The best electricity plan is the one with the lowest total cost for your actual usage and terms you can accept—not necessarily the offer with the lowest advertised cents-per-kilowatt-hour. Compare supply and delivery charges, fixed fees, taxes, rate structure, contract length, cancellation rules, deposits, and renewal terms on the same usage profile. Then compare renewable percentage, resource mix, geographic sourcing, and whether renewable-energy certificates (RECs) are bundled or sold separately.

Start by confirming that customers at your service address may choose an electricity supplier. Retail choice is available only in some U.S. markets, and the local distribution utility normally continues delivering power and maintaining the wires even when another company supplies the electricity. Availability, regulated charges, disclosures, and consumer protections vary by state and utility.

Can you choose your electricity supplier?

Electricity shopping is local. Some states have restructured retail markets in which eligible customers can select a supplier; other customers receive default service from a utility or a government-operated provider. Cooperative, municipal, and other public utilities may have their own rules. Confirm the rules for the exact service address before comparing offers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The U.S. Energy Information Administration (EIA) explains that, regardless of the supplier, the distribution utility delivers contracted electricity to the meter and charges for that delivery service. A supplier switch therefore does not usually change the company responsible for outages, poles, wires, or local delivery billing.

EPA reports that 18 states and Washington, D.C., have introduced retail choice on a residential and/or commercial basis. That agency-page figure was accessed in October 2026, the page does not state a publication date, and some markets are only partially restructured; treat it as a guide rather than a reconciled nationwide count. Verify present eligibility with your utility or state public utility commission.

Check these items before collecting quotes

  • Your distribution utility and service address.
  • Whether the address is in an opt-in, opt-out, or no-choice market.
  • The official supplier list, comparison tool, or disclosure form maintained by the utility or state regulator.
  • Your customer class, such as residential, small commercial, or another class, because tariffs and offers can differ.
  • Whether a community-choice program or default-service arrangement already applies to the address.

Texas illustrates why geography matters: customers connected to the ERCOT-managed grid are required to select a provider, but that rule should not be generalized to other states or utilities.

What should you include in the bill comparison?

Use a recent bill and, preferably, a full year of monthly kilowatt-hour (kWh) usage. Enter the same usage profile for every offer. A rate that looks attractive at one consumption level can be more expensive when a minimum charge, tier threshold, or time-of-use period is applied.

Separate supply from delivery

For each offer, identify the generation or supply charge and the regulated delivery components. Add base charges, taxes, and plan-specific fees that apply to your account. Do not compare a supplier’s generation-only rate with another plan’s all-in rate.

A simple fixed-rate estimate can start with:

Supply cost = monthly kWh × supply rate

Then add delivery charges, recurring fees, taxes, and any other charges stated in the tariff or contract. For tiered or time-of-use pricing, calculate each tier or interval separately:

Total bill = supply by tier or time period + delivery charges + fixed fees + taxes + applicable plan fees

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The exact formula must follow the offer and local tariff. Delivery charges can change under regulated utility schedules even when a supplier’s supply rate is fixed.

Why an average electricity price is not your plan quote

EIA’s average delivered retail price combines generation, transmission, distribution, taxes, and fees across a customer class. An individual rate applies to particular services and can vary by customer class, amount consumed, and time of use. EIA specifically cautions that an average price is not an individual utility rate.

Read the explanation here: EIA’s FAQ on average electricity prices and rates.

Bill components to record

Component What to record Why it matters
Supply or generation ¢/kWh, tiers, time periods, and whether the rate is fixed or variable This is the part most advertisements emphasize, but it may not be the largest part of the bill.
Delivery or distribution Per-kWh charge, demand or customer charge where applicable, and current tariff The local utility generally collects this even after a supplier switch.
Recurring fees Monthly base fee, minimum-use fee, membership fee, or other fixed charge A low per-kWh rate can be offset by a recurring fee, especially at low usage.
Taxes and assessments Sales, municipal, state, or other charges shown on the offer or bill Taxes may depend on location and customer status.
One-time charges Enrollment, deposit, setup, move, late-payment, or cancellation charges These affect the first bill, cash flow, or the cost of leaving.

How do fixed, variable, tiered, and time-of-use rates differ?

