes least-privilege role-based access control (RBAC), managed identities, and just-in-time administrative access. Treat these as patterns to implement and verify, not as proof of your configuration. Ask for the exact permission set, service scope, and separation-of-duties procedure for the architecture you plan to run.

  • Can a developer invoke a model without downloading the underlying data?
  • Can an operator change a system prompt, tool permission, or safety policy without a second approver?
  • Are service-to-service credentials short-lived and rotated automatically?
  • Can emergency access be granted temporarily, logged, and revoked?

Private connectivity and network isolation

Determine whether application traffic can stay on private network paths and whether administrative interfaces can be isolated from the public internet. AWS documentation cites private model access through AWS PrivateLink. Azure guidance covers network isolation and private endpoints. Confirm the exact endpoint type, supported region, DNS requirements, routing, and whether every component in the path supports private access. A private model endpoint does not make a public vector database or logging sink private.

Test the complete request path, including retrieval, tool calls, telemetry, and backup traffic. Document firewall rules, egress controls, proxy behavior, and the failure mode when a private endpoint is unavailable.

Data location, retention, and encryption

Record where prompts, outputs, uploaded documents, embeddings, fine-tuning data, logs, and backups are stored and processed. “Regional” can mean different things for different services, so require a service-specific statement for each artifact.

Check encryption in transit and at rest, key ownership, rotation, revocation, and separation between tenants. If customer-managed keys are required, verify whether they cover model inputs and outputs, indexes, evaluation datasets, and logs—not just object storage.

Google Cloud’s machine-learning security table distinguishes feature coverage. For Gemini Enterprise Agent Platform, it lists data residency, customer-managed encryption keys, VPC Service Controls, and Access Transparency. The same table lists fewer controls for RAG Engine and Vector Search. It also states that Vertex AI Feature Store and Vertex Data Labeling do not meet data-at-rest commitments. This is why a buyer must inspect the exact feature rather than generalize from the platform name. The page was last updated August 25, 2026 UTC.

Model eligibility, guardrails, and data-use terms

For every model, ask whether prompts and outputs are retained, used for provider improvement, or available to provider personnel; whether fine-tuning data is isolated; and how deletion requests work. Put the answer in the contract or service commitment when the workload is sensitive.

Evaluate input and output filtering, policy controls, prompt-injection defenses, tool restrictions, and human approval gates. AWS guidance gives Bedrock Guardrails and invocation logs as examples. Azure guidance refers to deployment guardrails. A guardrail can reduce a known failure mode but cannot replace authorization, data minimization, or application-level validation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Run adversarial and ordinary tests using your own data classes. Include jailbreak attempts, indirect prompt injection in retrieved documents, sensitive-data extraction, unsafe tool requests, and hallucinated citations. Record the model version, policy configuration, test set, thresholds, and exceptions so results can be reproduced after an update.

Logging, monitoring, and audit evidence

Decide which events must be reconstructable: sign-in, role changes, model deployment, prompt-policy changes, invocation, retrieval, tool execution, guardrail intervention, administrator access, and data deletion. Capture enough context to investigate without creating a second sensitive-data store. Define redaction, retention, access, and legal-hold rules for logs.

AWS examples include invocation logs in Amazon S3 or CloudWatch Logs and API auditing through CloudTrail. Confirm whether logging is available for the exact endpoint and feature, whether payload capture is optional, and what metadata remains when payloads are redacted. Azure’s threat-monitoring guidance includes Defender for Cloud; verify which alerts cover your AI services and who receives them.

Governance: turn controls into an operating process

Governance answers who may use AI, for which purpose, with which data, under whose ownership, and what happens when performance or policy changes. Microsoft’s Azure AI governance process aligns with the NIST AI Risk Management Framework (AI RMF) and its Playbook. NIST describes AI RMF as voluntary, usable by designers, developers, users, and evaluators, and scalable across organization sizes, sectors, and borders. It is not a certification or a mandatory requirement under the cited guidance.

Set ownership and approval gates

Assign a business owner, technical owner, security owner, privacy or legal reviewer, and operations owner. Define approval gates for experimentation, pilot, production, material model change, new data class, and new external action. Keep an inventory of models, prompts, datasets, indexes, tools, regions, owners, and review dates.

Use a written use policy that states prohibited data, permitted business purposes, human-review requirements, retention limits, and incident-reporting routes. A policy without an owner and an enforcement mechanism is not a control.

Assess and document risk

Rate each use case for impact, likelihood, exposure, and reversibility. Microsoft examples include data-protection noncompliance, lack of transparency, inaccurate predictions, adversarial attacks, insider threats, unexpected costs, and underutilization. These are examples rather than an exhaustive taxonomy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Document intended use, foreseeable misuse, affected people, decision authority, data lineage, evaluation results, known limitations, and residual risk acceptance. NIST notes that trustworthiness characteristics can involve tradeoffs and matter differently by context; do not optimize one attribute, such as accuracy, while ignoring privacy, security, explainability, or accountability.

Monitor production behavior

Define operational and model-quality indicators before launch. Useful measures include latency, error rate, token consumption, refusal rate, retrieval coverage, grounded-answer rate, escalation rate, harmful-output incidents, access violations, and cost per completed task. Set alert thresholds, an on-call owner, and a runbook for each threshold.

Review a sample of interactions under your privacy policy. Test for drift in data, prompts, retrieval sources, and model behavior. Red-team high-impact workflows after major model, prompt, tool, or data changes—not only during the initial approval.