Rate structure determines both the expected cost and the risk that cost will change. Compare the rate method and the period for which the quoted price applies, not just the advertised number.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Rate feature Questions to ask Main risk or trade-off
Fixed rate What exact rate is fixed, for how many months, and which charges remain variable? The supply price may be stable while delivery charges, taxes, or fees still change under the tariff.
Variable rate How is the price set, when can it change, and how will notice be provided? Your bill can rise with market conditions or the supplier’s pricing formula.
Time-of-use Which hours are on-peak, off-peak, or shoulder periods, and do weekends or seasons differ? Two homes using the same kWh can pay different amounts because their usage occurs at different times.
Tiered rate Where do thresholds occur, and does crossing a threshold change all usage or only the next block? Small changes in consumption can move usage into a higher-priced block.
Minimum usage or bill What minimum kWh or dollar amount applies each month? Low-usage months may cost more than a per-kWh comparison suggests.
Introductory rate When does the introductory period end, and what rate or formula follows? The first bill or first few months may not represent the contract’s normal cost.

Run the estimate at several realistic levels—for example, low-use, typical, and high-use months from your own history. If the plan uses time-of-use pricing, map your usage to the stated periods rather than multiplying annual kWh by one blended number.

Which contract and fees should you check before switching?

Read the written Electricity Facts Label, disclosure, terms of service, or equivalent document supplied for your market. The U.S. Department of Energy’s consumer-protection blueprint identifies pricing method, fees, contract length, supply mix, emissions, deposit policies, and complaint procedures as material information. The blueprint is a policy recommendation, not proof that every state uses an identical form, so verify the actual document and local rules.

Contract questions

  • Is the quoted supply rate fixed or variable, and for what period?
  • What is the contract start date and length?
  • What happens automatically at renewal or rollover?
  • Can the supplier change the rate, renewable mix, or project during the term?
  • Is there a minimum monthly usage or bill?
  • Is a deposit required, how is it calculated, and when is it returned?
  • What payment methods and late-payment rules apply?
  • What happens if you move to another address?
  • What is the early-termination charge, and are there stated exceptions?
  • Who handles billing disputes, supplier complaints, and delivery outages?

Fee checklist

Fee or condition How to evaluate it
Monthly base or membership fee Add it to every month in the estimate; do not bury it in the supply-rate calculation.
Minimum-use charge Test months below the threshold using your actual low-season usage.
Early cancellation Compare the charge with the months remaining and check move-related exceptions.
Deposit Include the upfront cash requirement and the conditions for return.
Late-payment fee Record the amount, grace period, and whether service or enrollment can be affected.
Renewal or rollover Find the post-term rate and notice period; an attractive initial term can become expensive after renewal.
Move or account-transfer fee Check whether the contract follows you, ends without penalty, or requires a new enrollment.

How do you compare renewable energy plans accurately?

“Renewable” is not a single product category. Compare the percentage of your usage covered, the resources and locations represented, the treatment of RECs, and any premium on the same basis as the conventional plan.

EPA’s description of competitive green-power products gives examples of 30%, 50%, and 100% renewable content. Those are examples of possible product percentages, not market-wide prevalence figures. EPA also describes competitive products as bundled electricity and RECs that commonly add a per-kWh premium and generally use contracts lasting six to 36 months. A particular offer can differ.

Renewable attributes to put side by side

Attribute What to verify
Renewable percentage What percentage of your usage is matched with renewable electricity or RECs?
Resource mix Are the sources wind, solar, hydropower, biogas, or another resource? Is the mix guaranteed for the term?
Geographic sourcing Where are the facilities or certificates located, and does the location matter to your goal?
REC treatment Are RECs bundled with the electricity, sold separately, transferred to you, or retired on your behalf?
Price premium Is the premium per kWh or a fixed monthly amount, and is it added to supply, delivery, or a separate bill line?
Project specificity Does the contract identify a facility or portfolio, and can the supplier substitute projects?
Certification Is third-party certification documented in the offer? If not stated, record it as not stated rather than assuming it.