Plan incidents, rollback, and continuity

Decide how to disable a model, revoke a tool, block a data source, or route traffic to a fallback. Preserve the evidence needed for investigation while limiting access to sensitive payloads. Define customer and regulator notification responsibilities where applicable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Lifecycle planning should cover model retirement, endpoint deprecation, version pinning, rollback, export of prompts and evaluation sets, re-indexing, and restoration from backup. Test the recovery procedure. A continuity plan that depends on an untested cross-region feature is an assumption, not resilience.

Cost: price the whole service, not just tokens

Model or API consumption is only one part of an enterprise bill. Build a workload-normalized estimate that includes:

  • Inference for input and output tokens, image or audio units, and any provisioned capacity.
  • Fine-tuning, evaluation, batch jobs, and repeated test runs.
  • Retrieval indexes, vector storage, databases, object storage, backups, and data transfer.
  • Private networking, gateways, load balancing, and cross-region traffic.
  • Logging, monitoring, security analytics, and log retention.
  • Guardrails, content-safety checks, red-team environments, and human review.
  • Engineering and operations effort for prompts, connectors, access reviews, incident response, and model updates.

No comparable, workload-normalized price data establishes AWS, Microsoft, or Google as cheapest. Ask each supplier to price identical assumptions: region, model and version, prompt and output sizes, requests per day, peak concurrency, latency target, retention, availability, logging level, safety checks, and support tier. Separate recurring charges from one-time migration or implementation work.

Control usage before choosing a cheaper endpoint

Microsoft guidance recommends maximum tokens and completions, batching where appropriate, concise prompts, and gateway controls. A gateway can track token use, throttle consumption, apply circuit breakers, and route suitable requests to lower-cost endpoints. Apply these controls with quality tests; reducing output length or switching models can increase retries, escalations, or human-review costs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Measure cost per completed business task, not only cost per request. Include failed calls, retries, cached responses, moderation calls, retrieval, and support operations. Model at least average and peak scenarios, plus a failure scenario in which a circuit breaker routes traffic to a fallback.

Use a repeatable comparison procedure

  1. Freeze the reference architecture. Write the workload, data classes, model path, regions, throughput, concurrency, retention, availability, and human approvals.
  2. List mandatory controls. Mark requirements for identity, private access, residency, encryption keys, guardrails, logging, retention, incident response, and continuity.
  3. Map each requirement to a component. Name the exact model endpoint, agent service, RAG engine, vector store, key service, network endpoint, and log destination.
  4. Request evidence. Obtain documentation, configuration examples, audit reports where applicable, contractual commitments, and a statement of regional and version support.
  5. Configure a test environment. Reproduce the intended network, identities, data classes, policies, and logging. Do not infer production behavior from a marketing demo.
  6. Run security and quality tests. Test authorization boundaries, private routing, deletion, prompt injection, sensitive-data leakage, guardrail behavior, retrieval grounding, and rollback.
  7. Operate a cost trial. Send a representative request mix at expected and peak rates. Record all billable components and operational actions, then extrapolate with clearly stated assumptions.
  8. Score and review exceptions. Give each control a status of verified, partially verified, unavailable, or not applicable. Record compensating controls, owners, deadlines, and residual risk.
  9. Revalidate before contract and launch. Confirm region, feature, model version, limits, support, data-use terms, and price assumptions in the final order and architecture.

A scorecard that prevents platform-level overclaiming

Use one row per requirement and one scorecard per candidate. Do not award a control because another service in the same platform supports it.

Scorecard field What to record Why it matters
Control or feature For example, customer-managed encryption key or private endpoint Prevents vague “secure platform” claims
Exact component Model endpoint, RAG engine, vector store, agent, log service, or gateway Feature coverage differs within a platform
Region and configuration Processing and storage regions, endpoint type, key mode, retention settings Availability and obligations are location- and configuration-dependent
Evidence Official documentation, test output, audit evidence, or contractual commitment Separates a stated capability from a verified control
Owner and procedure Named team, review cadence, approval path, and incident runbook A control is ineffective if nobody operates it
Workload result Pass, limitation, failure mode, and compensating control Shows whether the control works for your data and traffic
Cost assumption Model, volume, throughput, retention, logging, networking, and support inputs Makes supplier estimates comparable

Common comparison mistakes and how to correct them

Choosing a winner before defining the workload

A platform may be suitable for a low-sensitivity internal assistant but unsuitable for a regulated, customer-facing decision workflow. Correct this by fixing data classification, business criticality, and service-level needs first.

Assuming one certification covers every feature

Compliance reports and platform attestations do not automatically cover a newly introduced agent, retrieval service, or regional endpoint. Correct this by checking the exact component, edition, region, and configuration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Counting a documented option as an implemented control

Private endpoints, customer-managed keys, and guardrails still require correct policies, routing, key permissions, monitoring, and testing. Correct this by collecting configuration evidence and running a workload test.

Comparing list prices with different assumptions

One estimate may omit logging, retrieval, safety checks, or peak capacity. Correct this by using the same request mix, retention, availability, and operational scope for every quote.

Ignoring lifecycle and continuity costs

Model retirement, re-evaluation, migration, rollback, and incident response consume engineering time and can create downtime. Correct this by pricing and testing those activities before production approval.

Treating NIST AI RMF as a certification

NIST presents AI RMF as a voluntary framework. Use it to structure risk management, not as a pass/fail badge or a substitute for legal and regulatory analysis.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Decision rule: select the best fit for the documented risk

Select a platform only after it meets mandatory controls for the exact architecture or has an approved compensating control. Among candidates that pass, compare workload cost, operational effort, reliability, model quality, portability, and the maturity of the supplier’s evidence. Keep the scorecard, test artifacts, assumptions, and accepted exceptions with the approval record so the decision can be revisited when models, regions, prices, or regulations change.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