Bundled electricity and RECs versus separate REC purchases

A bundled competitive product combines electricity supply with RECs in one purchase. A separate retail REC purchase does not physically deliver renewable electrons to your meter; you buy electricity and the REC from separate entities. In either case, ask what percentage of usage is covered, where certificates originate, and whether the supplier retires or transfers them for you.

Do not treat a plan labeled “green” as equivalent to 100% renewable content. The percentage, resource mix, sourcing, and certificate terms must be stated in the product description or contract.

How are supplier plans, utility programs, and green tariffs different?

The delivery wires and the renewable procurement arrangement can be separate. Use the product description to identify which of these arrangements you are evaluating.

Product type Who supplies or procures power? What to check
Competitive supplier plan An alternate supplier sells the supply portion in a retail-choice market; the distribution utility continues delivery. Rate, term, fees, renewable percentage, REC bundling, and supplier complaint process.
Utility green-power product The utility or default-service provider offers an optional renewable purchase, commonly for a bill premium. Enrollment eligibility, premium, percentage, resource mix, and cancellation terms.
Community choice aggregation A community-choice entity procures power for residents while the existing utility continues transmission and distribution. Whether participation is opt-in or opt-out, the renewable content, governing rules, and supplier of the bill.
Utility green tariff A utility offers bundled renewable energy, sometimes from a specific project. Eligibility, capacity limits, contract duration, project identity, and whether the program accepts residential customers.
Retail REC purchase You purchase certificates separately from the electricity used at the meter. Certificate percentage, resource and location, retirement or transfer terms, and price.

EPA reported 62 active utility green-tariff programs approved or pending approval at more than 30 utilities across 30 states, based on an October 2023 status. That is a dated snapshot, not a current 2026 count. Such programs may have limited capacity or be restricted to larger customers, so verify current eligibility with the utility.

A repeatable step-by-step method for comparing plans

  1. Confirm market eligibility. Ask the distribution utility or state regulator whether the address can select a supplier and where the official comparison list is published.
  2. Collect usage data. Download 12 months of kWh history if available. Note seasonal peaks, low-use months, and any time-of-use information on the bill.
  3. Gather complete documents. Save the Electricity Facts Label, terms of service, renewable disclosure, and fee schedule for every candidate. Do not rely on a headline rate.
  4. Normalize the usage profile. Apply each offer to the same monthly kWh values. Use separate calculations for tiers, minimums, and time periods.
  5. Add every charge. Include supply, delivery, fixed fees, taxes, deposits, and applicable plan fees. Keep one-time charges separate from recurring costs.
  6. Test rate risk. Mark fixed or variable pricing, the period guaranteed, the renewal formula, and which delivery or tax charges can still change.
  7. Audit the contract. Record term length, cancellation and move rules, deposit, late fees, payment requirements, complaint contacts, and responsibility for outages.
  8. Audit renewable claims. Record percentage, resource mix, geographic sourcing, bundled or separate RECs, project substitution rights, certification, and premium.
  9. Run sensitivity checks. Compare low, typical, and high usage. For time-of-use plans, test a schedule with more usage during each priced period. For variable plans, treat future pricing as uncertain rather than assuming today’s rate continues.
  10. Choose using your priorities. Select the offer that fits your total-cost range, risk tolerance, contract flexibility, and renewable objective. Keep the documents and the enrollment confirmation.

How can you decide which plan is cheapest for your usage?

There is no universally cheapest electricity plan. The answer depends on service address, customer class, consumption, timing, delivery tariff, fees, and contract terms. A plan can be cheapest for a high-use household and expensive for a low-use apartment, or vice versa.

Use annual cost for the primary ranking and monthly results to expose cash-flow problems or seasonal surprises. Separate these decisions:

  • Lowest expected cost: the smallest calculated total under your realistic usage profile.
  • Lowest price risk: a rate and term that limit exposure to changes, while recognizing that delivery charges and taxes may still vary.
  • Most flexibility: short or cancellable terms with manageable move and termination rules.
  • Strongest renewable match: the highest documented percentage and resource or project attributes that meet your objective.
  • Lowest upfront burden: no deposit or large enrollment payment, subject to the plan’s other costs.

Do not let one priority hide another. If two plans have similar annual estimates, the written terms, renewable sourcing, cancellation exposure, and customer safeguards can determine the better fit.
